INTRODUCTION

The integration of Information and Communication Technology in Public Administration


has become an integral driver for transforming and revolutionizing how the government operates.
According to Aroon Manoharan and Alex Ingram (2018), usage of ICT or transforming into E-
Governance “has immense potential for local governments to improve their service delivery,
better engage their stake holders, and enhance citizen participation in government”. The
integration of ICT in the different governmental bodies has resulted to enhanced efficiency,
transparency, and accessibility in the work and services that they offer. As Microsoft Office
becomes a tool used by almost every government that there is, the field of social welfare stands
prominently affected by these technological advancements. The importance of delivering
services, allocating resources, and improving citizen engagement had led to the implementation
and application of ICT in these government sectors.

With this landscape, our study gives an emphasis on the Municipal Social Welfare
Development Office (MSWDO), a cornerstone of community welfare services within the
municipal framework. The MSWDO’s multiple functions and responsibilities, include welfare
initiatives aimed at upliftment and support for the people in the local community. Operating at the
local level, the MSWDO plays a vital role in creating and implementing plans, projects, and
programs tailored to address the various needs of the people in the community. These encompass
but are not limited to poverty allegation strategies, support for marginalized groups, elderly care
initiatives, and interventions aiding victims of abuse or calamities.

The MSWDO’s mandate is beyond mere service delivery; it commits to fostering


inclusivity, social justice, and community empowerment. In its pursuit of serving the people, the
integration of ICT in this sector would greatly help enhance their offered services as Yan Li and
Huping Shang (2020) found out in their research, “the concept of e-government service quality
has eight contributing dimensions: system quality, reliability, security, accessibility, information
quality, service capability, interactivity, and responsiveness.”. The office acts as a beacon of hope
and support, advocating for the most marginalized groups in society. The importance of MSWDO
in the local governance unit, any improvements in its operating efficiency could have a big
influence and could increase the impact of welfare services in the municipality.

Amidst this landscape of social welfare provision the integration of information and
communication technology, usage of computers and application software like Microsoft Office
emerges as a pivotal lever capable of transforming traditional administrative paradigms the
MSWDO akin to numerous governmental bodies navigating the digital age has embarked on a
journey of technological assimilation ICT interventions within the MSWDO span a spectrum of
applications ranging from digitized record-keeping systems and database management to the
utilization of online platforms for service accessibility and communication with stakeholders
however this transition into a tech-infused operational framework hasn’t been devoid of
challenges the integration of ICT often encounters hurdles related to infrastructure limitations
varying levels of digital literacy among staff and beneficiaries data security concerns and the need
for continual adaptation to evolving technological landscapes. Microsoft was founded on April 4,
1975, by Bill Gates and Paul Allen in Albuquerque, New Mexico. Their initial mission was to
develop and sell BASIC interpreters for the Altair 8800, an early personal computer. Since then,
they've grown into a multinational technology corporation with a wide range of products and
services, including the beloved Microsoft Office suite. Despite these challenges the potential
dividends of effectively leveraging ICT within the MSWDO are substantial promising
streamlined processes improved service delivery enhanced data-driven decision-making and
potentially widened access to welfare programs for the community.

This research was written and made on December 13 to 15, and is aimed to identify the
impact of using Microsoft Office Productivity Tools such as Word, PowerPoint, Excel and
Publisher in MSWDO and determine how it affects the employees of the said department
concerning efficiency and service quality. This is an approach to understanding the benefits of
using computer and Microsoft Office like Word and Excel in the service of MSWDO.

Figure 1 illustrates the Conceptual Framework of the study that shows the relationship
between Input-Process-Output. The Input consists of the Microsoft Office Tools used in the
MSWD Office. The Process consists of the method used in data gathering: analysis of data
through: interviews. All the data gathered will be analyzed and interpret based on the results and
findings of the study to create an output to determine the impact of Microsoft Office Tools on
MSWD Office efficiency and how to resolve the problem that they encountered.

THEORETICAL FRAMEWORK

In a city's social welfare and development agency, combining the technology acceptance
model (TAM) of 1986 and innovation diffusion theory shows how different generations use
technology and how it affects work. The technology acceptance model looks at what people
think. Boomers, used to old ways, find Microsoft Office tools hard, but interns find them
important. Innovation diffusion theory looks at how people talk. Boomers might miss info about
the tools, but interns, who might influence younger workers, know more and have good
experiences.

This difference in how generations use tech shows in task assignments. Boomers give
tasks to interns, affecting how well the office works. But sometimes, interns might make
mistakes because they're still learning. New plans include training for Boomers and using
interns' skills by mentoring. Better communication, sharing about tool benefits, and teamwork
between generations are important. Checking how tasks change (time, mistakes, and
productivity) from using or not using Office tools helps see how it affects work.

The integration of Technology Acceptance Model (TAM) and innovation diffusion


theory reveals the intricate dynamics of technology adoption within the city's social welfare and
development agency. This analysis highlights diverse generational attitudes towards Microsoft
Office tools and their subsequent influence on work practices and efficiency. Recognizing these
distinctions is pivotal for bridging the generational gap, harnessing the strengths of both
seasoned staff and tech-savvy interns, and optimizing the integration of these tools into the
office workflow.

To address the identified challenges, tailored strategies are essential. Specifically tailored
training initiatives designed for Boomers, focusing on gradual familiarity and practical
application of Microsoft Office tools, can mitigate their skepticism and enhance their efficiency.
Simultaneously, structured mentoring programs allowing interns to share expertise and guide
Boomers in tool usage foster a mutually beneficial collaborative learning environment.
Establishing inclusive communication channels emphasizing tangible tool benefits and
promoting intergenerational knowledge sharing is crucial for a cohesive and efficient work
environment. Ongoing assessments of task completion metrics, error rates, and productivity
changes provide continual insights into the impact of these strategies on overall office
efficiency, guiding further refinements and improvements.

In conclusion, understanding and accommodating diverse generational perspectives form


the bedrock for a comprehensive strategy. By tailoring approaches to meet the needs of different
generations, fostering collaborative learning environments, and continually evaluating the
efficacy of these measures, government offices can enhance technology adoption and,
subsequently, improve overall productivity and performance

tailored training and robust support mechanisms in fostering the successful adoption of new
technologies. A study conducted in Singapore underscored the significance of effective training
initiatives, elucidating their pivotal role in mitigating resistance among users and ensuring
widespread acceptance of emerging technologies within organizational settings. (Feng H, Pi Z,
2023)
In the United States, a separate research endeavor illuminated the transformative impact
of employing Excel alongside case management software. The integration of these technological
tools notably enhanced data tracking capabilities and facilitated more streamlined service
delivery, particularly benefiting vulnerable populations. This research not only highlighted the
efficacy of technology in improving operational efficiency but also underscored its tangible
impact on the quality and accessibility of services rendered to marginalized groups.
Turning to studies in India, the implementation of SMS reminders and online information
portals emerged as instrumental interventions in mitigating missed appointments and augmenting
communication channels with beneficiaries. These technological solutions were found to
significantly reduce appointment no-shows, thereby enhancing overall engagement and
facilitating more effective communication pathways between service providers and recipients.
Furthermore, research conducted in Kenya shed light on the transformative potential of
online reporting mechanisms and data visualization tools in bolstering transparency and
accountability within the realm of resource allocation for social programs. The integration of these
technological solutions was found to promote greater transparency in tracking resource
utilization, fostering a more accountable approach to allocation and utilization of resources
dedicated to social programs.
Collectively, these cross-national studies underscore the versatile potential of technology
in diverse domains, ranging from enhancing operational efficiency and service delivery to
improving communication channels and fostering transparency in resource allocation. These
findings accentuate the global applicability and efficacy of technological interventions when
tailored to specific contextual needs, thereby showcasing the multifaceted impact of technology
in diverse socio-economic landscapes.

In contemporary professional environments, the dynamics of team interactions and their
impact on productivity stand as focal points of inquiry. Aroon P. Mahooran(2018) mentioned, “As
understood by practitioners and scholars, IT capacity can refer to both technical capacity and
human capacity… it is also about focusing on more sharing of knowledge and training across

team performance. This discourse finds resonance in the interconnected perceptions of
participants regarding functionality and efficiency, unequivocally linked to heightened team
productivity—an assertion substantiated by compelling insights gleaned from interviews. The
burgeoning significance of ESM tools, notably exemplified by Microsoft Teams, unveils a
transformative potential that augments team efficiency through multifaceted mechanisms. These
tools' efficacy lies in their role as central shared hubs, streamlining file storage, organization, and
retrieval, their seamless integration with applications like Microsoft Office, facilitating
collaborative editing, and the provision of built-in communication tools, presenting a triad of
functionalities poised to propel team performance to new heights. This elucidation offers a
glimpse into the multifaceted influence of ESM tools on team dynamics and productivity, laying
the groundwork for an exploration of their intricate role in contemporary professional landscapes.

Regardless, participants interaction perceptions of functionality and efficiency were both


positively connected with team productivity, a finding strongly supported by inter- views. It seems
that ESM tools, such as Microsoft Teams, can indeed boost team perfor- mance, given, for
example: 1) their ability to serve as a central shared hub thus saving teams' time in storing,
organizing, and searching for files; 2) the integration with appli- cations (such as Microsoft
Office) facilitating the usage of editing tools collaboratively; and 3) availability of built-in
communication tools.

Microsoft Office on Work Efficiency


Technology has become omnipresent in society, and our ability to understand and embrace
it represents an enormous opportunity. It’s through this lens that Microsoft is focusing a mission
for government: to empower digital transformation that builds economic growth, broadens social
inclusion, drives good governance and achieves better citizen outcomes. Microsoft is focused on
delivering a flexible, integrated and trustworthy choice of cloud and productivity solutions for
government, helping to address all the key transformation challenges agencies may face to deliver

In recent studies, researchers conducted a research concerning the effects of Microsoft


Office Tools on the quality and efficiency of work, and according to Tucker J. Marion and
Sebastian K. Fixson (2020), “These tools have become increasingly more sophisticated while
being easier to use and are integrated earlier in the design process… “. Microsoft Office proved
itself to be far more efficient in work compared to older generation tools due to the flexibility,
user-friendly, and various functions offered by Microsoft Office Tools.

As a result, digital tools have a far broader reaching impact than previous generation
of tools. Not only do they affect output and process efficiency, but they also increase depth and
breadth of the work of individual innovators, they lead to rearrangement of the entire innovation
processes, enable new configurations of people, teams, and firms, and rewrite the rules on how
knowledge management acts as a critical competitive capability. (Marion & Fixson, 2021).

The use of Microsoft Office productivity tools, such as Microsoft Office 2019 Professional
Plus and Office 365 Government, has been shown to have a significant impact on government
efficiency. These tools aid in streamlining collaboration, simplifying business processes, and
providing unparalleled mobility, reliability, and security for government organizations.
Additionally, Microsoft partners with governments around the world to help empower the
government workforce, accelerate digital transformation, and improve the delivery of services.
Furthermore, SharePoint, a component of the Microsoft Office suite, is revolutionizing
government agencies by enhancing collaboration, streamlining processes, and improving
efficiency. Office 365 Government solutions are also designed to improve city services, increase
efficiency, and provide superior support and service. In summary, the use of Microsoft Office
productivity tools has been instrumental in enhancing government efficiency and streamlining

Impact of Microsoft Office on government sectors

A myriad of studies has extensively explored the intricate relationship between technology
adoption within governmental frameworks and its consequential impact on operational efficiency
and governance. Research spanning across diverse global contexts sheds light on the multifaceted
implications of technology integration within governmental agencies. Shafi Ahmad(2023) in
connection with the effect of Microsoft efficiency said that, “Modern data estates are spread across
data located on premises, on the edge and in one or more public clouds, spread across various
sources.” Implying a faster and easier access to data used by government employees.

In both the United Kingdom and India, e-governance initiatives leveraging applications
such as Microsoft Office emerged as catalysts for transformative change. Findings from these
regions highlighted the tangible benefits of technology implementation, elucidating how these
initiatives facilitated expeditious document processing, reduced errors, and notably augmented
transparency within governmental operations. “As everyone has diverse needs, Microsoft
introduced the Office 365 Government. This subscription-based plans which are allowed to be
licensed to an unrestricted number of users, are designed to meet the distinctive needs of
government entities. Every plan includes all the faculties and features of Office 365 in a sectioned
government cloud community, enabling government organizations to conform to U.S. compliance
as well as security standards.” (Political Studies, 2022)

Moreover, in the Philippines, the utilization of Excel demonstrated its pivotal role in
enhancing data analysis, consequently leading to enhanced resource allocation and more effective
budget planning within healthcare programs. This exemplifies the direct impact of specific
technological tools in optimizing critical decision-making processes within governmental sectors.

METHODOLOGY
The purpose of this study was to qualitatively investigate how the integration of ICT in the
MSWDO affected the workers in the services they offer. Open-ended questions are used to
investigate and determine the effects of ICT on the said government sector. The researcher also
prepared some questions that can help to answer and make clarifications about the study.
This study is Qualitative-Descriptive research, it has a connection with the Technology
Acceptance Model which is an assessment approach, this helped the researchers in assessing how
the workers adopted and used technology. In addition to this, the model aided the researches to
understand how employees at the office perceive and utilize Microsoft Office tools, considering
factors like perceived usefulness, ease of use, and actual usage behavior.
An interview with questionnaires and also with the sharing of experiences and insights about
the topic from the respondents can give emphasis and directions to gain information, the collection
of qualitative materials that are narrative and subjective.
Qualitative research uses an emergent design which means the answers or data does not
just focus on the logical answer but also can be from the natural answer of the participants during
the data collection. The study also used the descriptive survey method in which it uses the
questions as who, what, when, where and how of a topic being answered. The respondents are
from the MSWDO located at Tabi, Boac, Marinduque, where the key stakeholders used Microsoft
Office Productivity Tools, that is why they are the chosen respondents of the researchers.
Data gathering was done in the process of interacting with the participants and having
interviews. Stakeholders within the Municipal Social Welfare Development Office (MSWDO),
who uses Microsoft Office Productivity Tools were interviewed. These interviews provided
valuable insights into their experiences and perspectives on the impact of using the said tools on
work efficiency. The interview sessions were recorded and manually analyzed by the ideas and
concepts used in making the research paper. After deciding that the data collection was through
interviews, the data that were collected were analyzed and interpreted by the researcher and with
the help of the guides and theory that supports the idea, there was a fair and justice understanding
with the information before being compiled, assessed, and evaluated by the researchers in order
to gain knowledge and answers in their pursuit of understanding how these tools affect the service
of the workers at MSWDO.
Data analysis is the process of getting the answer for the research problems and it should
be interpreted when the data was gathered (Stake, 1995). The data collected through interviews
will undergo qualitative analysis to understand the impact of these tools on government work
efficiency. This analysis will involve analyzing and examining responses to understand
meaningful conclusions based on the respondents' perspectives.

DISCUSSION

The discussions are based on the questions from the statement of the problem

1. The respondents were all 4th year students of Marinduque State College and intern for
the MSWDO, coming from the Bachelor of Science in Social Work. The respondents
were composed of two men and two women, ages ranging from 21-22 years old.
2. The respondents are tasked to prepare cards, invitations, and other materials to be used
in the events of the Municipal Social Welfare Development Office. The respondents
started working at the Municipal Social Welfare Development Office for two months
now and is performing the tasks under the supervision of the head of the office that they
had been assigned to.
3. According to the respondents, they use all of the Microsoft Office Productivity Tools in
their work, with Microsoft Word and Microsoft Excel being frequently used inside the
office for reports and for organizing the data that their office is handling. On the other
hand, during events, they use Microsoft Publisher to create and print what is known as
“Tarpapel”, and during time of presenting to the higher staffs their report and
presentation during outreach programs or seminars, they use Microsoft PowerPoint.
These tools enabled them to easily produce materials for their events.
4. According to the respondents, these tools helped make their work easier by a lot. With
the help of Microsoft Word, they were able to write their report easier, as Word offers a
wide variety of functions, one of which is grammar checker. In addition, when handling
large group of data, Microsoft Excel made organizing details easier and time-efficient.
Furthermore, during events, the respondents save time and money by opting to use
Publisher for producing tarpapel.
5. Most of the respondents answered that they have difficulty in using two of the tools,
Excel and Publisher, wherein they spend extra time in browsing the net to look for
formulas in Excel, and making the right dimensions to be used in Publisher. According
to the respondents, there is a need for workshops and seminars in handling these tools, in
order to fully utilize them and to ensure efficient service to the people.
