I. INTRODUCTION

The Philippine Identification (PhilID)


The Philippine Identification or the PhilID is
a non-transferable card that shall
preferably be issued to all citizens or
resident aliens registered under the
PhilSys.

The PhilID serves as a valid proof of identity


which would help ease transactions with
government and private sectors through
easier validation and authentication of
identity.

The PhilID also comes in various formats—printed, downloadable, and mobile—all of


which are referred to as the ePhilID.

The ePhilID
The Philippine Statistics Authority (PSA) issues
the ePhilID as a responsive and proactive
approach to accelerate the transition of the
country to the digital economy. it allow
registrants to immediately enjoy the benefits
of being PhilSys-registered, such as better
access to more financial and social protection
benefits.

The ePhilID is available in various formats, such

The PhilSys QR code contains the digital signature of PSA, the registered person's PhilSys
Card Number (PCN) and demographic information and the best captured fingerprint.

A digital signature is an electronic method of verifying the authenticity of a document,


message, or other digital data.

II. THE PHILSYS ✓ (Check)


The PhilSys ✓
(read as Check) is a website that uses
public-private key cryptography which allows the
general public and relying parties to verify the
authenticity of the PhilID/ePhilID’s QR Code.


The PhilSys verifies the authenticity of the PhilSys QR
code through checking its digital signature.

The PhilID/ePhilID is valid if the system was able to


verify the digital signature embedded in the QR code
and has provided the demographic information, PCN,
and the best capture fingerprint.


The PhilSys is accessible via an internet browser at verify.philsys.gov.ph and classified
as an offline authentication method under the Section 12 of the revised Implementing
Rules and Regulations of Republic Act (RA) No. 11055.⁴

General Rule
Note that any requesting entity should obtain the consent of the individual before
conducting the authentication, in accordance with Section 12 of Republic Act 10173 or the
Data Privacy Act of 2012.³

The PhilSys ✓
is compatible with any smartphone, tablet, and computer with camera
such as desktop or laptop. The device must meet the following requirements to ensure
successful authentication:

1. Photo quality of 720p or higher


2. No visual effects and enhancements
3. Well-lit operating environment
4. Internet browser must be able to run the website and allows
the use of device’s camera
5. It is recommended to use a camera with eight megapixels
or higher for faster scanning.

Please note that using devices with lower specifications may result in unsuccessful
verification.

III. INSTRUCTION
How to use the PhilSys ✓ on Desktop or Laptop
1. Open your web browser, AJLM

in the address bar and click

1. Open your mobile web


browser and ensure you
have an active internet
connection. Type in
verify.philsys.gov.ph in the
address bar and click enter.

IV. VERIFICATION RESULTS


A. SUCCESSFUL

1. If the ID is authentic and has


not been tampered with, a pop-
up message “PhilID/ePhilID has
been Verified.” will be displayed
along with the demographic
information (PhilID) and picture
(for ePhilID, as added security
feature for ePhilID).

The information displayed in the


verification result should match
with those printed in the face of
the PhilID/ePhilID.

If the data matched, it means


that the PhilID/ePhilID is valid

B. UNSUCCESSFUL
1. A message “Deactivated Card” will show if the PhilID/ePhilID’s card is deactivated,
possibly due to the generation of duplicate PCN or the cardholder requested to deactivate
his/her card. (Image 29-30)

2. A message “QR Code could not be read” will display if the QR Code is damaged,
tampered, or not from PhilID/ePhilID. The possible reasons along with the instructions will
appear in the verification result. (Image 31-32)

The result is possibly due to any of the following reasons:

The QR Code is damaged.


The information in the QR Code has been tampered with.
The QR Code is not from PhilID/ePhilID

Note that the relying party should try scanning the PhilID/ePhilID at least 3 times.

If the authentication results are still unsuccessful, the cardholder should bring their
PhilID/ePhilID to the nearest PhilSys Registration Center or email [email protected]

If these results show, it is recommended that the relying party scan the PhilID/ePhilID at
least three (3) times.

If the authentication results are still unsuccessful after the third attempt of scanning, it is
recommended that the relying party advise the cardholder to bring his/her PhilID/ePhilID
to the nearest PSA office to report the incident.

It is important for the relying party to record these incidents as proof in case the client
files a report of non-acceptance to PSA.

3. In the event where there is no internet connection on the process of scanning, a


message “Please connect to the internet to verify the authenticity of PhilID/ePhilID” will
display.
