NOTICE INVITING EXPRESSION OF INTEREST (EOI)

EOI No. 1863/2016/KPHCC/ADMIN Dated: 15 .02.2017

The Managing Director, KPHCC invites Expression of Interest (EOI) for Empanelment
from qualified, experienced, competent and financially sound registered Architect /
Architectural firms/Consortium for the upcoming projects to be taken up by KPHCC.

Last date of submission of EOI: 25.02.2017 up to 3 pm

SECTION 1

A. OBJECTIVE

The objective / requirement of this Expression of Interest is for Empanelment of suitable

Architectural firms for architectural consultancy for various projects. The empanelment will be
valid for 5 years from the date of selection.
The Employer desires to empanel qualified Architectural Consultants for taking up the
Consultancy services for various projects to be undertaken by them.

B. SCOPE OF WORK / ROLE OF THE CONSULTANT

Scope of work include the following

1. Architectural Design
Initial discussions with the Employer and site visit
Analysis of requirements
Preparation of Concept Design including 3D
Preliminary Architectural Design

2. Building Permit Drawings

Preparation of all drawings required for obtaining Building Permit (including
floor plans, elevation, section, site and service plans and location map, etc. and
signing of application and necessary documents) from Local bodies and all
concerned authorities like Fire Dept., Pollution Control Board, etc.

3. Detailed Working Drawings:

Preparation of Detailed Working Drawings

• Architectural Drawings
• Structural Design

Preparation of Services Drawings

• Electrical Drawings
• HVAC Drawings
• Plumbing and Sanitary Drawings
• Fire Fighting Drawings
• Pollution Control (if applicable)
• MOEF (if applicable)
Preparation of Detailed Estimates and Specifications of building materials and
Tender Documents.

 4. Tender Process:
Assist the Employer in Tender process and Award of work

C. Minimum Qualifying Criteria

1. Technical

a. The applicant must be a registered Architect under the Council of Architecture (as per the
Architects Act, 1972) with minimum experience as in Table 1.

b. If the applicant is a Partnership Firm / Company, all the Partners / Directors must be
Architects registered with the CoA.

c. The applicant should have experience as Consultant for Government / PSU works of
similar magnitude.

d. The applicant should have completed works as per the criteria stipulated in Table 1 given
hereunder.

2. Financial

a. The Architect / firm should be registered with the departments of Income Tax, Service
Tax and

b. The applicant should have an Average Annual Turnover as in Table I for the last three
financial years.

3. Organisation

a. The Architect/Firm should have proven experience to provide Comprehensive

Consultancy Services, which include Master Plans, Architectural Concepts and Designs,
Structural Design & Drawings, MEP Design and Drawings, BoQ & Tender Documents
and Supervision of Projects.

b. The Architect/Firm should have adequate staff and infrastructure to take up major
projects.

c. The Architect/Firm should have registered office functioning in Kerala since the last five
years.

SELECTION PROCEDURE FOR EMPANELMENT

The selection shall be done as follows

The credentials submitted by the Architect/Firm to satisfy the eligibility criteria shall be
scrutinized based on the marking system as below.

1 Organization & Experience 15 points

Qualified technical personnel/consultants (Qualified Architects,

Engineers, Quantity Surveyor, Structural Consultant and Service

Consultant). [Two points for each qualified personnel]

Experience in rendering Architectural Competitions in Government

b /PSU /Private projects. [One point for each Project ] 5 points

2 Experience 85 points

Projects completed other than Government / PSU projects during last

Note:

a. Copies of Certificates are to be attached as proof for obtaining points.

b. The Architect / Firm shall be shortlisted based on their credentials. The Managing
Director, KPHCC reserves the right to limit the number of Architects/Firms in the
shortlist based on the ranking.

c. The decision of the Managing Director, KPHCC shall be final and

binding on the Architects/Firms.

 Minimum Qualifying Criteria

Note:

1. Please note that the applications should be strictly as per the prescribed formats given
hereunder with all supporting documents / credentials.

2. The applicant desirous of empanelment should make a mention of appropriate Category

in their application.

3. Applicant must mark the desired Category in the boxes provided on relevant pages. Any
applicant qualified for a higher category is deemed qualified for the lower categories. [eg.
An applicant qualified for Category (A) is qualified for Category (B) & (C)] and hence
need not apply for B or C.

4. The Applicant shall submit the documentary evidence like copies of Completion
Certificate / Work Orders / Agreement issued by the client/s as a proof of experience of
the projects prescribed in all categories.

5. Disqualification of any one of the minimum criteria prescribed the application to be

invalid for consideration.
