8 MARINE OPERATIONS

8.1 GENERALITIES

8.1.1 Introduction
The Bidder shall be responsible for the overall satisfactory performance of all marine
operations necessary for the installation of the Submerged Plant between the beach
manholes. In order to meet the requirements defined in the Technical Specifications, the
Bidder shall provide suitable vessels, personnel and equipment, which shall be subject to
approval by the Purchasers.
The Purchasers welcome and encourage the use of the latest technologies, in particular
those proven technologies which enable the Bidder to exceed these requirements.
The requirements defined in this Sub-section 8.1 are generic and remain valid for all vessels,
personnel and equipment involved in all marine operations under the Contract, except if
specified in the specific Sub-section, numbered from 8.2 to 8.5, devoted to the specific
marine operation.
Additional requirements for each specific marine operation shall be found in the specific
Sections.

8.1.2 General requirements


8.1.2.1 Bidder’s Responsibilities
The Bidder shall be responsible for successfully fulfilling the objectives for all the marine
operations such as:
i) verification of preliminary Route Engineering study results,
ii) to perform a Desk Top Study
iii) hydrogrophic route survey (HS),
iv) route clearance (RC),
v) burial assessment survey (BAS),
vi) cable loading and testing,
vii) cable laying, including pre-lay grapnel run (PLGR), and pre-lay shore-end
installation, if applicable,
viii) post-lay inspection and burial operation (PLIB), and
ix) all associated aspects of the works itemised in this technical specification.
Should the Bidder consider that any of the above operations are not necessary then he
should state his reasons and detail his alternative plans.
The Bidder shall be solely responsible for providing and operating all vessels, equipment,
charts, personnel and any other items required for successful performance of all marine
operations, including all works up to and in the beach manholes as well as sea earth
systems, where applicable. The Bidder shall submit full details of key personnel and
equipment proposed and shall include this within the SOP and the SLLI.
Bidder shall anticipate and subject to the cabotage law of Indonesia.

Where requirements of the work are not specified in this Chapter 8, the Bidder shall perform
these requirements in the most efficient, economical and professional manner possible,
consistent with accepted practices. No exclusions to this requirement are given or implied
except those that may be agreed with the Purchasers.
The Bidder shall be solely responsible for identifying and obtaining all necessary approvals
and permissions for vessels, equipment, personnel and procedures to fulfill these
specifications. This shall include, but not be limited to, all necessary licenses, permits and
consents to carry out all aspects of the work in all required areas. The Bidder shall be
responsible for Customs clearances, publication of intent and payment of any applicable
duties, taxes and fees for all equipment, supplies and consumables to be used. A
comprehensive list of permits shall be provided by the Bidder within one month after Contract
Signature, to be completed if needed by the Purchasers.
Any associated delays and consequential damages due to difficulties in obtaining licenses,
permits, consents, Customs clearances shall be treated as defined in the Terms and
Conditions of this Contract.
Any damage to the environment, fishing equipment, existing sub-sea installations, etc shall
be treated as defined in the Terms and Conditions of this Contract.
The Plan of Work shall include an allowance for weather downtime as part of any operations
to be performed at sea, which shall be based minimally on historical weather norms.

8.1.2.2 Quality Assurance


The Bidder shall operate Quality and Environmental Management Systems based on and
conforming to the latest version of ISO9000 and ISO14001 (or equivalent) respectively.
The Bidder shall provide a Quality Plan for all the marine operations and include this in the
overall Project Quality Plan.
The Bidder shall provide within either the Survey Operation Plan (SOP) and System Loading
and Laying Instructions (SLLI) references to the vessel operational procedures for all the
marine operations, and allow the Purchasers full access to these procedures.
The Quality Plan and operational procedures shall be subject to formal acceptance by the
Purchasers before mobilisation for each operation. Acceptance shall be given by the
Purchasers to specific issues of the quality documents. Any changes or re-issues shall
similarly be subject to acceptance.
All work shall be witnessed by the Purchasers who shall have the right to observe any aspect
of the work and carry out audits to check compliance with the quality documentation at any
stage. The Purchasers shall have the right to halt the work in the event that significant
infringements are identified to the Contract, Technical Specification, Quality Management
System, Quality Plan or Operational Procedures.

8.1.2.3 Health and Safety


The Bidder shall operate International Safety Management (ISM) and Health Environmental
and Safety (HES) systems based on legislation relevant to the proposed activities.

All vessels shall comply with the latest International Maritime Organisation (IMO) and Safety
of Life at Sea (SOLAS) requirements for their classification and with any national
requirement of the territorial or continental / EEZ waters to be operated in. The Bidder shall
provide within the SOP or SLLI a copy of a recent audit in accordance with the International
Marine Bidders Association (IMCA) or equivalent for all vessels. The Purchasers shall have
the right to require deficiencies to be rectified.
All equipment to be used for the works shall be approved by an independent authority or
classification society as fit for the intended use. The Bidder shall provide access to
documentation proving such evidence onboard each vessel. The Purchasers shall have the
right to refuse the equipment not so approved.
The vessels’ officers and crew shall comply with relevant merchant shipping legislation
applicable to the area of marine operations. All personnel shall be made aware of their
obligations under the ISM and HES regulations, and shall possess the appropriate protective
clothing and safety equipment. They shall be in possession of a recent medical certificate.
The Bidder shall provide an alcohol and drugs policy statement that shall be compliant with
any rules or laws applicable to the countries of marine operations, and shall include this
within the SOP and SLLI.
The Purchasers shall have the right to audit safety procedures and documentation at any
stage of the Contract. If the Purchasers consider that any operation is in breach of safety
legislation, or that the safety of the vessel or any personnel is compromised by any
operation, the Purchasers shall have the right to halt the work.
The Purchasers’ representatives shall be regarded as supernumerary personnel rather than
ship’s crew. Any requirement for the purchasers’ representatives to comply with crew
member safety or medical certification shall be the responsibility of the Bidder.

8.1.3 Vessels and equipment


8.1.3.1 Vessels
The vessels proposed by the Bidder shall be seaworthy, suited to and suitably equipped for
the work as required by these Technical Specifications and the operational procedures.
The vessels shall conform to the following minimum requirements:
i) station keeping and sea keeping capabilities for the specified work at the
proposed time of year;
ii) endurance (i.e. fuel, water, stores, etc.) to undertake the specified work without
any unnecessary port call;
iii) staffing to allow all planned work to be carried out as a continuous operation (on
a 24 hour per day basis for the offshore activities and on a 12 hour per day basis
for the inshore activities)
iv) level of staffing to be sufficient not to impair the security and/or delay the
operation;
v) equipment and spares with all necessary tools for all specified works;
vi) radio and maritime satellite communication facilities for both voice and electronic
messages to allow communication with shore based parties via the public
telephone network;
vii) facilities for laptop computer modem connection and confidential e-mail access
for the Purchasers’ Representatives of sufficient bandwidth to enable
transmission of reports of marine installation progress;

viii) adequate space for at least two purchasers representatives / personnel and
equipment accommodation and working.
ix) Halal food & drink for Muslim purchasers representatives.
x) Submarine cable tank capacity should be minimum 2,000 (two thousands) of
kilometers of submarine communication cables.
The Bidder shall provide full details on the operating characteristics and capabilities of the
vessels that he will operate. This description shall include but not be limited to:
i) name, age, owner, and call-sign;
ii) flag (Bidder shall anticipate and subject to the cabotage law of Indonesia);
iii) length, breadth, draught, tonnage;
iv) endurance, fuel and fresh water capacities;
v) operating draught limits;
vi) passage and operating speeds;
vii) main propulsion unit and auxiliary equipment;
viii) bridge navigation and vessel control equipment;
ix) working space and power supply available;
x) cranes, winches and associated lifting and deck equipment;
xi) communications facilities;
xii) document reproduction facilities;
xiii) details of accommodation facilities;
xiv) facilities available to the Purchasers’ Representatives;
xv) previous experience in similar work.
xvi) recent vessel upgrades and related sea trial results.
For each proposed vessel, the Bidder shall specify the wind, weather and sea conditions
that would force curtailment of the work. The Beaufort wind scale and sea state codes shall
be used for fulfilling this requirement.
The Purchasers shall have the right to reject any of the proposed vessels.

8.1.3.2 Equipment to be Provided by Bidder on Board of Laying Ship


The Bidder shall be responsible for the provision and installation on board the cable laying
ship. All the equipment required the provision including but not limited to making cable joints,
terminations, core connectivity, electrical power feeding of repeaters/BUs and undertaken
on board tests.

8.1.3.3 Navigation and Positioning


The Bidder shall utilise equipment and systems in accordance with the proper work
principles and shall assure that no ambiguity occur in the position of the vessel, fix points,
or features to be logged.
On each vessel used, the Bidder shall provide a differential GPS (DGPS) positioning system,
which shall be fully operational on a 24 hour per day basis throughout the work. The system
shall be capable of real-time vessel positioning with an accuracy of better than +/- 10 metres
at all times. A back up system of similar accuracy shall be available and operating at all
times throughout the work.

The Bidder shall provide a computer system and software with the capability of accepting
and storing the multi-parameter data for real-time display, on-board processing and post-
processing. A complete time-correlated record of all navigation and other data acquired shall
be maintained throughout the work. Hard and soft copies of this data shall be provided as
requested by the Purchasers’ Representatives.
All equipment and systems described in paragraphs above shall be connected to an
uninterrupted power supply.

8.1.3.4 Equipment maintenance, operation and downtime


The Bidder shall ensure that downtime due to equipment malfunctions is kept to a minimum.
Adequate spares and qualified maintenance personnel shall be available onboard the
vessels throughout the works.

8.1.3.5 Equipment calibration


The Bidder shall be responsible for all shipboard systems and equipment calibration and re-
calibration, including spares. Relevant certificates showing proof of calibration shall be made
available to the Purchasers’ Representatives on request.
Prior to commencement of operations, the Bidder shall carry out for the Purchasers’
Representatives a demonstration of the working capability of all systems.

8.1.4 Bidder’s personnel


The Bidder shall provide details of key personnel prior to mobilisation of each vessel. The
Purchasers require Curricula Vitae on such personnel, which shall include professional
qualifications, previous experience on this type of work. The Purchasers reserve the right to
reject or have replaced any personnel proposed at the Bidder’s cost.
On each vessel, the Bidder shall appoint a Senior Representative who shall be in overall
charge of the Bidder’s staff and shall be available at all times when the work is in progress.
At least, one English-speaking technical Representative shall be available onboard each
vessel.

8.1.5 Purchasers’ Representatives


8.1.5.1 General
During all marine operations the Purchasers shall be represented by 2 representatives
unless indicated to the contrary. A Purchasers’ Representative shall be available at all times
when operations are in progress.
In the case of more than one Purchasers’ Representative is onboard, a Senior Purchasers’
Representative shall be nominated by the Purchasers. He shall be the official point of contact
for the Bidder’s Senior Representative during the work.
The Bidder shall allow the Purchasers' Representatives full access to all operations and to
any associated information on which the Bidder is basing his decisions. The Bidder may
also seek the co-operation of the Purchasers' Representatives on any matter relevant to
operations. The Purchasers' Representatives shall have the right to comment to the Bidder
on any matter relevant to the operations.

Other parties such as pipeline or cable owners, fishermen organisations, state agencies or
military organisations, etc. may require the presence of their own representatives onboard
the vessels during the whole or part of the works.
The Bidder shall advise the maximum number of representatives that can be accommodated
onboard each vessel.
The Bidder shall advise at least 3 months before boarding if any official Transfer Knowledge
certificate are needed such as BOSIET.

8.1.5.2 Facilities required


Accommodation in single berth cabins and high quality varied meals shall be provided on
board each vessel to each of the of the Purchasers’ representatives for the duration of the
work at no cost to the Purchasers.
In the event that special dietary requirements are requested by the representatives, this
requirement shall be made known to the Bidder one month before mobilisation and shall be
provided at no cost to the Purchasers.
The representatives shall be given free access to all communications facilities at all
reasonable times. In case of emergency or in critical situations, unlimited access to
communications facilities shall be provided free of charge.
The Purchasers’ Representatives shall be given a confidential access to the Bidder’s e-mail
system. In case of such confidential access is not available, a suitable connection and
technical support for a computer modem shall be provided.
Communication of daily reports shall be provided free of charge, whether by the Bidder’s e-
mail system or by the Purchasers’ Representatives’ connection.
Communication facilities internal to the vessel shall be provided to each representative. This
shall normally consist of a telephone extension number and a facility to monitor operations
communications channels.
Office facilities for sole use of the Purchasers’ Representatives shall be provided, comprising
desk space, document storage and facilities to allow operation of a personal computer and
printer in conditions where confidentiality of work in progress can be maintained. A stabilised
220-240 volts AC power supply shall be available for the computer at a convenient location.
In addition facilities to allow work to be carried out on fully spread charts shall be provided
for sole use by the Purchasers’ Representatives.
Use of the vessel’s document reproduction facilities shall be provided free of charge to the
representatives.
The Bidder shall provide suitable methods for transporting the representatives to and from
the vessels at the request of the Purchasers. The Bidder or his subBidders or their agents
shall liaise and coordinate with the Purchasers’ Representatives for their transfer and shall,
if necessary, provide, free of charge, transportation from the airport to the vessel (or reverse)
and hotel accommodation.

8.1.5.3 Notification of Work Timings


The Bidder shall provide notice of meeting and work timings as soon as is practical to
facilitate the attendance of the Purchasers.

8.1.6 Reporting
8.1.6.1 Daily reports
The Bidder shall submit to the Purchasers a written daily report during all the works
performed by all vessels.
The contents of the daily report shall include:
i) geographical position of the vessel at the time of the report;
ii) weather conditions during the preceding 24 hours and weather forecast;
iii) summary of the work performed during the preceding 24 hours;
iv) Red Flag items in the preceding 24 hours, if any;
v) summary of the work planned for the next 24 hours;
vi) time spent on effective work during each 24 hour period and the cumulative total;
vii) weather downtime during each 24 hour period and the cumulative total;
viii) vessel/equipment downtime during each 24 hour period and the cumulative total;
ix) other non-operational time during each 24 hour period and the cumulative total;
x) list of events logged in the last 24 hours;
xi) report of progress against Plan Of Work and estimated completion;
xii) endorsement of the report by the Purchasers’ Representatives;
xiii) space for comment by the Purchasers’ Representatives;
xiv) vessel contact numbers.

The list of events shall be detailed as appropriate in order to have a comprehensive


understanding of the operation. In any case, the time difference between two events shall
be less than 1 hour.
The specific pieces of information that are required in the daily report are provided under
the Sections devoted to each specific marine operation.
The daily report shall be sent on a daily basis by e-mail to a list of Purchasers. The list will
be provided by the Purchasers. A signed copy of the report shall be provided to the
Purchasers.

8.1.6.2 Final reports


Content
A detailed narrative report shall be prepared by the Bidder to supplement and explain
thoroughly each marine operation and the data presented on the charts.
The reports shall include the following items:
i) scope of work undertaken;
ii) log / diary indicating significant field activities;
iii) technical specifications of vessels and equipment used;
iv) procedures used;
v) equipment performance evaluation including equipment breakdown/repairs
summary, etc;
vi) list of key personnel and responsibilities;
vii) navigation log describing all kind of navigation systems and positioning works;

viii) environmental conditions observed, including wind and sea conditions and
surface currents;
ix) shipping traffic, offshore engineering activities and fishing activities observed
together with any exchange of radio messages regarding these.
Additional items to be provided in the reports are detailed in the Sections devoted to each
specific marine operation.
The exact content of the reports, including the presentation of charts, shall be agreed by the
Purchasers prior to the commencement of each marine operation.
The preliminary reports shall be issue 0(zero). Any subsequent amendments shall reflect
change of issue together with a margin note of the amendment.

Paper copies
The written reports shall be compiled in A4 ring binders and the charts shall be delivered in
boxes of the same dimension.
One copy of the reports, including charts, shall be provided to each Purchaser.
As an option, the Bidder shall provide the unit price of additional paper copies.

Electronic copies
The reports shall be provided to each Purchasers under the following electronic formats :
i) the full report in Acrobat Reader format, allowing easy and direct access from the
table of contents to all chapters of the written report and from overview charts to
all charts;
ii) the written report only, including the Route Position Lists and the Straight Line
Diagrams, in mix-media format latest version of Microsoft Office (Word, Excel,
Project, as appropriate);
iii) the charts in a Acrobat Reader format; each chart shall correspond to an unique
file, be presented as in paper and be accessible from an overview chart;
iv) the charts in a Autocad and/or Microstation format, compatible with a
geographical information system (G.I.S.), at each Purchasers’ discretion; each
chart shall correspond to an unique file;
v) the bathymetry data shall be provided in a format compatible with the Makai
software;
vi) the morphology data shall be provided in a format compatible with the Intergraph
Geomedia software.

The reports shall be provided on USB Flash Drive or HDD or other digital storages as per
each Purchasers’ request.
The USB Flash Drive or HDD or other digital storages shall be labelled accordingly. Three
copies of the electronic reports are required for each Purchaser.

Submission, review and approval of reports


The Purchasers are wishing to optimize the process of reviewing and approval of the reports
and to minimize the number of draft paper copies to be issued by the Bidder.
As an example the Purchasers propose that :

• preliminary reports for review by the Purchasers are provided in electronic format only
• paper charts are provided only in the final issue of reports and are combined for :
i) Surveys (ES and BAS)
ii) Installation (RC, PLGR, Shore-Ends, Main Lays and PLIBs)
The Purchasers and the Bidder shall agree on this process prior to the start of any marine
operations.

8.2 HYDROGRAPHIC ROUTE SURVEY

8.2.1 Introduction
Hydrographic route Surveys are required to provide detailed information for use in the
engineering, construction and subsequent maintenance of submarine cables. The
engineering of the marine parts of the entire system is directly dependant on the information
yielded by the surveys. End to end route survey must be conducted by one sub-contractor
(single responsibility).
These paragraphs specify the requirements and minimum acceptable standards for
conducting the route survey.
The Bidder shall in any circumstances be fully responsible for the final selected route, which
shall be both economical and viable.

8.2.2 Objectives
The principle objective of the route survey is to confirm or amend the preliminary cable route,
as defined in the preliminary route provided by the Purchasers, in order to ascertain a
suitable route for the system design, installation, protection, survivability and subsequent
maintenance.
The survey shall also allow decisions to be made regarding the procedures for marine
installation, the extent of cable armouring and the burial.
Since the route cannot be precisely determined prior to the work, the assessment of data
acquired during the survey will determine deviations from the preliminary route. The Bidder
shall perform all necessary data acquisition until a route is found that is acceptable to the
Purchasers.
The final route shall be free of excessive slopes, strong sea currents and obstacles such as
wrecks, outcrops, areas of unstable seabed, etc and shall allow for cable burial to the
required depth.

8.2.3 Scope of work


The Bidder shall carry out surveys, charting and reporting which shall include but not be
limited to the measurement, study, investigation and presentation of the following:
i) general bathymetry
ii) morphology and nature of the seabed
iii) beach stability and vulnerability to erosion
iv) sea bottom and sub-bottom characteristics (such as sand waves, coral reef)
v) sea bottom temperature and seasonal variations

vi) surface, sub-surface and seabed current influences


vii) seismic and volcanic activity
viii) turbidity currents
ix) climatologic conditions
x) territorial waters and exclusive economic zones
xi) in-use, abandoned and planned dumping sites
xii) in-service, out-of-service and planned pipelines
xiii) in-service, out-of-service and planned cables (telecommunications and power)
xiv) cable fault history
xv) fishing activities, dredging, submarine resource development activities
xvi) shipping activities, navigation restrictions, anchoring and prohibited anchoring
areas
xvii) wrecks and other hazards
xviii) route position list, straight line diagram and burial requirements
xix) recommended installation procedures
xx) unexploded Ordenance
The initial marine route study with Route Position Lists (RPL) and Straight Line Diagrams
(SLD) shall be provided in the Technical Description.

8.2.4 Survey Operation Plan


For each survey vessel (Hyrographic Route Survey and Burial Assessment Survey), the
Bidder shall provide a Survey Operation Plan (SOP). The operations shall be conducted
according to the SOP. The requirements to be included in the SOP are contained within this
Chapter 8.
The SOP shall be provided in a time frame as indicated in the Chapter 12 Documentation
and shall be agreed by the Purchasers prior to the start of operations.
The Bidder shall provide detailed descriptions of each phase of the survey operations in the
SOP and these shall include, but not be limited to:
i) plan of work of all operations
ii) navigation and vessels co-ordination
iii) timing of operations with respect to tides and related factors
iv) beach surveys
v) weather limitations and expectations for the different operations and vessels
vi) methods for mitigating potential interference to survey operations such that the
survey can be successfully completed (e.g. fishing activity and/or FADs, both
active and relic/debris).

8.2.5 Operational requirements


8.2.5.1 General
The Route Survey shall be carried out from dedicated main vessels able to operate in Deep
Waters and Shallow Waters, in depths down to 15 metres or less. Smaller shallow draught
vessels shall be required for operating in the inshore waters at the approaches to the
landfalls.
Cadestral and hyrographic surveys shall be performed at each landing from BMH up to water
depth of 3m.
Swathe bathymetry systems shall be used to obtain continuous depth recordings centred on
the preliminary route. Additional sounding lines may be required to develop any features
that may be encountered.
The swathe width for the bathymetry shall be between two and three times the water depth
or 10km (whichever is the lesser). For each vessel the Bidder shall indicate the swathe width
in function of the water depth.
All soundings shall be corrected for the speed of sound in seawater and be recorded in
metres.
A complete time correlated record of all data shall be maintained throughout the survey.
Recordings shall bear, at appropriate regular time and distance intervals, a time mark
properly annotated to correspond with a simultaneous recorded ship’s position.
Overlaps are required between surveys performed by different vessels and/or equipment.
These overlaps shall be :
• 1000 meters between the Shallow Water and Deep Water surveys,
• 500 meters between the Inshore Water and Shallow Water surveys.
Charts depicting all acquired data shall be produced or displayed onboard the survey
vessels within a minimal time interval to allow route development. Information on slopes
greater than 5 and their direction shall be made available during the survey to aid such
route development.
The Bidder shall provide the procedures, including the timing, for the route selection
indicating the information provided to the on-board Purchasers’ Representatives and their
participation. The Purchasers have a strong preference for a limited involvement of the
Bidder’s office-base staff in order not to delay the on-board decision-making process,
especially when route development is required.
Prior to the Marine Survey Operation, the bidder must have done sea trial for all the
equipment needed (SBES, MBES, SSS, SBP, Drop Core, Grab Sampler, Magnetometer
etc) up to 500m water depth area and proved with Sea Trial Certificate signed by Purchaser.

8.2.5.2 Deep Water Survey


The swathe bathymetry system shall have a real-time display capable of 50 metre depth
resolution, or better, and a bathymetric accuracy of 1% of water depth, or better.
The side scan system shall have the ability to combine side scan sonar imagery and swathe
bathymetry and to process the data during the course of the survey. Image processing shall
correct for geometric and radiometric distortions to allow production of digital mosaics for
on-board interpretation. Post-survey processing shall merge the imagery and bathymetric
contours.

An acoustic tracking system shall be used to accurately determine the layback of any towed
system.

8.2.5.3 Shallow Water Survey


Swathe bathymetric, side scan sonar and shallow geological data shall be collected
simultaneously.
Sufficient survey lines shall be undertaken to identify an usable corridor centred on the
preliminary route and to determine the position and status of any cables, pipelines,
obstructions and potential obstructions.
The swathe bathymetry system shall have a minimum depth resolution of 0.5%, or better,
and a bathymetric accuracy of 0.5 % of water depth, or better.
Side scan sonar with seafloor mapping is required to locate and identify all artificial and
natural seabed features. The minimum operating frequency shall be 100 kHz. An overlap of
100% shall be achieved unless otherwise agreed with the Purchasers’ Representatives.
A high resolution sub-bottom profiler is required to determine the thickness and nature of
the sediments. In most areas, this information is needed in the top 2 metres of seabed with
optimisation of data in the top metre of seabed. However, in some areas where specific
burial requirements are required, the optimised information is needed down to the specific
depth of burial, at a minimum.
Seabed samples shall be taken as necessary to aid interpretation of the sub-bottom profiler
data. The maximum number of samples shall be determined based on an average interval
of 6.5 km (CPT) or average interval 5 km (Gravity Core). Actual number and locations shall
be agreed in-field with the Purchasers Representatives. Core samples shall be attempted
first at any location. If a core sample has not been obtained after three attempts, a grab
sample shall be attempted. Each sample shall be tested as appropriate for the sample type,
including shear strength in kilo-Pascals for non cohesive material. The sample areas shall
be limited to burial requirement as stated in Chapter 8, sub-section 8.5.4
A magnetometer search in the surveyed corridor is required to determine the presence and
location of in-service cables and pipelines not positively located and identified by other
means.
The width of the corridor shall be 500 metres. In areas with featureless seabed or when
detailed information is not required, the Bidder may propose alternate widths of corridor or
alternate maximum depth of water for the survey.
All data shall be acquired along each of the survey lines.
All soundings shall be reduced to Lowest Astronomical Tide by prediction.
An acoustic tracking system shall be used to accurately determine the layback of any towed
system.

8.2.5.4 Inshore Water Survey


The requirements for the Inshore Water Survey are the same as for the Shallow Water
survey, except the corridor which shall be 500 metres wide. The Bidder shall perform
magnetometer survery to positively locate and identify any in-service cables and pipelines
which the SUB-2 will cross or be in close proximity of 100m or less. Intervals of 10m of
positive identifications shall be reported in the provisional and final survey report.

The Bidder shall indicate the type and provenance of the vessels used for the inshore
surveys.

8.2.5.5 Diver Swim Survey


In water depths of less than 3 metres, a diver swim survey shall be carried out to establish
a 10 metre wide corridor centred on the proposed cable route free of any obstructions.
It is required to determine the nature of the seabed and to identify and position any
obstructions.

8.2.5.6 Landing Site Survey


The Bidder shall survey the area around each landing point using land survey techniques to
position all relevant features. The beach manhole location, as identified by the Purchasers,
shall be positioned exactly.
In order to determine sediment thickness the beach shall be probed to a depth of 3 metres
or to the required depth of burial except at locations where special requirements exist. These
probes shall be carried out at a frequency of every 10 metres, at a minimum, from the beach
manhole to the low water mark.
The landing site surveys shall be carried out over a 250 metres wide corridor centred on the
proposed route.

8.2.6 Reporting
A detailed and narrative report shall be prepared by the Bidder to supplement and explain
thoroughly the data presented on the charts.
In addition to those already indicated in the Sub-section 8.1 ‘GENERALITIES’, the survey
report shall include, but not be limited to, the following items:

Description of the proposed routes


i) Purchasers’ preliminary route engineering study results
ii) In-field selected route
iii) Post-survey route
The Post-survey route and the associated Straight Line Diagram shall be agreed by the
Purchasers and the Bidder during specific meetings on marine activities dedicated to the
review of the survey charts and the in-field selected routes.

Physical study of the cable route area


i) General description and overview of the area in which the work was performed
including but not limited to:
• descriptions and limits of territorial waters, exclusive economic zones and
internationally recognised median lines
• coastal features
• seabed characteristics
• identified sand banks and sand wave areas

v) any valuable information for cable engineering, maintenance or installation,
including recommendations for route clearance
vi) at in-service pipe-line crossings, additional reports shall be required. The content
shall include an overview of the immediate area, summary of findings in the
crossing area supported with side scan sonar, magnetometer and sub-bottom
profiler records and a navigation report. The Purchasers shall advise the exact
content and numbers of copies required for these reports.

Hydrographic survey
i) tabulated list of all sonar contacts and isolated features found (organised into
columns showing latitude and longitude, dimensions, type of contact and chart
number applicable; each contact shall be numbered)

assist reviewers as they need access only one chart at a time when comparing the written
plotted/imaged data.

8.2.7 Charting
8.2.7.1 General
The following charts are required:
• overview charts
• index charts
• a set of North-up charts for the entire route
• a set of strip charts for the Shallow Water and Inshore Water sections, down to the
planned limit of burial
• charts for each landing point (beach)
• charts at in-service pipe-lines crossings in shallow waters
• charts at Branching Unit locations
• continuous vertical profiles of the Post-survey agreed routes

The method of numbering the charts shall be agreed between the Bidder and the
Purchasers.
Each chart shall have a legend box in the right hand side clearly showing: chartlets with
chart localisation, chart number, issue number, name of the survey, geodetic information,
chart scale, kilometre scale subdivided into tenths, sounding units, survey vessel name, date
of survey, Bidder and survey company’s names, Purchasers’ name or SUB-2 logo (if
applicable) and any other information deemed appropriate, consistent with proper
hydrographic charting practices.

Chart presentation
i) The Bidder shall propose to the Purchasers the method of depicting the data and
include a sample of this in the SOP. In particular, consideration shall be given to
depicting the different seabed materials by different colours;
ii) Kilometre points shall be shown;

iii) The selected route shall be indicated as a faint line. No other route lines are to
be shown;
iv) Alter courses shall be shown as a numbered symbol;
v) Where possible and practical, contour intervals shall be as follows:
• Deep Water: 10 metres, using 50 metres index contouring as appropriate.
• Shallow Water: 1 metre, using 10 metres index contouring as appropriate.
• Inshore Water: 1 metre, using 5 metres index contouring as appropriate.
vi) For graphical clarity the contour interval can be increased in areas of high relief
and be annotated accordingly;
vii) Slopes over 5° and their direction shall be clearly noted;
viii) For areas of extremely low relief, the surveyed area shall be outlined and labelled;
ix) All cables and pipe-lines and their status (in-service, out-of-service or planned)
shall be shown on the charts. The origin of data shall be stated in the legend box;
x) Vertical stratigraphic cross sections of each core along with sediment
descriptions and torvane measurements shall be plotted on the charts and cross-
referenced to the identification number. Cross-hatching and shading shall be
used to differentiate the various sediment types on the cross sections. Vertical
scale shall be 1:10 (10 cm of core to 1 cm of drawing).
Prior to the mobilisation of the vessels, the Purchasers shall review and approve sample
charts produced by the Bidder.

8.2.7.2 North-Up Charts


Charts shall be provided for Deep Waters and Shallow Waters according to the requirements
indicated in Sub-Section 8.2.7.1.
Charts for the Inshore Surveys and Diver Swim Surveys shall depict bathymetric contours,
seabed features and shallow geology. Coastline, topographical features and seamarks shall
be shown using data acquired during the Landing Site Surveys and from the appropriate
national mapping agency.
At in-service pipe-line crossings, additional charts shall be provided with a crossing point
orientated at the chart mid-point. Where pipe-lines are detected, the method of detection
shall be specified. The title box shall contain the name of the pipe-line.
At the Branching Unit locations, additional charts shall be provided with the branching unit
orientated at the chart mid-point.
An overview chart at each landing is required that shows the entire area of the shallow water
survey. The charts shall be marked with latitude and longitude scales at 5’ intervals. The
charts shall show an index of the strip charts, the selected routes, coastline, significant
features as found during the survey, prominent navigational features (traffic routing zones,
main navigational marks, pipelines, cables, platforms, etc) within 30 km of the routes.
A series of index charts is required. The charts shall be marked with latitude and longitude
scales as appropriate for the scale of the chart. The charts shall show the selected routes,
coastline and sheet lines and numbers for all other charts.

8.2.7.3 Strip Charts


Strip charts shall be provided according to the requirements defined in 8.2.7.1.

Definition of Strips
i) The charts shall depict 4 horizontal strips detailing the following specific information:
• first (top) strip: bathymetry and vessel track;
• second strip: shallow geology and seabed features;
• third strip: bathymetric and geological profile, indicating sediment layers
and thickness, vertical scale 1:40;
• fourth (bottom) strip: blank for burial assessment or installation burial
information.
• Sufficient vertical spacing shall be allowed for the bottom strip to show clearly the
burial depth and tow tension, when as-laid burial data is added to the survey
charts.
ii) Graticules and scaling graduations are required on the first and second strips.
The route selected from the survey shall be depicted as a faint horizontal centre line.
At all alter course points which involve a strip to be re-orientated, an overlap of 500 metres
between adjoining sections shall be allowed. With the Purchasers’ agreement, the Bidder
may recommend a reduced overlap area to optimize chart production and ease of use.
Bathymetric and geological profiles shall be presented with the mean seabed line displayed
at approximately half height.
The north direction of the chart must be oriented up from the cable route.

8.3 ROUTE CLEARANCE

8.3.1 Introduction
These paragraphs identify the requirements and minimum acceptable standards for
conducting the Route Clearance.
The Route Clearance shall preferably be performed prior to the Burial Assessment Survey.
It shall be performed prior to the laying and burial operations to enable these operations to
be undertaken with a high degree of confidence.
The Route Clearance shall be a separate operation from the Pre-Lay Grapnel Run.

8.3.2 Objective
The objective of the Route Clearance is to clear of surface and sub-surface out of service
cables the post-survey route in such a manner that installation by burial tools and
subsequent maintenance operations are not hindered by the presence of such hazards.

8.3.3 Scope of work


Route Clearance shall only be required in the areas where burial will be performed, except
when specifically agreed with the Purchasers.
The Bidder shall ensure that the final agreed route is clear and free from all the out-of-service
cables that :
i) are listed in the preliminary route provided by the Purchaser,
ii) are known by the Bidder,

iii) have been identified during the Route Survey operation,


iv) have been identified during this Route Clearance operation.
Depending on the method of burial assessment, the Route Clearance operation may
coincide with the Burial Assessment Survey to ensure that the route is cleared prior to
passage of the burial assessment survey equipment.
The Bidder shall be responsible for ensuring that any cables to be cleared during the Route
Clearance operation are out-of-service. The Bidder shall obtain the owners’ approval for
clearing the cables.
The Bidder shall carry out the reporting and charting for the operation.

8.3.4 Requirements
The Bidder shall ensure that a safe corridor equal to either twice the water depth or 500
metres, whichever is the greatest, centred on the post-survey route, is cleared of any out-
of-service submarine cables. Changes to this requirement due to specific reasons or in-field
limitations shall be agreed by the Purchasers.
Any out-of-service submarine cables located/detected shall be recovered on either side of
the selected route in order to obtain a safe corridor as defined above. The out-of-service
cables shall not be pulled or dragged out of this corridor.
The cable ends remaining shall be re-laid flat on the seabed in accordance with ICPC
Recommendation No 1 in order to minimise future liability to the Purchasers from third
parties and to minimise problems for other seabed users. In the SLLI, the Bidder shall advise
the method to be used for re-laying the cable ends which shall be subject to the agreement
of the Purchasers, unless local regulations require alternative procedures to be followed
(e.g. burial of cable ends).
In the event that the out-of-service submarine cables are not located/detected, the route
clearance tools shall be pulled through the seabed to ensure that there exists a safe corridor
as defined above. A detrenching grapnel set nominally at 0.8 metres (or less at the discretion
of the Purchasers’ Representatives if the seabed conditions require it) shall also be pulled
through the seabed along the planned route on either side of the charted crossing point, on
a safe distance, to be agreed between the Purchasers’ and the Bidder’s Representatives,
depending of the seabed conditions, the water depth, and the supposed accuracy of the out-
of-service cable position.
In the event that out-of-service submarine cables are charted as being within twice the water
depth or 500 metres, whichever is the greatest, of the safe corridor, but not crossing the
route, the area shall be proved as above. This shall ensure that the out-of-service submarine
cables are either not present or, if present, are cleared within the limits of the corridor.
Whenever other seabed debris is encountered during the clearance of out-of service cables,
this shall, as far as practical and reasonable, be cleared to the limits described above.
All cable and materials including repeaters recovered during the operation shall be stowed
on board the vessel for disposal ashore in accordance with applicable legislation and at no
cost to the Purchasers. In particular, the method of disposal of any repeaters recovered shall
be notified to the Purchasers and be subject to their approval.
All Route Clearance activities shall be undertaken as close to the landings as is safe and
practical and at least as close as the 10 metre contour line unless otherwise agreed with the
Purchasers’ Representatives.

In all circumstances, no towed equipment shall be used within a security distance equal to
500 metres of any known and proven pipeline or in-service submarine cable. Whilst within
the security zone all towed equipment shall be recovered to and secured on deck.

8.3.5 Reporting and charting


In addition to those already indicated in the sub-section 8.1 ‘GENERALITIES’, the Route
Clearance report shall include, but not be limited to, the following items:
i) a list of out-of-service cables presented in a tabulated form for easy referencing;
ii) full details of any out-of-service cables recovered, including their condition, the
lengths recovered, a colour photograph of the cross-section, the co-ordinates of
the ends and the method by which each cable was clumped
iii) the list of out-of-service cables not found
iv) full details of any other items recovered or moved.
One chartlet shall be provided for the route clearance of each out-of-service cable. The
following information shall be shown on the chartlet :
i) the planned route of SUB-2
ii) the route of the out-of-service cable
iii) the route and direction of all runs (cutting runs, grappling runs, etc.)
iv) the route followed by the vessel during the recovery of the cable, if applicable
v) positions of the cable ends, if applicable.

The chartlet shall be at an appropriate scale to be drawn in an A4 format with a graticule


and scaling graduations.
As part of the modifications required for the As-Laid Installation Charts, the survey charts
shall be amended to show the final location of out-of-service cables and the resultant cleared
corridor. Where cable ends have been clumped, this shall be shown by an agreed symbol.
If the recovered cable is routed differently from its theoretical position as initially indicated
on the survey chart, the real route shall be shown on both sides of the cleared corridor, and
join the theoretical route with a thin line.

8.4 BURIAL ASSESSMENT SURVEY

8.4.1 Introduction
The target burial depth for the SUB-2 shall be 1.5m of cover depth. The Bidder shall perform
a Burial Assessment Survey to assess the possibility of burial and to determine the
armouring of the system in Shallow Waters based on the mentioned target cover depth.
The Burial Assessment Survey shall be performed as the Electronic Route Survey data is
collected and analysed by the Parties’ onboard representatives. The BAS target areas will
be reviewed and agreed between the Purchaser and Bidder representatives such that burial
assessment may be carried out as the route survey proceeds.
These paragraphs specify the requirements and minimum acceptable standards for
conducting the Burial Assessment Survey.

8.4.2 Objectives
The first objective of the Burial Assessment Survey is to assess part of the route which has
been surveyed and to determine its suitability for the burial of the Submersible Plant either
during or after the laying operation.
The post-survey route may be amended within the surveyed corridor, in order to allow a
better protection of the system by improving the length of the route that can be buried, and/or
enhancing the method of burial (e.g. plough versus jetting ROV or other burial tools).
The second objective of the Burial Assessment Survey is to provide information for the
selection of the cable types along the route which has been assessed.
The third objective of the Burial Assessment Survey is to gain information for the
engineering, the installation and the subsequent maintenance of the Submersible Plant.

8.4.3 Scope of work


The Burial Assessment Survey shall only be required in shallow water areas where burial is
planned and required. The areas to be assessed shall be agreed by the Purchasers and the
Bidder following the Electronic Route Survey operations.
The Bidder shall carry out a Burial Assessment Survey which shall include, but not be limited
to, the measurement, study and investigation of the following:
i) burial conditions;
ii) cable armouring and protection;
iii) recommendations for installation procedures;
iv) updated Straight Line Diagram and Route Position List.
In order to get continuous information along the cable route, the Purchasers have a
preference for an continuous operation along the cable route using an invasive tool. The
Bidder shall indicate the proposed method for each Segment.
A Burial Assessment Survey (BAS) with Cone Penetrometer Testing (CPT) or Gravity Core
or equivalent invasive tool is required at locations where it is anticipated that full burial may
not be achieved due to hard seabed.
The Bidder shall agree with Purchasers the list of BAS target areas for CPT or Gravity Core
or equivalent performance.
The Bidder shall carry out the reporting and charting for the operation.

8.4.4 Requirements
The work shall be performed in order to assess the route into the following categories:

Burial
Category A: Cable burial to a target cover depth of 1.5 metre;
Category B: Cable burial to a target cover depth greater than 1.0 metre but less than 1.5
metre;
Category C1:Cable burial to a target cover depth of greater than 0.5 metre but less than 1.0
metre;
Category C2:Cable burial to a target cover depth of less than 0.5 metre.
Category D: Risk of uncontrolled cable burial to a cover depth of greater than 1.5 metre;

Category E: Cable burial to a specific target cover depth.

Risk
Category 1: No identified risk of damage to the burial equipment due to seabed conditions;
Category 2: Minimal risk of damage to the burial equipment due to seabed conditions.
Category 3: High risk of damage to the burial equipment due to seabed conditions. Scale
of possible damage in excess of category 2.
The work shall provide all necessary information to:
i) determine the target cover depth achievable by the selected burial equipment along
the specified portions of the cable route and assignment of the categories described
above;
ii) determine the appropriate method of cable protection throughout the cable route, e.g.
plough burial, post-lay burial (by jetting or other methods);
iii) determine the planned plough-up and plough-down positions;
iv) predict the wear down of the plough share and therefore plan the positions for
maintenance of the plough;
v) provide an estimation of sediment density and shear strength; this will be used to
predict burial depths achievable by submersible jetting or trenching equipment and
assessment of de-trenching requirements for subsequent maintenance operations;
vi) predict towing tensions based on the type of plough to be used during installation;
vii) identify areas where burial equipment would be at risk of damage and quantify that
risk in accordance with the relevant defined categories.
The Bidder shall ensure that, as far as reasonable and practical, the data acquired is
continuous along the specified route. Where gaps occur in any data category, due to
corruption, course deviation or other failure to log valid data, the operation shall be repeated
to provide the missing information.
The operations shall be undertaken as close to the landings as is safe and practical and at
least as close as the 10 metre contour line unless otherwise agreed with the Purchasers’
Representatives.
In all circumstances, no towed or penetrative equipment shall be used within a security
distance equal 500 metres of any known pipeline or in-service submarine cables. Whilst
within the security zone all towed equipment shall be recovered to and secured on deck.
The Bidder shall make available to the Purchasers and their representatives the raw data
obtained during the operation and a full explanation of the method used to interpret the data
into the above categories. Any equipment specialist required for the interpretation of the
data shall also be supplied to enable the Purchasers and their representatives to interpret
the data independently. The final assignment of categories shall be subject to the agreement
of the Purchasers.

8.4.5 Reporting and charting


In addition to those already indicated in the Section 8.1 ‘GENERALITIES’, the Burial
Assessment Survey report shall include, but not be limited to, the following items:
i) updated Route Position List;
ii) updated Straight Line Diagram;
iii) recommendations for the burial equipment to be used along the route

iv) planned target burial depths along the route;


v) positions for planned maintenance of the plough;
vi) estimation of sediment density or shear strength;
vii) summary table of route length versus burial and risk assessment category.
The results of the Burial Assessment Survey shall be shown in the fourth strip of the survey
charts to a vertical scale that enables the information to be clearly interpreted.
The burial and risk categories shall be shown along the route as a continuous data.
All significant data, acquired during the Burial Assessment Survey and used to determine
the relevant burial and risk categories shall be indicated. In the case of an operation with an
invasive tool, towing tension, depth of penetration and/or other relevant data shall be drawn.

8.5 ASSEMBLY, LOADING AND INSTALLATION OF THE SUBMERGED PLANT

8.5.1 Introduction
This document specifies the requirements and minimum acceptable standards for
conducting all the necessary operations from the assembly of the Submerged Plant to its
complete and safe installation on the seabed.
The Purchasers outline their requirement for a proper installation that shall reduce the need
for future maintenance of the Submerged Plant due to external hazards.
The Bidder shall be responsible for rectification of any damage sustained by the
Submersible Plant during its passage between the point of departure from the manufacturing
site(s) to the place of final installation, irrespective of the cause.

8.5.2 Objectives
The main objective of this work is the installation of the Submerged Plant on the planned
route and according to the burial plan, as agreed by the Purchasers and the Bidder during
the engineering phase.
This includes the provision of the complete and accurate installation report, which is required
for the future maintenance of the Submerged Plant.

8.5.3 Scope of work


The Bidder shall carry out the following operations:
i) assembly of the Submerged Plant;
ii) loading of the Submerged Plant;
iii) pre-Lay Grapnel Run (PLGR);
iv) FAD clearance and clearance of debris which may pose risk to the cable;
v) installation of the shore end sections;
vi) beach works;
vii) laying operations, including simultaneous burial and laying operations;
viii) pipeline and cable crossing operations;
ix) jointing and testing during all above operations, as necessary;
x) post Lay Inspection and Burial operations (PLIB);

xi) reporting and charting for all above operations.


The Bidder shall propose a detailed program of operations with particular emphasis on:
i) interfaces between the Purchasers and third parties;
ii) the coordination of vessels, in order that exposure of the Submerged Plant is kept
to a minimum between the laying operations and the PLIB operations;
The timing of operations shall be detailed and shall be in accordance with the overall Plan
of Work.

8.5.4 System Loading and Laying Instructions


For each cable-ship, the Bidder shall provide System Loading and Laying Instructions
(SLLI). The operations shall be conducted according to the SLLI. The requirements for
inclusion in the SLLI are contained within this Chapter 8.
The SLLI shall be provided in a time frame as indicated in the Chapter 12 of these Technical
Specifications and shall be agreed by the Purchasers prior to the start of operations.
The Bidder shall provide detailed descriptions of each phase of the operations in the SLLI
and these descriptions shall include, but not be limited to:
i) loading and stowage of the Submerged Plant;
ii) cable laying and direction of lay;
iii) slack management system;
iv) navigation and vessels co-ordination;
v) timing of operations with respect to tides and related factors;
vi) beach engineering operations, including cable protection and burial;
vii) scope of burial operations;
viii) target burial depth in relation to burial assessment survey results;
ix) pipeline and cable crossings;
x) testing operations during loading to ascertain System margins;
xi) overall tests on the shore-ends and subsequent release of the cable-ships;
xii) testing operations during and after the lay;
xiii) jointing operations during the lay;
xiv) overall tests on the completed segment(s) and subsequent release of the cable-
ship(s);
xv) delivery of spare plant to the Purchasers nominated locations;
xvi) weather limitations and expectations for the different operations and vessels;
xvii) inter-working between cable-ships and cable stations;
xviii) inter-working between cable-ships on main lays, e.g. final splices, etc;
xix) specimen test forms for all testing operations;
xx) specimen inspection check sheets;
xxi) power safety procedures.

8.5.5 Requirements for the Assembly of the Submerged Plant


The Bidder shall provide full details of the method he proposes for the assembly of the
submersible plant within the System Assembly and Test Plan. In particular, he shall provide:
i) A schedule of the assembly programme;
ii) The test specifications and acceptance criteria at each stage of assembly, namely:
• for each cable section prior to jointing;
• for each repeater, equalizer, BU prior to jointing;
• for each repeatered block during jointing;
• for each shipload prior to loading;
iii) Method to protect and monitor the repeaters, equalizers, BUs and their terminations
during loading and laying;
iv) Details of safety procedures to be used, particularly when the system is powered.
The Purchaser’s Representatives shall have the right to be present during all test periods
and shall have full access to the test results.

8.5.6 Requirements for the loading and stowage of the Submerged Plant
8.5.6.1 General
The requirements shall apply to all loading and off-loading operations and the stowage of
the whole or part of the Submersible Plant, which include, but shall not be limited to:
i) the loading operations for the main lays;
ii) the loading operations for separate shore-end installations, if applicable;
iii) the loading operations for delivery of spares, if applicable
iv) the ship-to-ship transfer operations, if applicable;
v) the off-loading operations, if applicable, including the off-loading of spares in
depots.

8.5.7 Loading
The Bidder shall be responsible for loading the Submersible Plant on to the vessels
witnessed by Purchasers’ Representatives in accordance with the approved detailed plans
and loading procedures.
The Bidder shall indicate the loading ports and the number of loading lines available. The
loading facilities shall be subject to the approval of the Purchasers' Representatives.
At the times detailed in the Plan of Work, the Bidder shall supply the quantities and types of
Submersible Plant for loading into the vessels of complete cable sections within the SLLI
document. Alternatively, cable sections may be loaded separately in order to be jointed
onboard the vessels as a complete assembly. This shall be subject to the approval of the
Purchasers' Representatives.
Where cable sections are to be assembled on board a vessel, cable sections shall be loaded
by a method agreed between the Purchasers' Representatives and the Bidder.
The Bidder shall ensure that the use of any equipment and the loading techniques do not
cause deterioration of the Submersible Plant. The provision of necessary materials for the
loading and safe stowage of the Submersible Plant shall be the responsibility of the Bidder
and shall be to the satisfaction of the Purchasers' Representatives.
Should any Submersible Plant be damaged or subjected to excessive shock, strain or
bending, the Bidder shall stop loading immediately and notify the Purchasers'
Representatives. When the Submersible Plant sustains damage or is subjected to forces
which may cause deterioration at a future date, the Bidder shall agree with the Purchasers'
Representatives the remedial action to be taken.
Stops in transfer of Submersible Plant for periods greater that 1 hour shall be subject to the
following conditions:
• no cable transitions, repeaters, equalizers or splice boxes shall be in transit anywhere
between stowage locations;
• the vessel shall be moored such that no tension shall be applied to the cable in transit
at any stage during the stop and there shall be no excessive vessel motion;
• protection shall be provided to all cable in transit during the stop against the effects of
actinic radiation;
• protection shall be provided against excessive variations in temperature to all cable in
transit;
• at no time shall the performance envelope of the cable in transit be exceeded.
In the event of significant delays during the operation, the Bidder shall give the Purchasers'
Representatives at least 30 minutes notice of his intention to restart work, unless otherwise
agreed by the Purchasers' Representatives.

8.5.7.1 Data Collection


The position of cable markers, joints, equalizers, branching units, repeaters and transitions
shall be logged during the loading operation from measurements made before the cable
leaves the loading gantry. Measurements shall be made to an accuracy of +/-1% both on
the total cumulative length and distance between successive recorded events. Calibration
data will be supplied for all measuring equipment used. If more than one set of measuring
equipment is used, identification of equipment used to provide each element of output data
shall be made.

Positions of markers shall not be altered subsequent to the measurements specified above
except with the agreement of the Purchasers' Representatives.
The cable-ship shall keep a separate log of cable markers similar to that specified above.
The data shall be taken from counters on the cable-ship which will also be the ones used
during cable installation. Under no circumstances will marker positions be altered after
passage and recording in this set of counters. Measurement accuracy and calibration
requirements are as stated above.
A report shall be prepared by the Bidder containing all the data specified in this section in
tabular form, together with a log/diary of all significant activities and events from the start to
the finish of the agreed loading Plan of Work. The report shall be made as soon as possible
after completion of the load and no later than 12 hours before sailing unless agreed by the
Purchasers' Representatives. Load data shall be provided both as a hard copy and in
electronic format compatible with standard office computing equipment and software
packages.

8.5.7.2 Stowage
The Submersible Plant shall be properly stowed in a safe manner with the cable turns closely
spaced and the bights to the housings of the submerged equipment (Repeaters, BUs,
Equalizers, etc.) carefully controlled and protected. The repeaters, BUs, Equalizers should
not be placed in area where temperature and humidity exceeds the specifications. If the
Purchasers' Representatives judges that the stowage is unsatisfactory, the Bidder shall stop
loading and rectify or re-stow the Submersible Plant to the satisfaction of the Purchasers'
Representatives.

8.5.8 Requirements for the Pre-Lay Grapnel Run


The success of the simultaneous laying and burial operation is dependent upon the removal
of all obstructions and debris from the planned route.
The pre-lay grapnel run shall immediately precede the laying and burial operation. It shall
ensure clearance of any debris along the route to be buried.
The grapnel type, weight and penetration into the sea bed shall be combined with an
appropriate speed of operation to ensure efficient clearance for the subsequent burial.
All the principles and requirements detailed in the specification for the Route Clearance
operations shall apply, including those for the reporting.
The Bidder shall provide detailed information on the vessels, equipment and time plan for
the operation.

8.5.9 Requirements for positioning the Submerged Plant


The planned route is the route agreed with the Purchasers after all surveys and route
engineering operations.
The submerged plant shall be installed on the planned route with an accuracy of +/-100m in
water depths greater than 1000 m, +/-30m in water depths less than 1000m, +/-10m in water
depths less than 100m and +/-5m in water depths of less than 25m. Deviations from the
given route tolerances can only be made by agreement with the Purchasers'
Representatives.

The Bidder shall provide within the SLLI full details of the procedures, including for shore-
end operations, to be used to ensure that the Submerged Plant is installed with the required
positional accuracy when subject to external forces due to weather conditions and sea
currents.

8.5.10 Requirements for the laying of the Main Sea sections


8.5.10.1 Vessels
In addition to the general requirements stated in the sub-section 8.1 ‘Marine Operations’,
the cable-ships shall conform to the following specific requirements:
i) the cable-ships shall be equipped with a full dynamic positioning (DP-2) Class 2
system according to IMO publication 645;
ii) the cable-ships shall have sufficient power to allow it to operate and maintain
manoeuvrability without any assistance from tug-boat or supporting vessels;
iii) the cable-ships shall be equipped with cable engines capable of handling all cable
types, repeaters and any other submerged equipment at their maximum defined
pay-out speeds;
iv) the cable engine drums, bow and stern sheaves, tank cones and cable leads shall
conform to the minimum bending radius recommended in the relevant cable
specifications; the construction of all equipment will be of such design and
condition that it does not cause damage to the Submerged Plant when in contact
with it;
v) the cable-ships shall be adequately equipped with all necessary tools for cable
installation and repair operations; specifically, equipment shall be provided for
making cable joints, terminations, electrical power feeding of repeaters and
undertaking on board electrical and transmission tests;
vi) the cable-ships shall have areas of suitable size, facilities, environment and
accessibility for the proper performance of transmission tests, equipment testing
and cable jointing;
vii) the cable-ships shall be equipped with distance and cable measuring equipment
to allow control to be maintained over the installed cable slack;
viii) the personnel shall include a doctor or medically trained personel to minimise the
risk of operations being suspended for landing sick personnel.

For each cable-ship, the Bidder shall provide the following additional information:
i) details of all navigation aids on board including echo-sounding equipment, depth
chart recorders and radars;
ii) details on the machinery for the laying and recovery of the Submerged Plant;
iii) details on the software used for the laying of the Submerged Plant(e.g Makai,
etc);
iv) details of the test equipment for the electrical and optical tests of the Submerged
Plant;
v) details of the Power Feed Equipment including maximum voltage, current,
stability and shut-down characteristics;
vi) details of the jointing tools and spare kits, including the equipment and
procedures for checking the integrity of all joints;

vii) description of the methods to control and/or monitor the temperature of the
repeater and branching unit stacks;
viii) description of the method to control and/or monitor the cable temperature in the
cable tanks;
ix) description of all the auxiliary facilities and support crafts used to lay the cable as
well as the facilities used on land for the laying of the shore-end cable.
The Bidder shall provide details of any other vessels and services required during the laying
operations, including, but not limited to, guard ships, diving support vessels, etc.

8.5.10.2 Plough and Burial Tools


The Bidder shall provide details of the proposed ploughs and/or burial tools including the
burial depth capability, residual cable tension, burial speed, tow tension and penetration
characteristics for given soil types and strengths. Before the burial operations, the Bidder
shall provide evidence on the accuracy of the measured burial cover depth against the
measured burial cover depth recorded and logged by its instruments.
The Bidder shall state the minimum water depth for the burial operations and indicate any
operational limitations (in particular the maximum slope of operation).

8.5.10.3 Laying Operations


The Bidder shall provide full details of the procedures for the installation operations. The
operations shall be planned to minimise the number of splices made during the Submersible
Plant installation by undertaking a single, uninterrupted installation operation where and
when possible.
The Bidder shall provide the planned installation speeds for all cable types and all types of
submerged equipment.
The Bidder shall apply the minimum cable tension consistent with the depth of water, cable
type and sea conditions, and continually records the tension throughout the installation and
burial operations.
The cable shall be installed with overall bottom slack in accordance with the Route Position
Sheet and Straight Line Diagram information, as agreed during the engineering phase by
the Purchasers and the Bidder.
The Bidder shall provide within the SLLI a ship over-boarding slack and speed plan. This
plan will use the route depth profile to ensure that cable descent angles and pay-out slack
are planned to give a consistent and even bottom slack with no suspensions or loops being
induced in the cable.

8.5.10.4 Burial by plough


As per the requirements indicated in Sub-section 8.4 (Burial Assessment Survey), the Bidder
shall use:
• the categories of burial (from A to E)
• the categories of risk (from 1 to 3)
• the appropriate equipment and procedures to maximise the probability of achieving the
target burial depth,
• the appropriate spares and contingency plans to minimise the impact of breakdowns.

The Bidder shall propose methods to maximise the plough burial and minimise post-lay
burial operations, in particular at shore-ends. The Bidder shall provide the speed of cable
burial as a function of the depth of burial.
The Bidder shall provide details of the proposed burial methods, including the method of
controlling, indicating and recording the depth of cover over the cable and position of cable
entering the sea bed at any point along the route. These details shall be subject to inspection
and approval by the Purchasers' Representatives.
The Bidder shall attempt to meet the target depth of burial, as indicated in the burial plan,
on a best endeavours basis where best endeavours are defined in the following.
As the soil type will determine the combination of burial speed, tow tension and plough share
penetration, the plough burial operation shall be conducted as follows:
i) The target depth of burial should normally be obtained with a speed of 600 metres
per hour.
ii) If the speed of ploughing has to be reduced to less that 600 metres per hour to
meet the target burial depth (and remains so for 30 minutes), then the plough
share may be graded out in 100 mm steps until the 600 metres per hour speed
is regained.
iii) If the tow tension frequently exceeds the winch render setting, then the burial
depth may be reduced in steps of 100 mm at a time, until ploughing can continue
at reduced tension.
iv) If the speed of ploughing exceeds 600 metres per hour then the plough share
depth can be lowered in 100 mm steps, provided the tension remains at
acceptable levels, until the target depth of burial is reached.
v) At all times a speed exceeding 600 metres per hour is acceptable, provided the
target depth of burial is being achieved and the process is in control.
The residual cable tension shall be as low as practicable but shall not exceed an average of
20 kN or peaks of 30 kN during plough burial operations.
In places where the plough is recovered for repairs/maintenance, the amount of Submersible
Plant not buried shall be kept to the minimum and shall be subject to further remedial burial
by the Bidder.
The Bidder shall provide the methods he proposes for ensuring that sufficient slack is
installed in the cable when the plough is recovered for surface lay, in order to allow effective
Post-Lay Burial, if required.
The Bidder shall maintain a real time analysis of burial performance. The geographical
positions and the amount of the unburied lengths of the Submersible Plant shall be clearly
noted in the laying log together with a full explanation of the incident.
In all circumstances, no towed equipment shall be used within 500 metres of any pipeline or
in-service submarine cable unless agreed otherwise with the third party Representatives.
When within these regions all towed equipment shall be recovered from the sea bed.

8.5.10.5 Damage during operation


The Bidder shall ensure that any equipment and laying and/or burial techniques do not
damage or cause deterioration of the Submersible Plant or do not cause delay during the
installation.

Should any plant be damaged or subject to excessive stress, strain, bending or exceed
qualified design limits in any respect, the Bidder shall immediately notify the Purchasers'
Representatives and agree on the remedial action to be taken.

8.5.10.6 Data logging


During the complete operation the Bidder shall log and make available to the Purchasers’
Representatives the following data:
i) time and date
• time (standard to be agreed with the Purchasers' Representatives) to 1s
• date
ii) route
• latitude and longitude (centre of stern)
• easting and northing (centre of stern)
• KP (centre of stern)
• depth of water
• deviation from planned route
• navigational accuracy
• ship speed
• ship heading
iii) cable
• laying counter measurement (connected to stern)
• shipboard cable tension
• average and instantaneous slack installed
• cable laying speed
During burial operations the Bidder shall log the additional following data for the cable:
• plough latitude and longitude
• plough easting and northing
• plough KP
• offtrack from planned route
• burial achievement (continuous logging of data)
• depth of cover over cable
• cable residual tension
• depressor arm height
• tow force
• pitch and roll
• skid height, if applicable
In addition to the routine measurements, the Bidder shall log all the above data for the
following events:
• alter courses
• cable markers

• joints
• transitions
• submerged housings (repeaters, equalizers, etc.)
• other cables and pipelines crossings
• plough recoveries/launches
• plough maintenance points
For these events, the position on the seabed shall be directly recorded. When not possible,
the Bidder shall indicate the method used to derive or determine the seabed position.
The data entries shall be logged against a common clock source. Events shall be recorded
as accurately as practicable and shall be labelled to permit future identification.
Data points shall be provided every 10 m in water depths less than 1000 m. Data points
shall be provided every 50 m in water depths greater than 1000 m.
Data shall be in a format and media which is compatible with standard office computing
equipment and software packages and shall be made available to the Purchasers'
Representatives as soon as practicable during the operation, if requested.

8.5.11 Requirements for the Shore-End Operations


The Bidder shall indicate the landing points where a cable-ship will not be able to perform
the shore-end operations and, therefore, where a converted small vessel or barge shall be
used.
The Bidder should note that the Route Clearance operation may not go closer than the 10
metre water depth contour to the beach, and that the Inshore Section may require clearance
of any known out-of-service cables before installation.
Prior to the shore-end operations, the Bidder shall carry out the localisation, positioning and
positive detection of any in-service cable in the inshore waters. The Bidder shall be
responsible for any damage to these cables and of their consequences.
The requirements indicated in the Paragraph ‘Requirements for the laying of the Main Sea
section’ shall apply for the shore-end operations, except as agreed otherwise with the
Purchasers.
The Bidder shall note that specific requirements are applicable at some landing points, in
terms of cable protection by articulated pipes, deep burial, and/or other means, as indicated
in Appendix F. Quantities listed in these appendix are provisionnal and will be reviewed after
survey results have been issued. For articulated pipes the following principles will be
applicable :
• Articulated pipes will not be deployed systematicaly from BMH to surf zone
• Articulated pipes will not be deployed where beach or sea bed has been demonstrated
suitable for burying at target depth
• Where target depth can not be achieved because of rocks, articulated pipes will be
deployed in concerned areas at water depth less than 3 meters or for a distance of
500m, whichever distance for deployment is greater.
• The minimum protection (Articulated pipes) for shore end is 500m.

The Bidder shall ensure that, during the pull ashore of the cable, good co-ordination exists
between the beach and the vessel, such that no spikes of tension occur to impair the
reliability of the Submerged Plant. A continuous record of the cable tension is required during
the shore-end operation.
In case of separate shore-end operations, the vessels used shall be capable of installing the
shore-end cable in a continuous operation. No cable joint shall be deployed in any shore-
end operations where more than 2 metre burial is required.
Immediately at the end of the installation operation, the Bidder shall inspect by video the
shore-end lay. In the event of kinks, loops or suspensions in the shore-end cable, the Bidder
and the Purchasers shall mutually agree to any remedial measures and methods. The
Bidder shall endeavour to provide a video with good seabed visibility to allow for a clear
video record of the cable situation, although this may not be possible in all cases due to
undersea conditions. The Bidder shall be responsible for the elimination of anomalies in the
cable disposition.

8.5.12 Requirements for the Beach Works


The Bidder shall note that specific requirements are applicable at beaches of the landing
points, in terms of cable protection by articulated pipes, deep burial, and/or other means.
The Bidder shall provide details of equipment and personnel to be used for the beach works.
The Bidder shall provide full details of the proposed beach engineering methods at each
landing point, which shall at least include:
i) delimitation of the working area and protection from presence of external people;
ii) installation of adequate cable slack between the low water mark and the beach joint
and/or in the beach manhole;
iii) burial and protection of the cable, as proposed and/or agreed by the Purchasers;
iv) accurate recording of the position of the cable;
v) installation of the sea earth system (electrodes and cable).
Prior to any works on the beach, the Bidder shall carry out the localisation, positioning and
positive detection of any in-service cable. The Bidder shall be responsible of any damage to
these cables and of their consequences.
The Bidder shall ensure that the cable does not remain exposed above the low water mark
at the time of the installation.

8.5.13 Requirements for the Post-Lay Inspection and Burial


8.5.13.1 General
The Post-Lay Inspection operation shall be performed in order to inspect and/or assess the
proper laying and proper burial of part of the Submerged Plant. The operation shall be
carried out up to 10% of the areas where burial was planned as indicated in the burial plan.
The preliminary inspection pass of post lay burial is included in this rate.Typically the areas
to be inspected shall be :
• The areas where burial was planned but where the cable was surface laid due to
unsuitable ground not identified during the surveys;
• In hard seabed, the areas with burial depth less than 30cm;

• The areas where burial was carried out according to the plan but need to be assessed
due to any doubt on the achieved depth or any particular risk such as intense fishing
activities;
• Sample areas at regular intervals in extended buried lengths.
The Post-Lay Burial operations shall be performed in order to bury lengths of the submerged
Plant that were not buried according to the burial plan. The operation shall be carried out up
to 5% of the planned plough buried areas as indicated in the burial plan. Areas where Post-
Lay Burial operations are to be performed include areas such as:
• initial, final or intermediate splices,
• crossings of in-service power and telecommunication cables and pipe-lines,
• areas where seabed conditions are more conducive to jet burial than plough burial
• branching units,
• plough skips,
• between the low water mark and start of plough burial, if applicable,
• any other lengths of the Submerged Plant that was not properly buried according to
the burial plan.
The areas to be inspected and buried during the PLIB operations shall be discussed and
determined by the Bidder’s and Purchasers’ Representatives onboard the cable-ships
during the laying operations. The information shall be passed to the Bidder and the
Purchasers ashore for further discussions and final agreement. The PLIB operations shall
not start before such agreement has been reached and a PLIB Plan has been issued.
At the discretion of the Purchasers’ Representatives and according to data and/or
information acquired during the course of the PLIB operations, the scope of work of the PLIB
operations shall be modified in order to achieve the burial requirements.

8.5.13.2 Vessels
In addition to the general requirements stated in the section 8.1 “Generalities”, the vessels
shall be equipped with a full dynamic positioning class 2 (DP-2) system.
For each vessel, the Bidder shall provide the following additional information:
i) details of all navigation aids on board including echo-sounding equipment, depth chart
recorders and radars;
ii) details on the machinery for the deployment of the submersible vehicle;
iii) details of the weather conditions for launch and recovery of vehicles.
The Bidder shall provide details of any other vessels and services required during the PLIB
operations, including, but not limited to, guard ships, tugs, diving support vessels etc.

8.5.13.3 Remotely Operated Vehicles


The Bidder shall provide details of the proposed Remotely Operated Vehicles (ROV)
including mode (tracked and/or free swimming), cable tracking equipment, burial depth
measurement equipment, jetting power, maximum slope of operation, speeds at which the
inspection and burial operations shall be conducted, and the penetration characteristics for
given soil types and strengths.

The ROV shall be capable of operating on a continuous 24 hour operation in all water depths
where burial has been planned according to the burial plan. The Bidder shall provide the
frequency and duration of maintenance.
The Bidder shall state any operational limitations e.g. maximum operational water depth,
seabed slope, currents, etc.

8.5.13.4 Operations
The Bidder shall provide details of the proposed methods for the PLIB operations, including
the method of controlling, indicating and recording the depth of cover over the cable. These
details shall be subject to inspection and approval by the Purchasers.
Unless agreed by the Purchasers Representatives, the following operations shall be
performed on the areas where Post-Lay Burial is required:
i) one inspection pass, in order to assess the initial burial depth and/or the seabed
configuration and conditions;
ii) two jetting passes;
iii) one inspection pass, in order to log the final burial depth.
The Bidder shall maintain a real time analysis of burial performance. The geographical
positions and the amount of the unburied lengths of the Submersible Plant shall be clearly
noted in the operational log together with a full explanation of the incident.

8.5.13.5 Damage during operation


The Bidder shall ensure that any equipment or burial techniques do not damage or cause
deterioration of the Submersible Plant.
Should any plant be damaged or subject to excessive stress, strain, bending or exceed
qualified design limits in any respect, the Bidder shall immediately notify the Purchasers'
Representative and agree on the remedial action to be taken and of which the additional
cost and scope shall be Bidder’s full responsibility.

8.5.13.6 Data logging


During the complete operation the Bidder shall log the following data every 10 m, at a
minimum:
i) Time and date
• time (standard to be agreed with the Purchasers' Representatives) to 0.1 s
• date
ii) ROV
• latitude and longitude
• altitude
• easting and northing
• KP
• deviation from planned route (off-track)
• jet settings
• speed

• pitch and roll


• continuous video record
iii) Cable
• burial depth
• position in trench
In addition to the routine measurements, the Bidder shall log the above data for the following
events:
• alter courses
• cable markers
• joints
• transitions
• submerged housings (repeaters, equalizers, etc.)
• other cables and pipelines crossings
The data entries shall be logged against a common clock source. Events shall be recorded
as accurately as practicable and shall be labelled to permit future identification.
Data shall be in a format and media which is compatible with standard office computing
equipment and software packages and shall be made available to the Purchasers'
Representatives as soon as practicable during the operation, if requested.
The Bidder shall record on USB Flash Drive or HDD the results of the inspection and burial
passes. Such data shall be made available to the Purchasers Representatives for review
and decision making during the course of the operation, if required.

8.5.14 Requirements for Pipelines, In-service Telecommunication Cable and Power


Cable Crossings.
The Bidder shall be fully aware of current engineering solutions for pipeline and cable
crossings. These may include pre-lay ROV survey, pre and post lay rock dumping, use of
concrete mattresses, iron bridges, application of Uraduct or other proprietary materials,
and a degree of post-lay burial operations.
The Bidder shall provide cable protection at the pipelines and other cables crossings using
the above methodology.
The cable type, crossing angle, installation procedures and any applicable protection
method, shall be engineered in accordance with the ICPC recommendations and shall be
agreed with both the Purchasers and the operators or owners of the pipelines and cables.
During the laying operation, the Bidder shall ensure that the cable is installed accordingly
and that the operators or owners of the pipelines and cables are informed of the progress of
the operation with appropriate and timely agreed notifications.
The Bidder shall be responsible for liaising with the operators or owners of pipelines and
cables in order to obtain Pipeline and Cable Crossing Agreements, if applicable. If such
agreements need to be formalised between the Purchasers and the operators or owners of
pipelines and cables, the Bidder shall provide assistance to the Purchasers, including
attendance to specific meetings as required.

8.5.15 Requirements for jointing operations


All jointing operations carried out by the Bidder shall use fully qualified jointers. Proof of
jointers' qualifications shall be given by the Bidder at the time of submission of System
Loading and Laying Instructions (SLLI) except for shipboard jointers whose proof of
qualification must be submitted prior to cable loading.
All jointing equipment shall be calibrated. Relevant certificates shall be available in situ (in
the factory or onboard the vessel) and presented to the Purchasers’ Representatives on
request.
The Bidder shall appoint a supervisor who shall be responsible for the supervision of his
jointers. The Bidder shall supply qualified testing officers to cover all aspects of joint
evaluation and testing.
The jointing of cable shall be carried out in accordance with specifications approved for the
Contract. Copies shall be included in the SLLI. The procedures by which the assembly
records of all shipboard joints are retained for further Purchasers’ inspection shall also be
included in the SLLI.
All jointing of cable sections and testing shall be completed before the vessels leave the
berth unless otherwise agreed by the Purchasers' Representatives.

8.5.16 Requirements for testing operations


8.5.16.1 General
Except as agreed in the SLLI, the Bidder shall be responsible for:
i) all testing operations during loading and laying operations;
ii) the provision of testing and associated equipment;
iii) the interpretation of the test results.
All testing equipment shall be calibrated. Relevant certificates shall be available in site (in
the factory or onboard the vessel) and presented to the Purchasers’ Representative on
request.
The results of the tests described in the SLLI shall be handed to the Purchasers'
Representative for evaluation. The Bidder shall discuss and agree the interpretation of the
results with the Purchasers' Representatives.

8.5.16.2 Testing during loading


Each cable section and the overall assembled sections shall be tested in accordance with
the SLLI. On detection of a fault, loading shall cease until remedial action has been agreed
with the Purchasers' Representatives.
Any dispute concerning the interpretation of the test results shall be resolved before sailing.
The Bidder shall allow the Purchasers' Representatives to have access to the system
assembly process in order that tests may be carried out to obtain fault location data. These
tests shall be subject to discussion and agreement between the Bidder and the Purchasers'
Representatives.. The Bidder shall specify the safe testing limits within the System
Assembly Test Plan and shall have the right to observe the procedures used and state his
objections to the Purchasers at any stage at which he considers that the tests could affect
the overall system performance.

8.5.16.3 Testing during laying


The System shall normally be powered for testing purposes during laying subject to safe
working practices. The Bidder shall indicate when it intends not to power the cable system
during the laying operation. Testing during main lay operations will consist of the following
tests at a minimum of once every 12 hours period; COTDR plots, ASE spectrum plots, and
PFE V/I readings.

The Bidder shall be responsible for all electrical, optical and transmission tests during the
laying operation(s) and the provision of testing, power feeding and associated equipment
and the interpretation of test results. The Bidder shall allow to the Purchasers full access to
all operations during cable laying, as well as test results, and any other information on which
the Bidder is basing its decisions. The Bidder may also seek the cooperation or opinion of
the Purchasers on any matter relevant to the operation. In addition, the Purchasers shall
have the right to comment to the Bidder on any matter relevant to the operation.

The Bidder shall provide a temporary voice order wire circuit on the cable for communication
between the cable ship and the terminal station from which the cable is being laid during the
laying operations.

The Purchasers reserve the right to have extra tests carried out which it deems necessary
in order to ensure the correct control of laying operations.

8.5.17 Reporting requirements


8.5.17.1 Daily Reports

During laying operations


In addition to those already indicated in the section 8 ‘Marine Operations’, the following
information is required:
• summary of the Submerged Plant laid during the last 24 hours and the cumulative total;
• summary of the Submerged Plant buried in the last 24 hours and the cumulative total;
• distance, ahead or behind on the seabed, compared to the planned installation
location, of the repeaters installed during the last 24 hours;
• burial profile performed in the last 24 hours;
• summary of Submerged Plant remaining to be laid;
• summary of available spares of Submerged Plant;
• details of jointing operations, when applicable;
• details of testing operations, when applicable.

During Post-Lay Inspection and Burial operations


In addition to those already indicated in the section 8 ‘Marine Operations’, the following
information is required:

• summary of the Submerged Plant inspected during the last 24 hours and the
cumulative total;
• summary of the Submerged Plant buried in the last 24 hours and the cumulative total;
• burial profile performed in the last 24 hours;
• summary of Submerged Plant remaining to be inspected;
• summary of Submerged Plant remaining to be buried.

8.5.17.2 Interim information


Within 24 hours of completion of a laying operation or a PLIB operation at a pipeline, power
cable or in-service telecommunication cable crossing, the crossing position and the route
position list around the crossing point shall be provided to the Purchasers’ Representatives
for supply to the owner or operator of the crossed plant.
The following interim information shall be provided within 24 hours of completion of the laying
operation of a Segment or Sub-Segment, unless otherwise agreed with the Purchasers'
Representatives:
i) as-laid Route Position Lists;
ii) positions of all parts of the Submersible Plant which were not buried according to the
burial plan;
iii) as-laid Straight Line Diagram (Cable Station - Cable Station);
iv) test results.
Within 48 hours of completion of the laying operation of a Segment or Sub-Segment, a Route
Position List showing alter-courses, repeaters and final splices shall be provided for
notification to charting and fishing agencies; such notifications shall be made by the
Purchasers unless specifically delegated to the Bidder.
The Bidder must be prepared to make available other information, including charts, at the
request of the Purchasers, for example in the event of a fault occurring on the Submerged
Plant.

8.5.17.3 Final Reporting and Charting


In addition to those already indicated in the section 8.1 “Generalities”’, the following
information is required:
i) an overview report of the whole operations;
ii) separate detailed reports for each operations, as appropriate;
iii) all burial data for the laying and burial operations and for the PLIB operations;
iv) testing officer's reports including all test data acquired from mobilisation to
demobilisation, as appropriate;
v) Route Position Lists showing the location of the Submersible Plant on the seabed,
installed slack achieved at all points along the route, alter course positions, burial
depths (by plough, ROV or divers) and other events;
vi) Straight Line Diagrams showing the final configuration of the Submersible Plant,
including the buried sections, including information on the types of fibre along the
Submersible Plant;
vii) comparison of burial depth of the Submerged Plant achieved along the cable route
with target depth indicated in the burial plan;

viii) video reports on USB Flash Drive or HDD showing the salient seabed features
encountered during the PLIB operations;
ix) video reports on USB Flash Drive or HDD for the Shore-End cable sections.
The Bidder shall add on the survey charts:
i) the position of the Submersible Plant on the seabed; surface-laid sections and buried
sections shall be depicted differently;
ii) the burial depth achieved at any point along the installed route, shown as a profile in
the 4th bottom strip of the charts; data from the laying operations and from the PLIB
operations shall be shown in different line features and/or colours; the vertical scale
shall allow easy reading of the burial depth;
iii) the plough tow wire tension at any point along the route where plough burial was
performed;
iv) in the legend box, the names of the vessels used for the installation (laying, post-lay
burial), the dates of operations and the company’s names;
v) any pertinent and important margin notes.

Bidder shall register the SUB-2 to Hydro Oceanograhic of Indonesian Navy Map after the
completion of Marine Installation.
