SUB: FORMATION OF NHQ TRAINING TEAM OF SCOUT & GUIDE AMONGST


THE RETIRE TRAINERS FROM INDIAN RAILWAYS, KENDRIYA
VIDYALAYA SANGATHAN & NAVODAYA VIDYALAYA SAMITI -
REGARDING

Dear Sir/Madam,

It is observed that a Scout and Guide Trainer after superannuation from his/her
professional services from Indian Railways, Kendriya Vidyalaya Sangathan &
Navodaya Vidyalaya Samiti are not entitled to join their home State Associaiton to
serve Scouting & Guiding activities or Training courses. It is also noticed that due to
non-availability of provision to be retained in their home State Association, many
retired trainers from the Indian Railway, Kendriya Vidyalaya Sangathan & Navodaya
Vidyalaya Samiti either join other similar organisations or quit Scouting & Guiding as
they do not find any other further scope to support Scouting & Guiding due to his/her
Membership registration issues. Further, it is also noticed that NHQ/NTC also cannot
invite and utilise their expert services due to deputation issues. The situation is
carefully analysed that the Bharat Scouts and Guides as also losing senior trainers
from the Organisation.

In view of the above circumstances and as a Membership retention strategy, it is


decided by the Hon’ble Chief National Commissioner to form a NHQ Training Team of
Scout & Guide and services of retired trainers who are not registered themselves in
their home State Association may register their Membership directly with NHQ and
can serve on the Voluntary capacity as a member of the NHQ Training Team. This will
not only serve as a source of support for the organisation but their expertise can be
utilised at all levels of the organisation as and when needed.

Nominations are invited from such Trainers who are retired and not registered with
any of the State Association but willing to serve the organisation may submit the

duly filled application as per proforma attached along with annual membership fee
(IRF) @ Rs. 500/- per head.

On consideration of their nomination, they will be directly supervised by the


concerned Joint Director of Scouts (Programme & Training) & Joint Director of Guides
(Programme & Training) and take their valuable services as and when required at
National Headquarters, National Training Centre, National Adventure Institute,
Regional Offices and State Association accordingly.

This may please be communicated to the retired trainers who are not registered in
the State nor state has not debarred them. If state has any objection for any
trainer’s registration, name list of such trainers to be sent to NHQ by 15/02/2024.
After this training team at NHQ will be formed to register them. Appointment of
registration of trainers can be accepted or rejected by NHQ without any reason.
