FOR STATE, LOCAL, TRIBAL, TERRITORIAL (SLTT) AND PRIVATE SECTORS

This product was developed in coordination with
the Joint Program Offce for Countering Improvised Explosive Devices (JPO C-IEDs)
Introduction
The Catalog of Federally Sponsored Counter-IED Training and Education
Resources for SLTT and Private Sectors lists explosives and improvised
explosive devices (IEDs)-related federal training and education resources of
value to the SLTT and private sectors. This catalog was developed by the
Department of Homeland Security (DHS), Cybersecurity and Infrastructure
Security Agency (CISA), Office for Bombing Prevention (OBP) in collaboration
with federal interagency partners through the Joint Program Office for
Countering Improvised Explosive Devices (JPO C-IED). The JPO C-IED is
responsible for coordinating the implementation of the U.S. Policy for
Countering IEDs. The resources within support goals and capabilities outlined
by this policy and are intended to enhance the effectiveness of U.S. counter-
IED efforts, including:
• Enhancing the ability to deter, detect, and prevent
IED incidents before these threats become imminent.

• Ensuring that protection and response efforts effectively


neutralize or mitigate the consequences of attacks that do occur.

• Leveraging and integrating a “whole-of-government” approach across


law enforcement, diplomatic, homeland security, and military disciplines.

• Promoting and enhancing information sharing and cooperation


between all levels of government and the private sector.

The resources included are provided directly by the federal government or are
federally sponsored but delivered by a partner organization. They may also be
listed in other catalogs maintained by individual federal agencies or partner
organizations. This catalog will be periodically updated to ensure accuracy
and applicability.

The Cybersecurity and Infrastructure Security Agency (CISA) Office for Bombing Prevention (OBP) gathered the information contained in this
catalog from publicly available agency resources and in consultation with relevant stakeholders. Some information in the catalog may have
changed between the time CISA gathered the information and the time of use. Training resources that were not available in open source or not in
effect at the time CISA finalized this report do not appear in this document. This catalog examines a broad range of training and resources, and
CISA looks forward to updating the catalog as circumstances allow.

This catalog is organized following the format of the MISSION AREA

Cost/Funding
Source for Resources
There are three options for paying for training and resources:

1. Federally Funded: There is no cost to the requesting organization;


providers pay all costs.

2. Homeland Security Grant Program: The requesting organization must


pay for its participants’ costs, but costs are allowable using authorized
Homeland Security Grants.

3. Participant Fee: The requesting organization pays for its participants’


costs.

Participants should contact the training or resource provider with any


questions about funding.

These attacks, known as complex coordinated terrorist
attacks (CCTAs), involve multiple threats that often
exceed conventional response tactics. These attacks
require a joint response involving members from various
disciplines and jurisdictions.

Using classroom instruction and practical exercises,


this course enhances the response capabilities of
frst responders during CCTAs. Topics covered during
classroom instruction include characteristics of a
CCTA, public safety response considerations, command
operations and strategies, and critical information
about situational and domain awareness. This course
uses several notable case studies to provide real-life
examples of the characteristics of
a CCTA.

Tabletop exercises allow participants to interact with


responders from other disciplines to effectively address
a variety of CCTA scenarios.
