1. INTRODUCTION
a. This project SSSP demonstrates Mohammad Busardoh Decoration Design & Fit out LLC commitment to
HSE system and procedures of implementing HSE on the site. This SSSP will be distributed to the site staff
to read and fully understand all site HSE requirements.
b. The rules and regulations specified in this manual cover basic fundamentals only, that are intended to call
the attention of all of us to potential hazards and unsafe practices that can lead to serious accidents.
c. Safety shall be considered as part of job of the line management responsibility to sustain ZERO ACCIDENT
& INCIDENT until the completion of this project

AL MROOJ BUILDING CONTRACTING LLC has been appointed for the fit out & MEP works for RIBAMBELLE
in BLUEWATERS, DUBAI. The sequence of operations is listed below
Temporary Works
Setting up of Site.
Protection to common areas( if required)
Supply and Installation of temporary electrical and lighting for site office and tenant unit.
Installation of temporary DB for site activities, if necessary.

Compliance of this HSE Plan will be mandatory by all Process Owners inside RIBAMBELLE,
BLUEWATERS. PROJECT as well as Sub Contractors, clients and suppliers/visitors.
The contents of this Health Safety & Environmental Plan will apply to all activities within our scope of
work as well as our Sub Contractor’s scope of work for the projects under which we shall operate.
This HSE plan will be the guideline of all activity in the project and shall be applicable to all process
owners inside RIBAMBELLE, BLUEWATERS. PROJECT as well as sub-contractors to be involved in the
projects.
Our goals are to prevent incidents/ accidents and to get the job done in a safe secure and controlled
manner under highly Quality Standards.
Hilti Gun: Operatives will be trained for the use of hilti gun by the supplier

working conditions, equipment and system of working for all employees and to provide such information,
training and supervision as they for this purpose in with current legislations.
It is AL MROOJ BUILDING CONTRACTING LLC policy is to do all to prevent injury and damage to
property. Senior management understands this and accepts its statutory responsibility for the Health
and Safety of others who may be affected by our activities.
In particular the company accepts its responsibility:
To provide and maintain safe systems of work taking account of statutory requirements.

All power tools shall be inspected and checked by our competent electrician prior bringing to the site.

AL MROOJ BUILDING CONTRACTING LLC will comply with all UAE Federal Laws and all other applicable
Legislations inside the Reem Mall premises.
Comply with all legislations and regulations requirements and meets all local regulations but not limited to
OSHAD standards and client/consultant HSE regulations. AL MROOJ BUILDING CONTRACTING LLC will
strictly fulfil all legal obligations and responsibilities by respecting the laws of the land in which AL MROOJ
BUILDING CONTRACTING LLC is carrying out the work.
HSE Officer of AL MROOJ BUILDING CONTRACTING LLC will identify, obtain and maintain all applicable legal
including but not limited to the ‘Abu Dhabi code of construction safety practice and other relevant requirements
related to the environmental aspects, hazard identification and risk assessment of all activities of the company
continually improve HSE by carrying out potential risk assessment, waste minimization and optimized use of
resources.

PROJECT MANAGER:
Promote enthusiasm for health and safety in the site and set a personnel example.
Be aware of the requirements of applicable health and safe& legislation and its effective implementations
on the site.
Ensure that during procurement, planning construction and maintenance, sufficient allowance is made for
adequate welfare facilities, safe systems of work, Supervision and safety equipment.
Ensure the management team is adequately staffed with suitably trained and experienced personnel with
management lines and responsibilities clearly defined to allow close and effective supervision of all
operatives.
Liaise with project safety team on requirements for safety support.
Ensure the project safety plan is produced, approved, maintained and Communicated to other contractors
as appropriate and implemented effectively.
Check that risk assessments are carried out prior to any works commencing, and the results of any such
assessments are communicated to others who may be affected.
Ensure any statutory inspections are carried out and auctioned accordingly
Ensure that legal requirements relating to the involvement of the workforce, i.e. Safety committee
meetings are implemented to promote safety within the Workforce

SUB-CONTRACTORS
FIRST AIDER
First aid is the immediate help that is provided at the site to an injured or seriously ill person before
medical help can be obtained.
First aid facilities will be provided on job site / tenant unit for our employees.
A certificate of qualification as a first aider is valid for two years, after which a refresher course, followed
by further examination is necessary before the person can be granted a further certificate.
First Aiders should be trained in following techniques and be knowledgeable about:

MEP ENGINEER

Pre-start Briefing

AL MROOJ BUILDING CONTRACTING LLC employees/subcontractors will be given a daily task briefing by
the concerned Engineer and site supervisor. Major activity on the particular day will be briefed, all
minor/major hazards will be identified and ensure that all control measure are in place and briefed to all
operatives
It is the responsibility of every employee of AL MROOJ BUILDING CONTRACTING LLC to report the near miss
and accident whatever they involved or witnessed to his supervisor as soon as possible and same shall be
reported immediately to the AL MROOJ BUILDING CONTRACTING LLC Project Manager / Site Engineers.
The Supervisor shall furnish all the required information about the near miss/accident to the HSE officer who
will investigate it and prepare reports.
All accidents/Lost Time Injury/Near miss resulting in or having potential for injury, damage or loss must be
reported to the client in writing within twenty four hours of the accident or incident. Immediate verbal
notification will be provided in advance of written report to Funtastic and RM emergency contact number.
All Necessary Permits shall be obtained prior to commence works. Prior to any activity at site, the following
minimum requirements to be complied
Work permit to be obtained before commencing any works at site
HSE plan to be approved before any operations at site.
Emergency contact numbers to be posted at site, laydown area and storage rooms.
Emergency contact numbers, AL MROOJ BUILDING CONTRACTING LLC contact details and facilities
number to be included in the Emergency contact details
Before starting any works at site, the following procedures will be maintained.
All labors and staffs are to be safety inducted by the Project Main Contractor.
Ensure that temporary electrical supplies and temporary firefighting equipment is in place.
Ensure that a toolbox talk is given to all representatives at the site in regards to the safety requirements
of working at heights, site access and egress routes, housekeeping, traffic management, correct PPE, flying
and falling debris, the sequencing of the works, worker spacing or overcrowding during demolitions, safe
electrical supplies, emergency evacuation procedures and adequate task lighting. (weekly)
Check all electrical supplies, cables, equipment and machinery to be utilized for the site prior to usage.
Check all site representatives to ensure that they have the appropriate PPE prior to entering the site
(minimum PPE’s – Safety shoes, hardhats, safety goggles, gloves and vest)
Check all access materials prior to erection at the site.
Check all ladders prior to them entering the site.
Ensure that adequate first aid supplies are available at the site.
Ensure that all existing materials and common areas of immediate traffic are protected adequately.
Ensure that adequate labor is made available for the works.
Ensure that trained personnel carry out the works
Ensure that adequate firefighting equipment is in place prior to commencing at the site
Each Supervisor is responsible for ensuring that every man working under his direction or control has
safe means of getting to and from every working place.
No ordinary Ladder or step ladder shall be used at site. Only Tele guard Ladder / Podium Ladder are
allowed to be used.
Each ladder will be examined before use. Those with split or broken side rails, missing, broken, loose,
decayed or damaged rungs or cleats, or with other faulty equipment shall not be used.
Ladder shall be maintained in good condition at all time. Joints shall be tight, all hardware and fittings
shall be securely attached and movable parts will operate freely without binding or due play.
MBDDF workers or subcontractor will not work under direct sunlight for this project. UAE municipality mid-
summer break will be strictly followed if in case of any loading or unloading works. Special monitoring and
instructions will be given to avoid works under direct sunlight during the summer season. TBT regarding
heat stress will be given to all operatives and drivers. Electrolytes will be made available in the store and in
the laydown area. Workers will be given enough rest and breaks during the summer season.
Electricity
Effective management and control is necessary to ensure that all equipment provided is suitable for use
and properly maintained.
Statutory regulations apply to electrical safety on construction sites in relation to the installation,
apparatus and equipment used.
Power supplies for installations in site and other working areas must be provided 110v for portable
tools. It is essential from the outset that the effective management and control of the system, apparatus
and equipment used on site is achieved and maintained, thereby ensuring that the hazards and risks
which can arise are minimized.
Only 110 V tools shall be in use to prevent the severity of electrical resistance.
All 220V tools / equipment are required of special permit and approval.
Any electrical installation on site shall be designed and installed by competent persons.
As a means of ensuring the safety of persons working on or around the site, adequate lighting needs to
be provided. For general lighting, mount luminaries as high as possible. Lighting should always be
located higher than the work.
Emergency lighting when installed should be independent of the permanent power supply. Work places
and walkways should be lit to avoid glare and deep shadows. Cables and their routes:
The most important precaution is the formal visual inspection and shall be undertaken by site
Supervisors and Safety Officer as part of the routine site safety checks. Sufficient time for the visual
inspections to be made available. Items that can be seen easily and picked up during the formal visual
inspections include the following points:
Bare wires not visible
The cable covering is not damage
The plug is in good condition
There are no taped or other non-standard joints in the cable
The outer casing of the equipment is not damaged or loose
Those using electrical equipment should be given basic training and should be instructed to report any
faults immediately so that the defective equipment can be taken out of use and repaired. Cable runs to
permanent structures. Avoid water and dampness.
AL MROOJ BUILDING CONTRACTING LLC lock out/Tag out system will be strictly implemented while
working with live conduction or energized Equipment. The tags will be generally put by LOTO trained MBDDF
electricians and signed by concerned parties.
PPE’s
All MBDDF workers will wear mandatory 5 points PPE’s as Reem Mall requirement (safety shoes, helmets,
goggles, gloves and high visibility vest) AL MROOJ BUILDING CONTRACTING LLC will provide high visibility vest
with printed company name / logo at the back.
MBDDF will provide HSE wording on the vest of safety staffs
The hard hat colour coding system in Reem Mall site shall be followed by MBDDF as below:

Manual Handling
Following safety control measures shall be implemented to avoid Back Pain, Limb injuries, Strains, cuts, Bruises
Back strain and injuries while doing manual handling. The following control measures shall be followed

Periodic equipment preventive maintenance
The following permits will be obtained before starting the works at site. Client/Consultant permit to work
procedures will be strictly followed and implemented for any operations at site.
Lighting
The task lighting for the site will be arranged by AL MROOJ BUILDING CONTRACTING LLC. Temporary lights for
storage area and laydown area if required will also be arranged and installed by MBDDF electrician after
obtaining approval from Reem Mall management. LED lights will be used on site for task lightings. Good cable
management will be implemented on site
To control the hazardous substances, following measures are to be taken care of;

Hazardous Substances
AL MROOJ BUILDING CONTRACTING LLC shall assess all materials for their occupational
health and environmental compatibility
Hazardous materials will be replaced with less hazardous products. Where this cannot be
done, AL MROOJ BUILDING CONTRACTING LLC shall conduct a risk assessment and produce
a method statement specifying the safe method of use or application.
AL MROOJ BUILDING CONTRACTING LLC shall maintain a MSDS for all such hazardous
materials
Handing hazardous substances shall be done in accordance with OSHAD regulation and
Code of practice (COP1.0- hazardous materials
Only 110v be used in our site. All higher voltage usages are subject to Funtastic approval.
All electrical systems and portable electrical apparatus must be installed and maintained in compliance
with the OSHAD safety code of construction electrical safe practice. Repairs or alterations to electrical
systems and appliances will be carried out only by competent persons and written records kept by the
duty holder under the regulations. The frequency of testing will be determined by assessing the risk,
and will vary with the type of equipment, usage, and the nature of the environment in which it is used.
All Power tools and electrical apparatus will be inspected when received on site and color code system
will be used on monthly basis as per the client standards. Only PAT tested tools will be used at site.
Generally an external visual inspection should be carried out daily by the user and a full inspection and
electrical test carried out every month by a qualified electrician, and recorded in the small tools
register. All electrical connections will be made with the correct plug and socket. Bare wires stick into
an electric socket will not be allowed and if found to be in use the offending cable will be removed.
Taped joints in cables are unacceptable. Portable electrical apparatus such as drills, saws and angle
grinders, must be operated through 110-volt transformers and connected to electrical systems by
means of correct sockets and plugs (industrial type only). Electrical cables must not be allowed to trail
along floors or stairways but to be properly supported above head height.
No asbestos materials or its byproducts will be used by MBDDF or subcontractors in this project. If in any
case MBDDF identifies any material containing Asbestos, the site will be shut down immediately and the same
will be informed to client and consultant.
For any use of compressed cylinders, AL MROOJ BUILDING CONTRACTING LLC will ensure that is stored in a
safe manner as per the OSHAD code of safe practice
Flash back arresters must be used in oxygen and acetylene cylinders to avoid any back fires.
Cylinders whether full or empty, should always be kept upright.
Cylinders should be shielded from direct sunlight, or any other heat source, to avoid the build-up of
excess internal pressure which might lead to gas leakage Or in extreme case, bursting of the
cylinder.
Hose connected to the cylinders should be of standard co lour code and Connected properly to the
cylinders.
Inspect and replace damaged gas hoses before the work is started and no cigar Lighters shall be
permitted in the area.
Proper housekeeping and ventilation of the work area should be maintained.
Proper personal protective equipment must be worn by the welders.
Cylinders when in use must be fixed to cylinder stand and Fire Extinguisher must be placed
adjacent to heat source.
HSE standard signages and notice boards will be installed before commencing the works. All documents and
signage’s indicated in notice board as per RM Tenant Access Logistics Manual will be posted.
Reem Mall Logistics and waste management system shall be strictly followed by AL MROOJ BUILDING
CONTRACTING LLC
No eating allowed inside the site. Only the designated welfare area given by RM shall be used by AL MROOJ
BUILDING CONTRACTING LLC
AL MROOJ BUILDING CONTRACTING LLC will provide its own waste segregation bins in our unit for collection
and daily disposal to site wastes skips provided in Service Level. All wastes generated from the site are
segregated, removed and disposed in the waste skips arranged by the Reem Mall contractor.
Small mobile skips will be arranged on site and disposed in the designated bins as below
1. Wood wastes
2. Paper & cardboard wastes
3. Plastic wastes
4. Metal wastes
5. Mixed general wastes
AL MROOJ BUILDING CONTRACTING LLC will follow Reem Mall requirements on accident/incident
investigation reporting procedure parallel to OSHAD – SF mechanisms.
AL MROOJ BUILDING CONTRACTING LLC will notify Bluewaters authority Emergency Number
immediately by phone in any dangerous occurrence or incident that results in, or had the potential to
cause bodily injury or incapacity of any person for more than one day.
Initial incident report shall be submitted to bluewaters authority within 24 hrs. While the final
investigation reports shall be submitted to consultant no later than 3 days from the time of incident.
MBDDF will provide the consultant with a copy of all statutory accident report.
All accidents and incidents will be reported, recorded and investigated in accordance with consultant
Incident / Accident Management Procedures and MBDDF Accident & Incident Reporting Procedure.
All reports contain the incident details, description and classification, analysis of immediate and
underlying causes, medical treatment details or response actions as applicable and corrective and
preventive action to be taken to avoid the re-occurrence.
The proposed corrective and preventive actions will be appropriate to the magnitude of problems and be
reviewed through the risk assessment process prior to implementation. The effectiveness of corrective
and preventive action taken will be analyzed and confirmed by the HSE Officer.
The Project Engineer will also issue to selected personnel controlled copies of other documentation
relating to safety if they are unavailable on a central server. Distribution will be through the project’s
document control system.
The supervisor will post information relating to HSSE including HSSE bulletins, AL MROOJ
BUILDING CONTRACTING LLC policies, QSE certificates and minutes of meetings, on notice boards at
appropriate locations and in suitable languages around the project site office. He will ensure that such
information remains current and relevant.
The AL MROOJ BUILDING CONTRACTING LLC HSSE Officer will ensure that lessons learned from
any incidents are communicated to all staff through documented ‘’HSSE Alerts’’ and special recorded
meetings.
Every employee is actively encouraged to participate in HSSE management by being proactive and to
contribute as an individual to its improvement.
Communication will be done by AL MROOJ BUILDING CONTRACTING LLC safety officer who can
use Hindi and English to communication with the workforce
INFORMATION TO PERSONNEL
Communication shall be made through:
HSE Induction (Project specific induction will be prepared and used)
Weekly Tool Box Talks - with reference to Critical activities, near misses & accidents, any safety
concerns, safe work practices , permit to work system, electrical safety, working at height etc. – Subject
decided by the HSE manager.
Pre-Start Briefings – Conducted by the supervisor, signed by all workers on site.
Method statement & risk assessment (Done by Engineers).
The current welfare facilities arranged by Reem Mall will be used by MBDDF workers and subcontractors
for drinking water, toilet facilities, food keeping and eating area.
First aid checklist will be completed on monthly basis by the first aider
1. Key performance indicators: without LTI, Reduce absenteeism, increased reporting system
2. HSE performance evaluation: internal HSE audit, site HSE inspection, weekly and monthly meeting and
reports.
3. HSE plan review: HSE plan will be revised by HSE manager and will be submitted for approval if any change
in process, change in organization chart, change to any work patterns, risk assessment indicates polices are
not suitable or sufficient.
