o Japanese Industrial Standards (JIS)
is a set of standards developed and
published by the Japanese
government to ensure the quality
and safety of products and services
in various industries.

History of JIS Development
o The development of JIS can be traced back to the Meiji
era, when private enterprises were responsible for
making standards, although the Japanese government
too had standards and specification documents for
procurement purposes for certain articles, such as
munitions.

o These were summarized to form an official standard,


the Japanese Engineering Standard, in 1921. During
World War II, simplified standards were established to
increase material output.

o In 1949, the Japanese Industrial Standards Committee


was established to oversee the development and
publication of JIS, which has since undergone several
revisions and updates to keep up with technological
advancements and changing industry needs.

Committee (JISC)
The Japanese Industrial Standards Committee
(JISC), Japan's national standardization body, plays a
central role in developing standards in Japan covering a
wide range of products and technologies from robots to
pictograms. JISC is also responsible for Japan's growing
contribution to setting international standards through its
work with the International Organization for Standardization
(ISO) and the International Electrotechnical Commission
(IEC).

o The Industrial Standardization Law was revised in 2004 and the JIS product certification
mark was changed; since October 1, 2005, the new JIS mark has been used upon re-
certification.
JIS Certification Process
o To obtain JIS certification, companies must
meet certain criteria set by the Japanese
government. This includes meeting specific
quality control standards, having proper testing
equipment, and following strict manufacturing
processes.
o Once a company meets these
requirements, it can apply for JIS certification.
The certification process involves rigorous
testing and evaluation to ensure that the
company's products meet the required
standards.
How does the JIS Mark certification
process work?

The JIS Mark Certification includes


sample testing, and a factory audit may also be
required depending on the type of certification.

The Factory Audit will be


conducted by a Registered Certification Body
(RCB). The product testing also has to be
done in the test laboratory of the RCB. If the
manufacturer has its own internal test lab
there is the possibility to do witness tests
during the factory audit. A Periodic
Certification Maintenance Surveillance
(Follow-Up) is necessary to keep the JIS Mark
certificate valid.
JIS MARK
The JIS Mark is a mandatory certification based on product certification that
verifies the conformity of products according to the Japanese Industrial
Standards (JIS). JIS covers industrial and mineral products, data, services, and
management systems under the Industrial Standardization Act of Japan.
The product must be marked with the applicable JIS Mark:

oCoverage of JIS
o JIS covers industrial and mineral
products, data, services, and
management systems under the Industrial
Standardization Act. The letter symbol
indicates the technical area (JIS Division:
see the explanation in Figure)

o Not Covered by JIS:


Medicine, Chemicals (Agriculture), Food,
Agricultural Products, Forest Products,
and Silk Thread.

o First, a JIS draft is prepared by an
industrial association entrusted by the
relevant ministry or made by an interested
party. The draft is submitted to the relevant
Minister, then the Japan Industrial Standards
Committee (JISC) starts deliberation. After
consultation with a concerned board and a
concerned technical committee of the JISC,
the draft is reported to the relevant Minister
to be established/revised as a JIS.
To accelerate the development of JIS,
a new scheme has been established under
the partial revision of the Industrial Standards
Act which took effect on July 1st, 2019. A JIS
draft proposed by a private association who
are accredited as having expertise in
developing JIS by the relevant Minster
became able to skip the deliberation of JISC.
Some chances are publicly announced to
interested parties in this development
process.
oJIS vs. Other
Standards
Compared to other standards, such as
ISO and ASTM, JIS are more specific
to Japanese industries and products.
This means that JIS is often more
tailored to the needs of Japanese
businesses and consumers.
However, this specificity can
also be a disadvantage for companies
looking to export their products to
other countries. In these cases, it may
be necessary to meet multiple
standards, including JIS, to ensure
compliance with different markets.
The Japanese Industrial
Standards Committee (JISC) is a
member of ISO and IEC. 39% is
identical to international standards
and 59% is modified from international
standards.
JISC's relationships with ISO and IEC
As an active member of ISO since
1952, JISC is a permanent member of the
ISO Council and the Technical Management
Board(TMB), playing a key role in policy-
making. JISC joined the IEC in 1953. At the
IEC, JISC participates as a permanent
member of the Council Board (CB), as well as
the Standardization Management Board
(SMB) and Conformity Assessment Board
(CAB), helping shape policy. In addition, two
Japanese members sit on the Market
Strategy Board (MSB). Raising Japan’s prole
at the IEC, Dr. Junji Nomura of Panasonic
Corporation served as IEC President from
2014 to 2016 and now serves as IEC’s
Immediate Past President for the term from
2017 to 2018. Japan made 40 new proposals
for new standards in 2017.

JIS Standard Classification and numbering

This standard is named in the format "JIS C


5063:1997", with the meaning:

• C denotes area division,

• The next 4-digit numbers indicate the


area, note that the 5 digits are for ISO-
compliant standards,

• After the ":" sign, there are the last four


digits that indicate the year of revision

JIS C1302 – Insulation Resistance Testers
JIS C1302 is a Japanese
Industrial Standard that specifies the
requirements for insulation resistance
testers. These testers are used to measure
the insulation resistance of electrical
equipment and devices.

important aspect of electrical safety. It

and devices are properly insulated and do

Based on JISC recommendations, 81 new standards were published,
362 standards were revised, 55 standards were withdrawn, and 1,578
standards were confirmed in 2021FY. As of March 31, 2023, there are 10,944
active JIS
