SUPERITENDENTS' MESSAGE
Welcome to this year’s annual Central O’ahu District Band Festival.
For over 46 years, our band program provided an excellent opportunity
for students to cultivate a love for music, the dispositions and
character traits that will support them moving forward to be college,
career and civic-minded citizens.

We are fortunate to have our dedicated Central District Band Directors


coordinating these events, giving tirelessly of their expertise, joy and
commitment for developing our students’ musicianship. The success
of our festival is also contributed to the continued support from our
district and school office staff, administrators, parents, students and
community partners.

We would also like to extend a warm mahalo to our visiting clinicians


for their support, guidance and mentorship. We are honored to have
them partner with our Central District Band Directors.

Please sit back, relax and enjoy an evening of entertaining music


performed by the students and their dedicated instructors. Thank you
for being here. We hope you will be captivated by the energy and
music providing you many lasting memories.

FESTIVAL CHAIRPERSON'S
MESSAGE
On behalf of the students and band directors of the Central District, I
would like to welcome you to the 46th Central District Band Festival.
Thank you for being here tonight to show your support of all the hard
work and dedication that has been put into this festival. It's
heartwarming to be able to continue the tradition of this festival after
not being able to come together for the past few years.

Thank you for joining us to celebrate the arts and music in our schools
in the Central District. This festival is only possible thanks to our
supportive administration and elected officials. The directors and
students appreciate your continued interest to keep music and the arts
alive in our schools.

Thank you to our students for all their countless hours of rehearsal,
practice, and preparation to make tonight possible. There would be no
concert tonight without you and your dedication to making music.

Finally, thank you to all the families who have supported these
students and their directors from the start. Your support of these fine
musicians allows us to continue to enrich their lives through these
musical experiences.

We sincerely hope that you enjoy tonight’s performances!

CLINICIAN
DR. ERIC WILTSHIRE

Dr. Eric Wiltshire is in his 16th year at the University of Oregon where he directs the Oregon
Athletic Bands and teaches instrumental music education. His music education students now
occupy teaching positions throughout Oregon, Washington, California, Hawaii and across the
United States. He has a Bachelor of Arts in Music from San Jose State University where he
studied trombone with Robert Szabo and band with Vernon Read and Scott Pierson. His
Master of Arts in Music is from Washington State University where he studied trombone and
band with Don Hower, jazz with Greg Yasinitsky, and conducting with Keating Johnson. His
PhD in Music Education was earned at the University of Washington where he was a student of
Steven Morrison (Music Education), Timothy Salzman (Conducting) and Brad McDavid
(Athletic Bands). Before coming to the University of Oregon he taught at The University of
Dayton and for seven years in public schools in Santa Cruz, California (Santa Cruz High School
and Mission Hill Junior High School) and Eagle, Idaho (Eagle High School).
As a Music Education professor, Dr. Wiltshire has published articles in Contributions to
Music Education, Journal of Research in Music Education, The Instrumentalist, and is a regular
contributor to the Teaching Music Through Performance in Band series. He has presented
research and scholarship at a variety of conferences including the Oregon Music Educator’s
Association Conference, NAfME Northwest Regional Conference, and the College Band
Director’s National Association Athletic Band Symposium. He is also active as an adjudicator
and clinician throughout the Northwest.
As Director of Athletic Bands, Dr. Wiltshire has led the Oregon Marching Band in Four Rose
Bowl and Rose Parade appearances, two College Football National Championship Games, two
NCAA Final Four tournaments, and a variety of other bowl games and NCAA Basketball
Tournament appearances. This past January Dr. Wiltshire worked for the College Football
Playoff as a band liason at the National Championship Game at SoFi Stadium in Los Angeles.
He is active as an arranger for marching and pep bands, and is the primary visual designer for
the Oregon Marching Band.
CLINICIAN
MR. PAUL ARCEO

Paul Arceo resides in Hilo with his wife and three children. Born and raised on the Big Island
of Hawai’i, Paul Arceo graduated from Hilo High School. He attended the University of Hawai’i
at Hilo and transferred to the University of Hawai’i at Manoa completing his degree in Music
Education in 1988. Upon graduation Mr. Arceo returned home to Hilo to teach in the
Department of Education for 13 years. During his tenure as he served as Band Director and
music teacher for Hilo High School, Laupahoehoe Elementary and High School, Waiakea High
School and Hilo Intermediate School. He also taught at the University of Hawai’i at Hilo
serving as the Vulcan Band and Wind Ensemble director. In 2001, Mr Arceo was offered the
prestigious position of Hawai’i County Bandmaster a position which he holds to this day. The
band is celebrating its 140 th year of continuous service to the Big Island and is the second
oldest band in the State of Hawai’i only second to the Royal Hawaiian Band. Paul only the
12th director of the bands illustrious history and is the 2nd longest serving Bandmaster. In
2006, Paul was awarded the manager of the year for the County of Hawai’i.
Mr. Arceo has served as guest conductor, adjudicator, clinician and brass tutor for various
groups. He has taught privately for the past 35 years and has been a brass resource for his
community. He is a strong advocate for Music Education and importance of keeping it in
today’s curriculum.
Paul Arceo is a trumpet player who studied with the following teachers, Armando Mendoza,
Dr. Takeo Kudo, Don Hazzard and Richard Lum.
