NATURE OF DRUGS

Dangerous drugs are those substances or chemicals that are either natural or synthetic, which when
introduced into the body, affect its physiological or psychological functions

Controlled precursors and essential chemicals are those substances or chemicals that are used in the
manufacture of dangerous drugs, or that are frequently diverted in the illicit manufacture of dangerous
drugs

Controlled precursors and essential chemicals include, but are not limited to, ephedrine,
pseudoephedrine, acetone, hydrochloric acid, sulfuric acid, toluene, and other substances listed in Tables
I and II of the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances23

The act also provides the penalties for various unlawful acts involving dangerous drugs and/or controlled
precursors and essential chemicals, such as importation, sale, possession, cultivation, manufacture,
maintenance of a den, and use

The penalties range from imprisonment of twelve years and one day to death, and fines from one
hundred thousand pesos to ten million pesos
