5. HSE REQUIREMENTS
All corrosion and inspection activities shall be conducted in compliance with UEPL HSE
protocols.
Typical corrosion related threats to UEPL Pakistan assets are mature fields and high water cut,
high CO2 in gas reservoirs with limited H2S, bacterial growth in tanks, vessels, piping and
pipeline and aged pipelines (external corrosion due to coating damages and wet soil) etc. The
key to a successful risk assessment is the technical evaluation of all the hazards which can
contributes in asset failures. To ensure asset integrity against all these threats, systematic risk
assessment shall be conducted as follows;
i. Risk assessment of all pipelines will be carried out as per requirements of PIMS (EST-
ALL-202-IN-PRO-00016)
ii. Risk Assessment of Tanks and Vessels will be done as per details in TIMS (EST-ALL-
202-IN-PRO-00009-00) and VIMS (EST-ALL-202-IN-PRO-00008-00).
iii. Scaling risk for wells and pipelines will be determined using water chemistry data and
proprietary computer simulation software. Well scaling matrix (scaling tendency Vs
Production rate) will be updated on half yearly basis using updates well production rates.
Scaling tendency calculations will be repeated after every two years based on freshwater
chemistry analysis and updated process conditions.
iv. CO2 Corrosion risk in wells and flowlines will be calculated using latest corrosion model
available such as ECE 5.5 as required.
If needed, risk simulation of any other anticipated corrosion damage such as MIC shall also be
performed with the help of CMS contractor. Inputs from risk assessment shall be used in
development of corrosion control and flow assurance plan.
UEPL operates large number of wells and facilities with broadly different operating parameters
and histories. Detailed study is required to maximize benefits from CCP and optimize spending.
In view of above threats, a wholistic corrosion management plan shall be developed to manage
the corrosion related threats. There are two main areas in corrosion management:
All buried and above ground piping, pipelines, vessels and tanks shall be protected against
internal corrosion by the injection of appropriate chemical. Based on anticipated threats
chemicals such as corrosion inhibitor, scale inhibitors, biocides and oxygen scavengers are
deployed accordingly. Considering asset metallurgy, asset/reservoir life, threat to be addressed
a comprehensive treatment program is recommended as follows:
System Survey & Data Collection: Information such as metallurgy used, physical details (dia,
length etc.) of the asset, operational data (oil, gas & water production etc.), interpretation of flow
regimes and velocities to be considered in this phase.
Risk Modelling: The collected data is reviewed thoroughly and simulated using different
software to assess the nature and magnitude of potential corrosion threat. This simulation shall
include scale simulation and corrosion modelling. Chemical contractor shall perform this
simulation in consultation with SME. Final risk score should be shared accordingly with
Corrosion Engineer for review.
Lab Testing (For Exploratory Wells Only): Based on the collected data, necessary lab
evaluation is carried out to simulate the field environment in the lab. Standard testing protocols
defined by NACE/ASTM/International Standards etc. should be followed. After comprehensive
lab evaluation, best in class product recommendation is submitted by respective SMEs in area
of concern. The product recommendation should also include the initial dosage rates based on
lab evaluation.
Similar Environment Application (For Development Wells Only): Based on the relevant
application experience, tentative chemical treatment program with initial dosage rates and
injection location will be developed and implemented for development wells. Lab testing is not
necessary for development wells.
Field Trial: After data collection, lab testing and chemical treatment program development
recommendation field trial will be conducted. Chemical deployment shall be implemented as per
the guidelines of IMT and deployment compliance to be maintain at least 95%. All trial
monitoring parameters and KPIs such as corrosion rates, retrieved JP condition, residuals, iron
count, salt in crude/BS&W, bacteria test, pour point etc. will be monitored periodically to assess
the chemical performance. A final trial report will be issued concluding the success or failure of
the trial. In view of the trial report findings, continuation of the chemical treatment plan should be
decided accordingly.
Continuous Optimization: Initially dosage rates of the selected products are recommended
based on the lab evaluation and similar experience. In view of corrosion monitoring data,
opportunities should be explored for an optimized treatment rate for each chemical and half
yearly review for all treatment plans should be performed. The optimization process should aim
the cost performance without compromising the chemical performance.
Note: Chemical inhibition is generally not implemented on dry oil and gas pipeline and
equipment (< 5PTB and <7 lb/mmscfd) until and unless there is a specific requirement.
All buried carbon steel coated pipelines and equipment shall be protected against external soil
corrosion by CP system application. Based on the requirement, cathodic protection system can
be Impressed Current or sacrificial. CP system shall not be applied on above ground, non-
metallic and bare metallic buried pipeline. Additional details around cathodic protection can be
found in Cathodic Protection procedure (EST-ALL-202-IN-PRO-00012).
All above ground piping, pipelines and equipment shall be painted with appropriate paint/coating
to protect against atmospheric corrosion threat.
Each plan should have three sub elements and shall consists of following:
iii. Results of monitoring shall be reviewed to determine the effectiveness of each plan. In
case of unsatisfactory results, or non-compliance of plan, feedback to be provided by
Corrosion Engineer for wholistic implementation of plan.
Details around, inspection management and cathodic protection plan can be found in Inspection
Management Strategy and Cathodic Protection Strategy respectively.
Corrosion findings where acceptance criteria are violated are called anomalies. In case of
continuous unsatisfactory results of corrosion management plans, all major anomalies shall be
recorded, reported and closed as defined below:
I. All anomalies related to corrosion are recorded in an Integrity Management anomaly
register.
II. Anomaly register to be reviewed regularly and feedback in improving corrosion plan
should be given for continuous improvement.
Further details related to Anomaly management can be found in Anomaly Management
Procedure.
Chemical Inhibition:
Residual Monitoring: ≥ 5 ppm for Scale Inhibitor and ≥ 10 ppm for Corrosion Inhibitor
Dissolve oxygen levels: ≤ 10ppb
Corrosion Rates (Coupons/Probes): ≤ 3 MPY
Bacteria Monitoring: ≤ 1 Risk score (For ATP Testing) and ≤ 10 col/ml (for serial dilution)
Salt in crude/BS&W: ≤ 5 PTB/ ≤ 0.01%
Pig trash sample analysis etc: Fe content and sludge analysis
Cathodic Protection:
Pipe to soil potential: ≥ - 850 mV ON and ≤ -1300 mV ON
TR/Solar Panel Uptime: ≥ 95%
Anode current discharge etc: ≤ 80% of the design current
In addition to above technical KPIs, cost efficiency KPIs should also be included in each plan.
7.2 Audit
Regular audit should be performed to ascertain the corrosion management strategy, and should
at least cover following areas:
a) HSE
b) Plan implementation compliance
c) Monitoring plan effectiveness
d) Database/Reports storage of each plan
e) Anomaly management process and anomalies closure
It should be aimed and planned that all personnel, whether in-house or contracted, performing or
supervising any corrosion related activities, in program development or execution, are certified
as per relevant industry standards.
Learnings and experiences during development and execution of inspection plans shall be
captured through LLDs and incorporated in relevant Corrosion processes. Projects Lesson
Learned Procedure (EST-ALL-201-IN-PRO-00003-00) may be adopted for LLDs process,
formats and compilation.
