Qualifying Competition, Meeting/Dispersion,
and Special Considerations (Transportation, Accommodation, Meals)

(1) Standards for Representative Selection

Countries with one representative should select the champion of the
qualifying competition. Countries with two representatives should
select the champion and the runner-up. Details of the qualifying
competition are left to the selecting organization of each country. The
tournament can also be held in stages. All interested Shogi players
should be offered the right to participate in the qualifying competition.
The organizer shall not exclude without reason the participation of
players holding the nationality of the country concerned.

Players, who participated in all the last two ISF tournaments (2014
and 2017) cannot participate in the qualifying competition. They are
also nor eligible for recommendation.

Selection Method for European Representatives

In principle the players who won the first and second prize at the latest
European Championship (ESC) should be the European Representatives.
When one or both of those players already got the representation right in
their own countries, players in the next places of the ESC would be moving
up. When this is not possible, recommendation is possible.
