Scope of Works
1. Project Understanding and Background – Earlier Enabling Works Stage and Previous Phases 1 & 2
The Huzoom Lusail District (formerly known as Lusail North District) site is located at the North end of Lusail
City with an approximate area of 215 hectares and is intended to be developed mainly into residential units
(low density residential housing villas) containing appropriate supporting commercial use, retail, mosques,
limited educational components, parks, community facilities and utility plots supporting the district. The
current Infrastructures scope of work described under this Tender is to undertake the construction of all
required Civil Infrastructures to service the future plots, including an internal road network and its proposed
interim and ultimate connections to the external road network and the construction of dry and wet utilities
and associated hard and soft landscape.
The current Design and Build Infrastructures Tender Package is based on the schematic designs carried out
as outlined in the Lusail North District Phase 3 – Schematic Design Report and Schematic Design Drawings
issued with this package under Volume 3 ‐ Part 6.1 and Part 6.2 respectively. All the applicable International
Codes and Standards are referred to in the Schematic Design Report Volume 3 ‐ Part 6.1. The detail design
and construction of the civil infrastructures included in this Tender shall be undertaken for the site location
and project study area for Phase 3, as per the extents shown in drawings no. LUS‐CP28‐ND‐KEO‐DWG‐GN‐
03100‐001 ‐ Site Location and LUS‐CP28‐ND‐KEO‐DWG‐GN‐03100‐002 – Phasing Plan. The detail design
and construction of the civil infrastructures shall also include enabling works such as site clearance,
demolition works and pavement and traffic management, interim and ultimate connections to the external
road network, dry & wet utilities, and associated landscape (hardscape & softscape) for Phase 3 area.
Vehicular access for staff and visitors shall be ensured at all times to the Hub Offices, as well as the required
wet and dry utilities servicing those buildings, including water supply, foul sewer drainage, stormwater
drainage, power supply, telecoms, etc.
Phase 3 and Phase 4 are meant to be constructed simultaneously. However, if the execution of Phase 4 is
delayed from Phase 3, the access to Phase 4 construction site shall be provided by the use of alignment
S35, as shown in drawing LUS‐CP28‐ND‐KEO‐DWG‐RD‐03202‐001 – Proposed Pavement Plan.
‐ This Design & Build of Infrastructure Tender package of work for the Lusail North District will follow
the Lusail City Design Requirements and all the relevant Qatar Construction Specifications (QCS 2014).
‐ The scope of work includes submission of method statements, detailed and shop drawings and
technical design drawings/reports, coordinating with relevant authorities and obtaining all NOC’s/
permits/ clearances, supply, delivery, construction of the required materials, remedying of any
defects, commissioning, putting into commercial operation, guarantee of all equipment and materials
related to the WORK(S) to be constructed under this Contract as specified herein.
‐ The work shall include all parts, details and hardware mentioned or not, to provide a complete,
integrated installation and satisfactory operation.

‐ This Scope of Works shall be read in conjunction with all other issued Tender Documents such as
Standard Specifications, Particular Specifications, Bill of Quantities and Drawings; and shall be all
deemed to be covered under the CONTRACTOR’s price.
‐ The CONTRACTOR shall provide all labor, material, plant and equipment required to execute the
roadworks including roads earthworks, construction of underground civil infrastructure including
gravity/ pressure pipe/ ducts and road crossings sleeves networks and associated manholes and
chambers, valve chambers, pump and lifting stations, including trench excavation and trench
backfilling, streetlights, soft and hard landscape, protection of existing services and any other ancillary
works required as per the Tender Drawings and/ or specifications herein.
‐ The CONTRACTOR shall provide and update Temporary Traffic Management ‐ TTM Plans for Client´s
representative review and approval and MOI review and approval throughout the duration of the
Contract, including the maintenance and modifications of internal access routes to Hub Offices and
construction haul roads including all associated required temporary information, warning, and
diversionary signage to suit the approved TTM plans and CONTRACTOR ´s construction works program
and planning.
‐ The CONTRACTOR shall comply with all statutory obligations and undertake the works in accordance
with the conditions and specifications as outlined in the Tender Documents.
‐ The CONTRACTOR shall provide input on schedule, phasing, constructability, material availability, cost,
etc. throughout the construction process.
‐ The CONTRACTOR shall appoint a registered Class “A” Design Consultant / Sub‐Consultants to
undertake all detail design activities and obtain all required approvals from the Client and all relevant
Authorities. The Design Consultant should be approved by the Client.
‐ The CONTRACTOR and his sub‐consultants will attend weekly project design/ progress team meetings.
The project team meetings are held to discuss project status, resolve issues, coordinate workload, and
track the actual progress against the approved planned program.
‐ The CONTRACTOR will be expected to provide value engineering recommendations and offer cost
savings alternatives, suggestions, and best value recommendations.
- The CONTRACTOR shall provide all detailed Method Statements including Material
Submissions for any work undertaken or material included in the permanent works.
- The CONTRACTOR shall provide a comprehensive HSE plan, based on Lusail City Design and
Construction Policies and Procedures.
- The CONTRACTOR shall maintain and protect the existing services as indicated on the Schematic
Package Design, detailed drawings, and as‐built plans.

‐ The CONTRACTOR shall immediately report to the Engineer any type of discrepancies encountered
between the Tender Documentation and the actual site conditions and actively support the decision
making of the most suitable remedial and corrective actions to be implemented, as required.
‐ The CONTRACTOR is to check and confirm that the provided piece of information is correct and
accurate, CONTRACTOR within a specific period of time to clarify any deviations (if any).
‐ The CONTRACTOR is responsible to update the design of the junction configuration as part of design
development during detail design stage. This includes but not limited to validation of all safety,
geometric design requirements or aspects, etc. and should take into account the outcomes of the TIS.
‐ The CONTRACTOR shall deploy sufficient Manpower, Plant and Equipment at the site, fully dedicated
for CP28D Contract to execute the works as required to meet the construction schedule and complete
the works without delays.
‐ The CONTRACTOR is responsible to obtain Authority approvals including DC1 and DC2 as part of the
Design and Build scope, the design subconsultant shall also prepare the parcel policy plan for
submission as part of DC1 approval process.
‐ The CP28D Contract is a standalone Construction Package, which shall have dedicated resources and
the CONTRACTOR shall include for them within their Contract Price.
‐ The proposed Key Personnel shall be fully dedicated to working solely on the CP28D Contract.
‐ There is no separate Enabling Works Contract for Phase 3. The CONTRACTOR shall carry out all works
detailed in the scope of works including detailed investigation, geophysical survey and the cut & fill
works for the plots and the roads.
3. General Requirements
- The CONTRACTOR shall coordinate all necessary NOC’s, Licenses, and the like for access to/ over the
site including all insurances and warranties.
- The CONTRACTOR shall provide proper access to the site, including ramps, diversions, temporary
lighting, and protection to existing utilities, such as slabs/ steel plates as may be necessary. As further
discussed in the following sections.
- The CONTRACTOR shall provide all necessary signage, barriers and lighting for temporary diversions,
with particular regard for pedestrian facility, access and safety.

- The CONTRACTOR shall erect all information, warning and diversionary signs as may be required or
instructed by the Engineer and remove on completion of the Contract.
- The CONTRACTOR shall provide all site offices, toilet and washroom facilities, shaded areas, access
and parking areas, prayer room(s), storage, material lay‐down security and the like, for the duration
of the Contract.
- The CONTRACTOR shall maintain the existing temporary site boundary fencing and gates which shall
remain in place for the duration of the Project. If instructed by the Client and upon completion of
Contract, the Infrastructure works CONTRACTOR shall partially or completely remove the site
boundary fencing and make good all areas disturbed.
- The CONTRACTOR shall design, supply, erect and install the required specified number of sign boards
with related project information, their maintenance thereafter for the duration of the Project and
obtain the Engineer’s approval for the Phase 3 project information.
- The CONTRACTOR shall protect all structures, landscaping works, trees, ancillary works, and services
as may be necessary throughout the duration of the works, or thereafter until handover of the site.
- The CONTRACTOR shall arrange for the site offices and laydown area within Phase 3 at their own cost.
There is no obligation on LREDC to allocate land to the Contractor. The Contractor upon award of the
Contract may request for an area within Lusail, which if available shall be subject to LREDC and
authority approval.
- The provision of an Engineers' Office and satellite office are not required. However, please note that
the Testing equipment, Survey equipment and chainman are to be provided and maintained by the
CONTRACTOR as detailed in General Requirements Section 12.
- The CONTRACTOR shall arrange for all utility and service authority searches and NOC’s. The
CONTRACTOR shall undertake an on‐site pre‐construction topographical survey for the Engineer´s
review and approval, trial pits, Geophysical survey, and hand excavations and the like to locate and
accurately determine the position, extent, and size of existing services.
- The Contractor shall take note that the phase 3 was occupied by various service providers, contractor,
and plants as a logistic area to which data may not be available with the client, it is the responsibility
of the contractor to conduct detail survey and identify any abandoned underground or above ground
utility and to be removed or demolished.
- The CONTRACTOR shall undertake a survey (if required) to accurately determine site levels at an
appropriate grid, consistent with grading requirements and measurements; to locate any existing
street furniture, lighting columns, road signs or other such items, including debris and construction
materials, which may subsequently be removed/ relocated as part of the current works.

- The Client will provide services information as may be available “for information only”. The Client will
not be held responsible for any information provided or for the validity of such information and the
CONTRACTOR shall confirm and verify any information provided and undertake any additional works
(Investigations/ Surveys) as may be necessary.
- The Client will provide site topography, geotechnical investigation data and reports and other such
information as may be available “for information only”. The Client will not be held responsible for any
information provided or for the validity of such information and the CONTRACTOR shall confirm and
verify any information provided and undertake any additional works (Investigations / Surveys) as may
be necessary.
- Upon completion and final approval of the works, the CONTRACTOR shall arrange for GIS and As‐Built
drawings (hard and soft copy) to be prepared and submitted to the Client and Authorities, as required,
in the necessary formats and number as per the individual Authority requirements.
- No Water, Sewer or Power supply is available on site for construction and associated works. The
CONTRACTOR shall make the necessary arrangements to make the required utilities available on site
to supply the construction demands for the duration of this Contract. Should the approved
construction program entail the utility blocks construction in initial project stages and once finalized
and operational, the CONTRACTOR may obtain the required utilities supply off from those blocks,
subject to adequate metering, validation, and connections approval from the Client.
- The CONTRACTOR shall obtain and submit for approval in writing from the Lusail City Operation
Department or authority having jurisdictions for all necessary NOC’s and Environmental Licenses
required to undertake the works and for all necessary tipping of waste materials, hazardous waste, to
designated waste sites.
- Authority approval letters have been prepared for the Infrastructures Works package and submitted
to the required authorities for approvals. Volume 3 – Part 6.1 ‐ includes the submitted Authority
Letters and the supporting drawings that are proceeding through the approvals process and the
required supporting documentation.
- The CONTRACTOR shall be responsible for obtaining all the required Authority Approvals, Licensing,
NOC´s, etc., including the preparation and submittal any drawings and reports required for such.
- While selecting the disposal site, the CONTRACTOR shall also comply with QCS 2014‐Section 6, Part 2,
Clause 2.11, and Authority requirements.
- The scope of works of the current Tender includes modifications to the existing fencing and gates, as
required within the scope of works area, including the repair, dismantling, removal of surplus,
unnecessary or damaged fencing materials off‐site, relocation and re‐erection of existing fencing or

gates, the supply and installation of new temporary fencing/ gates within the project area extents for
Phase 3.
- The appointed Infrastructures CONTRACTOR is required to maintain the existing fencing and gates at
the site handover date throughout the contract duration. Furthermore, it is contractor responsibility
to provide proper and submit proper Site fencing to protect and prevent the public access to the
Huzoom Phase 3.
- The scope of works of the current Tender includes general site clearance and removal of the cleared
materials off‐site of the project area extents for Phase 3 as shown in the Tender Drawings.
- Existing Asphalt and Concrete Batching Plant will be decommissioned by end of July 2024. The
Contractor will have to allow the construction of road and all other utilities in this area accordingly
without affecting the Scheduled Completion Date (Refer to Volume 2 – Site Specific Information‐ 5.
CP28 D Phase 3 Asphalt Batching Plant Location).
- It is the contractor responsibility to demolish the existing site offices constructed under CP24 project,
Contractor shall verify and submit detail inventory of the existing equipment and facilities and submit
them to LREDC prior removal/ disposal and demolishing. Until LREDC confirms the recommended
action by the contractor, the material shall be properly stored and protected by the contractor. (refer
to Volume 2 – Site Specific Information – CP24 Engineer Office documents) NOC’s / Environmental
Licenses / Authority Approval Letters.
- The permanent works that comprise the scope of works for the infrastructure works are described in
the next sections. The quantities mentioned in this document and elsewhere in this package, are
indicative only to understand the overall magnitude of the work. The quantities of this document
should not be used for any planning and cost purposes. Tender Drawings and BoQ for Phase 3 area
are provided separately in this Tender Package and should be used for the same.

3.8. Vendors List
The Vendor List for all project disciplines is provided in Volume 2 – Part 5.2 – Approved Vendor Lists. All
materials shall be selected in accordance with relevant vendor list approved by each relevant Authority. A
comprehensive material submittal shall be provided to each Authority for approval.
BIM LOD 300 shall be developed, ensuring that all the model elements are graphically represented within
the Model as a specific system, object, or assembly in terms of quantity, size, shape, location, and
orientation. Non‐graphic information may also be attached to the Model Element.
For the Detailed Design Stage, the Project Information Model (PIM) shall comprise of the following files
extensions/ formats as shown in Table below.
For clash analysis review purposes, the C3D BIM models are to be developed, prepared, and submitted
with minor clashes that in any way shall not cause any major risks or implications to the project programme
or construction cost. A detailed Clash Detection Matrix shall be developed to define the clash sets priorities
between systems and their applicable clash tolerances. This matrix shall be continuously updated at each
stage according to the project’s coordination requirements until handover. Exchange Information
Requirements (EIR) may be made available and provided to the D&B CONTRACTOR as necessary upon
request.
BIM Models for IFC shall be LOD 400 and for As built shall be LOD 500.

BIM Execution Plan (BEP) and levels shall be produced and maintained by the D&B CONTRACTOR for Client´s
review and approval. The BEP shall be cascaded down through his supply chain and other appointed parties.
All Official Information Exchanges to be done through Aconex platform.
The Contractor shall develop the Operation and Maintenance Manual based on the Lusail Standard
Template for Operation and Maintenance Manual “Document Number LUS‐LCO‐O&M‐001, Version 1.1
dated 27/07/2016”. The Contractor shall strictly follow all the requirements of the Standard Template with
all required information, records, submittals, reports, Authorities Approvals and Training Requirements.
The CONTRACTOR shall be responsible to perform all testing and commissioning to all system in strict
accordance with the Project Specifications, QCS‐2014 Specifications, Authority requirements and to the
satisfaction of the Engineer.
Test Reports shall be prepared for all systems with detailed records in strict accordance with the
Specifications, Authority Requirements. All Reports shall be submitted for approval of the Engineer.

4.1.2. Handover
The CONTRACTOR shall gain the required approvals from the Client for temporary stockpiling areas of either
undesirable materials to be spoiled off‐site or temporary stockpile of materials for future use and ensure
all permits are in place before commencing the works.
The management and sharing of common site accesses into the site and internal haul roads by different
CONTRACTORS working on different project phases construction being rolled out in parallel, and dedicated
roads servicing the Hub Offices shall be coordinated in conjunction between the Client and the main
CONTRACTORS on site.
Modifications to the existing temporary road’s layout at site handover date and the need for new interim
alternative access roads is expected throughout the contract duration to ensure permanent vehicular
access to the Hub Offices for staff and visitors and shall be coordinated in conjunction with the overall
approved construction programme and schedules proposed by the CONTRACTORS.
The proposed interim road connections for Phase 3 are to be constructed under the current Infrastructures
package as outlined in the Schematic design Report – Phase 3 and as detailed and shown in drawing no.
LUS‐CP28‐ND‐KEO‐DWG‐RD‐03102‐001 – Interim Tie‐in Connections.
4.2.2. Handover
The CONTRACTOR is to ensure that all the required Authority approvals and permits are in place for the
related works when working outside of the LND development site boundary at road modifications and tie‐
ins to existing roads and to comply with the temporary traffic diversion and accommodation regulations in
force. The CONTRACTOR shall produce, prepare, and submit to the Client and Authorities, as required,
Temporary Traffic Management plans and all required additional documentation required in the necessary
formats as per the individual Authority requirements.

4.3.2. Handover
The CONTRACTOR shall gain the required approvals from the Client for the approval of any road closure
permits that may need to be obtained throughout the infrastructure works project period. For any new
temporary roads design/ implementation the CONTRACTOR should follow the latest Qatar Design
Standards for any temporary and permanent road construction.
• Collect the relevant information and data including all as‐built drawings, as‐built information,
topographical survey, geotechnical and geophysical surveys, etc., from all relevant stakeholders and
the concerned authorities and consultants (if not already submitted).
• Validate the information and data collected including for example topographical, geotechnical, and
geophysical survey to make himself clear with/ comprehending of all existing/ planned services and
constraints within the area of work and conduct the necessary works for any missing information.
Upon finalization of the data collection/validation and underground services detection tasks, the
CONTRACTOR shall prepare a comprehensive report to describe his findings and constraints if any. The
report shall be submitted by the CONTRACTOR to the Client and all concerned authorities for their
information and alertness. The CONTRACTOR shall coordinate with all stakeholders for any actions/
mitigations when required.
This section is also discussed further below with specific to relevant activities.

The scope of works for roads earthworks includes the roadbed treatment and the construction of formation
platforms for the corridors RoW´s for the envisaged roads. The finished formation platform levels for Phase
3 shall suit the proposed finished road design levels and the designed asphalt pavement layers, on‐street
parking, shared paths, dedicated cycle paths, speed tables with pedestrian crossings and driveways
pavements as shown in drawing no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03202‐001 – Proposed Pavement Plan.
The appointed Infrastructures CONTRACTOR is therefore required to perform roads earthworks for Phase
3 roads. Selected suitable fill material from necessary site excavations shall be selected and used for road
works. The materials arising from site excavations may be used as general fill under the approval of the
Engineer and if, after testing, found to follow and be in compliance with the Standard Specification.
Structural pavement layer works (base, sub‐base, asphalt layers, precast concrete pavers, sand layers, etc.)
are to be constructed above the final formation level as part of the current works package.
Any surplus or poor‐quality excavated materials deemed unsuitable for use in construction shall be
removed from the site of the works and disposed by the CONTRACTOR off worksite, to a facility approved
by the Ministry of Environment and Climate Change (MoECC). Location of final disposal of surplus excavated
material from the site shall be identified by the CONTRACTOR in coordination with Ministry of Environment.
There are no nominated sub‐contractors or contractors for the transportation of excavated materials.
CONTRACTOR to refer to QCS 2014‐Section 6, Part 2, Clause 2.11.
The proposed road layouts are provided in drawings no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03301‐001 to 037 and
the proposed road final contour plan is shown in drawings no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03400‐001 to
037 (refer to Key Plan for sheets not used).
The proposed final Formation Profile at each road´s center line alignment is presented in the Roads
Longitudinal Profiles shown in drawings no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03401‐001 to 049. Final
Formation depth from finished road design levels shall be determined based on the preliminary structural
pavement design, including the total pavement thickness specified for all internal roads.
Earthworks operations are required within the residential plot boundaries to achieve a height difference
not greater than 500mm above or below the adjacent finished levels along the RoW.
4.4.2. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
the Roads Earthworks and ensure all permits are in place for the works duration. The CONTRACTOR shall
comply with all applicable regulations and requirements, including dust control and associated mitigation
measures for the works duration. The proposed Phase 3 (and similarly for previous project Phases), all roads
shall be constructed in a manner that allows for the tie‐in with future road phasing connections. The works
within Phase 3 area may also be rolled out in parallel with the works within Phases 1 & 2 or future project
Phases.
4.4.3. Structural Roads Pavement Layer works and Surfacing, On‐Street Parking, Pedestrian (conventional
and raised) Crossings, Driveways and Sidewalks Finishings
The proposed pavement plan, structural pavement layer works details, and the speed tables crossing’s
locations are shown in drawing no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03202‐001 – Proposed Pavement Plan. The

proposed standard pedestrian crossings and speed table crossings are shown in drawings no. LUS‐CP28‐
ND‐KEO‐DWG‐RD‐03701‐001 to 037 – Road Signs and Markings (refer to Key Plan for sheets not used).
Speed tables with pedestrian crossings shall be constructed at strategic locations to improve road users’
safety and reduce vehicle speeds as traffic calming measures.
Precast Textured concrete pavers will be used for sidewalks, speed tables, on‐street parking, and driveways
finishings. Grey (Natural) asphalt surfacing will be used for dedicated cycle paths along Collector roads
(unless otherwise written instruction for coloring is received from the Client).
Phase 3 and Phase 4 are meant to be constructed at the same time. If the construction of Phase 4 is delayed
from Phase 3, the structural pavement layers of the alignment S35, must be built only to Asphalt Base
Course Layer included. This will be the access road to Phase 4 site area.
The CONTRACTOR shall re‐design the access to all residential plots entrances (Villas) to a width of 6.00m in
lieu of the 5.00m wide access detailed on the Contract drawings. The CONTRACTOR to validate the
pavement details at residential plots entrances to correspond the new driveway width. Details shall cover
paver stone thickness, size, color, pattern, layers underneath, protection slap of underground utilities if
any, etc. (ref. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03502‐001). The CONTRACTOR shall include all the associated
cost within their Contract Price.
4.4.4. Kerbing
Precast textured concrete kerbing units shall be used throughout the proposed development as shown in
drawings no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03501‐001 to 002 – Typical Cross‐Sections, LUS‐CP28‐ND‐KEO‐
DWG‐RD‐03502‐001 – Typical Kerbing Layout and drawing Series LUS‐CP28‐ND‐KEO‐DWG‐RD‐03503
Details. Kerbing units shall be set on a concrete bedding as shown in detail drawings. Upstand kerbing shall
be generally used throughout the road network and outlining on‐street parking. Flush kerbing shall be used
at driveways access, along the asphalt road edge and the textured precast concrete pavers driveway
interface. Edge kerbing shall be used along the RoW boundaries and at sidewalks to retain sidewalks pavers
and as a physical separation between different pavements and soft landscape areas interface. Transition
kerbing is to be constructed where required between upstand (raised) and flush kerbing. All kerbing to be
precast textured concrete "mid grey colour" or similar approved, as per Ijarah Development Specifications
(unless otherwise specified with written instruction received from the Client).
A signalized pedestrian crossing shall be installed in alignment M3. This is presented in drawing no. LUS‐
CP28‐ND‐KEO‐DWG‐RD‐03800‐001 – Traffic Signal Key Plan. The detailed signalized pedestrian crossing
layout is shown in drawing no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03801‐001 – Traffic Signal Layout Plan.
Associated details are shown in drawings provided by the Client – Traffic Signal Details.

The contractor shall be responsible for the construction of all signalized junctions within the project in
accordance with the Qatar standards and Lusail City Specifications. SCATS traffic management system shall
be used for all junctions to integrate into the wider traffic management system implemented in Lusail City.
The Contractor shall be responsible for the connection to the existing network.
Power‐supply shall comply with QCS 2014. Design‐built and approval from authorities for power‐supply to
MOI Traffic Radar systems and MOI CCTV camera systems.
MOI‐SSD Ducts and ROI RADAR ducts shall be provided in coordination with MOI‐SSD.
The CONTRACTOR should provide a detailed design for the traffic signal poles gantry, including foundations.
Traffic Signal Design is part of the CONTRACTOR's scope of work, and it shall be carried out by the
CONTRACTOR during the DD stage in accordance with PWA/MOI standards and requirements.
The CONTRACTOR shall develop cable routing drawings for the traffic signals during the detailed design
stage and the CONTRACTOR should obtain necessary approvals from relevant Authorities.
ITS Detail Design and IFC drawings production inside the Phase‐03 is part of CONTRACTOR scope of work.
Procurement, Supply, and implementation of all ITS network provisions are part of the contractor SOW,
including but not limited to power provisions with all necessary KM and PWA approvals, ducts and
chambers implementation with all necessary infrastructure related to ITS and appropriate tie‐in to adjacent
packages.
MOI equipment (Red light camera and Radar) is not part of the CONTRACTOR's Scope of Work. However,
the CONTRACTOR shall ensure all ducts, chambers and power provisions are provided in compliance with
Authority requirements (for installation of MOI Radar works in the future).
ADS (directional signs) and Street Name Signs are part of this D&B Contract. The CONTRACTOR shall design,
provide, and install all wayfinding signs, Advanced Directional Signs deemed necessary, and Street Name
Signs established in the design. The CONTRACTOR is required to obtain necessary approval from
PWA/Ashghal, MME and any other authorities as part of the detail design stage.
The CONTRACTOR shall obtain PWA approval on the signal design similar to other road design elements.
Latest IANs/QHDM standards and other national standards to be followed. Layouts and junctions’
configurations should be validated based on the outcomes of TIS. Parking should be as per the latest
standards. BUS Stop locations and configurations were agreed and approved by MOT; any changes during
detail design should be coordinated with MOT.
Traffic Signal Control, Sydney Coordinated Adaptive Traffic System “SCATS system’’ to be provided (design
and build) for all signalized junction as per Qatar Standards and latest PWA requirements. SCATS traffic
management system shall be used for all junctions to integrate into the wider traffic management system
implemented in Lusail City. The CONTRACTOR shall be responsible for the connection to the existing
network. Power supply shall comply with QCS 2014. Design‐built and approval from authorities for power
supply to MOI Traffic Radar systems and MOI CCTV camera systems. MOI‐SSD Ducts and ROI RADAR ducts
shall be provided in coordination with MOI‐SSD. (Integration with the SCATS system).
The electrical Service cabinet to be considered, and the CONTRACTOR shall develop the Traffic Signal Design
as part of the scope of works at DD stage and construct accordingly. Cable routing shall be developed by

the CONTRACTOR during detailed design stage and the CONTRACTOR should obtain all necessary approvals
from relevant Authorities.
Traffic signal control systems should have Protection bollards and shall follow Lusail strategy for utility
infrastructure protection. Protection bollards shall be considered around traffic signal control systems, as
well as around all other Utility infrastructures (as used in Ashghal standards).
Traffic Impact Study is not part of the Contract scope and has been carried out by others. The CONTRACTOR
shall be liable to carry out the modifications identified by TIS to those Works carried out by the
CONTRACTOR as part of their Scope of Works (Refer to Volume 2 – Part 5 – Particular Specification ‐ 5.3
Lusail North Development TIS Report 01).
The ultimate road connections (internal) to be constructed as part of the current Phase 3 works. However,
the ultimate road connections (external) are expected to be built by others in 2030, as part of construction
of Future Lusail Express Road. Indicative inset layout for the external ultimate connection in the North‐east
into the future planned Lusail North Expressway is provided in the drawings for reference only. Refer to
drawing no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03103‐001 – Ultimate Tie‐in Connections.
Concerning interim connections, and as already considered in previous Phase 2, a second access is required
from the North, to access the development, as shown in drawing no. LUS‐CP28‐ND‐KEO‐DWG‐RD‐03102‐
001 – Interim Tie‐in Connections. This interim road, if it has not been constructed as part of Phase 2
contract, when initiating Phase 3, the CONTRACTOR shall communicate with the Client to agree on the
procedures to be taken forward.
Carry out and perform any required outstanding detailed topographical surveys for the district
and at the envisaged interim and ultimate connections to assist with the detail designs of the
proposed site access connections layouts and tie‐in levels.
Assess, review, revise (if required) and complete roads geometry, horizontal and vertical
alignments, and designs at interim and ultimate tie‐ins with existing roads to suit layouts and
levels, providing suitable transitions, where required.
The Traffic Impact Study (TIS) is finalized, it is required that the suitability of the proposed
overall development roads layout including external connections is assessed and confirmed.
Revisions to the proposed preliminary layout arrangement may be required based on the final
TIS outcome.

Provide roads superelevation details to longitudinal profiles band sets, ensuring suitable cross‐
fall transition lengths, where required.
Obtain / verify the latest as‐builts and locate all underground infrastructures within the
envisaged interim and ultimate connections and provide the required modifications to the
existing services affected by the proposed connections and associated Authorities approvals.
Detailed Road Layouts, Vertical Alignments, Typical Cross‐Sections, Setting Out Drawings,
Junction Setting Out Drawings, Traffic Signs & Road Marking Drawings, Traffic Signal Drawings,
With All Necessary, Relevant and Associated Detail Drawings.

Layout plans including setting out data and elevations (XYZ) tables for the internal roads, on‐
street parking and driveways and external site access connections and intersections (either
interim or ultimate, as applicable).
Appropriate Tie‐ins with surroundings especially outside Huzoom boundary lines.

The CONTRACTOR shall prepare 3D BIM models for the Phase 3 extents as described above.
The CONTRACTOR to develop the road profiles and pavement design during the Detailed
Design stage. The final formation level shall be set based on the final road profiles and final
pavement layer thicknesses.

4.9. Departure from Standards
In some specific subjects’ standard values/ impositions, from design manuals and relevant engineering
standards, could not be achieved due to various reasons. Therefore, a list of Departure from Standards has
been included in Appendix B, Volume 3 – Schematic Design Report – Phase 3, where those subjects are
stated, locations identified and standard departure highlighted, as well as mitigations have been provided.
The departures from standards related to road/master plan are approved by MOT. The CONTRACTOR shall
obtain all Authority's final approval as part of the Detailed Design.
4.10 Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
the road works and ensure all permits are in place for the works duration. The CONTRACTOR shall comply
with all applicable regulations and requirements, including dust control and associated mitigation
measures. The proposed Phase 3 internal road network shall be constructed in a manner that allows for
the tie‐in with future phasing connections. The works within Phase 3 area may be rolled out in parallel with
the works within Phases 1, 2 and/ or other future Phases.
• There is an existing Kahramaa electrical network providing power supply in the Hub office. The
diversion of this network is part of Phase 1 scope of work.
• There is an existing Ooredoo network, and a temporary Telecom tower is connected and servicing
the Hub office.
• There is existing Kahramaa 200mm and 600mm dia. potable water pipeline located within the
Huzoom District (check for all) at Phase 2 and Phase 3 shall be removed by the Contractor in
coordination with Kahramaa. The replacement works of the existing 600mm dia. potable water will
be under Kahramaa Water scope of work. The proposed relocation of exist. 600 mm dia. pipeline is
shown in drawing no. LUS‐CP28‐ND‐KEO‐DWG‐EX‐03100‐001 to 003 and drawing GQ626‐1100‐
CP5B‐001_1 (refer Volume 2 – Part 3 – Site Specific Information ‐ 6. GQ626‐1100‐CP5B‐001_1.pdf)
to for the existing 200 mm potable water.
6. Wet Utilities

All pipeline services, bed & surround material shall be as per PWA wet utilities Standard detail in
compliance with QCS2014. Please follow the latest Authority Standards and KM std drawings for KM utilities
and compliance with QCS 2014.
As part of D& B responsibilities, CONTRACTOR shall design the Foul and Storm Water infrastructure system
in order to achieve Ashghal requirements, including min. velocities.
The Phase 3 potable water network is a combined network for potable water and fire water and will have
tie in interface connections to Phase 1 and Phase 2 networks for the water supply of domestic and
firefighting. The potable water strategy, demand, design standards followed, design criteria adopted, and
the result of the hydraulic model are clearly explained in the Schematic Design Report Section 5.0. The
existing RPS3 reservoir located south of the Lusail Development will serve all the phases.
The Contractor to comply with Kahramaa water and QCDD design criteria and requirements for the Potable
water and Fire water network and obtain all approvals as required.

The CONTRACTOR shall ensure all tie‐in connections are considered to other phases.
The CONTRACTOR shall prepare utility clash analysis report and 3D BIM model.
PLC / SCADA Design and Drawings development for the Phase‐02 is part of CONTRACTOR’s scope of
works and shall be carried out by the D&B CONTRACTOR in DD stage works.
The water meters will be supplied by others and are not part of the Contract, and all other related
works to be completed by the CONTRACTOR (Refer to KM std dwg. NDS‐SD‐220A Rev. H).
6.2.5. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
the Potable water works and ensure all permits are in place for the works duration. The CONTRACTOR The
proposed Phase 3 potable water network shall be constructed in a manner that allows for the tie‐in with
future phasing connections. The works within Phase 4 area may also be rolled out in parallel with the works
within Phase 3.
It is important to highlight that stormwater runoff generated from plots shall be dealt with at the plot level
for regular storm event i.e., 1 in 10 years, 24 hour’s duration, while for exceedance the runoff will have to
be discharged eventually to external facilities, to avoid flooding in the area.

The runoff collected through gullies and manholes will ultimately drain into the piped network which will
terminate at proposed attenuation tanks. The final discharge of stormwater network for the development
will be controlled and connected to PWA/ Ashghal existing 1000 mm diameter micro tunnel located at the
Northwest side which is allotted for North District plot. The allowed total controlled flow is 321 l/s to be
discharged after the storm event as per recent coordination with PWA/Ashghal and because controlled
discharge to PWA network, attenuation tanks are proposed at suitable locations to collect the storm runoff
and discharge it through pumps at a controlled rate. Phase 3 SW network will be connected through Phase
1 rising main for final discharge, refer to drawing no. LUS‐CP28‐ND‐KEO‐DWG‐SW‐03001‐012 which shows
the location of Phase 3 rising main tie in connection to Phase 1 SW network.
The storm water network strategy, design standards, design criteria adopted, and the result of the hydraulic
model are clearly explained in the Schematic Design Report Section 6.0. There will be one storm water
attenuation tank (SW tank 7) for Phase 3.
Certain length of rising mains from storm water attenuation tank in Phase 3 pass through Phase 1 which
will be constructed as part of Phase 1.
Land drains are provided in regions where the water table is less than 4 m from ground surface so that the
ground water table is maintained within this 4 m range. Land drain requirements shall be in line with
Ashghal requirements.

the storm water networks.

materials approved by relevant authorities if deemed necessary.

and integration with the overall Lusail SW model update currently in process by KEO.
Design‐built all internal electrical works including lighting for storm‐water pump station.
Any other works required to finalize the design and construction.
The CONTRACTOR to obtain the updated hydraulic model for Storm Water Network from Huzoom
Phases 1 and 2 and shall integrate his current design model with Phases 1 and 2. The CONTRACTOR
shall ensure all tie‐in connections are considered to other phases.

For gravity pipes with depths of more than 7.5m, trenchless technologies shall be considered.

Phases 1 and 2 and shall integrate his current design model with Phases 1 and 2.
The CONTRACTOR shall ensure all tie‐in connections are considered to other phases.
The CONTRACTOR shall prepare utility clash analysis report and 3D BIM model.
For gravity pipes with depths of more than 7.5m, trenchless technologies shall be considered, and
Jacking pipes shall be reinforced concrete (RC) with GRP liner.
The CONTRACTOR shall construct the manholes/ house connections in compliance with Authority
requirement.
6.4.5. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
the Foul water works and ensure all permits are in place for the works duration. The CONTRACTOR shall
comply with all applicable authority regulations and requirements, including dust control and associated
mitigation measures for the works duration. The proposed Phase 3 foul sewer network shall be constructed
in a manner that allows for the tie‐in with already constructed and future phasing connections. The works
within Phase 3 area may also be rolled out in parallel with the works within Phase 2.

6.4.6. Design Standards
The proposed TSE network is laid within the reserved space in the service corridor and is a looped system.
Distribution chambers are provided along the network to facilitate the secondary TSE connection. The
distribution chambers shall be located closest to the Point of Connection in order to minimize the length
of the connection pipe to each POC. The proposed TSE network to be considered only for public green
areas/soft landscape areas. Individual plots will not be supplied with TSE.
The irrigation network strategy, demand, design standards followed, design criteria adopted, and the result
of the hydraulic model are clearly explained in the Schematic Design Report Section 8.0. The storage tank
for irrigation water and pump station that will serve Phase 3 will be constructed during Phase 1 and are
located at the Wet Utility Hub.
Similarly, the TSE pumping station will also be constructed in Phase 1 to serve the ultimate development
minus the mechanical equipment’s which will be procured and installed as the phases progress. The TSE
pump that will serve for Phase 3 and also Phase 2 and 4 will be purchased during Phase 2 construction and
will be installed in Phase 1 TSE pumping station. Hence no pumps are to be procured in Phase 3.
It is important to note that still no confirmation is received from PWA regarding the total TSE flow allocated
for the development and this may have an impact on the sizing of the TSE water tanks and landscape if
desired flow rate is not available.

for the works duration. The proposed Phase 3 TSE network shall be constructed in a manner that allows for
the tie‐in with future phasing connections.

7. Dry Utilities

As indicated in tender document MV drawings LUS‐CP28‐ND‐KEO‐DWG‐EL‐03101‐004 to LUS‐CP28‐ND‐
KEO‐DWG‐EL‐03101‐037, LV drawings LUS‐CP28‐ND‐KEO‐DWG‐EL‐03201‐004 to LUS‐CP28‐ND‐KEO‐DWG‐
EL‐03201‐037 other drawings. MV Cables will come from Lusail North Substation through the Orbital Road
corridor, TIP available at the southeast side of Lusail specified site feeding the entire package as per the
Temporary Power supply provision of Phase‐03 Development and it will be extended to Phase‐03 from the
phase‐02 project boundary.
Temporary power‐supply for Phase‐3 shall be through tie‐in with power‐supply to adjacent Phase‐1 and/
or Phase‐2 MV network considering mesh‐design configuration for the purpose of energizing all the
substations. This will be Design & Build responsibility of the successful Contractor including all authority
approvals for successful completion and hand‐over. Out of the 6 nos MV cables from PSS North, Contractor
may consider three cables to be connected in Phase‐2 MV mesh network and the remaining three MV
cables to be connected Phase‐3 MV mesh network.
Any additional cables required to be laid for the tie‐in with Phase‐1 and/ or Phase‐2 will be the Contractor’s
responsibility. Any abortive works and reinstatement inside the Phase‐1 and/ or Phase‐2 will be the
responsibility of the Phase‐3 Contractor.
Ultimate power‐supply for Phase‐3 shall be from Future 66/11kV Primary Substation ND‐02. The successful
Contractor should consider the interim and ultimate power‐supply for Phase‐3 during the design. The
Contractor shall design two different SLDs for the interim power‐supply proposal as well the ultimate
power‐supply proposal for submission and approval from Kahramaa.
Mesh network configuration shall be considered for the Phase‐3 MV design. Redundant supply from
alternate primary substation shall be considered as per latest Kahramaa requirements.
The change between the temporary supply and ultimate supply to be considered during the design. The
tie‐in points to be considered as close as possible near to the PSS ND‐02 to minimize the abortive works.
Any Kahramaa scheme revisions required for Phase‐1 and/ or Phase‐2 scheme due to Phase‐3 design
requirements shall be the Phase‐3 Contractor’s responsibility.
The CONTRACTOR shall develop structural details for the substations as part of the Detailed Design by
following the Authority standards.
The CONTRACTOR to collect the required details of Lusail North Primary Substation SCS Integration from
Kahramaa and needs to do the Design development works as part of the D & B CONTRACTOR scope of
works in compliance with Kahramaa ENA and NCC requirements. The CONTRACTOR to integrate the MV
substation connections including the Controls/Monitoring to existing Lusail North Primary Substation
SCS/SCADA Systems in compliance to Kahramaa ENA and NCC requirements. It is not limited to software
modification and the CONTRACTOR is required to do any extension/upgradation of existing SCS system at
remote end existing substation as per Kahramaa ENA & NCC requirements.
Any modifications/extensions of existing SCS systems at remote end existing substations by original supplier
in compliance with Kahramaa ENA and connections of all applicable alarms from local SCS/NMS/SCADA.
The Phase 2 CONTRACTOR to coordinate with KME to develop these SCA/SCADA works as part of the design
development.

MV Switch Gear and cabling selection are to be done as per the KM Standard requirements. Any required
calculations are part of the CONTRACTOR’s Scope of Works and shall be developed by CONTRACTOR in DD
stage works as per the Kahramaa Standard requirements.
The CONTRACTOR’s Scope of Works includes application and provision of kWH meter from Kahramaa and
installation for energization of feeder‐pillars. But for individual villas, KWH meter is not part of
CONTRACTOR’s scope.
Electrical service cabinet (house connection) concrete base to be as per the Authority standards. Structural
design shall be developed by the successful CONTRACTOR in accordance with Authority requirements &
QCS Specifications.
The structural design of Electrical Service Cabinet shall be developed by the CONTRACTOR in accordance
with Authority requirements & QCS Specifications.
Cable‐sizes shall comply with Kahramaa requirements. CONTRACTOR to Consider 7x1C‐800mm2 cable for
1600kVA transformer and 7x1C‐630mm2 cable for 1000kVA transformer as applicable.
The CONTRACTOR shall follow the cable size for the SS to Feeder Pillar as per Kahramaa's requirements
depends on the Transformer Size. Cable 7 x 800 mm2 or 7 x 630 mm2 have to be followed depending on
the Transformer rating.
The FSFP with 2500A rated Busbar switchboard in all substations irrespective of the Transformer sizes.
CONTRACTOR shall amend the drawings to comply with local Authority requirements as part of his Design
and Build responsibility during Detailed Design development.

Feeder Pillar. Scope of work includes 4 nos bollards for each feeder pillar as per the Client/authority
requirements.
The Equipment General Specifications shall unless otherwise stated herein be in strict compliance with
KAHRAMAA latest standards, norms and Lusail Project requirements.
The CONTRACTOR’s scope includes obtaining all required approvals/NOCs for all Project scope item from
all relevant Authorities.
The Tender Document includes the design drawings of the electrical distribution system as indicative
only. The CONTRACTOR shall validate, adjust, amend, and revise the design based on the equipment
proposed by the CONTRACTOR and approved by KAHRAMAA and submit the amended design covering all
aspects in his detailed shop drawings including calculations and technical reports for Engineer’s / Client’s
review prior to submitting to KAHRAMAA for final approval.
The CONTRACTOR shall apply and obtain buildings’ permits from relevant authorities based on the
CONTRACTOR’s design.
The tender document text, drawings, BOQ and KAHRAMAA specification all form an integral document and
shall all read as one document.
The contract price shall be inclusive of all requirements whether mentioned in the BOQ or not.
It is intended that all design requirements, construction requirement, quality control, project coordination
and commissioning requirements be referred to latest KAHRAMAA standard specifications. It is not
intended to rewrite all details mentioned in KAHRAMAA standards within this document text or drawings.
CONTRACTOR to use the KM standard substation with no extra façade treatment for all S/S in ND.

The CONTRACTOR shall submit all his designs, installation drawings, shop drawings and technical reports
to KAHRAMAA/Client/Engineer for approval prior to procurement of any plant, equipment /material and
prior to any site installation.
The CONTRACTOR shall hand over all works related to electrical infrastructure and civil works to
KAHRAMAA and obtain provisional acceptance and final acceptance certificates.

The CONTRACTOR shall as well propose Tag / numbering system for the electrical equipment as such most
suitable for the operation and subject to the approval of KAHRAMAA.
Third party firm for site construction safety implementation and be recognized by the relevant local
authorities.
1. Provide civil and architectural engineering calculations and drawings. For soil investigation, the
CONTRACTOR shall perform a minimum of two bore holes under each substation. Drawings shall
be inclusive of:
o Underground installations such as cable trenches, there sizes complete with
technical calculations for adequate cable laying.
o Above ground installations layouts
3. The CONTRACTOR shall provide comprehensive submittal in full compliance with KAHRAMAA
standards including but not limited to:
o Equipment specifications and ratings
o Circuit breakers and switchgear interlocking system.

o Transformer neutral earthing
o Inter‐tripping
o Operations of earthing switches
o Control and operational scheme including logical diagrams, cause, and effect.
o Protection scheme including the necessary relay coordination study and setting
between the 11kV switchgears and upper stream switchgears, up to the existing
Lusail North Substation.
4. Soil resistivity measurements, earthing, bonding, and lightning system.

6. The CONTRACTOR shall follow the KM Standard Substation Design and Central Battery systems
requirements and shall develop it within DD stage as per the Kahramaa Standard substation
requirements.
The scope shall include for proper integration with the existing Lusail North Substation including the
following as minimum:
1. All costs for the required coordination and connection fees required by KAHRAMAA to secure the
incoming power supply from KAHRAMAA and complete the work in every respect shall be borne
by the CONTRACTOR.
2. The CONTRACTOR shall collect the data from Kahramaa and perform comprehensive study of the
existing protection scheme and shall accordingly provide coordinate relay settings coordination for
the protection schemes of the interfaced Substation(s) and in full coordination with the
KAHRAMAA. Coordination shall be conducted as well with the distribution substations protection
relays.
3. The protection relays shall be fully compatible with the existing protection. All Necessary tests
including the End‐to‐End Testing and Commissioning of the Protection to be performed with
utmost satisfaction of client and Authority requirements.
4. The connection with the feeders shall be as advised by KAHRAMAA. The scope shall include all
modification work when necessary and supply of all new required material and equipment
including for the new CT’s if required.
5. The CONTRACTOR shall recruit the original equipment manufacturer during engineering and
construction supervision of the interfacing work. Comprehensive method statement shall be
presented for KAHRAMAA approval.
6. The CONTRACTOR shall pay all KAHRAMAA connection fees, except for Only the Bulk Power Supply
connection/Primary substation‐related fees which shall be paid by LREDC.
All required approvals for the indicated route shall be covered by the CONTRACTOR as part of his scope of
work.

The CONTRACTOR shall assess in detail cable routing within external and internal corridors and provide
clash analysis to resolve cables’ route interceptions with all other services. The CONTRACTOR shall provide
detail shop drawings case by case in full coordination with all concerned authorities and obtain necessary
NOC’s prior commencement of the work, or commencement of a relevant portion of the route.
CONTRACTOR shall design and install Road Crossing Ducts for current and future purposes based on KM
requirements and obtain QD/KM approval accordingly. KM cable marking system shall be satisfied.
2) Roads Crossing
At each of the existing roads along the cable route, the CONTRACTOR shall provide directional drilling. The
CONTRACTOR shall provide duct banks as indicated in the tender drawings for all shown future roads
specified in the drawings.
Road crossing ducts for each service shall be provided on all sides of junctions, even if no cables are passing
through (EN‐4 minimum).
3) Power Cables
Cables shall be provided as per KAHRAMAA relevant standards. Cable laying requirements shall be in strict
compliance with KAHRAMAA latest standards. No joints shall be allowed unless it is impractical to have the
full cable length in one drum.
1. Complete SCADA system in every respect per Kahramaa standard in each 11/0.415 kV distribution
substation for fully remote control and metering from Kahramaa Control center.
2. Complete provision and/or upgrade of the control scheme in super/ primary substation for
successful integration with the specified substations under this contract. The CONTRACTOR shall
collect the data and conduct site investigation for the required upgrade. Any necessary upgrade of
control/SCADA system required in Remote End for the successful commissioning of secondary
distribution substations, is CONTRACTOR’s responsibility.
3. Conduct the required software updates in Kahramaa Control center to facilitate complete
telemetering and remote control from Kahramaa Control center for each 11/0.415 kV substation
and for the switching. The CONTRACTOR shall verify and examine the existing equipment to provide
fully compatible solution.
4. Provide fiber optical network to integrate all substations specified under this contract with the
super substation. Terminations and specification of the FOC shall be in strict compliance with
Kahramaa specifications.
5. SCADA Specifications shall be followed in compliance with Section 10, Part 1 to 5, QCS 2014
Specifications and ASHGHAL’s design guidelines (DNDD).

7.1.9. Maintenance Period
The CONTRACTOR shall during the maintenance period of one (1) year counts after issuance of the
provisional acceptance certificate be fulfilling the following duties:
1. The CONTRACTOR shall be aware and conduct all duties stipulated under the terms provided by
KAHRAMAA standards and local relevant local authorities.
2. Shall be fully responsible for the trouble shouting and provide full detail and analysis to any
occurring fault up to the satisfaction of KAHRAMAA.
3. Clear and mitigate any fault. Should the fault be due to material defect or installation defect
thereof, the CONTRACTOR shall be sole responsible and bare all consequences to mitigate, the
situation with all concerned authorities up to their satisfaction. The CONTRACTOR shall replace all
parts supplied under this contract or KAHRAMAA existing equipment parts affected by the fault
and no extra cost. Should KAHRAMAA ask the CONTRACTOR to conduct any further test or
investigation to verify the extent of the fault effect on the existing equipment, the CONTRACTOR
shall perform the same at no extra cost.
4. At any emergency, the CONTRACTOR shall involve the original equipment manufacturer for analysis
and mitigations.
7.1.11. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
Electrical network works and ensure that all clearances, permits, and authorizations are valid throughout
the period of works. The CONTRACTOR shall comply with all applicable regulations and requirements for
the entire works duration. The Electrical network shall be constructed in a way that all the tie‐in for the
other neighbors is available for future connections.
• The CONTRACTOR shall check and develop the Street Lighting Fixtures, layout plan and Cable works
as presented in drawing numbers LUS‐CP28‐ND‐KEO‐DWG‐SL‐03000‐001, LUS‐CP28‐ND‐KEO‐

• Street lighting Poles models and LED street lighting Fixtures shall be from the Existing Lusail models
as per the Client requirements.
• Street Lighting Pole: Use the Al‐Ijara standard galvanized street lighting pole for Phase‐03 ND
Development. Reference shall be made to the Particular drawings and specifications issued along
the Tender Document.
• Street‐lighting Vendor list for Lusail type poles in CP28 is not limited to the existing approved
prequalified list of street light pole suppliers and is open to any Ashghal qualified suppliers.
However, mock‐up approval from QD and Ashghal shall be obtained.
• Street Light fixtures shall be Schreuder YOA maxi or equivalent. 10 Years warranty for LED
Luminaires. Alternative proposal shall be exact match to the Lusail pole. Ashghal approval shall be
obtained for the alternative proposal.
• Landscape lighting Poles models and LED lighting Fixtures shall be from the Existing Lusail models
as per the Client requirements.

• The CONTRACTOR should provide all related drawings for street light foundations with reference
documentation during the detail design stage.
• Landscape Lighting Pole: Use the Al‐Ijara standard lighting pole for Phase‐03 ND Development.

• Tree up lights, Landscape Light fixtures, Lighting Bollard shall be as per Al Ijara material
specifications. Warranty for LED Luminaires as per Ashghal PPD requirements.
• The CONTRACTOR is responsible for the supply, construction, connection, testing, and
commissioning works related to the removal / diverted Street Lighting Fixtures and Cable works in
accordance with the Kahramaa, QHDM Design Guidelines and Lusail Outdoor Lighting Design
Specifications.
• The CONTRACTOR is responsible for coordinating and obtaining Client / Kahramaa / PWA approval
for the Decommissioning design and retention / diverted Street Lighting Fixtures and Cable works.
• The CONTRACTOR to check and confirm that the provided piece of information is correct and
accurate, CONTRACTOR within a specific period of time to clarify any deviations (if any).
• Street‐lighting feeder‐pillars shall be smart. Street‐lighting luminaires shall be monitored/
controlled (On/Off) from street‐light feeder‐pillars (SL‐FP) using power‐line communication. The
control/ monitor of SL‐FPs shall be possible from Lusail Command & Control Centre (LCCC) as per
Smart‐city requirements. Provision and space for necessary communication modules to
communicate with LCCC (installed by others) shall be provided inside SL‐FPs. Street lighting
controllers shall be open protocol to seamlessly integrate with LCCC.
• Landscape feeder‐pillar shall be 3‐phase 8way feeder‐pillar out of which 4‐ways controlled by
photocell / astronomical timer and 4 ways by non‐controlled (for supplying non‐lighting loads),
complete with concrete foundations and all necessary to complete. Connectivity to LCCC and
smart‐city requirements is not applicable to landscape lighting.
• Locations of feeder pillars within the landscape areas are shown in the drawings indicatively, the
CONTRACTOR and his designer to ensure that in case the location is currently indicated to be in
hardscape area it should be shifted to the nearby softscape area in the vicinity, as per the indicative
sketch (ref. Vol 3, Sketch added with Landscape drawings).
• The CONTRACTOR to include in the design and provide the required space for necessary
communication modules to communicate with LCCC (installed by others) inside Street Lighting
Feeder Pillars.
• The CONTRACTOR to follow the Lusail standards and supply and install bollard protection around
each of the Feeder Pillars (4 no. bollards for each feeder pillar as per the Client/authority
requirements).
• The street lighting poles shall not be provided with ''LED Star Blossom' lights. The street lighting

7.2.5. Handover
The CONTRACTOR shall comply the enabling package works with all Qatar Standards and specifically the
QCS 2014 Specifications / QHDM guidelines and Lusail Design Guidelines for Outdoor Lightings. The
CONTRACTOR should ensure all the necessary approvals are in place and that the assets are handed over
to the approving authorities.
The Scope of Works shall include all Design and Built of Telecom System works, but not be limited to, the
Detail Design, supply, installation, construction, tie‐in/connection with project terminal points, testing,
commissioning, putting into commercial operation and handing over of the following works relevant to

utility providers/authorities, including remedying defects during defects notification period from final
taking over for Phase‐03 Development only:
The CONTRACTOR’s scope includes obtaining all required approvals/NOCs for All Project scope item from
all relevant Authorities including the LREDC & Ooredoo / Vodafone approvals. CONTRACTOR shall ensure
all the system and sub systems provided shall be open protocol to be integrated with LCCC without any
additional 3rd part gateway/software.
The Contractor's scope is limited to the provision of cable ducts, chambers, and tie in only.

As shown in the Schematic Design Drawings there are two Plots reserved for Service provides. Utility
services for Telecom towers from Ooredoo and Vodafone shall be considered for proposing the Towers and
relocation of the Existing Towers as per the authority requirements.
Two plots are reserved for telecom Rooms / Towers, CONTRACTOR shall coordinate with services providers
and build accordingly. CONTRACTOR shall liaise with Telecom service providers and provide the necessary
approvals on Tower locations and design and built the Telecom cabinet Room / Exchange as per the
Telecom authority requirements accordingly.
7.3.5. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
Telecom network works and ensure that all clearances, permits, and authorizations are valid throughout
the period of works. The CONTRACTOR shall comply with all applicable regulations and requirements for

the entire works duration. The Telecom network shall be constructed in a way that all the tie‐in for the
other neighbors is available for future connections.
The MOI‐SSD Security System shall be designed and installed for North District as per CCTV locations to be
identified by the Security Consultant. SSD ducts and duct banks shall be developed as per MOI‐SSD standard
Rev4. ELV and MOI‐SSD system shall be connected to tie‐in point locations that will provide the connectivity
of ELV/Security systems within Lusail North District.

all applicable regulations and requirements for the entire works duration. The Telecom network shall be
constructed in a way that all the tie‐in for the other neighbors is available for future connections.

The CONTRACTOR should be aware the site Geotechnical surveys and report is currently being
completed and will be provided to the CONTRACTOR when complete as part of the Tender
documentation.

As part of providing the required infrastructure for the Huzoom Lusail District, the CONTRACTOR shall be
responsible for the Design and Construction of all required building and structures addition to what is
shown in the provided Schematic Design. The buildings include, but not limited to pumping stations, lift
stations and tanks.
The design of the utility’s buildings shall maximize all the current good engineering practices to provide the
best design service and accelerating the construction process. In seeking the correct technical solutions,
the Designer shall take due consideration of innovative measures to achieve the projects deliverables
including buildability, building sustainability, site restraints, access, and the sequencing of construction
where applicable. To ensure fully integrated cost‐effective design solutions meeting all client aspirations
including durability and construction programme, a proper strategy shall be developed for the structures
design in conjunction with the highways, utilities, equipment, and geotechnical requirements.
The CONTRACTOR scope of work for the utility’s buildings shall include, but not limited, to the following:
• The complete design of all Architectural, Civil, structural and Electromechanical works including
but not limited to: housing building(s), pumps, valves and fixtures, water hammer/surge protection
equipment, suction and delivery pipes, any required filtration or treatment systems, any needed
chlorination system, building MEP, crane, electricity supply, backup power, earthing, utilities
connections, instrumentation and control including SCADA system in according to these
specifications and industry standards and local Authorities requirements.

• SCADA Specifications shall be followed in compliance with Section 10, Part 1, and Part 2, QCS 2014
Specifications, ASHGHAL’s design guidelines (DNDD) and Ashghal ICA Specification
• The CONTRACTOR shall follow PWA drawing Ref. SD‐8‐4‐106 / QCS 2014 requirements for SRC
concrete.
• TSE SCADA shall be developed by the CONTRACTOR in the Detailed Design stage according to QCS
requirements. Supply, delivery, installation, construction, testing, start‐up, and commissioning of
various pumping equipment including the proposed Phase 3 equipment that will be installed in
buildings constructed as part of Phase 1.
• The Contractor shall submit a detailed Method Statement for Testing and Commissioning of the
Buildings in strict compliance with the Project Specifications, Authority Standards and LRDEC
Requirements to the approval of the Engineer.
• Building construction, all concrete works, tanks, interconnecting pipes, and valves between the
supplied process equipment packages will be fabricated, erected, supplied, installed, tested, and
commissioned as part of the scope of this proposal.
• The complete design, procurement, installation, testing and commissioning of waterproofing
systems as defined in drawings and specifications for all building and concrete tanks roofs.
Waterproofing system shall be installed on sloped concrete slab or screed surface (with 2%
minimum slope) to provide a positive drainage to building scuppers or surface run‐offs.
CONTRACTOR shall protect the waterproofing system with screed sloped to drain per project
specification.
• Provide and install the required motor control center (MCC). Electricity shall be connected to the
main building and main power cables extended to the main circuit breaker of the supplied MCC.
• Design, supply, erect, test and commission all utility buildings MEP works. This includes systems
and equipment that will provide ventilation for pump rooms and air‐conditioning for MCC rooms
and firefighting, and suppression means. Systems to be designed in accordance with appropriate
ASHRAE guidelines, NFPA and in compliance with the requirements of the Local Authority Having
Jurisdiction and all pertinent Qatari guidelines including QCS 2014. In addition to complying with
relevant standards, regulations and recommended design practices, any design solutions proposed
shall aim to achieve the required performance of building services by: incorporating HVAC system
in compliance with the local codes and regulations; providing adequate Ventilation to Pump Rooms
and Generator Rooms and transformer rooms and substations; minimizing noise and atmospheric
pollution; selecting reliable, optimized and efficient equipment and systems; ensuring accessibility,
maintainability and, serviceability with due consideration of life cycle costs; and complying with the
requirements of project Design Guidelines and Development Control Regulations.
• All equipment will be supplied, installed, and operated in new buildings which will be constructed
as part of this proposal.
• Provide, install, start‐up, and commission all required cranes for easy removal of all mechanical
equipment.
• Design, supply, erect, test and commission all utility buildings MEP works. This includes systems
and equipment that will provide ventilation for pump rooms and air‐conditioning for MCC rooms.
Systems to be designed in accordance with appropriate ASHRAE guidelines, NFPA and in
compliance with the requirements of the Local Authority Having Jurisdiction and all pertinent
Qatari guidelines including QCS 2014. In addition to complying with relevant standards, regulations
and recommended design practices, any design solutions proposed shall aim to achieve the

required performance of building services by: incorporating HVAC system in compliance with the
local codes and regulations; providing adequate Ventilation to Pump Rooms and Generator Rooms
and transformer rooms and substations; minimizing noise and atmospheric pollution; selecting

• Assess all MEP works installed as part of Phase 1 of the project for the Potable Water Tank and
Potable Water Pumping Station and apply the required modifications (if required) to accommodate
and suffice the new proposed equipment that will be installed as part of this proposal for Phase 3
of the Project.
• Provide, install, start‐up, and commission all required electrical, instrumentation and control
equipment including gauges, transmitters, online measuring equipment, wireless devises, wiring,
Programmable logic controllers (PLCs), and the master Supervisory Control and Data Acquisition
(SCADA) system, and communicating to other pertinent SCADA systems and BMSs.
• Phase 3 SCADA shall interface and must be compatible with Phase 1, 2 and 4 to ensure overall
functioning.
• Provide the Control Philosophy for Instrumentation / SCADA Control/ Monitoring systems.
• Provide the Cause & Effect matrix for the Fire alarm Systems.
• Spare parts: Provide the spare part listed in QCS in addition to the spare parts recommended by
the manufacturer for commissioning, maintenance and two (2) years of operation after the expiry
of the guarantee period or as specified elsewhere in the contract documents, whichever duration
is greater. These items shall include spare parts for Phase 3 equipment installed in new buildings
that will be constructed as part of Phase 3 and for the Phase 3 equipment that will be installed in
the buildings constructed as Part of Phase 1 of the project.
• Noise Emission: Comply with applicable state and local government requirements for maximum
noise level at adjacent property boundaries due to sound emitted by engine generator, including
engine, engine exhaust, engine cooling‐air intake and discharge, pumps, and other components of
installation.
• All buildings shall not be approved for routine operation until sound testing has demonstrated that
the noise levels are in accordance with the requirements of this section. All sound testing shall be
performed by reputable personnel and testing equipment to assure accuracy.
• Noise‐Level Tests: Measure A‐weighted level of noise emanating at four locations 1 m from edge
of the sound source or from the edge of the sound enclosure and compare measured levels with
guidelines values.
• Carryout all required site surveys and studies to obtain the actual site conditions including
geotechnical, topographical, utilities survey, survey, and assessment of existing structures.
• Site survey shall include surveying the buildings constructed in Phase 1 of the project that include
equipment that will be installed as Part of this proposal of Phase 3 of the Project.
• Coordinate the Design with the Client, Engineer and Authorities and obtain all required Design and
Construction Approvals from all relevant Authorities.
• Prepare clash analysis with other utilities and 3D BIM model.
• Upon the successful completion of the buildings and utility networks construction, the
CONTRACTOR shall submit full As‐Built records for each construction element with detailed

operation and Maintenance Manual in accordance with authority specifications and LRDEC
Standard Requirement and Guidelines for Operation and Maintenance Manual.
• The Contractor shall develop the Operation and Maintenance Manual based on the Lusail Standard
Template for Operation and Maintenance Manual “Document Number LUS‐LCO‐O&M‐001,
Version 1.1 dated 27/07/2016”. The Contractor shall strictly follow all the requirements of the
Standard Template with all required information, records, submittals, reports, Authorities
Approvals and Training Requirements.
• Reinforcement details shall be developed by the CONTRACTOR as part of the Detailed Design.
• The general detail for manhole size and reinforcement detail will be as per Ashghal's standard.
• Potable & Fire Water Supply system and TSE Water Supply System includes supply and installation
of pipe fittings, valves, and pumps as per drawing and specification. The Pump Controller,
Instrumentation etc. will be done by other CONTRACTORs.
• The CONTRACTOR is responsible for the detailed design of the surge vessels and associated works.
The volume of surge vessel and its type mentioned in the BOQ are indicative only.
• Before the waterproofing, tanks must be injected and crack repaired (if required) and included in
the concrete works.
• The I/O list and sequence of operation for foul water, TSE water, Fire pump, sewage water systems
shall be developed by the CONTRACTOR in the Detailed Design stage according to QCS
requirements.
The detailed design of the Structures, MEP and Architectural Design works of the storm water tanks shall
be developed in compliance with ASHGHAL’s design guidelines and recommendations following validation
of the schematic design issued with the Tender. The mechanical deliverables shall include the following as
a minimum:
• Detailed Design Criteria demonstrating all design parameters to be utilized for the Mechanical
Design for the pumps, mechanical equipment including criteria for calculating pumps capacity,
head loss and pumps design parameters. The Design Criteria shall be in strict conformance with
the Authority Requirements and applicable Standards.
• Design reports for storm water pump, tank ventilation, HVAC, firefighting, and plumbing including
the required calculations.
• Layouts plans and sections indicate the mechanical equipment and pipework.
• Schedule of equipment.
• Layout plans for HVAC system
• Layout plans for Plumbing and Firefighting/Fire Alarm systems, CCTV, Access Control and SCADA.
• Sequence of operation for pumping station.
• P&ID drawing.
• Control schematic drawing and block diagram.
• System Control Philosophy.
• Schematic Design is based on portable Jib Cranes. The CONTRACTOR shall develop the Detailed
Design including the crane details and basket screens.
• Surge Analysis:

Water hammer analysis shall be conducted for the rising mains to evaluate and determine the
requirement for the surge protection system. The analysis shall be carried out by PWA approved
specialist (3rd party). A preliminary surge analysis should be performed in the detailed design stage
to outline the system requirement and allocated space. The main surge analysis shall be performed
after the entire network including pumps, pipework, valves, and accessories are finalized.
• Validate the storm water tank volume and its water depth to ensuring no surcharging occurs within
the storm water networks.
• Tank design shall ensure that the screening chamber is separate from the wet well. All material
used in pumping station must be specified in the detailed design submission.
Detailed Design for the Storm Water Tank shall be prepared, including site plans, floor plans, fire zoning
plans, sections, and elevations.
ꞏ All proponents are encouraged to propose water and energy saving treatment modification
initiatives. Quote these initiatives separately.
ꞏ The evaluation of the Bid Price will consider the overall life cycle cost of the proposed package
including both capital costs and operating costs over a 20‐year operation period. It is important
that the Proponent considers not only the lowest initial costs but provides a package that has
competitive supply costs and also reduces the overall long‐term operating costs. The overall life
cycle cost evaluation will be based on the Net Present Value calculations.
The CONTRACTOR shall with no delay coordinate with all relevant authorities and their representative
consultants and submit the required notice of intents to obtain the required and updated information in
the area of work. In addition, the CONTRACTOR is required to:
• Collect the relevant as built drawings from all concerned authorities and consultants.
• Conduct all required site surveys in accordance with the Authorities Requirements including
Geotechnical, Geophysical, Ground Water Study Topographical surveys.
The CONTRACTOR shall verify all collected data and perform detailed gap analysis to determine any further
required investigation or studies to ensure full understanding of the project.

The CONTRACTOR shall conduct a full utilities survey to locate all existing utilities.
The CONTRACTOR shall locate and survey all existing structures on site and ensure that all existing
structures are safely protected from construction activities.
The CONTRACTOR shall prepare and submit Geotechnical Factual and Interpretive Reports for the
additional investigations that include:
• All ground investigation and field‐testing works shall be carried out in accordance with the Qatar
Construction Specifications 2014, specifically Section 3 (Ground Investigation), and as per the
contractual requirements set forth.
• A detailed log of the soil investigation including details of the method of soil boring used, a
description of the general geology of the area including seismic potential, and drawings showing
the actual location of boreholes and test pits.
• Detailed log of boreholes recording description of soils found in different depths, shear strength
parameters, water content, depth of borehole and other observations. For trial pits and trenches,
a trial pit or trench map showing each face of the pit or trench shall be provided, as appropriate.
• All laboratory testing performed on any excavated materials shall be done in accordance with the
applicable test methods specified in QCS 2014 Section 3 (Ground Investigation)
• Recommendations on the type of additional foundations to be used for the proposed structure.
• Detailed interpretations for the Geotechnical Design Parameters including safe bearing capacities
at founding level/s, plies safe loading capacities, earth pressure coefficients, soil seismic
parameters, etc.
• Preparation of recommended design values for each lithological unit (or appropriate sub‐division)
at each proposed infrastructure to include as a minimum where appropriate:

all required information, records, submittals, reports, Authorities Approvals and Training Requirements.

8.10. Conformance
8.10.2. Construction
All the Buildings works shall conform to latest Qatar Construction specifications (QCS). This specification
covers the minimum requirements but shall not be considered to be all‐inclusive. It is the successful
bidder’s sole responsibility to design and construction of all the elements of the pumping station and to
include all necessary appurtenances to provide a complete, automatic, smooth operating, and reliable
systems to the Approval of the Relevant authorities and the Engineer.
While the information included in the Concept Design and Tender documents had been prepared with
considerable efforts to ensure an accurate representation to the existing site information and Design
intent, the information contained in the Tender Documents is supplied solely as a guideline for proponents.

8.13. Testing and Commissioning
The CONTRACTOR shall be responsible to perform all testing and commissioning to all system in strict
accordance with the Project Specifications, QCS‐2014 Specifications, Authority requirements and to the
satisfaction of the Engineer.
Test Reports shall be prepared for all systems with detailed records in strict accordance with the
Specifications, Authority Requirements. All Reports shall be submitted for approval of the Engineer.
8.14. Handover
The CONTRACTOR shall gain the required approvals from the Client throughout the period of undertaking
the works and ensure that all clearances, permits, and authorizations are valid throughout the period of
works. The CONTRACTOR shall comply with all applicable regulations and requirements for the entire work
duration.
The CONTRACTOR should ensure all the necessary approvals are in place and that the assets are handed
over to the approving authorities.
9. Landscape
Design‐built all internal electrical works including landscape lighting, water‐features, retail kiosks, toilet
kiosks, etc. for successful completion.
Basis of design shall follow Schematic design drawings package and landscape design report.

• Irrigation details associated with the secondary and tertiary networks at a scale of 1:10 – 1:50
• External signage and wayfinding location plans, sign dimensions and detailed materials /
specifications, foundation structural details message schedule and design manual indicating all sign
typologies with specifications and mounting details of varying scale at A1.
• Locations of feeder pillars within the landscape areas are shown in the drawings indicatively, the
CONTRACTOR and his designer to ensure that in case the location is currently indicated to be in
hardscape area, it should be shifted to the nearby softscape area in the vicinity, as per the attached
indicative sketch within the Contract, Volume 3, Landscape drawings.
• Landscape feeder‐pillar shall be as per QCS with time/photocell control only. Smart‐city
specifications is not applicable to landscape lighting. It shall also have 4‐ways (3‐phase) not
controlled by photocell to supply non‐lighting loads.
• Succulents and Ornamental Grass are considered included part of the total area of ground cover.
The CONTRACTOR shall price accordingly for these planting types.
• The Landscape Lighting Calculations provided in Vol_3_Part 6.1_SD Report & Authority Approvals,
VOL1‐Report, Appendices, Appendix‐F1_1 Landscape Lighting Calculation and any further
calculations (including lighting lux calculation) to be developed as part of Contract in D & B scope
of works in Detailed Design Stage.
• CONTRACTOR to select the landscape materials based on the existing Lusail City specifications by
meeting the Client requirements. The CONTRACTOR to Design, procure, and instal the associated
works for the landscape lighting equipment.
• The CONTRACTOR’s Scope of works includes an application for kWH meter to Kahramaa and
installation for the energization of feeder pillars.

Contractor and its designer shall consider compliance with authority requirements in relation to
arrangement of utility and tree corridors, rearranging the corridors and removal of trees may be required
subject to authority requirements. Typical utility cross sections for different right of ways followed in
Huzoom phase 02 are provided for information and reference. In the same context and in case trees are
removed from any of different ROWs within phase 03, Contractor to consider the following as part of the
scope of works.
• Omission of trees and under‐ground Tree pits from one side of the impacted Roads in line with
authority requirements.
• Trees impacted at the referred locations shall be replaced by ground cover.
9.6. Hand‐over
The CONTRACTOR shall comply the landscape works with all Qatar Standards and specifically the QCS 2014
Specifications guidelines and Lusail Design Guidelines for Outdoor Lightings. The CONTRACTOR should
ensure all the necessary approvals are in place and that the assets are handed over to the approving
authorities.
The CONTRACTOR to obtain all required environmental permits related to the enabling works construction
activities such as, but not limited to:

o Crusher permit (if required this permit application needs to be obtained for on‐site
screening and crushing)
The above permits shall be obtained before the commencement of their correspondent activities. The
CONTRACTOR should consider in his permit tracker that MECC will take at least 30 days to process any
permit application.
The CONTRACTOR shall obtain necessary permits from MOECC/LCO/PWA before discharging ground water
into the sea or existing surrounding network.
The CONTRACTOR shall ensure that construction noise levels and air emissions do not exceed the below air
quality criteria (see Table 1 below) and the national noise limits (see Table 2 below) prescribed in the Qatar
Environmental Protection Law no. 30 (2002) and its executive By‐Law no,4 (2005).
Based on the site surveys mentioned in section 6 above, the CONTRACTOR shall prepare environmental
monitoring plan for dust (24 hours monitoring near all sensitive receptors as prescribed in the EIA), noise
(30 minutes monitoring at 10 minutes interval near all sensitive receptors as prescribed in the EIA), and
dewatering effluents (if any dewatering is required).
The CONTRACTOR shall have a certified ISO 14001 Environmental Management System in place with valid
certification.
The CONTRACTOR shall have in place an environmental and sustainability policy specific to construction
activities.

The CONTRACTOR shall prepare a staff training program covering the duration of the construction and
detailing the environmental training that will be delivered every month. CONTRACTOR shall keep records
of training materials and attendance sheets.
CONTRACTOR shall prepare a construction waste management and segregation plan and shall keep records
of waste volumes, type, and proof of disposal in proper approved MECC facilities.
CONTRACTOR shall appoint an Environmental Specialist to manage all the above Construction
Environmental compliance requirements.
Unless otherwise specified or recommended by the GSAS Consultant, the CONTRACTOR shall follow the
GSAS guidelines and requirements specified. The CONTRACTOR will need to appoint a GSAS CGP to manage
the Design and Construction stage certification set out below to finalize the GSAS certification.
The Sustainability Report was prepared during the Concept Design stage, and it is only for intended
implementation strategies. The CONTRACTOR should prepare a Final Sustainability report based on the
assessed design at the end of Detailed Design and obtain Authorities Approvals.
The GSAS Rating System is organized into eight categories that are fundamental to sustainable
developments:
1. Urban Connectivity: The urban Connectivity category consists of factors associated with the
urban environment such as zoning, transportation networks and integration, green
transportation, and transportation amenities.
2. Site: The site category consists of factors associated with land use such as land conservation or
remediation, site selection, planning and development.
3. Energy: The energy category consists of factors associated with the efficiency of energy delivery
and the use of fossil energy sources that result in harmful emissions and pollution.
4. Water: Minimize overall water consumption of the infrastructure in use and encourage the use
of rainwater, grey water and/or recycled water in order to reduce the burden on municipal supply
and treatment systems.
5. Materials: The Materials category consists of factors associated with material extraction,
processing, manufacturing, distribution, use/reuse, recycling, and disposal.

6. Outdoor Environment: The outdoor environment category consists of factors associated with
outdoor environmental quality such as heat island effect, adverse winds, air flow, and acoustic
quality within the district.
7. Cultural and Economic Value: The Cultural and economic Value category consists of factors
associated with cultural conservation, support of the national economy, and diverse housing
typologies.
8. Management and Operations: The Management and operations category consists of factors
associated with design management and operations of the district.
GSAS Districts & Infrastructure 2015 excludes GSAS requirements for individual land plots within the
development; these requirements will be implemented on a case‐by‐case basis by different
CONTRACTOR`s/consultant teams. However, the overall district infrastructure design must accommodate
for the anticipated requirements for the individual plots within to achieve a GSAS rating of least 2*stars in
the future.
Solid Load Waste Plan: Determination of the amount of solid waste being recycled, composted, to
minimize the load of treated or untreated solid waste on existing infrastructure.
Sewer & waterway Contamination Plan: Developing and implementation of a sewer & waterway
Contamination Plan to collect and remove all toxic or harmful substances discharged from the site.
Dust Control Plan: Minimization of the level of dust produced by construction activities and seek
to minimize the effects of dust produced.
Noise Pollution Plan: Minimization of the level of noise produced by construction activities.
• Collect the relevant information and data including all as built drawings, as‐built information, topo survey,
geotechnical and geophysical surveys, etc., from all relevant stakeholders and the concerned authorities
and consultants (if not already submitted).

• Validate the information and data collected including for example topo, geotechnical and geophysical
survey to make himself clear with / comprehending of all existing /planned services and constraints within
the area of work and conduct the necessary works for any missing information.
* Upon finalization of the data collection/validation and underground services detection tasks, the
CONTRACTOR shall prepare a comprehensive report to describe his findings and constraints if any. The
report shall be submitted by the CONTRACTOR to QD and all concerned authorities for their information
and alertness, and coordinate with all stakeholders for any actions/ mitigations when required.
