GILBERT VALLEY BASKETBALL ASSOCIATION BYLAWS Primary & Secondary School Competition 1. Sub Junior & Junior Competition.

(Primary School Competition) Sub Junior will be a mixed sex competition. (commencing with Year 3) Junior Competition will be a single sex competition unless player numbers are insufficient & the competition is in jepody. Then a mixed sex competition will be programmed for that season. This competition will be reviewed annually. Secondary School Boys & Girls Competition. All players must be attending high school at the commencement of that playing season. This is a single sex competition, unless special permission is granted by the Association. Hot Weather Policy. The forecast temperature in Adelaide on the radio at 7am is 36 degrees or higher, all Primary School basketball is cancelled. Secondary School Boys & Girls will play as scheduled. Team forfeit. Opposition team, Junior Co-ordinator & Umpires Co-ordinator must be notified by 3.30pm. Blood Rule. If a player is bleeding they must come off the court & clean up the blood, cover an open wound & wipe blood off clothing. All Primary School age matches to be 12 minute halves. This is to be reviewed annually, depending on the number of teams nominated thus time permitted. All teams to be in uniform by the 3rd match. Hats are not to be worn while playing basketball. Coaches. All players will receive equal court time in Primary School Competition & in the Minor round in the Secondary Schools Boys & Girls Competition. Any two teams scheduled to play who want to play on another day & time must notify the Umpires Co-ordinator & Junior Co-ordinator for approval. Every Club must organise 2 adults to work in the canteen on their allotted night. NO CHILDREN ARE ALLOWED IN THE CANTEEN. Each club with a Junior team must have a delegate at the Junior Co-ordinating meetings. There is to be a delegate from the Junior Co-ordinating Committee as Association Committee Meetings. No player (Secondary School Boy or Girl) shall play in more than one Senior Grade in any one playing week or in more than one Senior grade Final Series. Man to Man defence is recommended by SACBC for Primary School players. To be reviewed annually. There will be a running clock for Primary School Competition. The clock will be held for time outs in the Secondary School Boys & Girls Competition. All Secondary School Boys & Girls teams will be selected evenly. If teams are too uneven in the first three weeks, the Association will request clubs to reselect teams evenly. If clubs refuse to do so, the Association will have the power to do so. (To promote & encourage basketball for all players) Secondary School Boys & Girls can only import players if it is necessary to make up a team. Players will be considered imports if they live outside the postal boundaries of the Gilbert Valley Basketball towns. Import players will need to gain permission from the Committee/Executive Committee to participate.

GILBERT VALLEY BASKETBALL ASSOCIATION BYLAWS Senior Competition 1. Team nominations shall be called in the September meeting before the beginning of the season. 2. Clubs may nominate for any grade of Division but teams will be approved by the Committee/Executive & seeded if necessary. 3. Team registration fees are no longer required. 4. Any team withdrawing from the Association/Competition after the completion of the new draw will be fined by the Association. Player Eligibility 1. To qualify for finals a player is required to play 4(four) minor round games & subscription/membership must be paid prior to playing their fourth game. 2. No player can play more than one senior game in any one programmed round. A player cannot play more than 3 games in A grade to qualify for B grade, ie. Any player who plays 4 A grade games is then ineligible to play B grade. 3. The top 4 teams in each grade to play off in finals. 4. Where there is only one grade being played, they are to be split into two grades. Ie. First four to play for the A grade shield. The second four to play for the B grade shield. 5. A player can only play in one team per any final round. The First & Second final being considered one round. 6. Where a club has more than one team playing in the same senior grade competition, transfer of senior players cannot take place. A Junior player may play in any senior team, having played 3 games in any one team they are ineligible to play for any other senior teams. (Unless a request is made in writing to the Executive Committee) 7. Subscriptions must be paid to the club by the 3rd game played. A player will not play a 4th game until subscriptions are paid. The club will pay player registration to the Association by round 6. Penalty Unfinancial player are not to play. Premiership points will be taken from the players team if the player is permitted to play by their club until the offence is corrected. 8. Subscriptions are set by the Association annually. 9. Player registration will lapse after each season. 10. A game can start with 4 players, but can end up with 2 player minimum. Umpires 1. Umpires roster to be put out at the beginning of the season. If it is not filled, teams will be nominated to umpire games. If unable to umpire their rostered time they must organise their own replacement, from their own club or umpires panel. 2. Umpires are responsible for starting matches on time. 3. Umpires are responsible for behaviour of players & spectators & will follow the appropriate umpires rules. 4. Umpires are to check the score card at the end of each quarter. The score sheet must be signed by umpires if they wish to be paid. 5. Non attendance of officiating umpire. Penalty 6. Umpire payments to be set at the start of the season. Finals 1. Committee to decide on playing times.

2. Executive Committee to nominate bench officials & obtain umpires for finals. 3. Recorder to supply a list of qualified players to the secretary/president. Treasurer to supply list of financial players to secretary/president. The names to be given at the end of the minor round. The secretary/president to write up all score sheets (with player names only) for the major rounds. 4. In Finals the clock will be stopped for (a)Umpires timeouts (b)Charged timeouts (c)Lost Balls (d)All umpires whistles in the last 3 minutes of the last quarter (e)All free throw shootings & technical fouls Matches 1. Score sheets will be provided at the court & should be filled out correctly 5 minutes before the start of the game. (usually they are in the brief case) 2. Time clocks to be supplied by the Association. 3. Time clock is stopped for charged timeouts & umpires timeouts (30 seconds), as indicated by the umpire. 4. Bench officials are rostered by the Association, none attendance will incur a penalty. Penalty 5. Games must start on time. Penalty; one point is awarded to the non offending team for every minute late. After 10 minutes a forfeit will occur. The team who made an un-notified forfeit will be fined. 6. Un-notified forfeits will incur a fine, as set by the Committee, this to be paid within 14 days of notification. 7. A notified forfeit is when the forfeiting team notifies the opposing team & umpires Coordinator/Umpire of their forfeit at least 1 hour before the first programmed game of the night. 8. Premiership points; Win 4 points. Draw 3 points. Loss 2 points. Forfeit 0 points. If uneven round, a bye receives 4 points. (Bye team does not have the opportunity to win or lose because of the bye) 9. A bye or a team receiving a forfeit shall count as a qualifying match if required. (ie. Not a full round) The player has played in that team the week prior or week following the bye or forfeit. The team receiving the forfeit or bye are to fill out the score sheet & give to the recorder no later than 7 days from the forfeit. 10. Teams have 3 weeks to obtain correct uniform, from the start of the season. Penalty One foul on the offending player, & 2 points are automatically recorded to the opposition on the score sheet at either half time, full time or when the player enters the court. This is the umpires responsibility. 11. Numbers; the following numbers are allowed inclusively. 4 15, 20 25, 30 35, 40 45, 50 55. Number 33 is not allowed. Chalk, biro, tape etc. are not allowed. Umpires decision is final on uniform. 12. Length of half time; no longer than 5 minutes. 13. If a players name is not on the score sheet & they wish to play before half time, 2 points are automatically awarded to the opposition & the player is allowed to play. General 1. Fines will be decided on at the beginning of each season by the Committee. 2. To be set annually by the Committee (1)Un-notified forfeits (2)Umpires payments (3)Subscription/Affiliation Fee (4)Non attendance of Umpires (5)Non attendance of bench official (6)Non attendance of delegates at Committee meetings 3. No alcohol, smoking, food or drink, other than water, allowed in the gym. 4. White soled shoes must be worn when playing in the gym. 5. Programmed matches cannot be changed without Executive Committee approval.
