1. SCOPE OF THE PROJECT

1.1. Background of the Project

1.1.1 University of Moratuwa


Faculty of Medicine is the latest addition to the University of Moratuwa, which celebrates its
Golden Jubilee in 2022, being the most sought technical university of the country’s university
system at present. With its origin in 1961 as the Institute of Practical Technology-Ceylon, and
passage through the Ceylon College of Technology in mid 1960s, becoming the University of Sri
Lanka Katubedda Campus in 1972, reaching the University Status for the first time.

At the inception, the University of Sri Lanka Katubedda Campus had only two faculties, namely,
Faculty of Engineering & Architecture; and, the Faculty of Applied Science. Both were based on
Technological subjects; and, the students were admitted from the Advanced Level Mathematics
stream.

When the University of Sri Lanka was fragmented and its campuses were given autonomous
status in 1978, University of Sri Lanka Katubedda Campus became the University of Moratuwa,
with two Faculties, namely Faculty of Architecture and the Faculty of Engineering. The former
Faculty of Applied Science was absorbed into the Faculty of Engineering. The two Faculty
University continued until addition of the third faculty in 2001, namely Faculty of Information
Technology, only one of its kind in the country. Faculty of Graduate studies was established in
2015; and, the Faculty of Business Studies added to the University as its fifth Faculty in 2017.

The University Grants Commission granted approval in 2018 to the Faculty of Medicine and
commenced its activities on the 1st of December in 2020. It is the sixth Faculty of the University
of Moratuwa. The first batch of 104 students was admitted to the faculty in May 2021. Even
though the Faculty was established to enrich the medical education in Sri Lanka producing
conventional medical graduates, being nourished by the University of Moratuwa technological
environment and absorbing its rich traditions, medical graduates from the Moratuwa University
Faculty of Medicine, will become medical graduates of an exclusive category, sharpened with
technological background.

The medical education at the University of Moratuwa commenced without the necessary
academic infrastructure to support its academic activities; and, the proposed building will cater
to the immediate requirements of the Faculty, by providing essential infrastructure facilities for
preclinical academic activities. The proposed building will provide facilities for departments of
Anatomy, Biochemistry, and Physiology primarily. In addition, this building will also provide
infrastructure facilities for the departments of Medical Technology and Medical Education.

1.2. Location of Site:


The proposed building is to be constructed within the main campus of the University of
Moratuwa, which is located approximately 17 km south of the city of Colombo, sited abutting
the Piliyandala-Katubedda road and one kilometer away from the Katubedda Junction, within
the Administrative Division of Moratuwa in Colombo District.

A parcel of land, covering approximately 1500.0 sq m.is set aside, out of the total land extent of
approximately 21.50 hectares of the main campus premises, for construction of the proposed
building. Medical students will share the common student amenities of the University of
Moratuwa, including hostels, playgrounds, canteens, gymnasium, open air theatres, main
computer rooms, examination halls, and main lecture theatres etc.,

1.4. Objectives of the Design and Build Contract:


Following objectives are established for the Design and Build Contract based on the Employer’s
Requirements:

1. To develop a Schematic Design for the proposed building with alternatives;

2. To develop the Design Criteria to be used for designing the works;

3. To establish Technical Specifications, identify relevant Standards, and Codes of Practice


in accordance with the Employer’s Requirement & any alternatives proposed with the Bid;

4. To carry out detailed designing of the Works (if the Contract was awarded) in accordance
with the relevant technical specifications, standards, and codes of practice agreed with the
Employer, and applicable laws and regulations; and to obtain approval of the Engineer for
the designs prior to construction.

5. To carry out interior designing of the entire building 9 (as per employers priority areas
identified by the client / employer.

6. Prepare detail drawings and specifications for construction/installation, testing and


commissioning of the Works.

7. To construct the building, in accordance with designs, detailed drawings, specifications


and Employer’s Requirements, with appropriate construction supervision and project
management and to complete the project on time, to high standards, with high quality
materials, furniture (if any), high quality equipment and within the budget.

8. To test and the commission the Works.

9. To carry out inspections needed during the Defects Liability Period and remedy any defects
identified by the Contractor and/or the Engineer.

Bidders are advised to analyze these objectives and submit their proposals in order to fulfil the
Employer’s Requirement.

1.5. Scope of Work:


The scope of the project involves design, execution (construction), completion and remedying
defects of a building with approximately 2,440 sq. m. of floor area on a plot of land of about
1,500 sq. m. The building is expected to have G+5 floors, with the main access at the second
floor level, and accommodate laboratories, seminar rooms, lecture theatres, staff amenities, etc.
as indicated in the list of space requirements, including offices for five departments, namely
Anatomy, Biochemistry, Physiology, Medical Education and Medical Technology; and, two
lecture halls, each with the capacity of 160 & 120 seats, common areas, ancillary spaces,
roadways surrounding the building and connection to the road network of main campus/main
entrance and necessary parking facilities.

Scope of work include infrastructure facilities such as electricity, water supply, gas supply to
laboratories, sewerage, waste water disposal, storm water disposal, damp proofing, fire detection
and protection, air conditioning and ventilation, extra low voltage (ELV) system. The work also
includes internal roads and drainage, landscaping, termite treatment of the building.

The building structure should be of reinforced concrete and a suitable foundation system should
be designed based on the soil investigation reports. The building should be completed with high
quality materials and finishes for floors, walls and ceilings, sanitary fittings, doors, windows,
pantry (fully functional pantry including cupboards and worktops), lift system, necessary
equipment, lighting and sound systems, lightning protection system.

The building should be designed, executed, and completed in accordance with relevant code of
practices for Sri Lanka, for loading (including wind loading and earthquake detailing), materials,
foundation and all structural designs, etc. as applicable. The contractor shall use the
specifications, standards and codes of practice specified in this document (Employer’s
requirement), statutory regulations, and safety codes. The bidders are required to submit the
details of the technical specifications, standards and codes of practice, to be used for design and
construction of the works with their Design/Technical Proposals.

The design, execution, and completion of the works and remedying any defects shall be totally
in accordance with the contract and fit for the purpose1 for which the building is intended. The
works shall include any work, which is necessary to fulfil its efficient completion on time, within
the funds allocated, to the highest quality and in compliance with the Employer’s requirements
described herein.

In order to ensure that the Works when designed and built will be ‘Fit for the Purpose’, the Bidders are
strongly advised to visit the University of Moratuwa on the site visit during the pre-bid meeting, and
acquaint themselves fully with the nature and quantum of activities being carried out by different
academic Departments under the Faculty of Medicine.

The design work shall be carried out by suitably professionally qualified and experienced
designers, and the contractor shall submit full details of the proposed designers with his
Design/Technical Proposal.

Further details of work are given below (Space Articulation Schematic Diagrams prepared by the
University of Moratuwa attached herewith, may be used as a guideline for this purpose):

1. The building should have common areas at each floor including lobby, lift lobby, service
corridors, toilets for males and females, disability access as identified by the FOM-UOM
(refer to Layout plans and Sections in Annexure 8.2), other ancillary and circulationareas
as necessary. Each separate Department area should have a meeting/lunch room with a
pantry area (including pantry cupboards and work tops).

2. A new connection road from the existing access road as per the conceptual drawings
should be constructed with culverts, side drains and retaining walls. Parking facilities
should be provided within the premises of the Faculty of Medicine as per the UDA
regulations. Minimum requirement of the Employer for parking would be 30 cars
(inclusive of disability access) and a minibus at any given time. Solar street lighting
should be provided to illuminate the internal roads, parking and landscaped areas.

3. Two lecture halls with full span stage (podium for lecturers) and the seating capacities
of 160 & 120 should have suitable sound systems and multimedia projectors, stage and
lighting systems, together with flooring, ceiling and other suitable arrangements
acceptable to the client to ensure proper acoustics. The contract must provide necessary
sound control systems and furniture to install equipment required to the sound systems
for both lecture halls. The Faculty board room should have a sound system, multimedia
projector, and conference table/s and conference chairs for 49 persons with flooring,
ceiling and other suitable arrangements to ensure proper acoustics. The interior,
acoustics and lighting arrangements should be designed by qualified and experienced
designers acceptable to the Employer.

4. The building should have an appropriate fire detection and protection system, electrical
system, water supply system, waste-water disposal and sewer systems, lightning
protection system, air-conditioning system, suitable signage system and, name boards,
standby generator and provisions for grid connected solar power generation system on
roof.

5. All lecture rooms, offices, Staff rooms, recording rooms and Faculty Boardroom shall
be air-conditioned as marked in the conceptual drawings. All rooms with AC and without
AC should have fans and adequate natural ventilations. No air-conditioning for
laboratories and dissection areas which shall have adequate natural ventilation and fans.
All the laboratories and dissection areas shall have silent exhaust fans.

6. The Interior Designing (including furniture layouts) of the entire building should be
carried out including specifications and arrangement of partitions, ELV connection
points, ceiling, floor and wall finishes acceptable to the Client and Employer.

7. The dissection lab, preparation and storage areas of the same shall have non-slippery,
washable, seamless, chemical resistant floor finishes. These areas shall have open drains
covered with stainless steel gratings. The dissection lab shall have 600mm wide concrete

worktops finished with granite tops as shown in the conceptual drawing. It shall also
have stainless steel washing troughs as shown in the drawing with 6 nos of elbow
operated chromium plated taps. It will also have 2 nos of general purpose stainless steel
sinks with chromium plated swan neck single lever taps. The walls of the areas shall
have wall tiles up to 1.5 meters from the floor level. The lab should have 7 nos moveable
surgical boom lamps over the positions of the cadaver trolley fixed to soffit.

Annexure 8.5.1 –Department of Anatomy: Room data for Anatomy lab (Dissection
Lab) at Faculty of Medicine, University of Moratuwa shall be read in conjunction with
this section for specific details.

8. Storage area of Dissection lab shall have provisions for 5 nos of stainless steel human
body preservation tanks with 3 body capacity for each (2100 mm 1220 mm 950
mm) with drainage facility to each tank outlet in to the delayed septic tank.
It also shall have provisions for 1 nos of morgue refrigerator (L/W/H 4280 1960
2100) and space and provisions for an electric powered mobile cadaver lift (L/W/H1-
H2: 2077 743 542-1542 mm. The body processing and washing bay shall have
provisions for installation of eye washers and emergency showers in an area of 900mm
x 900mm space, sloping outwards with a drain off pipe to the wastewater gullies.

Annexure 8.5.1 –Department of Anatomy: Room data for Anatomy lab (Dissection
Lab) at Faculty of Medicine, University of Moratuwa shall be read in conjunction with
this section for specific details.

9. The Biochemistry and Physiology laboratory, shall have non-slippery, washable,


seamless, chemical resistant floor finishes. This lab shall have 600 mm wide worktop
finished with granite tops as shown in the drawing as indicated in the sketch design with
06 numbers of ceramic laboratory wash basins with chromium plated swan neck single
lever taps. It shall have 4 gas points with necessary gas lines to the gas bank located at
level 1 including all necessary safety devices.

- There shall be a timber podium of 4.0 m 3.0 m opposite to the entrance. Inside the
lab leave provision for LED panel installation for the wall behind the podium.
- There shall be 02 Nos. ceiling mounted retractable power sockets (single phase) for
each center table (Total number of 12).
- The lab shall have provisions for installation of the fume hood with 13 Amp power
socket and extractor.
- There shall be a suitable area for the eye washer with water in-let and out-let with a
sloping floor area of 900 mm 900 mm.
- Storage and technical staff rooms of the laboratory shall have work tops and sinks as
shown in the conceptual drawings.

Annexure 8.5.2 – Laboratory in the Department of Biochemistry and Physiology –


Employer requirement details shall be read in conjunction with this section for specific
details.

10. Learning Center is a common learning area for all departments. The walls shall be painted

and shall have non-slippery, washable, seamless, chemical resistant floor finishes. There
shall be 12 nos. of 13A power outlets coupled in twos with a distance between each group
on the concrete work tops. The concrete countertop (750 mm W x 900 mm H) shall have
easily cleanable, chemical resistant, seamless slip resistant material for the microscopes.

- There shall be separate power supply for the Multimedia projector, Drop down screen
and AV console and with adequate distancing.

Annexure 8.5.3 – Learning Center – Employer requirement details shall be read in


conjunction with this section for specific details.

11. Each of the three laboratories should have at least 4 numbers of three phase industrial
type socket outlets.

12. The two recording rooms at level 5: There shall be space in one room for one recording
and space to sit for at least five people. It shall be rectangular in shape with no windows
and no intervening pillars. Walls and doors shall be echo proof and sound proof. The wall
separating the two rooms has to be a sound proof mobile/sliding wall.

- Both rooms should be air conditioned.


- There shall be adequate ceiling mounted lights with light diming facility.
- There shall be four 13A power outlets in each room.
- There shall be separate power supply for the multimedia projector, drop down screen,
DVD player, sound system and AV console.

13. All labs and lecture halls shall have provisions for installation of audio system and
multimedia system.
The contractor must provide necessary cabling for all multimedia projects (under this
contract) in lecture halls, labs, Faculty Board etc. The multimedia projects to be able to
connect to a computer in these rooms with necessary internet connections.

14. The Employer requires an Extra Low Voltage (ELV) system consisting of Local Area
Network (LAN), Wi-Fi, CCTV/IP surveillance system, fire detection & fire alarms and
provision for access control system with passcodes for laboratory doors and examination
unit.

15. The building shall have a water supply system comprising of sump (20,000L) and
overhead tanks (10,000 L) for 350 occupants and additional capacity for fire-fighting.
Necessary piping network and a sewerage and wastewater disposal system including
appropriate Septic Tanks and Soakage Systems shall be provided. Water supply to the
proposed building shall be obtained from the university main, which is located in an
approximate distance 200 meters, through the 50 mm diameter PVC pipe.

16. Solid waste collection and disposal facilities should be provided based on the expected
usage of the building, which is for preclinical departments for Medical Education.

17. The building should have an elevator (lift) system with a minimum unit capacity of 8
passengers serving all the floors; and, the speed should satisfy applicable building
regulations as well. A differently able person must be able to operate the elevator.
Manufacturer brand shall be Tokyo Mitsubishi, Otis, Fujitec, Hyundai or Hitachi

18. The premises (approx.1000m2) of the immediate surroundings of the building should be
landscaped appropriately. The landscaping features should be designed in such a way to
ensure smooth flow of vehicular traffic while protecting the vegetation and enhancing
the beauty of the surrounding area.

19. The contractor should consider Green Building Guidelines recommended to be used in
construction of buildings for the government and semi-government organizations.

20. Energy efficiency should be considered in designing the building and its services suchas
the air conditioning, ventilation and lighting systems. Ceiling/wall fans should be used
in all public areas, including the areas with air-conditioning, outside offices which
include lobby, corridors etc. Energy saving LED / fluorescent lamps should be used for
lighting devices wherever possible. There should be a separate electricity meter for the
building.

21. Design of the building and its premises should be carried out giving due consideration
to the accessibility for persons with disabilities.

22. All toilets should have cubicles (complete with water closet, cistern, bidet spray, vanity
wash basins, mirrors, urinals with sensors in male toilets, exhaust fan and other fittings
necessary for a modern toilet). The floor tiles and wall tiled up to 2100 mm should be
properly waterproofed with a warranty of minimum 10 years. Each floor must have at
least one toilet suitable for persons with disabilities. A toilet with shower facilities should
be provided as per the conceptual drawings for the staff and lab areas of the building.

23. Water proofing of roof slabs (if any), balconies, roof terrace (if any), water sumps, water
tanks, flower troughs, manholes, pits, gullies, gutters etc. should also be carried out. It is
necessary to carry out thermal insulation of the roof slab (if any) after water proofing
and lay a protective concrete above the same.

24. The expected number of staff occupying the offices is estimated as 100, and students as
250.

25. The building shall be provided with a lightning protection system.

1.6. Space Requirement (pl. refer to the conceptual layout plans attached)

Bidder must comply with size of the basic floor areas of the spaces as given in the following
schedule. Refer the drawing for the no. of sanitary fixtures in given for washrooms. The mirrors
bidet showers, toilet paper holders, towel rails, coat hooks, soap trays to be provided in the
washrooms.

The above suggested floor areas are only approximate, and the Contractor shall decide the exact
area for the rooms based on the factors affecting the design. However, the Contractor should
attempt to keep the total area allocated for different Departments within the figures stated in this
document in order to be within the budget. The rooms within a particular Department should
preferably be separated with partitioning to ensure flexibility and space saving. All room
arrangements shall be designed by a qualified Interior Designer in order ensure ergonomics and
to position air conditioning units, ELV sockets, data cabling, light fittings etc. in an economical
and effective manner.

The University of Moratuwa has the intention of laterally expanding the building in the future.
The contractor should make access provision for such expansions as per the conceptual
drawings.

The contractor shall provide conference table and conference chairs for the Faculty board room
to accommodate 49 persons. An Audio Visual (AV) system including 25 nos. of goose-neck
type microphones, speakers, 2 nos. of handheld cordless microphones, transmitting/receiving
units, complete with all other necessary equipment and accessories must be provided by the
contractor. Power supply and other necessary connections must be provided for a multimedia
projector and a drop-down screen for the Faculty board room (contractor must provide only the
provisions the multimedia projector and a drop-down screen).

All rooms should have lockable doors with door closers.

Utmost care and safety precautions (such as fencing, bordering, netting etc. around the building
under construction) to be taken by the contractor during the construction activities.

It is important to minimize the noise and dust during the construction and frequent removal of
garbage and all non-serviceable material from the work site according to the rules and
regulations of the relevant local authority.

The contractor has to obtain water and electricity by himself (connection can be taken from the
university existing services), for the purpose of construction and bear the cost by the contractor
for his connection and usage.

A soil investigation carried out in 2021 suggests that a raft foundation would be suitable for the
building (copy of the soil investigation report annexed herewith for ready reference (Vide
Annexure 8.4). The Bidder may use the above information for the purpose of bidding. For
designing of the Works, he may carry out a separate soil investigation to ascertain the sub-
surface and hydrological conditions prior to the design of the Works. The total responsivity of
the structural design and works is the responsibility of the successful bidder.

The contractor shall provide a Method Statement for the Works. This will include but not be
limited to: phasing of works; task method statements; health and safety procedures; relevant
quality procedures including construction/installation, inspection, testing and commissioning
as appropriate for the approval of the Engineer prior to execution of the works.

1.8. Anticipated Project Duration


Design, Construction, Completion, Testing & Commissioning, and Handing over of the project
shall be completed within 12 months. Defects Notification period shall be 365 days, from the
taking over of the project.

1.9. Project Time line

All floors except levels 4 & 5 in the Project is to be completed within a period of 8 months from
the award of the contract. The work plan should clearly indicate specific time period for
preparation of the preliminary design with 2-3-week provision for design review and approve by
the employer and timeline for preparation of detailed design.

The Selected Design and Build Contractor should prepare a detailed work programme identifying
the dates on which spaces could be released for equipment installation, especially laboratory areas
and other specialized areas in order to synchronize with the project procurement plan for supply,
delivery and installation.

2. BUILDING DESIGN CRITERIA

The aspects to be considered in developing the criteria for designing the Works are given in this
section. The Bidder shall submit a more comprehensive and accurate Design Criteria after
taking into account the scope of work given above and the aspects given below:

2.1. Architectural Aspects:

2.1.1 Visual Impact - The proposed building should be architecturally compatible to the
proposed location and attempt should be made to create echo friendly integration with
surrounding structures and environment as much as possible. The entry lobby will be the
building’s first impression for users and visitors so it will be inviting, welcoming, easily seen,
and accessible.The area will be open and have a reception desk and used for display purposes.
Materials and finishes will be selected to offer durability as well as aesthetics.

2.1.2. Sustainability- The design of the building must be contemporary and minimalist, and
respond to the climate using sustainable design principles to reduce energy consumption in
manufacture and throughout the life cycle of the building.

If the site allows, the first attempt at building placement should be with the long axis running
east-west. Apertures on the east and especially the west should be minimized. Orientation of the
building should also be selected in relation to the building functions and shape tomaximize the
effect of natural light and ventilation. It will be important to consider the direction of the wind
so that it can be channelized through the interiors.

Interior layout should be designed to maximize light, views, wind direction, and accessibility.
Use of local construction methods (cast-in-place concrete is most widely used and costeffective
in Sri Lanka) is recommended. Local materials should be used where possible.

2.1.3. Prohibited Materials - the use of the following materials should be avoided in
designing the building:
 Products containing asbestos
 Products containing urea formaldehyde
 Products containing poly-chlorinated bi-phenyl
 Solder or flux containing more than 0.2 percent lead and domestic water pipe or
pipe fittings containing more than 8 percent lead
 Paint containing more than 0.06 percent lead

2.1.4. Topography - The contour locations and spacing of contours will play a big role in the
sitingof the building. If possible, the building should be designed along with the contours,
integrating it into the design to reduce unnecessary cutting and filling of soil.

2.1.5. Modern Facilities - Excellent functional design is expected to support and facilitate
effective activities assigned for the proposed building. The design must bring clarity and
coherence to the spaces, facilities and services of the proposed purposes of the building and
the environment.

2.1.6. Lighting - Natural light needs to be introduced into the building with minimum loss of
usablespaces. The lighting scheme must be appropriate for the different areas and provide for

reading, viewing and computer use. The offices will provide a well-lit, comfortable and
functional work environment. All offices will have an exterior exposure to allow daylight to
save energy. All electrical fittings should be eco-friendly and energy saving types (LED lamps
are recommended).

Consideration should be given to the options offered by direct lighting, indirect lighting, down-
lighting, up lighting and lighting from wall or floor-mounted fixtures. In office areas general
illumination of about 500 lux and in public areas illumination of about 200 lux would be
preferred.

Lecture theatres should be designed with minimum window areas to fulfil statutory
requirements; and, should have facilities to darken the space whenever necessary.

2.1.7. Roof and Roof Covering - Aluminium/Zink sheets or equivalent material should be
proposed for roof covering and heat resistant foil should be laid to cover the entire roof area
below the sheeting material. The roof is expected to give excellent aesthetic view from a
distance and shall be strong enough to carry the loads of the solar power system, which will be
installed in the future. Further, the outer periphery of the building at roof level should be
designed to support the Gondola system designed by the Contractor, if installed. An insulated
roof slab could be used below the roof covering for other purposes such as locating machine
rooms for lifts, booster pumps, and AC equipment and as storage area.

The roof shall have a protected access through step ladders for maintenance work.

2.1.8. Ceiling-A powder coated concealed metal grid ceiling system comprising of perforated
Aluminium or mineral 15mm thick fiber board 600x600 mm ceiling panels with approved
thickness, fixed on to levelled GI framework suspended from the soffits above with adjustable
clips, galvanized hang rods and necessary accessories shall be used. Painted sloping timber
ceiling in the top floor lecture halls shall be specially designed for aesthetic and acoustic
purposes.

Bidder may include ceiling in other areas (if required) as per the proposed design.

2.1.9. Doors and Windows - Main entrance doors for each unit should be fixed with tempered
glass. All other doors/windows can be used with powder coated Aluminium extrusions.
Aluminium window frames may have traditional architectural features like louvres etc. could be
used for toilet/wash-room doors. Aluminium of Alloy metal should be used for window security
mesh.

Provisions for an Electronic Access Control System should be provided for the entrance doors
to laboratories and offices.

2.1.10. Ventilation - Adequate natural air flow reduces the temperature of the interior of the
building. As such, the building should be constructed in such a manner so that they allow natural
air flow to the maximum, particularly in common areas, so as to reduce the energy wasted with
the use of fans and air conditioners which should be an option when necessary, but not a must.

2.1.11. Acoustics - the acoustical environment of the building must be designed and integrated
with the other architectural systems and furnishings of the office. Special consideration must be

given to noise control in open office settings, with absorptive finish materials, masking white
noise, and sufficient separation of individual occupants.

2.1.12. Circulation - In all floors of the proposed building 30-35% of the area to be reserved as
circulation areas. However, the Contract must consider the optimum usage of the total floor area
for functional usages.

2.1.13. Entrance Lobby - The main lobby is the formal reception area of the building and should
project an image of dignity and refinement. The main lobby should be clearly visible from the
outside, and present a welcoming image to the general public.

The main lobby should accommodate visitors by providing information facilities, waiting areas
and access to vertical transportation. Since the lobby also serves as the collection point for all
employees entering the building, it should be designed to accommodate the high volume of
pedestrian traffic.

2.1.14. Toilets - the number and location of toilet rooms should maximize convenience for
occupantsand the general public. Toilet rooms for both sexes should also be located adjacent to
the common dining room.

The toilets shall be designed with all relevant facilities available in a modern building such as
water closet with soft closing seat cover, cisterns with full and partial flushing to save water,
wash basins with vanity tops, water saving taps for wash basins, mirrors, urinals in male toilets
with sensors for automatic flushing, hand showers, soap trays, toilet paper holders,tiled floors,
MDF toilet cubicles etc. Sufficient number of toilets must be provided for differently abled
persons. Approximate number of toilets can be obtained from the Annexure 8.2 for Layout
plans.

All sanitary fixtures shall comply with the production standards and quality specified by latest
European or British Standards. Brands – Rocell, Toto or American standard.

2.1.15. Interior Design – Interior design of all space must be provided to layout all furniture
and equipment.

2.1.16. Landscaping and Aesthetics - Eco-friendly structure is expected and should be given
to the creation of vistas and visual interest within the premises. Landscape design should
consider the connectivity for neighboring road and side-walk and the convenience of users.

Any good design will integrate natural vegetation present on the site into the design, highlight
and accentuate it to create a harmonious whole. The vegetation will consist of all the trees, and
flora present on the site. These should be marked onto the site plan so that it will assist during
the design stage. Along with the location, the type of trees, the size of the trees, diameter or
spread of the branches, heights etc. are to be identified.

An internal road system with necessary drainage and street lighting should be constructed up to
the boundary of the premises and connected to the external access road. Selection of the type of
pavement should be done considering driving performance, stability and according to
characteristics of the building. Internal roads must be surfaced in paver to match the parking
areas. Roads bearing heavy traffic may be surfaced in premix. Turning areas for heavy vehicles

and loading yards may be constructed with concrete surface beds.

2.1.17. Maintenance - The building should be economical to run and all Materials, Plant and
finishes should be durable and easy to clean and maintain. The exterior should stand weathering
effectively and should be of material that allow adequate low temperatures of the interior space.

2.1.18. Access for Persons with Disabilities - The design, equipping and organization of the
building must enable persons with disabilities to make optimum use of the ground floor of the
building, lecture halls, laboratories, staff rooms and provision of a toilet in ground floor/upper
floors through the lifts.

2.1.19. Site Signage and Name Boards – Signs and name boards should be designed in a way
to make the site clear to the first-time user by identifying multiple site entrances, parking,
wash rooms andthe main building entrance. The name board of the building installed should be
visible from the main access road.

2.2. Engineering Aspects:

2.2.1. Structure - The structure should be a reinforced cement concrete framed structure and
shouldbe designed to have a minimum 50 years of life. All structural elements shall be designed
by qualified professional and to have adequate strength to resist and to remain stable under the
worst probable loadingconditions that may occur during the lifetime of the building including
the period of construction.

The structural system will be cast in place reinforced concrete, and the foundation shall be
designed according to the recommendation of the existing or new geotechnical investigation
report as appropriate. The entire building should be protected with proper termite treatment
carried out by a reputed specialist contractor with a minimum of five (5) year warranty.

2.2.2. Building Maintenance – Mechanical and electrical service equipment should be


organized to be accessible for maintenance, repair or replacement without causing significant
disturbance in occupied space. Ease of operation should be considered when selecting
mechanical and electrical equipment.

2.2.3. Equipment Rooms - Mechanical and electrical equipment rooms must be designed with
adequate aisle space and clearances around equipment to accommodate maintenance and
replacement. The working environment in equipment rooms should be reasonably comfortable.
Doors and corridors to the building exterior must be of adequate size to permit replacement of
equipment.

2.2.4. Doors, Windows, and Partitions - Doors, windows, and partitions shall be power coated
Aluminium. All spaces to be separated by soft partitions using Aluminium extrusions unless
otherwise stated. All doors to be fitted with locks, handles, doors closers, and all relevant
fixtures.

2.2.5. Electrical Power - Electrical power installation should be done in accordance with IEE
and CEB regulations to all the safety requirements. The CEB supply will directly connected to
the Main Panel Board of the building. The electricity connection for the building to be tapped

from the existing substation system (transformer) located adjacent to Civil Engineering
Research Laboratory, located approx.250 m from the site of the proposed building. The
connection and the armoured cables from Civil Engineering Research Laboratory to the
proposed building for the Faculty of Medicine must be done by the Contractor. The contractor
should deploy qualified personnel with the guidance of CEB/LECO and UOM adopting safety
of the personnel & property.

The contractor shall provide the over-head connection or underground connection as per the
accepted criteria adhering to standard safety methods. The supply should be based on the
maximum demand load of the new building and its premises. A generator with required capacity
and a housing for that should be provided.

The Switchboard should be configured per loads use to supply the need power for each panel
board, and electric closets will be located on each floor, which will accommodate panel boards.
Power system for motors should be determined based on the power requirement for mechanical
and fire protection equipment.

A general illumination system should be designed for the building and its premises, and spot
lightings could be used considering room characteristics if required as well. Power sockets
should be installed in all offices, rooms and other areas based on the expected use, tables, work
stations and number of occupants and users.

2.2.6. Generator(s) – should be adequate to operate exit lighting, lift, pumps, lighting in
corridors, toilets, staircase and offices, fire detection and protection system, lecture rooms with
A/C, ELV system, security system and other essential services. The generator capacity should
be designed to at least 110 percent of designload and should have Automatic Transfer Switches
(ATS panel) and connecting cables shall be supplied by the contractor.

2.2.7. Fire Detection and Protection System –An addressable type fire detection system should
be designed and installed in accordance with fire protection regulations appropriate to the local
conditions. Fire detectors and manual fire alarm boxes should be installed. Contractor must
provide a training of a fire drill and training after the commissioning of the building.

A fire protection system shall be installed according to the Fire Service Department regulations.

Roads and turn-around must be designed for the weight and turning radius of fire trucks and at
a minimum, one of the long sides of the building must be accessible to fire department
equipment. Contractor must provide fire extinguish equipment.

2.2.8. Air Conditioning System – should be designed to suit the climatic conditions of
Katubedda area and the calculations should be based on outdoor designed conditions applicable
to the particular geographic location. The Contractor is expected to ascertain the outdoor
temperature and humidity information required for designing the A/C system.

The A/C system should be designed to maintain indoor temperature in air-conditioned areas at
24 ± 1 °C or any other range specified for Government buildings. Temperature controls and
zoning should be provided based on functions, exposure, and physical separation of office areas.

The rooms should be provided with individualized climate control that permits users to set their
own, localized temperature, ventilation rate etc.

The Contractor shall consider using a VRV Air Conditioning System for the building, which is
a multi and direct expansion type air conditioning system in which one outdoor unit can be
connected with multiples of indoor units.

2.2.9. Lifts/Elevators– The building should have lift (with machine room type) system with the
minimum of 8 passenger car capacity, speed and access for disabled persons. As such the
Contractor shall review the lift requirement given under the Scope of Works (Section 4) before
designing the exact number of cars, their capacities and the required speed. The lifts serving the
upper levels should be visible from the lobby.

2.2.10. Water supply, Waste-water, Sewerage and storm water drainage – gully

Sewage management system – A suitable standalone Sewage Treatment Plant having required
capacity for the users of this building has to be designed and constructed for standard regulations
with necessary gullies, pipe connections (and any other required ) to smooth management of
sewage. All sewer and waste lines should be located below unpaved areas if at all possible.
They must be separated from potable water lines by a lateral distance of at least 3m.

Drinking water - The building shall have a water supply system comprising of sump (20,000L)
and overhead tanks (10,000 L) for 350 occupants.

A separate combined portable and fire water sump shall be provided as per the regulations.
An overhead tank for the portable water shall be provided, including a pumping system with two
alternative pumps. (Service pump and a stand-by pump)

The fire system shall also be provided with two separate pumps for fire hydrants. (Service pump
and a stand-by pump)
All pumps shall be located inside a pump house.

The rainwater of the building must be disposed to the nearest existing draining systems
available through new drains, man-holes and pipes.

The contaminated water, which contain chemicals from anatomy dissection labs shall be
drained to a separate delayed septic tank, to be built by the contractor. The disposal of the
contaminated waste stored in the delayed septic tanks will be arranged to dispose time to time
by the Municipal council. The contractor’s design and construction should facilitate the removal
of contaminated water including spaces for parking for loading of contaminated water from the
delayed tank.

2.2.11. Lightning Protection System - should be installed to protect human and property from
a stroke of lightning. The Earth Termination System must be designed in such a way that
lightning currents are safely diverted into the ground without generating step-voltages on the
surface of the soil that would be dangerous to human beings.

2.2.12. Extra Low Voltage System – the building should have a distributed, robust, and
flexible IT infrastructure, which would allow technological access in virtually all the spaces.

During the planning stage, the Contractor shall identify all necessary technological systems (e.g.,
voice/cable/data systems such as audio/visual systems, close circuit television (CCTV) and

network cabling system, Public Address (PA) system, telephone system with Fiber optical
material, fire detection, Internet access, and Local Area Networks [LAN]/ Wireless Fidelity
[WI-FI]), and provide adequate equipment rooms and conduit runs for them. Also, theContractor
shall consider and accommodate for wireless technologies, as appropriate.
Data outlets and Wi-Fi facilities should be provided based on the number of occupants and the
users.

Entire, partial, and emergency addressing of all areas of the Building should be possible with
the PA system.

CCTV cameras should be installed at necessary places for security, and the monitor including
recorder should be located in a management/monitoring office. The number of CCTV cameras
may different from the Contractors design and Contractor must identify the number required in
his proposal for the bid (minimum 08 Nos)

2.2.13. Service Lines - Temporary diversion of all existing service lines (as required) during the
construction of the proposed building to working order and after completing the construction all
new and existing service lines to be made permanent to working order.

2.2.14. Access to Construction site - A separate construction access from the main university
entrance, to be established by the Contractor with the consent of Client/Employer.

2.2.15. Gender Equality -To reflect equal treatment of both genders in terms of provisions of
facilities in the building the construction conforms to accepted norms of gender equality.

2.3. Design Guideline


Conceptual drawings and Supplementary Information provide (Vide Annexure 8.2) as a guide for
formulation of the bidding proposal. However, the Bidder has the freedom to formulate a building
typology to meet the Employers requirement as given provided the design rationale and the design
approach is clearly given.

2.4. Conceptual master plan

2.5. Phases of the Design and Build Contract:


The phases involved in the Contract are given below with the responsibilities of the parties. The
Employer has the authority to engage the Engineer and/or an independent party to review the
designs at any stage, if required to ensure that the design satisfies the requirements of the
Employer in terms of safety, stability and serviceability and to comment on the validity and the
satisfactory compliance with the relevant building regulations, codes, and standards. Theyare
not required to comment on the choice of the design solution of the contractor unless the
Employer has specifically requested to do so.
The contractor must organize necessary meetings with Client and other parties and record
minutes of all meetings in all phases of the construction.

2.5.1. Schematic Design Phase:


At the outset, the Contractor shall study the architectural, engineering and space requirements,
site conditions and any other investigations such as geotechnical analysis and develop a
conceptual plan and outline proposals. The schematic drawings developed thereafter shall
include the main features of the project, such as the building, access road, parking areas,
landscaping areas and any other services.

The specific tasks undertaken shall include the following (but not limited to):
a) Plan the design and construction of the Works in accordance with the Contract.

b) Carry out detailed surveys, detailed site and soil investigations and other necessary
investigations for the preparation of design drawing and specifications.

c) Analyse the Employer’s Requirements, discuss with the Employer, prepare fully
developed brief outline proposals etc. and submit to the Employer for approval.

d) Develop the design concept and criteria, and develop the schematic design based on the
approved outline proposal and submit the same for the Employer’s approval.

e) Prepare schematic drawings including proposed landscaping and obtain the approval of
the Employer.

f) Submit the Work Programme for designing activities.

g) Analyse the requirement of services such as water, electricity etc.

2.5.2. Design Development Phase:


This phase of the work includes the preparation of design documents including architectural,
structural and MEP services. The specific tasks under the design development phase shall
include the following, but not limited to:
a) Establish the Design Criteria for all the elements of the Works

b) Prepare detailed Architectural drawings to an approved scale including plans, elevations,


sections etc.

c) Prepare and submit Design documents consisting of a Master Plan, detail architectural
drawings, structural drawings, plumbing drawings, electricity and mechanical drawings,
interior design drawings, all the other related construction drawings and specifications
including all calculations for approval of the Engineer. All drawings to be certified by
a Chartered Engineer in the relevant field. Structural drawings should be certified by a
Chartered Structural Engineer registered with the Institution of Engineers, Sri Lanka
(IESL) in the relevant category.

d) Obtain approval of the local authorities for the design documents with the assistance
of the Employer.

e) Decide on the type of construction quality of materials and standards of workmanship.

f) Obtain approval of the Employer for type of construction finishing, Material, Plant
etc.

g) Arrange approved specialist contractors for A/C, lifts, fire detection and protection, ELV
and electrical system etc. if required by the Engineer.

The Contractor shall provide documentary evidence as to how the designs conform to applicable
Codes of Practice, Standards, Specifications and Regulations and to the Employer’s
Requirement.

2.5.3. Construction and Contract Administration Phase:

The scope of this phase includes the total responsibility for construction, supervision, contract
administration, and, management, etc. The specific tasks under this phase shall include the
following, but not limited to:

(a) Prepare and submit Work Programme (including Activity Diagrams or Bar Charts) for
approval of the Engineer.

(b) Prepare activity-based Price Schedules (using the Price Schedules submitted with the
Financial Proposal and the Work Programme stated above) to enable making payments
for the work completed in the order of execution and submit the same prior to
commencement construction work.

(c) Obtain Employer’s approval for Materials, Plant and methods according to the approved
specifications.

(d) Examine the Work Programme to complete the project within the contract period.

(e) Attend progress review meetings with Employer and submit progress reports to the
Employer every two weeks’ time together other supporting documents.

(f) Ensure health, safety and environmental protection measures at the Site in accordance
with the applicable Laws and Regulations.

(g) Ensure testing and quality control activities of the Works are carried in accordance with
the Specifications/ Standards and the QMS.

(h) Undertake project management and contract administration activities from the inception
to the completion of the Works to ensure completion on time within the budget and to
the required quality standards.

(i) Develop and implement a project monitoring system.

(j) Ensure that all necessary pre-commissioning checks and tests are carried out as necessary
for the Material, Plant, Equipment, etc.

(k) Ensure that all shop drawings, plans, method statements and other documents are

(l) Employ adequate qualified resident site staff members during the construction period.

(m) Construction/installation of the Works in accordance with the detail drawings and
specifications

(n) Contractor must obtained approval for any variations before attempting to carry out the
work.

2.5.4. Completion Phase:

The specific tasks under this phase shall include the following, but not limited to:

(a) Arrange to test all the systems installed and arrange to hand over all test reports and
any other documents needed as per the specifications.

(b) Complete the Works to the satisfaction of the Employer and hand over.

(c) Prepare and hand over Operation and Maintenance Manuals and As-Built drawings to
the Employer.

(d) Advice and handover relevant document regarding service agreement on Plant, and
Equipment.

(e) Arrange the specialist contractors to train the Employer’s Personnel to operate the
systems and Plant and Equipment.

(f) Ensure that all necessary pre-commissioning checks are carried out as necessary for
the Plant, Equipment, and MEP systems.

(g) Ensure that all necessary manufacturer supplied data, information, catalogues and
other instructions are supplied to the Employer.

(h) Submit all warranties and guarantee certificates.

(i) Provide comprehensive maintenance agreement from suppliers of Lifts, Generators, Air
Conditioning, ELV, BMS, Fire detection and protection systems etc. for minimum of 5
(five) years.

(j) Provide necessary training for fire extinguish equipment etc.

2.5.5. Defect Liability Phase (Period):

The specific tasks under this phase shall include the following, but not limited to:
(a) Carry out any inspection needed during the defect liability period and prepare list of
defects to be rectified.

1. List of all the activities involved with the Design of the proposed Works
2. Architectural drawings of the proposed building with plans and elevations.
3. Landscape drawings and details of proposed features (including roads, parking,
lighting, water supply, boundary wall or other arrangement, and gates as required) and
materials.
4. Details of the proposed Door/Window/Partition finishes; wall, floor and ceiling
finishes; toilets and pantry cupboards; waste-water disposal and sewer system; drainage
and storm water disposal system; lightning protection system; fire detection and
protection system; air conditioning system; electrical system (including Aircraft
Warning Lamps, if necessary); water supply system including plumbing; roof, roof
plumbing and rain water harvesting system; Extra Low Voltage (ELV) System;
waterproofing of toilets, balconies, roof slabs, flower troughs (if any) water tanks, water
sumps etc. including methods and materials; and laboratory worktops for Dissection
room, Physiology Laboratory and the Biochemistry Laboratory.

5. List of Technical Specifications, Standards, Regulations and Codes of Practice


proposed to be used for designing, construction (or installation), testing and
commissioning of the proposed Works. The information submitted under this should
also include Particular Specifications in respect of following Materials and Plant (but
not limited to):

(a) Ready mixed concrete


(b) Water proofing of roof slab, toilet areas, balconies, roof terrace, water sumps, water
tanks, flower troughs, manholes, pits, gullies, gutters etc.
(c) Glazed Aluminium doors and windows including weather stripping, screws and
nuts, locks, ironmongery, glass, assembly, testing for air and water infiltration.
(d) Timber Ceiling for the Level 6,
(e) Mineral Fiber Ceiling (15mm thick) including panels, suspension rods, clamping
devices, metal frames,T bars and other fixtures,
(f) Partitions including type and properties of materials such as weather stripping,
screws, nuts, ironmongery, and glass.
(g) Electrical installations such as the main distribution board, sub-distribution boards
(SDB), moulded case circuit breakers (MCCB), miniature circuit breakers (MCB),
residual current devices (RCD), switches, busbar systems, cables, cable trays, cable
ladders, metal and PVC conduits, Meters, socket outlets, lighting system, wiring
system, standby generators, lightning protection system including air termination
network (ATN), down conductors, earthing, and accessories.

(h) Sanitary appliances and fittings such as wash basins, water closet and cistern, hand
shower, soap tray, paper holder, urinals, taps, valves, stainless steel kitchen sinks,
(i) Waste-water disposal and sewer systems including pipes and fittings, manholes,
soakaways, gullies, septic tanks, soakage pits and sewage treatment plant (STP), if
any.

(j) Fire detection and protection system including pipes, joints, fittings, pumps, fire
doors, fire hoses, hose reels, landing valves, portable fire extinguishers, mounting,
air vents, expansion bends and anchors, pressure gauges, sprinkler system, and stop
valves,
(k) Air conditioning system including pipe work, air conditioning plant, controls and
instrumentation, insulation.

6. Complete List of Materials and Plant proposed to be incorporated into the Works
together with manufacturers, country of origin, and evidence that these comply with the
relevant standards. All the Materials and Plant should be from reputed manufacturers
or brands with established suppliers with at least five (5) years of operation in Sri Lanka;
the Bidders should give details of similar projects in which they have used the same
Materials and Plant form the same manufacturer/brand in the last five (5) years.
7. Quality Plan proposed for carrying out the Design and Construction Works
8. Details of specific experience of the Bidder and the composition of the Design Team
related to the design of the proposed Works
9. Details of the experience of the key members of the Design Team
10. Schedule/s or check-list/s giving details as to how the documents submitted by the
Bidder demonstrate overall compliance with the requirements of the Bidding Document
11. Time Schedule/s (Bar Chart/s), Work Programme giving the sequence and duration of
design and construction activities involved with the proposed Works and BOQ
12. Details of the Preliminary Design Approach (the details may include reference to the
any document/s listed in this Section)
13. Details of the technical/professional staff used for execution of the Works including
those involved in supervision, quality assurance and safety at the Site.
14. Any other document/s the Bidder may wish to submit as part of or in support of the
Design/Technical Proposal

The above documents submitted will be used as appropriate for evaluation of the Design Team
and the Design/Technical Proposal in accordance with the Section on Instructions to Bidders.
Further, the documents submitted shall furnish sufficient and adequate details to fully describe
the final product of the Works and as to how the design and the final product comply with the
Employer’s Requirement.

5. TECHNICAL SPECIFICATIONS AND STANDARDS

5.1. General Specifications

The general specifications are the specifications given in the following documents issued by the
Construction Industry Development Authority (CIDA). The Bidders are expected to be
conversant with these documents, since the said documents will not be issued to the Bidders
under this Bid. However, the Bidders may purchase these documents from CIDA, “Savsiripaya”,

5.2. Particular Specifications:


5.2.1. Specification for Excavation and Earthwork

Earth Filling
A. Borrow Material
Borrow material shall comply with the following specifications:
a. It shall be tested for its suitability by a recognized testing organization acceptable to the
Engineer. It shall be well graded soil mixture with gravel and sand (not less than 70%)
silt and clay (not more than 30%).

b. The Contractor shall forward from each borrow pit at different levels, the test results of
particle size distribution and Proctor compaction tests by a recognized testing
organization to the Engineer for approval.

c. It shall be free of vegetation, roots and such other deleterious material.

d. Maximum dry density at optimum moisture content (Standard Proctor Density) shall not
be less than 1.6 gm. /cm3.

e. Maximum size of particles shall not exceed 120 mm.


B. Placing of Fill Material

The distribution and gradation of the material throughout the fill shall be carried out as directed
by the Engineer, so as to ensure that the fill will be free from lenses, pockets, streaks, or layers of
material differing substantially in texture or gradation from the surrounding material. The borrow
excavation and placing operation shall be such that the materials when compacted will blend
sufficiently to secure the best practicable degree of compaction and stability. Successive loads
of material shall be dumped and spread so as to produce the best practicable distribution of
material and for this purpose the Engineer may designate the locations in the fill areas where
individual loads shall be deposited. The fill material shall be placed in layers not exceeding 225-
mm thickness in loose state. The fill shall be compacted at each lift to not less than 90% of the
Standard Proctor Density for the building area. For the earth filling along the road way and access
roads, the fill shall be compacted at each lift to not less than 100% of the standard Proctor density.
The thickness of the 1st layer may be increased to facilitate compaction with the approval of the
Engineer. The method of compaction shall be approved by the Engineer.

C. Moisture Control
The moisture content of the fill material prior to and during compaction shall be maintained
and distributed uniformly through each layer. The allowable placement moisture content
will be determined by the Contractor on Engineer’s approval so that fill placement can be
made under optimum moisture content of the fill material.

D. Density Control
To determine the dry density requirements of the compacted fill, field and laboratory tests
shall be made on samples of compacted material taken on a 10-m grid.

E. Method of Measurement
The quantity of fill material shall be determined by measuring the depth by auguring and
multiplying by the area each auger hole represents. All such quantities shall be added to
determine the total quantity. Interim payments shall be made on quantities estimated by the
Engineer.

F. General Construction Methods


The Engineer shall have complete control over the excavation, moving, filling and
disposition of all material and shall determine the suitability of material to be placed in fill
areas. All material determined unsuitable shall be placed in spoil area and / or removed from
site as directed by the Engineer.

The Contractor shall inform and satisfy as to the character, quality and distribution of all
materials to be excavated filled, spoiled and borrowed. The Contractor should responsible
for negligence or other fault excavate or fill beyond the designated lines, he shall
replace/remove such excavation/fill in an approved manner and conditioned at his own
expense.

5.2.2 Specification for Concrete Works

IN-SITU Concrete
Grade of concrete used in the construction and the suggested mixes are follows:
 Grade 30 - 20mm aggr. (suggested mix 1:1:2)
 Grade 25 - 20mm aggr. (suggested mix 1:1 1/2:3)
 Grade 20 - 20mm aggr. (suggested mix 1:2:4)
 Grade 15 - 25mm aggr. (suggested mix 1:2.5:5)
 Grade 10 - 25mm aggr. (suggested mix 1:3:6)

Ready Mixed Concrete

A. Reinforced Cement Concrete

Requirements of Ready Mixed Concrete


A-1 Specification of Concrete Mix.
The concrete used shall be ready mixed concrete in accordance with the requirements of BS 5328
and also conform to the following.
a) It shall be a designed mix.
b) Cement used shall be ordinary Portland cement conforming to BS 12:1989
c) Coarse and fine aggregates used shall conform to BS 882:1983.
d) Nominal maximum size of aggregate shall be 20mm.
e) Concrete shall be of grade 25 or grade 30 as specified.
f) (Minimum cement content 275 kg/m3.
g) The rate of sampling shall be such that on an average a sample for strength testing shall
be taken for every 50m3 of concrete placed.
h) Slump shall be not less than 100mm and not to exceed 160mm.
i) Maximum free water / cement ratio 0.60.
j) Maximum cement content 450 kg/m3.
k) Any admixture used shall be with prior approval.

The Contractor shall submit the designed mix specification to the Engineer for prior approval

B- Trial Mixes for Designed Mixes


B-1 General
Trial mixes shall be prepared for each grade of concrete in accordance with BS 1881,
unless there are existing data showing that the proposed mix proportions and manufacture
will produce a concrete of the strength and quality required having adequate workability
for compaction by the method to be used in placing.

B-2 Preliminary Trial Mixes & Compliance


When required in accordance with Clause B-1 the Contractor shall, before the
commencement of the concreting, have preliminary trail mixes prepared, preferably under
full scale production conditions or if this is not possible, in an approved laboratory using
a sufficient number of samples to be representative, of the aggregates and cement to be

B-3 Trial mixes during the work


Where a trial mix is required after commencement of the work, procedure in Clause B-2
shall be adopted for full-scale production conditions as approved.

B-4 Workability
The workability of each batch of the trial mixes shall be determined by the slump test as
described in BS 1881 or by an alternative approved method.

B-5 Variations to approved mix


When a mix has been approved, no variation shall be made in the proportions, the original
source of the cement and aggregates or their type, size on grading zone without the consent
of the Engineer. Further tests may be required.

C. Testing Work Concrete

C-1 Samples
Concrete for the works shall be sampled in accordance with BS 1881.
C-2 Workability
The workability of concrete shall be determined by the slump test as described in
BS 1881 or by an alternative approved method.
C-3 Tests for Strength
Sampling and testing of works concrete shall be carried out in accordance with BS
1881. Compliance of the concrete with the specified characteristic compressive
strength shall be determined in accordance with Clauses 3.16 and 3.17 of BS 5328
Part 4: 1990.
C-4 Records of Tests
The Contractor shall keep a detailed record of the results of all tests on concrete
and concrete materials. Each test shall be identified with the work to which it
relates.

D. Batching Concrete

D-1 General
Unless otherwise specified the requirements in Clauses D-2 and D-3 shall be met.
D-2 Tolerance in Weights
The weights of the quantities of each size of aggregate and of cement shall be
within a tolerance of 2% of the respective weights per batch after due allowance
has been made for the presence of free water in the aggregates which shall be
determined by the Contractor by an approved method.
D-3 Moisture content of aggregates
The moisture content of aggregates shall be measured immediately before mixing
and as frequently thereafter as is necessary to maintain consistency of mix.

E. Mixing Concrete

E-1 Type of Mixer


The mixer shall be of the batch type, unless otherwise approved, and shall have
either been manufactured in accordance with BS 1305 or shown by tests in

accordance with BS 3963 to have mixing performance within the limits of table 6
of BS 1305.

E-2 Tolerance of Mixer Blades


Mixing blades of pan mixers shall be maintained within the tolerance specified by
the manufacturers or mixers, and the blades shall be replaced when it is no longer
possible to maintain the tolerance by adjustment.

E-3 Cleaning of Mixers


Mixers which have been out of use for more than 30 minutes shall be thoroughly
cleaned before another batch of concrete is mixed. Unless otherwise specified by
the Engineer, the first batch of concrete through a mixer shall contain the normal
batch quantity of cement and sand, but only two thirds of the normal quantity of
coarse aggregate. Mixing plant shall be thoroughly cleaned between the mixing of
different type of cement.

F. Transporting Concrete

The method of transporting concrete shall be submitted for approval. Concrete


shall be transported in uncontaminated water-tight containers in such a manner
that loss of material and segregation are prevented.

F-1Pumping Concrete
The use of pumped concrete and the methods employed in its use shall be subject
to approval.

Reinforcement
Reinforcing steel shall conform to the following;
 Grade fy = 460 N/mm2 – Deformed high yield steel bar reinforcement conforming to BS
4449: 1997
 Grade fy = 250 N/mm2 – Plain round steel bar reinforcement conforming to BS 4449:1997

Contractor shall produce a certificate of origin from the manufacture and a test certificate of
compliance with the relevant Sri Lanka and British Standard from an approved Laboratory at the
Contractor’s own cost.

5.2.3 Specification for Anti-Termite Soil Treatment (Summary)

Type of Chemicals (The Termiticide)


The active ingredient of termiticide should be approved and registered in Sri Lanka. The chemical
can be in the category of Phenyl Pyrasol, Synthetic Pyrethroid or Organo Carbamate etc.
Chemical should be applied as an aqueous solution and should have a property which combines
with soil particle and remain a considerable period of time within the treated area, thereby
creating a chemical barrier in the soil which should prevent the invasion of subterranean termites
into building.

Manufactures recommendations should be referred to determine the concentration of final


solutions. Pesticides which fall under category of Organo Chlorines and Organo phosphate based

termiticide, Chlorpyriphos should not be used.

Method of Treatment

This treatment should be carried out in two stages, in the absence of mechanical termite barriers.
The initial stage should involve the spraying of the termiticide to all trenches and bases of the
column / footings. The second stage should be carried out after the back-filling of earth and prior
to the laying of the concrete floor. At this stage, vertical and horizontal chemical barriers are
made along the foundations and beneath the floor slabs respectively.

Vertical chemical barriers are formed by application of the termiticide along the both sides of
foundation of the building at a rate of approximately 5 liters of aqueous solution per linear meter.
Horizontal termiticide barriers are formed by drenching the soil beneath floor slab with the
termiticide at a rate of approx. 5 liters of aqueous solution per square meter. If mechanical termite
barriers such as concrete DPC or plinth beams are present, trench and column bed treatment can
be skipped.

Method of Application

The termiticide should be applied using a motorized high volume sprayer. For deeper foundations,
chemicals should be deposited in soil with the help of a high pressure injector.

Warranty

The Contractor shall submit a written certificate of warranty of 5 years form the date of
completion of the treatment and if any outbreak of termites is experienced within this period,
Contractor should carry out the necessary treatment free of charge.

Contractor

The Contractor should be a qualified pest control operator, recognized by Registrar of Pesticide
of Sri Lanka. The contractor should use personal protective equipment and ensure Human safety
while taking precautions to minimize environmental pollution.

5.2.4 Specification for Metal Work

A. General
A-1 Aluminium glazed units shall be supplied with all hardware furniture and fittings.
A-2 the Contractor shall submit to the Engineer the shop drawings and technical data and
other relevant information for approval of the Engineer.
A-3 The Contractor shall include in his rates the cost of tests generally required for
ascertaining the suitability of aluminium extrusions, anodizing, strength of joints,
gaskets and weather stripping, strength of joints and air and water infiltration.

B. Materials
B-1 All sections shall be extruded from AA 6063 aluminium alloy and sections shall be
designed to give rebated internal and external faces
B-2 Aluminium sections for mullions, frames, transoms, heads and the sills and the other

members should strictly comply with the requirements laid down in the following British
Standard (B.S.).
B-3 B.S. 1161: 1977 (1991) – Specification for aluminium alloy sections for structural
purposes.
B-4 B.S. 1470: (1987) – Wrought aluminium and aluminium alloys plate, sheet and strip.

B-4 B.S. 1474: (1987) – Wrought aluminium and aluminium alloys for general engineering
purpose and external architectural application bars, extruded down tubes and sections.

C. Powder Coating

Powder coating shall conform to BS 6496: 1984 (1991). The powder coating shall be of
thickness 60-80 microns and of approved colour. The Contractor shall submit a ten (10)
year guarantee for the powder coated finish. The Contractor shall allow for cost of
required tests for checking the coating as directed.

D. Wind Loading
The fabricated aluminium doors and windows shall be capable of withstanding a wind
pressure load not less than 1500 Pascals (75 M.P.H.)

E. Weather Stripping
The weather stripping shall be vinyl or other plastic materials which are dimensionally
stable and are resistant to ultra violet rays, water absorption and are suitable to be used in
marine atmosphere

F. Screws Nuts etc.


All screws, nuts, washers, bolts, rivets and other fastening devices should be of stainless
steel. Aluminium alloy fasteners may be used in lieu of stainless steel fasteners with the
written approval of the Engineer.

G. Ironmongery
Ironmongery used shall satisfactorily perform the function for which it is intended. They
shall be of aluminium die cast alloy, stainless steel or other non-corrosive materials
compatible with aluminium. The Engineer shall duly approve all items of ironmongery
before fixing in position.

H. Glass
Glass shall be 5mm thick clear glass suitable for single glazing and having a thickness
(minimum 6mm) as specified. Glass shall conform to the relevant British Standard
including following:
B.S. 952 Part 1: 1995 – The classification of glass for glazing and terminology for work
and B.S. 952 Part 2 of 1980.

Assembly
The design of windows should permit free movement of air from exterior environment to
the immediate spaces between the window frame and ventilator to achieve pressure

equalization. The windows should have snap on reusable extruded aluminium glazing
beads and easily removable bottom rails.

The glazing beads should not extend underneath the glass. The design of windows should
permit re-glazing without disassembly of all ventilator extrusions from the frame.

All openable window sash corners should be mitered angle reinforced or mechanically
staked and Epoxy painted. If frames with incompatible extrusions are used, then these
extrusions should be mortised and tenoned. A permanent watertight joint should be made
to the junctions of the side frame members with all horizontal members. Window panels
must be provided with minimum three weep holes, one at the center and one each between
the jamb and the setting block. Fixing of aluminium units to concrete shall be done with
high quality Rawl Plugs with stainless steel sections and other approved fixing devices.
Where friction stays are used the shop drawings shall clearly indicate the size of such
stays. The joint between window frames, external door frames and concrete or masonry
work shall be adequately caulked with a suitable caulking compound. Polysulphide or
Silicon sealant may be used for this purpose. The Contractor shall furnish all literature
and instructions published by the manufacturer of the sealant along with the Tender. Only
caulking compound approved by the Engineer in writing shall be used.

I. Air and Water Infiltration


The Contractor shall submit test certificates from the manufacturer of aluminium
extrusions guaranteeing that the products comply with standards applicable to the country
of origin of these materials.

Fabrication and installation of aluminium units shall be thoroughly watertight.


The degree of resistance to air leakage shall be Grade A (superior resistance)
recommended for air-conditioned buildings.

5.2.5 Specification for Structural Steel Work

General
Structural steel work shall include shop fabrication work including cutting, drilling, bolting,
riveting, welding, grinding, marking, delivering, unloading, hoisting, electing and fixing
position. Two coats of matt oil paint after treating with a coat of anti-corrosive pain to all
exposed faces of trusses, angles, irons and channels. All bolt holes to be machine drilled.
Steel shall normally be welded by the metal area process conforming to B.S. 513.
Other methods shall be subject to the approval of the authorities. All structural steel shall
be Grade 43A and shall conform to BS 4360.

Standards
 For the structural steelwork, the following Codes and Standards will be applicable:
BS 5950 – Specification for the use of structural steel in building.
BS 4360:1986 – Specification for weld able structural steels.

 Unless otherwise specified the structural steel to be used shall be mild steel Grade 43.

 All weld metal shall be suitable steel relative to the parent metal of the structure and all
electrodes used for manual welding shall conform with BS 639. Continuous electrodes
for machine welding shall be to the approval of the Engineer. All welding must conform
to BS 5135.

 Site-bolted joints will normally be made using general grade high strength friction grip
(H.S.F.G.) bolts conform with BS4395, and conform with BS 4190.

General
 In general, shop joints shall be made by welding and site joints by bolting. Site welding
will not be permitted without the express approval of the Engineer.

 Contact between galvanized steel members and aluminium surfaces are to be prevented
by means of a layer of P.V.C. self-adhesive plastic tape “Densochrome” tape or similar
approved material.

 Steel members for purlins, side and sheeting rails shall be of hot-rolled steel sections. The
use of cold formed steel sections for structural purposes is not allowed.
Drawings and Calculations

Contractor’s Obligations, etc.


 The Contractor shall check dimensions on all Shop Drawings with the dimensions on the
Contract Drawings before start of manufacturing of the relevant items.

 Should any discrepancies occur between the Contract Drawings and the Specification, the
matter is to be referred immediately to the Engineer for a decision.

 All steel members shown on the Contract Drawings are based on West European
Standards, dimensions, weights and strengths. In case the specified sizes should not be
available, the Contractor shall submit alternatives which shall be to the approval of the
Engineer in all respects.

 The Contractor shall prepare and submit for the Engineer’s approval detailed working
drawings for the structural steelwork if an alternative is to be offered to the Architect’s
design.
Detailed design, fabrication, erection, etc. shall comply with all requirements of BS 5950
including amendments.

 The Contractor shall prepare and submit for the Engineer’s approval before
manufacturing, all calculations and Shop Drawings, for all parts of the steel structures and
all detailed drawings of all connections in welded, bolted or riveted constructions. The
Engineer’s approval does not release the Contractor from his responsibilities for the
structure and the dimensions on such Shop Drawings.

 The Contractor shall prepare assembly drawings showing the location, position and
reference numbers of all components including fixing materials and sequences of erection
and installation to the approval of the Engineer.

 Any damage to materials on the site or other storage areas due to inadequate precautions
being taken during the erection of steelwork shall be made good as required by the
Engineer at the Contractor’s expense

5.2.6 Steel Work

General

 The steel works to be supplied and delivered according to drawings and specifications
comprises all structural steel work including the necessary anchors, base plates, head
plates, connecting plates, stiffening plates, bolts, nuts, washers, temporary bracings and
any additional rails required for the fixing of the roofing and cladding, etc.

 The Contractor shall supply and fix all mild steel profiles such as mild steel angles, to be
welded to various structural steel frame members to receive block work, mild steel plates
at columns at corners, etc. all according to the structural (ST) and architectural (AR)
drawings.

 All structural steel to be hot-dip galvanized. Damages to the layer to be touched up


immediately upon discovery or infliction. All excess to be removed carefully. The
finished surfaces shall be clean.

 To be included in the supply and delivery are the holding down bolts as Indicated on the
Drawings.

 The Contractor shall supply the Architect with test certificates obtained from the rolling
mills with each delivery of structural steel and reinforcement steel. The Architect may
order additional tests to be carried out, as may be required, the costs of which shall be
borne by the Contractor.
Welding

Materials and Workmanship, etc.


 Machine welding shall be carried out using approved machines sufficiently supervised by
qualified operators and hand welding shall be executed in an efficient manner by fully
qualified workmen equipped with plant suitable for the purpose. All welding tests shall
comply with BS 4870 and 4871 so far as applicable and except as modified in this
specification.

 The manipulators and the sequence of welding shall be suitable for the work, and shall be
subject to the Engineer’s approval before welding is commenced.

 Welding procedure shall be such that distortion is reduced to a minimum and local
distortion is rendered negligible in the final structure.

 Surfaces to be welded shall be properly prepared in accordance with accepted Standards


and during welding shall be kept clean and free from all extraneous matter.

 All welds shall be finished full and made with the proper number of runs, the welds being
kept free of slag intrusions and all adhering slag being carefully removed from the
exposed surfaces immediately after each run.

 Approval of any welding procedure shall not relieve the Contractor of his responsibility
for correct welding and for the minimizing of distortion in the finished structure.

 Only skilled welding operators who satisfy the appropriate welding tests specified in the
relevant Standards shall be employed on welding.

 Notwithstanding any routine testing of operators by the Contractor, the Engineer reserves
the right to have any welding operator re-tested at any time.

 In addition to the Contractor’s normal supervision and testing procedure, radiographic


and other non-destructive examination shall be carried out, as and when required by the
Engineer, on butt or fillet welded joints and/or on test specimens. Prepared etched
sections of welds may be required for examination. The Contractor shall at his own cost,
provide all equipment necessary for such tests and shall cut out and remove any portion
of the steelwork which the Engineer shall decide is defective.

Bolted Fixings
General
• All bolts and nuts shall be complete with washers and shall be galvanized where
specified. If washers are not shown on the drawings, they shall be provided in
accordance with best current practice subject to the approval of the Engineer.

• Where H.S.F.G. bolts are used, the holes shall be drilled full size to a diameter not more
than 2 mm greater than the shank diameter of the bolt and all burrs shall be removed.
 Any type of H.S.F.G. bolts which the Contractor may wish to supply and use shall be
submitted to the Engineer for approval and must comply with BS 4395.

Preparation of Steelwork for Galvanizing


General
 Unless otherwise specified all steelwork shall be grit blasted by skilled operators and
made absolute clean and free from all rust, grease, oil, mill scale, dust or other deleterious
substances before painting or application of any protective system.

 Before blasting, all surfaces shall be free from grease, oil and dirt.

 Any surface defects liable to have an adverse effect on the painting system, such as pitting,
cracks or surface laminations shall be removed. Where any saw cuts, grinding or similar
action has been necessary, leaving fins, burrs or sharp edges, the dressed areas shall be
reblasted to remove all dust and provide an adequate paint key. The treatment of the
surface shall be to the minimum standard of “Second Quality” in B.S. 4232. “Surface

Finish of Blast Cleaned Steel for Painting”. The maximum profile height (top of peak to
bottom of trough) shall not exceed 100 microns.

Galvanizing
General
 All steel and iron items, profiles or fabricated assemblies of whatever kind described to
be galvanized shall be finished smooth, free from contamination and prepared by acid
pickling in dilute hydrochloric acid or as otherwise approved to remove all rust and mill
scale and then washed, fluxed and stoved, and coated with zinc by immersion in the bath
only for a time sufficient for them to attain the temperature of the bath.

 They are to be withdrawn at such a speed that a coating of 90 micron thickness on each
face is achieved, or such other practicable maximum thickness for the article as defined
in BS 729. “Hot-dip Galvanized Coatings on Iron and Steel Articles”.

 The galvanizing is to be done in all cases after fabrication of steelwork, including any
drilling, chipping, trimming, fixing, fitting or bending and when all welding operations
have been carried out. Every article is to be covered evenly on all sides.

 Galvanizing shall conform to the requirements of BS 720 unless otherwise specified

 All light gauge metal work is to be galvanized by the hot-dip process as


Specified I BS 3083 “Hot-dip Galvanized Corrugated Steel Sheets for General Purposes
“ or BS 2989 “Hot-dip Zinc Coated Steel Sheet and Coil”.

Unless otherwise specified, all bolts including friction grip bolts, nuts and washers shall
be hot-dip spun galvanized and the threads of nuts only shall be re-run as necessary after
galvanizing in accordance with the relevant requirements of BS 729. High strength
friction grip bolts shall not be pickled without prior consultation and approval of the
Engineer.

Erection of Steelwork
General
 The Contractor shall ensure that all component parts of the structures will fit correctly and
that the holes of adjoining members correctly register with one another. The Contractor
shall temporarily erect at this works such proportion of the component parts as is
necessary to verify to the satisfaction of the Engineer the accuracy of fabrication.

 The verification will not however relieve the Contractor of his responsibility in ensuring
correct fit, etc.

 The Contractor shall include in his rates all costs in respect of temporarily erecting
components, the provision of all necessary scaffolding, flooring, staging, bolts and
everything else necessary for erection. The Contractor shall be responsible for the
stability of the structures at all stages of erection and his attention is drawn to the fact that
high winds may occur at the site

 The steelwork shall be lined, levelled and plumbed as the erection proceeds and not
cladding or doors shall be fixed to the framework until the bolting up, lining, levelling
and plumbing is complete and to the satisfaction of the Engineer.

After steelwork has been plumbed, lined and levelled, all bases shall be grouted with neat non-
shrink grout of as dry a consistency as possible compatible with the requirement as regards
pouring, raking and ramming of the grout under and through the steel bases. The grout shall be
from an approved manufacturer and shall be applied in strict accordance with his instructions.

5.2.7 Equipment Specifications

 MDCs / DBs shall be metal clad or plastic flush mounted type and be of a reputed
make conforming to BS 5486 or equivalent. It shall be with a hinged door; bus bars
neutral bar and earth bar shall be of hard drawn copper.

Miniature Circuit Breakers (MCB)


 MCB shall be of a reputed make having thermal over load and magnetic short circuit
protections and shall conform to BS 3871 DIN rail type. The breaking capacity shall
be more than 6KA and type 2 shall be used for the lighting circuits and motor circuit
type 3 shall be used.

Residual Current Devices (RCDs) / Residual Current Circuit Breakers (RCCBs)


 Shall be current balance type complying with BS 4293 sensitivity shall be 30mA.
Or as specified in the drawings.

Switch Fuses
 Switch shall be of reputed make conforming to BS 5419 moulded case type for
single phase and iron clade type for 3-phase having re-wirable conforming to BS
3036

Moulded Case Circuit Breakers (MCCB)


 MCCB’s shall be of reputed makes conforming to BS 4752. It shall have on breaking
capacity more than 25KA and shall have adjustable thermal over load and magnetic
circuit protection. Individual MCCB’s shall be enclosed in a metal enclosure with a
suitable neutral links. Operating handles shall be project outside the enclosure. It
shall be of fixed type having bus bar connecting type terminals to fix cables with
crimped cable end sockets.

5.2.8 Specification for Sanitary Installations

Toilet Fittings
All toilet fittings should be “American Standard” brand or equivalent to Engineers’ approval.

Low level water closet & Cistern


Vitreous China white colour, Fire Clay, Ceramic Water Closet complete with seat.
Vitreous China white colour, Fire Clay Ceramic Closed coupled wash down/suction type Cistern
(6 litre capacity) to Engineer’s approval, complete with all necessary fittings and fixtures for
flushing, securely fixed to wall.

Vitreous China white colour, Fire Clay Ceramic Pedestal type Wash Basin Size 567 X 455mm
with one tap hole to Engineer’s approval complete with stainless steel pillar tap and captive waste.
Wash basin should be secured to the wall by two screws through holes located in the rear of the
Wash Basin and two screws to the floor through holes located at the rear of the pedestal.

Kitchen Sink
Kitchen Sink should be inset type imported one made out of 18/10 chromium nickel stainless
steel as per drawing to Engineer’s approval complete with all necessary fittings and fixtures.
All sinks are to be fitted with a polyurethane sealer around the edge to stop water seepage.

Hand Spray Unit, Shower Roses & Taps


Hand spray units, shower roses, taps shall be of “GROHE” make or equivalent to Engineer’s
approval.

Valves, Cocks
Valves, Cocks etc. shall be of Chromium finish heavy quality brass of European or equivalent
make to Engineer’s approval.

5.2.9 Specification for Water Proofing


General

 Insulation and waterproofing shall be applied in accordance with the instructions of the
manufacturer of the materials and components, and the complete systems shall be laid,
fixed and/or applied in the works by experienced specialist crew.

 Notwithstanding maintenance requirements for the works, the Contractor shall warranty
the Client with the assurance of a reputable local insurance company that any part of the
building which has been specified for waterproofing shall remain waterproofed and damp-
proofed in respect of workmanship and materials for a period of 10 years calculated from
the date of completion.

 The Form of Guarantee offered by the specialist applicator shall be submitted for the
Engineer’s approval prior to commencement of Formwork. This Guarantee shall in no
way indemnify the Contractor against improper workmanship or performance of the
waterproofing system.

Waterproofing System to toilet area


Surface Preparation
 Concrete shall be well cleaned and free from damp, laitance, dust and dirt; if contaminated
by oil or grease, of whatever nature, the patches shall be chiseled away and made good.

 Uneven areas, rough areas and chiseled patches to be treated with an approved epoxy resin
based un-pigmented primer, and to be leveled with a homogeneously mixed approved 2
component epoxy mortar, applied while the primer is not fully hardened (wet-in-wet-
method).

 The smoothness and evenness of the surface of concrete to which the waterproofing
system is to be applied shall be dry and to the entire satisfaction of the Engineer.

 The primer shall be a cement paste (cement + water + resin-dispersion) applied as a


grouting which shall act as a key for the mortar. The mortar shall consist of cement +
sand + resin-dispersions. The compressive strength of the fully hardened mortar shall not
be less than 20 N/mm2.

 Both primer and mortar shall be of an approved make and be mixed and applied in strict
accordance with the Manufacturer’s instructions.
Specification
“A” 2 coat, single layer application (Waterproofing for Balcony/ Dry Toilets/ Concrete Gutter/
Vertical surfaces & pipe penetrations in other waterproofing applications as required) (2 part
cementations)

Scope of Work
Waterproofing shall be carried out in specified area of the concrete floor slabs and up to 300 mm
above the finished floor level on thinly plastered masonry/concrete walls. In shower areas,
application should be continued up to 2.1m height.

Material
 The material used shall be a 2-part polymer or acrylic-modified cementitious
waterproofing slurry (Masterseal 555 S,Deepseal 201, K11 Flex, or equivalent approved)
to a minimum of 1.5mm thickness with adequate flexibility and sound bond properties.
(2coat, single layer application)

 Tensile Strength shall be greater than 1.5 N/ mm2

 Adhesive Strength shall be greater than 1.0 N/mm2

 If so instructed, Contractor should furnish Test Reports from an Independent Body for
Technical Data given in Manufacturer’s printed documents.

 1.0 mm thick sample of the proposed material should be submitted along with the Tender.

Execution
 Apply the water proofing slurry under shaded shelter to prevent rapid drying of the
coating.

 Treat all cracks and joints by “V” grooving, filling with non-shrink/repair grouts, and top
finish with glass wool reinforcing fabric.

 Wash and clean the floor slab thoroughly to be free of dirt, loose mortar particles, paints,
films etc.

 Provide 20 mm 20 mm, 450 angle fillet with cement/sand (1:3) mortar at wall/ slab
floor joints & at wall/wall joints in shower areas.

 Waterproof interface at any pipe penetration through waterproofing surface after


reinforcing according to manufacturer’s specification.

 Waterproof Gully area after reinforcing according to manufacturer’s specification.

 Sprinkle water in between coatings, and before application of first coat to make surface
wet and damp, but without standing water or shiny wet surface.
Application
 Apply all materials under the direction of the Supplier/ Manufacturer’s representative and
conforming to the Manufacture’s printed literature.

 Apply 1st coat by brush in one direction at wet film thickness as recommended, on floor
& walls up to 300mm height in some areas and 2100mm height in other areas as
recommended elsewhere in this section of the bid document. Allow to dry minimum 3
hours.

 Lay glass wool reinforcing fabric strip at corners, (wall-slab & wall-wall corners in
shower areas). Allow to dry as recommended.

 Apply 2nd coat by brush in the other direction at wet film thickness as recommended, on
floor & wall as described above. Allow to cure for 2 days.

 Carry out water test by ponding the relevant area with water for at least 3 days. If any
leaks are observed the application of the membrane shall be repeated.

 If no leak or dampness is observed in the floor slab, floor tiling or other finish should
follow as soon as possible thereafter, taking care not to disturb or damage the membrane
in any way.
Certificate & Guarantee

The contractor shall submit prior to acceptance of the work, written certificate stating that all
materials and workmanship in connection with specified work have been furnished and installed
in complete conformance with these specifications, and with the approved manufacturer’s
requirements for this work.

The contractor shall jointly with the Manufacturer/Supplier of the specialist waterproofing
materials, furnish a guarantee to the Employer valid for a period of 10 years after handing over
of the works, against dampness and/or moisture penetration through treated surfaces due to
defective material and/or defective workmanship.

The guarantee shall provide not only the materials necessary to remedy a problem but also the
labour and equipment to apply the material.

5.2.10 Specification for Masonry Work

Brick Work

Refer SLS 39/1978 as amended in amendment No. 1 of 1981 and Chapter 6 of specifications for
full descriptions of material and workmanship. Bricks used in this construction shall be moulded
burnt clay bricks conforming to Type II Grade II.

One brick thick walls shall be laid in English Bond and set in 1:6 cement sand mortar one brick
thick wall in contact with ground shall be built in 1:5 cement sand mortar. The Contractor shall
furnish to the Engineer for his approval samples of clay bricks prior to the delivery of bricks to
the site. Bricks used in the construction shall conform to the approved Standard.

Chasing in Brick Work should be carried out by an experienced mason. Chasing to pipes
exceeding 25 mm shall be carried out only after the written approval of Engineer.
Put log scaffold shall not be used in wall construction, plastering etc.

All Brick Work will be plastered with cement sand mortar, hence bed joints in Brick Work shall
be tooled to form key to plaster work. The faces of the finished brick work shall be even, and
shall not have staggered courses of Brick Work.

Ensure that the maximum finished thickness of plaster does not exceed 20 mm.

Reinforcement of Block / Brick Walls

General
 Block / Brick walls, whether solid or hollow, shall, when greater than approx. 12 m 2 in
one area and when unsupported laterally by block/brick walls, concrete walls or columns,
be provided with a reinforcing system of R.C. columns and tie beams of a section of 200
by a thickness, depending on the relevant wall thickness.

 Where used, expanded metal reinforcement shall be totally embedded in the mortar joints
and kept back 10 mm from both faces.
Columns and Tie-Beams
 R.C. columns shall be formed flush with the faces of the block work / brick work and
reinforced with vertical rebars dia.10 mm lapping with starter bars/anchors, tied into the
concrete structure.

 RC Tie-Beams shall be formed flush with the faces of the block work/brick work and
reinforced with rebars dia.10mm tied into the columns and anchored to surrounding R.C.
Structures.

 Block work/brick work shall be fixed into columns and ties beams with anchors to
specification. All Block work, abutting R.C. structures or M.S. structures shall be
anchored to them by means of galvanized M.S. rod anchors dia. 4 mm or M.S. strip
anchors 2 20 300 laid at approx. 600 C/C. Ties and anchors between block work

and concrete shall be 40mm 5mm galvanized hoop iron, fixed into concrete as work
proceeds at specified spacing to suit block coursing.

 When large continuous walls are constructed with no cross walls it is required to provide
Grade 25, concrete stiffener column, size 225/112.5 150 mm, with 2T- 10 R/F bars and
horizontal pad, size 225/112.5 40mm, with 2R- 6 R/F bars to walls exceeding 2m in
height and 3m in length.

 Reinforcement of columns and Tie-Beams shall be reinforcement bars lapping with spacer
bars cast into the R.C. structures. Block/brick shall be fixed with anchors to such columns.
The surface of the joints (between concrete and block work/brick work) shall be sealed
with flexible sealant of appropriate colour as approved by the Engineer.

 If block/brick walls are longer than 6000, then regardless of height, expansion joints shall
be introduced, composed of polystyrene packing, 10 thick and sealed as illustrated in
drawing with the block work/brick work connected with m.s. anchors between every 3rd
course (approx. 600 c/c)

The plaster work at expansion joints should be filled with a flexible sealant. If the surface
is faced with granite or tiles then the joints should be as illustrated in drawing and the
sealant should be of a matching colour approved by the Engineer.

5.2.11 Floor Finishes:

Floor tiles should comply with relevant Sri Lankan, British, and European Specification
/Standards. Floor tiles shall be homogeneous, vitreous ceramic floor tiles of industrial grade
(homogeneous heavy duty) approved by the Engineer. Floor tile paving shall be any size non-
skid pattern and color as specified by an architect and with the approval of the Employer.Correct
floor levels shall be established and finished levels of tilling controlled by a series of spot levels.
Movement joint in sub-floors and screeds shall be carried up into tiling. Generally, the tiles shall
be divided symmetrically over the areas, so that pieces smaller than half a tile will not occur.

Floor finishes in other areas shall be of evenly finished concrete power troweling finish approved
by the Engineer.

5.2.12 Wall Finishes

Internal - Internal wall plaster shall be 16 mm thick in cement, and sand 1:5 finished smooth
with wall putty. Smooth wall finished by two coats of wall putty and painted with one coat of
primer and two coats of emulsion paint. Wall in toilets should have ceramic tiles conforming
to relevant Sri Lankan, British, and European Specification /Standards.

External – Wall plastering


External wall plaster shall be 16 mm thick in cement, and sand 1:5 finished semi-rough.
Plinth plaster shall be 16 mm thick in cement and sand 1:3 finished smooth with neat cement
floating.

Soffit (in areas without ceiling) - Finished smooth with two coats of wall putty and painted with
one coat of primer and two coats of emulsion paint to finished to a very smooth surface.

Colours to be specified by an Architect, compatible with the colours of the existing buildings
in the vicinity, and to be approved by the Employer. Paints used shall be of high quality and
well-known brands approved by the Engineer.

5.2.13 Ceiling

The level 6 shall have painted sloping timber ceiling specially designed for aesthetic and
acoustic purposes.
Note : Ceilings are fixed below the roof (Level 6). The bidder might propose ceilings in other
areas depending on the schematic design proposed.

5.2.14 Doors, Windows & Partitions

Doors, windows and partition shall be Powder Coated Aluminium with a 10-year warranty on
powder coating. Aluminium alloy should confirm to – BS 1474:1972 Surface treatment shall
confirm to BS 1615 and BS 3987; powder coating thickness should be 80 ± 5 microns; Minimum
section thickness 1.6 mm door frame, 1.5 mm window frame and 1.2 mm partition.

All doors to be fitted with Door Closers, Handles and Locks and the locks shall operate with a
master key and individual keys. Clear panes should be of 5mm thick clear float glass.

All windows shall be a best quality proprietary system with a well-known brand and shall be
fabricated at factory under strict quality control.

Test reports should be submitted for all door and window materials and material samples should
be submitted for engineer’s approval.

High Density Fiber (HDF) Board partitions of 12mm thickness and 2.1 m height fixed on to
powder coated Aluminium framework approved by the Engineer shall be used for the toilet
cubicles.

5.2.15 Wood Work

All timber shall be seasoned to moisture content of 12% or less and shall be free of defects such
as end splits, surface cracks, warping, sap wood etc.If imported timber is to be used, a certificate
from the exporter, giving particular of method of seasoning and preservative treatment along
with grade classification shall be furnished by theContractor to the Engineer.

5.2.16 Stainless Steel

All stainless steel for external applications shall be type 316S16 (18% chromium/10% nickel
alloy/ 2.5% molybdenum) austeniticstainless-steel cold formed, flat rolled plate, sheet and strip

or other compatible electrodes for manual metal are welding to BS 2926:1984 Care shall be
taken to avoid distortion during welding or damage to or discolouration of surrounding finished
surfaces. All welds shall be carefully ground and polished as required to blend the weld in the
surrounding metal.

5.2.17 Roof and Roof Plumbing

Roof covering sheets shall be Zinc Aluminium Coated Profile sheets that are roll formed from
high tensile steel sheets of 0.47mm thickness. AC plant rooms, lift machine rooms and roof slab
shall have a built-up roof membrane with levelling screed, waterproofing system, roof
insulation, protective screed, expansion joints filled with bituminous material laid on concrete
slabs (with porcelain tile covering in terrace area) as approved by the Engineer.

Roof Plumbing shall include solder, rivets, screws, nails, clips, straps, straight cutting and waste
for patterns mould or templates and for all hoisting and fixing complete with Aluminium/Zinc
sheets.

All roofs, flat or sloping, shall have easy access for maintenance, with protected step ladders.

5.2.18 Drainage

Pipes in Drainage shall be Type 600 if PVC to be used. Testing installation as specific in
specifications, and/or American, British or Sri Lankan standards.

5.2.19 Electrical Installation

All electrical fittings shall comply with “Energy Saving”. It is expected to install main panel
board at ground floor, and individual panel boards at each floor. Internal lighting wiring shall
be in 230/240-volt single core PVC insulated copper cables.

All switches and sockets shall be plated type of a make approved by the Engineer complying to
SLS1000:1993 for switches & SLS 198:1991 for socket outlets. All switch gear, MCBs,
MCCBs, RCCB, RCD shall be European or equivalent approved by the Engineer. Sub
distribution Boards shall be made of (2mm thickness) sheet steel enclosure (IP 54) powder
coated. The whole installation shall be carried out according to CEB/IEE wiring regulations.

5.2.20 Lifts:

A dual-purpose Lift for 08 passengers/1000kg goods to be installed. Lift brand shall be Tokyo
Mitsubishi, Otis, Fujitec or Hitachi; and, shall be manufactured to BS 5655: 1986/ EN 81 or its
latest version.

The lifts should be with machine room type and the bidders shall furnish the information in
accordance with Section 1.10 in Part IV of CIDA Publication No. SCA/8. The lift shall be fitted
with microprocessor control unit, with the facility to serve selected floors as programmed
according to the requirements.

The Main floor parking is on Second Floor. The lifts shall be provided with
Automatic/Emergency Rescue Device (A/ERD), supported by an emergency battery banks with
the charger to operate during power failure as specified. Lifts shall be able to operate by a

The local supplier should have a good track record (with a proof) of fixing, commissioning and
maintaining lifts for buildings of six or more floors.

5.2.21 Air-Conditioning:

Makes of equipment offered shall have been commonly used in Sri Lanka and have workshop
facilities, experienced technical personnel operating in Sri Lanka. Prior approval of the Engineer
shall be obtained before placing orders for the supply of equipment.

The local supplier should have a good track record (with a proof) of conducting similar capacity or
above Air Conditioning projects with similar devices (5 yrs of installation and commission history
of VRV/VRF systems would be better).

Recommended brands are Daikin, Hitachi, Carrier and Dunham-Bush or equivalent (Country of
Origin of the Split units must be Japanese, American, UK or European or equivalent). (Country of
origin certificate to be provided) Bidder must submit documenting proof for the same with the bid
documents.

All equipment being supplied shall be suitable for operation under tropical conditions with ambient
temperature up to 36°C and relative humidity up to 90% but not both simultaneously.

5.3 Material Specifications:


The Employer suggests following standards for material to be used and if the standards for the
material proposed by the successful bidder are different from above he should prove that
proposed standards are equal or superior to suggested standards and should obtain the
Engineer’s approval before use.

of the Engineer. The Bidders are also expected to propose, if needed, better
specification/ standards with their Design/Technical Proposal as an improvement to the
Employer’s Requirement given in this document.

6. EQUIPMENT REQUIREMENTS

Using the Form EQU Equipment in Section 4 Bidding forms, the bidder shall provide list of
equipment as the mandatory minimum equipment considered as essential.

Bidder may include additional equipment that may be required for undertaking the construction
based on the adopted building typology and construction methodology used.

Bidder shall provide details of warranties for equipment.

7. OTHER REQUIREMENTS

7.1. Time and manner the possession of Site will be given to the Contractor:
The Employer and the successful Bidder will agree on the time and manner the possession of
Site is given to the latter (in accordance with provisions given Section 2.1 of Conditions of
Contract with respect to the Employer’s Requirement) proper to issuing the Letter of
Acceptance.

7.2. Contractor’s Documents:


The successful bidder shall prepare the following documents and submit to the Engineer for
review and/or approval:

1. Concept design based on the space articulation schematic drawing provided by the
employer
2. Finalized Detail Architectural design including partition layouts
3. Finalized Detail Structural, Mechanical, Electrical & other Service Drawings
4. Finalized Detail Landscape design
5. Finalized interior design plan
6. All documents required to be submitted by the Contractor as per the Employer’s
Requirement (please read the other Sections of this document)
7. All other documents that need to be reviewed and/or approved by the Engineer (stated
and submitted as per the Design/Technical Proposal of the successful Bidder and/or the
Conditions of Contract).

7.3. Environmental Protection:


The Contractor shall comply (and shall ensure that all relevant Contractor’s Personnel comply)
with all statutory and other Sri Lankan regulations relating to the handling, transportation,
storage, and disposal of waste and special waste.

The Contractor will be responsible for obtaining and paying any fees associated with acquiring
any appropriate license(s), permission, authority, or any other conditions necessary to dispose
of waste in an approved manner.

The Contractor will be entirely responsible for control of noise and vibration due to the
Contractor’s activities on the Site and for taking requisite steps to ensure minimization of dust
throughout the Contract to the satisfaction of the Employer, all persons entitled to on the Site,
including those of subcontractors and of any person who may be affected by the Works, the
public and owners of adjacent land. The Contractor shall ensure that noise, vibration and dust
from the Contractor’s activities shall not exceed the values prescribed by the applicable Laws.
The Contractor shall be deemed to have allowed in the Initial Contract Price for environmental
protection as stipulated in the Contract.

7.4. Publications and Records to be maintained and kept at Site:


All documents submitted as part of or in support of the Design/Technical Proposal and those of
the QMS shall be kept at the Site. The successful bidder shall maintain records on daily basis on
workers employed, material and good brought to the site, equipment brought to and removed
from the site, rainfall reports, site inspection and test reports, results of laboratory test and all
other records required as per the QMS for inspection by the Engineer.

7.5. Approvals to be obtained:


The successful bidder shall be entirely responsible for obtaining any permits, licenses, or
approval required by the Laws of the country, which Contractor is required to obtain under the
Contract for the designing, executing, and completing of the Works and remedying any defects
and for the delivery of Goods (material, Plant and Equipment), including clearance through Sri
Lanka Customs.

7.6. Fulfilment of Statutory Requirements (if the necessity is arisen):


 The Design and Build Contractor shall prepare all documentation requested for
preliminary planning clearance and planning approval of the UDA (All Statutory
payments shall be met by the University or employer).

 Ensure access to lecture halls laboratories, washrooms by differently abled persons.


In compliance Protection of the rights of persons with Disabilities Act no.28 of 1996
and subsequent amendments if any.

 Comply with the requirements of the fire service department of the


Colombo/Moratuwa Municipal Council.

 Comply with the Central Environmental Authority (CEA) requirements. It may be


necessary to undertake an Environment Impact assessment if required by CEA.

 Comply with Sri Lanka Land Reclamation and Development Corporation requirements
for drainage.

 Comply with the height restrictions of the civil aviation authority.

7.7. Health & Safety Procedures

The Bidder shall submit a statement with the Design/Technical Proposal describing the
arrangements and resources which he proposes and undertakes to provide to safeguard the health
and safety of all persons entitled to on the Site, including those of subcontractors andof any
person who may be affected by the Works, the students, and staff of the University. The
Contractor shall be deemed to have allowed in the Initial Contract Price for complying with the
Safety Procedures stipulated in the Contract.

7.8. Photographs and CCTV Camera System on the site:


The Contractor shall provide progress photographs in digital format from agreed locations on
the site at fortnightly intervals together with printed copies to the Project Management Unit.
The photographs are to be taken from the same locations every month. The Contractor is to store
all photographs hard copy for handing to the Project Management Unit on completion.

7.9. Samples Required:


Samples or test pieces of all materials and workmanship proposed for the execution of the works
shall be submitted by the Contractor in accordance with the Contract. The Quality Plan prepared
by the contractor shall have details of all the samples to be submitted by the Contractor.

The samples when accepted will be kept by the Engineer, all materials and workmanship not
corresponding in character and quality with the acceptance samples will be rejected. The
Contractor shall remove the samples from the site when they are no longer required.

The Contractor shall prepare sample panels of partitions, plastering, floor tiling, wall tiling,or
any other finishes related to quality, texture and finished required are obtained and approved by
the Engineer; after which all work executed shall conform to the respective approved sample
panels.

The Contractor shall prepare ‘Mock-up’ parts of the Works (including toilets) in accordance
with the Shop Drawings for inspection and approval by the Engineer after which all similar parts
of the Works executed shall conform to the respective approved Mock-up parts.

The Contractor shall provide samples of all Plant, Equipment and Materials including toilet
fittings, electrical fittings, light fittings, tiles, ceiling panels, door and window locks, door
closers, etc., as directed by the Engineer to prove compliance with Technical
Specifications/Standards and keep the samples on construction site under the custody of with
the Employer Personnel for permanent reference after approval by the Engineer after which all
material incorporated into the Works shall conform to the respective approved samples.

The Contractor shall be deemed to have allowed in the Initial Contract Price for providing all
the Samples, Sample Panels, Mock-up parts as above.

7.10. Training for Employer’s Personnel:

The Contractor shall train Employer’s Personnel on operation and maintenance of the following
electrical or mechanical Plant, equipment and systems (at least two persons foreach Plant,
equipment or system) and supervise them during the learning period:

 Air Conditioning system


 Fire Detection and Protection system
 Lightning Protection system
 Sound and Lighting systems
 ELV system
 All electrical and mechanical Plant/equipment that are operated and need maintenance;
and,
 Any other equipment forming part of the built-in facilities.

The training provided by the Contractor will be considered complete only when the Employer’s
Personnel mentioned above are fully conversant with operation and maintenance of the said
Plant/equipment and systems before taking-over of the Works.

In the event of any training provided by the manufacturer or pre-delivery inspection to be


undertaken by the Employers Personnel/Engineer in some foreign country, the total cost
participants including the following should be borne by the Contractor:

 Airfare for the round trip


 Travelling within the manufacturer’s country
 Hotel accommodation with meals
 Medical insurance
 Incidental expenses

The Contractor shall be deemed to have allowed in the Initial Contract Price for training of
Employer’s Personnel and pre-delivery inspection as above.

7.11. As-Built Documents:

In addition to the As-Built Documents specified in Section 5.7 of the Conditions of Contract,
the following documents shall be submitted by the Contractor:

1. List of suppliers of all the Material, Plant and other equipment intended to be part or
forming part of the Permanent Works including their local agents.

2. List of spare parts required for the above-mentioned Material, Plant and other
equipment with their descriptions, unique identification numbers, and the expected
quantities required for a 3 (three) year period of operation after Test on Completion.

3. Other necessary information on the above-mentioned Material, Plant and other


equipment including, but not limited to, Drawings, Specifications, Catalogues etc.

7.12. Operation and Maintenance Manuals:

The Contractor shall submit provisional and final Operation and Maintenance Manuals in such
sufficient detail for the Employer to operate, maintain, dismantle, reassemble, adjust and repair
the Plant and all other equipment intended to be part or forming part of the Permanent Works
including those in the Faculty Board, Dissection Room, Laboratories, and Lecture Rooms.
Operation and Maintenance Manuals shall include all testing and commissioning reports,
with all test certificates duly signed by the Contractor, Specialist Subcontractor and the
Engineer/Project Director as applicable. Operational and Maintenance Manuals shall also
include all relevant permits and approvals.

The Contractor shall submit all Operation and Maintenance Manuals prior taking-over of the
Works.

7.13. Warranties and Guarantees:

The Contractor shall provide all Warranty / Guarantee Certificates for all the Plant/equipment,
Goods and Systems issued and endorsed for the benefit and value of the Employer. The
Contractor shall provide back-to-back guarantee/warranty to the Employer for any Works
executed by a specialist contractor.

The warranties mentioned should cover all spare parts required for a 3 (three) year period of
operation of all the Material, Plant and other equipment, intended to be part or forming part
of the Permanent Works, after Test on Completion.

The Contractor shall be deemed to have allowed in the Initial Contract Price for providing all
the above warranties and guarantees.

7.14. Facilities for Employer’s Personnel:

The Contractor shall provide office facilities for Project Management Consultant (PMC). The
office should be air-conditioned and provided with necessary furniture, wash-room and
necessary utilities.

7.15. Setting Out:

The Contractor shall identify any errors in specified or notified items of reference in the
Contract, immediately brought to the notice of such errors to the Engineer and assist the
Engineer in correcting the same prior to Setting Out. Setting out should be carried out by a
licensed surveyor.

7.16. Environmental Constraints and Site Preparation:

The Contractor shall in consultation and approval of the Employer demolish any old buildings
or structure required for the construction of the proposed building . Other than any material or
items of these old buildings or structures retained by the Employer all other materials, items,
debris shall be removed from the Site and disposed by the Contractor with permission of the
Registrar of the University.

The Contractor shall be deemed to have allowed in the Initial Contract Price and the Programme
for everything necessary for accommodation, storage, utilities, water for construction, drainage,
electricity, hoarding and gates, security, access roads, temporary spoil storage areas, control of
dust, noise and lighting, site preparation, excavation, backfilling, disposal of debris, surplus soil
etc. and anything else necessary or required for the execution of Works irrespective of whether
mentioned or not.

The Bidders are advised to visit the site (with prior permission form the Dean, Faculty of
Medicine, University of Moratuwa, and get a clear understanding of the work site before
bidding).

7.17. Tests Required:

The Contractor shall identify all the tests to be carried out with respect to Materials, Plant and
the Works (part thereof) in the Quality Plan as per the applicable technical specification,
standards, codes of practice, laws, and regulations, and carry out the same accordingly. The
Contractor shall submit all the reports of the tests carried as evidence of compliance with the
relevant technical specification, standards, codes of practice, laws, and regulations.

A Chartered Engineer who has not involved with Design of the Works shall test the electrical
installations and issue a test certificates/test reports to be submitted to the supply authority before
the commissioning of the system. The Contractor shall be deemed to have allowed in the Initial
Contract Price for carrying out the tests as above.
