    SUBJECT : Guidelines on the Conduct of Year-end Assessment and


    Strategic Planning Conference

    DATE NOV 0 0 2021

    In the interest of the service and pursuant to the provisions of existing laws, the
    guidelines prescribed in this Circular shall be observed in the conduct of Year-end
    Assessment and Strategic Planning Conference by all services/offices/programs of
    the Department.

    I. Program of Activities

    The following activities shall be included in the agenda of the Year-end


    Assessment and Strategic Planning Conference:

    Short-term strategic planning for the ensuing year;


    Assessment and discussion on how to achieve the target rating to qualify
    for Performance-Based Bonus (PBB); and
    Review and formulation of programs/activities/projects (PAPs) to be
    included in the proposed Work and Financial Plan (WFP) and Office
    Performance Commitment and Review (OPCR) for the ensuing year.
    The funding baseline for each PAP shall be based on the figures
    indicated in the recent National Expenditure Program (NEP) or General
    Appropriations Act (GAA) for the ensuing year, whichever may be
    available.

    II. Venue and Funding

    1 The subject activity may be conducted online or on-site depending on


    the requirement of the concerned office, subject to compliance with
    health and safety protocols;
    2 If conducted on-site, the subject activity shall be held in the facility of the
    Department or other government offices. Private hotel, resort, or similar
    establishment may serve as venue upon submission of justification by
    the concerned office and approved by the Secretary of Justice or his/her
    authorized representative pursuant to Department Order No. 036 dated
    05 September 2016;
    The lease of venue, if applicable, shall be subject to the requirements of
    Republic Act No. 9184 and its revised 2016 Implementing Rules and
    Regulations;
    The funding for the subject activity must be consistent with the approved
    Annual Procurement Plan or Project Procurement Management Plan of
    the concerned office; and
    Disbursement of funds shall be subject to the availability of funds and
    existing budgeting, accounting, and auditing rules and regulations.
    III. Outputs

    The following documents shall form part of the documentary requirements


    to be submitted in the payment/liquidation of corresponding expenses:

    Post-activity report;
    Proposed WFP for the ensuing year; and
    OPCR for the ensuing year.

    The Financial and Planning & Management Services shall be responsible for
    the consolidation of all outputs submitted by all offices/units.
