OVERVIEW SCS: KEY HIGHLIGHTS
INTRODUCTION :
• Achieve national vision of ‘MII’ - Ease of doing business
• For DPSUs & Pvt Industry with self-evident QMS
• Provides eligibility criteria for grant of SCS, Assessment, Validity,
Revocation/Renewal of SCS and acceptance of Self Certified stores etc.

OBJECTIVE:
• Def Suppliers - responsible for the Quality built into the product.
• Encourages direct responsibility to sustain and improve the standard of Quality.
• Ensuring Quality throughout the mfg process & better reliability of end product.

PROCEDURE FOR ACCEPTANCE OF STORES
• Inspection Note
 DGQA will not issue I-Notes for consignments.
 Receipt Inspection by a Board of Officers.
 I-Note for conforming consignments franked by the BOO as
“Accepted” to enable payment to the Supplier.
• Quality Audit:
 Carried out with approval of ADG Technical Directorate.
 Confirm that QA activities as per the agreed T & C 11
PROCEDURE FOR ACCEPTANCE OF STORES

• Traceability
 Vendor shall ensure the batch-wise traceability of the final product Batch
codes maintained shall uniquely identify the raw material lot
• Defect Investigation
 Vendor shall initiate action within 72 hrs.
 Root cause will be analyzed in association with AHSP.
 Vendor will report details of the defect, the causes and rectification,
corrective and preventive action to the AHSP.

REVOCATION OF SCS

• Any non-conformance in Quality and Reliability of product


performance observed by the User on account of manufacturers
fault will warrant immediate revocation of the SCS.
• If major defects are observed during the Quality Audit or
evaluation of Audit Samples carried out by DGQA, action will be
initiated to review and, if necessary, cancel the Self-certification
status accorded.

RENEWAL OF SELF CERTIFICATION
• DPSU/ Pvt Vendor will approach AHSP under intimation to designated

SQAO/ QAO for renewal


• At least 90 days prior to the expiry of validity giving details of Orders
executed by them during the last three years.
• AHSP will initiate action accordingly for renewal.
• Renewal for another three years
 Consistent Final Supplier Rating of at least 90%
 Without any adverse feedback from the Customer,
 Including performance of the stores during warranty period. 14

RENEWAL OF SELF CERTIFICATION
• Renewal of Self-certification will be done after re-assessment.
• In case the concerned DPSU/ Pvt Vendor
 Not received any Supply Order, or
 Has completed the orders received but with adverse f/b on the
store supplied, or
 Has not successfully executed the requisite number of orders.

 May be revoked through a withdrawal notification by DGQA OR
 Authorized rep if Quality Audit or other feedback on Quality of the

GREEN CHANNEL STATUS (GCS)

• Green Channel Status is one kind of Self-Quality Assurance status.

• Promoted by Dept of Defence Production (DDP) to eligible firms.

• Aims to delegate the responsibility for the quality of their products by


waiving off QA clearances by DGQAs.
GREEN CHANNEL STATUS (GCS)

Indian manufacturers/PSUs
Foreign Manufacturers having manufacturing facility in India.
OEM outsourcing the products in their own name/brand.
OEM having wholly owned Indian subsidiary having mfg facility in India
Criteria:
Average annual turnover of Rs. 500 Cr or more during last three years
Profit in at least three out of last five years
Qualification Crieteria:
90% & above marks in ‘Manufacturer Quality Survey Report (MQSR)’ -
‘FIT’ for GCS

THIRD PARTY INSPECTION (TPI)

Product Specific Rate Contract with the Registered TPI Agencies for
a period of 03 years.

The procurement agencies shall share the details of stores likely to


be procured during next three years to facilitate rate contract by
DGQA.

The OPA will have the option to choose between the DGQA and
Registered TPI Agencies.
DEFENCE TESTING INFRASTRUCTURE SCHEME (DTIS)

DTIS launched by Shri Rajnath Singh on 08 May 20 to provide defence


industry easy access to testing & certification facilities

Scheme proposes setting up 06 to 08 Greenfield Defence Testing Facilities


with Govt Grant-in-Aid of Rs 400 Cr

DTIS: OBJECTIVE
DTIS formulated to provide defence industry easy access to testing facilities
Testing Infrastructure is capital intensive & it is not viable for Industry to set
up testing facilities
 Will create manufacturing ecosystem where testing facilities are collocated
with design & production centers
 The equipment / systems tested at these facilities will be certified as per
appropriate accreditation
 Scheme has been included in the list of 167 transformational ideas being
implemented by GOI
SCHEME IMPLEMENTATION
 Test Facility will be setup, operated and maintained through a SPV
 SPV will comprise of min 5 entities (Companies, Govt agencies, R&D/Academia
etc)
 SPV shall be registered as a Section 8 under the Companies Act
 Govt assistance shall not exceed 75% of the total project cost while SPV will
fund remaining 25%
 Project Consultant selected for the Scheme
 Gap Analysis Study identifying shortlisted domains for setting up Test
Facilities submitted

The broad norms for funding of DTIs shall be

INNOVATION IN DEFENCE EXCELLENCE(iDEX)

 The Innovations for Defence Excellence (iDEX) framework was formulated in


order to promote the smaller enterprises, startups and innovators, which have the
competence to supply the Indian military with innovative and ingenious
technological solutions.

 The primary objective to implement the iDEX framework, Defence Innovation


Organization (DIO) was set up as a Section 8 Company. with the primary objective
of self-reliance and indigenization in Defence & aerospace sector of the country
bolsters the “Atmanirbhar Bharat Abhiyan” of the Government.
iDEX : BACKGROUND

A special effort was required to reach out and engage the smaller
enterprises, startups and innovators, which have the competence,
flexibility and adaptability to supply the Indian military with innovative
and ingenious technological solutions.
To implement the iDEX framework, Defence Innovation Organization
(DIO) was set up as a Section 8 Company. iDEX was formally
launched during DefExpo 2018 by the Hon'ble Prime Minister.

Moreover, iDEX-DIO is relevant to further the objectives laid out for


this Department under the “Atmanirbhar Bharat” package, mainly self-
reliance in Defence Production and reduction in Defence Import Bill.
INNOVATION IN DEFENCE EXCELLENCE(iDEX)
 Facilitate rapid development of new, indigenized, and innovative
technologies for the Indian defence and aerospace sector, to meet needs for
these sectors in shorter timelines
 Create a culture of engagement with innovative startups, to encourage co-
creation for defence and aerospace sectors
 Empower a culture of technology co-creation and co-innovation within the
defence and aerospace sectors.
Adoption of innovation requires execution of three critical functions:
 Co-Innovation/co-creation - Discovery and exploration of existing technologies, or
development of relevant technologies
 Piloting of candidate technologies in important platforms, with quick feedback to the
innovators
 Indigenization of various defence and aerospace related platforms being manufactured in
the country based on ToT
