Preface

Standard Definition

The National Occupational Skills Standard (NOSS) is a Standard document that outlines the
minimum competencies required by a skilled worker working in Malaysia for a particular area
and level of occupational, also the path to achieve the competencies. The competencies are
based on the needs of employment, according to the career structure for the occupational area
and developed by industry experts and skilled workers.

The National Competency Standard (NCS) is a Standard document that outlines the
competencies required by a skilled worker in Malaysia.

Description of Standard Components

The document is divided into three (3) components which includes: -

Component I Standard Practice


This component is about the information related to occupational area
including introduction to the industry, Standard requirements, occupational
structure, levelling of competency, authority and industry requirements as a
whole.

Component II Standard Content


This component is a reference to industry employers in assessing and
improving the competencies that is required for a skilled worker. The
competencies are specific to the occupational area. The component is
divided into two (2) section which are the chart (Competency Profile Chart,
CPC) and details of the competencies (Competency Profile, CP).

Component III Curriculum of Competency Unit


This component is a reference for the training personnel to identify training
requirements, design the curriculum, and develop assessment. The training
hours that included in this component is based on the recommendations by
the Standard Development Committee (SDC). If there are modifications to
the training hours, the Department provides the medium for discussion and
consideration for the matter.

Glossary

1 Cloud system Cloud-based is a term that refers to applications, services or resources


made available to users on demand via the Internet from a cloud
computing provider’s server.
2 CNC Machine Computer numerical control (CNC) is a method for automating control
of machine tools through the use of software embedded in a
microcomputer attached to the tool. It is commonly used in
manufacturing for machining metal and plastic parts.
3 Cp Process Capability is a simple and straightforward indicator of process
capability.
4 Cpk Process Capability Index. Adjustment of Cp for the effect of non-
centered distribution.
5 Datum A fixed starting point of a scale or operation.
6 Drilling A cutting process that uses a drill bit to cut a hole of circular cross-
Machine section in solid materials. The drill bit is usually a rotary cutting tool,
often multi-point. The bit is pressed against the workpiece and rotated
at rates from hundreds to thousands of revolutions per minute. This
forces the cutting edge against the workpiece, cutting off chips (swarf)
from the hole as it is drilled.
7 GD&T Geometrical, Dimensioning & Tolerance is a language of symbols and
standards designed and used by engineers and manufacturers to describe
a product and facilitate communication between entities working
together to produce something.
8 Industrial 4.0 Refers to the concept of factories from the manufacturing perspective in
which machines are augmented with wireless connectivity/sensors,
connected to a system that can visualise the entire production line,
control and make decisions on its own. It also describes the trend
towards automation and data exchange in manufacturing technologies
and processes which include cyber-physical systems (CPS), the internet
of things (IoT), industrial internet of things (IIOT), cloud computing,
cognitive computing and artificial intelligence.
9 Lathe Machine A machine tool that rotates a workpiece about an axis of rotation to
perform various operations such as cutting, sanding, knurling, drilling,
deformation, facing and turning with tools that are applied to the
workpiece to create an object with symmetry about that axis.
10 Machining Various processes in which a piece of raw material is cut into a desired
final shape and size by a controlled material-removal process.
11 Milling The process of machining using rotary cutters to remove material by

on one or several axes, cutter head speed and pressure.

13 Spindle A rod or pin serving as an axis that revolves or on which something
revolves.
14 Turning The action or skill of using a lathe.
15 Virtual Reality The computer-generated simulation of a three-dimensional image or
environment that can be interacted with in a seemingly real or physical
way by a person using special electronic equipment such as a helmet
with a screen inside or gloves fitted with sensors.
16 Jidoka Built in inspection /automation inspection.
17 Takt time Takt is the German word for the baton that an orchestra conductor uses
to regulate the tempo of the music. Takt time may be thought of as a
measurable beat time, rate time or heartbeat. In Lean, takt time is the rate
at which a finished product needs to be completed in order to meet
customer demand.

1. Introduction

Machining Design & Programming Development are areas that offer unlimited business
opportunities and jobs. The needs and expertise extended to other areas of manufacturing
including fashion design & garment making, automotive, engineering, aerospace and
many more. The machining design and programming is a process involving Computer
Aided Design (CAD) software that is used in order to produce drawing or engineering
design. The design and manufacturing of the component and parts in modern
Computerized Numerical Control (CNC) is highly automated and requires complex and
tedious machining language however, it become easier with the assistance of Computer
Aided Manufacturing (CAM) technology that is used to simulate the whole processes. In
CNC machining, the desired cuts and other techniques are programmed with machining
language and fed into the machine which then carries out the specified tasks. Consisting
of instructions written in a numerical code using CAM software, a program will detail
everything from where to cut a workpiece to how fast the tools and machine should move.
Many industries are engaging the CNC machines for faster production of precise and
highly efficient parts.

CNC machines or computerized numerically controlled machines made the


manufacturing process immensely smooth, thanks to the integration of technology
compared to ordinarily hand-operated tools. Simpler devices such as lathes and mills are
commonly CNC controlled now allowing for continuous manufacturing, fewer errors and
increased uniformity. Along with making simpler machine processes more efficient, CNC
drives more complicated procedures such as laser cutting and large industrial machines
which would otherwise be quite difficult to operate.

The CAD/ CAM has been used as the main application in designing products, processing
and managing the operations and resources of any manufacturing plant. Computer
technology has been extensively used to help both designing and information system
which focus on the effort to increase the overall efficiency and meet the customer's
requirements. With the high demand from competitive market, Small Medium Enterprise
industry needs to be aligned with the current computer technology and comply with the
demands of the clients in order to increase their productivity.

With the latest technologies of IoT and Augmented Reality as current great frontier of
technological progress, it gives the machining industry an ability to make an integration
between sensors and things by using the internet as a communication medium. These
allows the machining designers and programmers a wide area to take benefit of it. The
IoT is defined as a combination of networks that enables dual communication between
machinery, facilities, finished and unfinished products via local intelligence. It
incorporates deep learning and machine learning, big data, industrial data sensors,
machine-to-machine communication and giving results when compared to humans which
are more accurate and reliable.

1.1 Occupation Overview

A person who specialises in Machining Design and Programming Development are


called Machining Programmer. They are the competent workers in three (3) principal
machine design and programming processes namely design analysis, design
simulation & prototyping and numerical code & CNC machine programming. All
these processes are performed to achieve the desired finished workpiece that meets
the specifications set out by the engineering drawings or blueprints.

a) Design analysis - Design analysis is the systematic process of developing a


design including all information discovery, planning and communications.
This can be applied to any type of design including the design of physical things
such as buildings and intangible things such as software, information and
processes.

b) Design simulation & prototyping.

i) Virtually test behaviour of a product under various operating and


environmental conditions. Simulation of manufacturing processes is
commonly referred to as “process simulation” or “virtual manufacturing.”

ii) In some design workflow models, creating a prototype (a process


sometimes called materialization) is the step between the formalization
and the evaluation of an idea.

c) Numerical Code (NC) & Computerized Numerical Control (CNC) machine


programming - NC refers to skills and knowledge of abstractly encoded
commands in computer or machine language on a storage medium that is being
programmed to automate the CNC machines processes accurately and
precisely.

1.2 Rationale of National Occupational Skills Standard Development

This document is a revision of National Occupational Skills Standard (NOSS)


previously developed namely Manufacturing Coordination (CAD/CAM) with
NOSS code MC-050-4-2012. The revision development process is inclusive of
mapping the NOSS to compare and align the competencies according to the current
industry needs. The development panels also incorporate the latest technological
advancement in the machining industry as a benchmark and to sustain this document
usage for the next few years to come until it is due for next revision.

The reviewed NOSS changed its title as Machining Design & Programming
Development and the entry level at level 2. This NOSS specifically outline the
competencies required to perform machining designing & programming as required
by the industry. It can be used as a guideline for job description, performance
appraisal and personnel development. Training centres can utilise this document as
a guideline in developing the curriculum for Malaysian Skills Diploma (MSD)
(Level 4) in Machining Design & Programming Development.

The engineering technological advancement in the machining industry is constantly


changing and moving at a very fast paced. This is clearly evidenced with the
announcement of Industry 4.0 at the national and international level recently. Whilst
the Industry 4.0 promotes system automation, information and communications
technology application in the manufacturing process, the basics of conventional
machining operations will still be very much relevant and essential for the small and
medium enterprise group.

The previous NOSS is reviewed in order to produce the standard framework to the
latest competency standard expected from the current and potential workers of this
field. Machining Design & Programming Development is a specialised skill with
meticulous work processes as to produce high standard quality service or products.
The ultimate aims of this reviewed NOSS is to produce technically skilled workers
in Machining Design & Programming Development equipped with the highest level
of discipline and work ethics. The Core Abilities and Social Values & Social Skills
modules are designed and embedded in the training curriculum as to provide the
trainee with employability skills. These skills are vital in preparing them before
embarking into labour market.

1.3 Rationale of Occupational Structure and Occupational Area Structure

Based on the Malaysia Standard Industry Classification (MSIC) 2008, Machining


Programmer are classified in Section (C) Manufacturing. The 3-digit code closely
match for Machining Programmer (259) Manufacturing of Other Fabricated Metal
Product; Metal Working Service Activities.

With the latest development in the machining industry technology, the NOSS
development committee has identified three (3) main pillars that falls under this
group namely Machining, Die Making and Mould Making. These pillars represent
the three (3) main work areas which covers metal machining, metal stamping and

plastic mould making. This NOSS specifically covers the occupational area of
design and machining programming or design for manufacturing & assembly as it is
normally called. The entry level for this NOSS starts at level 2 even though the job
title starts at level 1 as general machinist. This is due to the reason that most of the
competencies at level 1 are also performed at level 2. The proposed Occupational
Structure and Occupational Area Structure for this NOSS are depicted in Figure 1
and Figure 2 respectively in Section 2 and 3.

1.4 Regulatory/Statutory Body Requirements Related to Occupation

a) Occupational Safety and Health Act (OSHA), 1994 (Act 514) – Department of
Safety and Health (DOSH), Ministry of Human Resources.

i) Occupational Safety and Health (Noise Exposure) Regulations 2019;


ii) Occupational Safety and Health (Safety and Health Officer) Regulations
1997;
iii) Occupational Safety and Health (Control of Industrial Major Accident
Hazards) Regulations 1996; and
iv) Guidelines for Hazard Identification, Risk Assessment and Risk Control
(HIRARC) 2008.

b) Factories and Machinery Act (FMA), 1967 (Act 139) – Department of Human
Resources, Ministry of Human Resources.

i) Factories and Machinery (Person-In-Charge) (Amendment) Regulations


2014;
ii) Factories and Machinery (Mineral Dust) Regulations 1989;
iii) Factories and Machinery (Administration) Regulations 1970;
iv) Factories and Machinery (Notification of Fitness and Inspections)
Regulation 1970;
v) Factories and Machinery (Fencing of Machinery and Safety)
Regulation1970; and

c) Environmental Quality Act (EQA), 1974 (Act 127) – Department of


Environment, Ministry of Energy, Science, Technology, Environment &
Climate Change.

i) Environmental Quality (Clean Air) Regulations 2014;


ii) Environmental Quality (Industrial Effluent) Regulations 2009; and
iii) Environmental Quality (Scheduled Wastes) Regulations 2005.

1.5 Occupational Prerequisite

The minimum requirements set forth by the industry and relevant statutory bodies
for any interested individual to undertake the job or career in this area are as follows:

a) Age 18 years and above (Employment Act 1955 – Act 265);


b) Medically fit (medical check-up by Medical Officer or Occupational Health
Doctor) and;
c) Possessed Malaysian Skills Diploma (MSD) in Machining Design &
Programming Development Level Four (4) with NOSS code C259-XXX-
4:2019 or 5 years of working experience as Senior Machinist.

1.6 General Training Prerequisite for Malaysian Skills Certification System

a) Able to read and write (Bahasa Malaysia and/or English Language);


b) Medically fit (medical check-up by Medical Officer or Occupational Health
Doctor) and;
c) Possessed Malaysian Skills Certificate (MSC) in CNC Machining Operation
Level Three (3) with NOSS code C259-006-3:2020.

4. Definition of Competency Levels

The NOSS is developed for various occupational areas. Below is a guideline of each
NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.

Level 1: Competent in performing a range of varied work activities, most of


which are routine and predictable.

Level 2: Competent in performing a significant range of varied work activities,


performed in a variety of contexts. Some of the activities are non-
routine and required individual responsibility and autonomy.

Level 3: Competent in performing a broad range of varied work activities,


performed in a variety of contexts, most of which are complex and
non-routine. There is considerable responsibility and autonomy and
control or guidance of others is often required.

Level 4: Competent in performing a broad range of complex technical or


professional work activities performed in a wide variety of contexts
and with a substantial degree of personal responsibility and
autonomy. Responsibility for the work of others and allocation of
resources is often present.

Level 5: Competent in applying a significant range of fundamental principles


and complex techniques across a wide and often unpredictable variety
of contexts. Very substantial personal autonomy and often significant
responsibility for the work of others and for the allocation of
substantial resources features strongly, as do personal accountabilities
for analysis, diagnosis, planning, execution and evaluation.

5. Award of Certificate

The Director General may award, to any person upon conforming to the Machining
Design & Programming Development, Level four (4) Standards the following skills
qualifications as stipulated under the National Skills Development Act 2006 (Act 652):

a) Malaysian Skills Diploma (MSD); or


b) Statements of Achievement.

6. Occupational Competencies

The Machining Design & Programming Development Level 4 personnel are competent
in performing the following core competencies:

a) Computer Aided Design (CAD) Data & Product Drawing Analysis;


b) Jig & Fixture Designing;
c) Computer Aided Manufacturing (CAM) Program Development;
d) Computerized Numerical Control (CNC) Machining Execution; and
e) Machining Operation Administration.

7. Work Conditions

Machining Design & Programming Development personnel usually work under the
supervision of Machining Manager. They may also work alone or as a member of a
machining operation team depending on the scope of the job activities. Most respective
personnel work inside factories or other industrial areas although some outdoor work may
be required depending on the machining or equipment location.

Machining Design & Programming Development personnel generally work five (5) days
in a week. In the case of emergencies, they may be called to the plant during at any time
depending on the factory’s requirements. In some factories, they may work in a shift mode
rotation.

8. Employment Prospects

According to the report by Malaysian Investment and Development Authority (MIDA),


Malaysia’s manufacturing sector recorded and impressive approved investment of
RM25.4 billion in Q1 2019. This is an increase of 128.8% more than RM11.2 billion
recorded in Q1 2018. Machining industry contributes part of this statistics as it produces
the high value-added modular components, machine structures and precision engineering
parts for the manufacturing industries.

The manufacturing projects approved will create 22,970 new job opportunities. The jobs
created include 1,590 electrical and electronics engineers, 710 mechanical engineers and
180 chemical engineers. In addition, the approved manufacturing projects will also
require about 1,710 skilled craftsmen such as plant maintenance supervisors, tools and
die makers, machinists, IT personnel, quality controllers, electricians and welders1.

On top of the promising market outlook, a competent machining programmer could also
be employed at a vast variety of manufacturing industries including but not limited to oil
& gas, aerospace, shipping, food & beverages, heavy machineries, electrical &
electronics, medical, automotive, fashion and etc.

9. Up Skilling Opportunities

There are ample up skilling opportunities for Machining Programmer. With more
advanced training and experience in a specific discipline of preference, they can be
venture into different manufacturing industries or become an entrepreneur providing
machining design and programming services to the larger manufacturing businesses.

The Machining Programmer normally train on the job, working with more experienced
colleagues to learn and develop new techniques and skills. It is essential for machining
programmer to keep up to date with new developments in the industry, and there are many
relevant short courses, particularly about machining technique and technology relevant to
their field of designing for manufacturing and assembly.

The Machining Programmer have an opportunity to enhance his/her skills in Machining


Design & Programming Development by attending the following course:
