1 Introduction
All pipelines are having a ROW which serves to provide a physical buffer to protect both the pipeline and
the general public; to secure access for maintenance; and to enable the public to identify the route of the
pipeline.
Royal Decree no. 8/2011 defines the pipelines ROW as 25 meters on either side of the pipeline. No
activities by third parties are allowed nor facilities or buildings constructed inside this area whether on top
of or beneath the earth. Furthermore, PDO activities are not allowed in the ROW for MOL and SOGL
pipelines.
Repairs, modifications or other work conducted directly on the live pipeline are outside the scope of this
document and are covered under separate Company or project specifications
Typical activities addressed by this document are listed below. The list should not be considered
exhaustive.
Utilities crossings(Electricity OHL or Cable, Telecoms cables, Water or Sewage & Roads)
Utilization of ROW by 3rd Party / by PDO
Grading or/and backfilling of ROW
maintenance of pipeline protection/gabions at wadis
Ground patrol shall be the actual performed inspection method on pipelines. The ROW inspector shall
inspect the conditions of the pipeline route, the complete ROW corridor, BVS’s, all signboards, any
encroachments, and its close proximity by car with stops during patrolling to capture any changes
happened in the pipeline facilities within the ROW corridors. Inspector shall use the existing ROW
inspection road. Photos may be acquired as evidence if required.
2.5 Barriers
The ROW inspector should check the barriers against damage or vandalism.
2.8 Falajs
Some Pipelines are passing over falajs, and ROW’s involvement in regards to maintenance and when
required by liaising with Ministry of Oil and Gas and Ministry of Regional Municipalities & Water Resources.
ROW supervisor to maintain & update a list of Falajs for relevant use.
2.10 Roads/Highways
Roads/Highways crossing ROW shall comply to SP-1208 requirements. ROW inspection teams to check
compliance.
3 Inspection frequencies
Patrolling and area survey is arranged such that there is a regular program of the ROW inspection.
Periodic pipeline patrols shall be carried out, observing surface conditions adjacent to the pipeline right
of way, construction activities and any other factors that will affect the safety of the pipeline and its
operation.
Frequency of patrolling shall be set by the Integrity Engineer and to be reflected to the criticality of each
individual pipeline.
3.11 Security

Report any suspected / threatening activity nearby
Unauthorized acts in the ROW corridor are to be reported and documented by the ROW
inspectors in the inspection reports.
Each individual reported measure or act needs a consequent follow-up, to ensure the
required integrity level. To ensure this, ROW supervisor will comply with the activity, follow
up procedure sometimes liaise with security department, external affairs department or legal
department.
Prior to any work on site the Contractor shall examine the site and identify any existing structures,
pipelines, cables etc., particularly buried facilities, by using metal detectors or alternative techniques
approved by the Company. The location of all buried facilities and services shall be suitably marked and
recorded.
Fences, gates and animal crossings used by the Contractor shall be maintained by the Contractor in a
condition at least equal to that ‘as found’.
Damage to items such as fences, gates, animal crossings, Falajs etc. caused by the Contractor, his
employees or vehicles shall immediately be restored to a condition at least equal to the original condition.
The Contractor shall be responsible for ensuring that closed or locked gates through which he passes
will at all times be kept in the same status as found or as required by the owner, tenant or farmer etc.
The process to obtain the No Objection Certificate and carryout the crossing is highlighted in a flow chart
(Appendix 2).
Along with the NOC request the contractor should supply a method of statements listing the
measurements & procedures taken/used to prevent risks to the pipeline. The statement is subject for
ROW supervisor approval, and can be submitted after obtaining standard and procedures relative to
ROW.
A master layout drawing showing the pipeline route incorporated with the project route which will be
approved for construction. The drawing is submitted in hard & soft copy.
If the project dose not cross any of PDO facilities/R.O.W., a N.O.C. will be issued stating no crossing is
found, hence project will not affect PDO MOL or SOGL.
All technical documentation used should be referred to, and it may include:
Engineering calculations, (where applicable)
Management and control procedures specific to the work
HSE procedures specific to the work
Emergency response procedure (in the event of pipeline damage)
Detailed list of all Equipments, Instruments, Sign Boards, Warning /Caution measures to be
adopted during the site works, and also indicate whether any temporary or permanent detours
are required to carry out all site works in a safe and effective way.
Temporary or permanent detours are required to carry out all site works in a safe manners
PTW applicant & holder must have a valid PTW license issued by respected teams. No work within ROW
shall commence without PTW holder presence. The permit shall be retain at site with a copy of the NOC.
All excavations shall be in adherence to PDO standard GU-501 - Guidelines For Excavating and Working
Around Live Pipelines. Mechanical excavation is not allowed around live pipelines, unless expressly
permitted by the Company.
Excavation(s) should be planned so as to minimise the time that the excavations remain open. Excavation
shall be barricaded and a reflector warning signs shall be installed.
5.9 Reinstatement
The contractor shall reinstate any areas or objects damaged or altered during construction such that their
final condition is equal to or better than their original condition.
During the period of construction, the contractor shall be responsible for the routine maintenance of the
pipeline right of way and any access roads or tracks used by contractor’s vehicles, pipeline ROW and
other working areas shall be left in a neat and clean condition to the satisfaction of the local authority, the
property owner or occupier as communicated to the Contractor by the Company.
Any additional protection to pipelines and coating systems specified under crossings or elsewhere shall
be reinstated by the contractor in accordance with the relevant specifications.
5.11 Submission of As Built Drawings & joint site visit to evaluate site
As Built drawing shall be submitted to PDO after work completion & a PDO- joint site visit to evaluate the
completion of the project.
No backfilling shall be done, till the work has been inspected and approved by the ROW inspectors.
Backfilling operations shall meet the requirements of SP-1208. Bedding and backfill materials shall
neither damage the pipe nor its protective coating and shall include full details of the proposed backfill
and support removal procedures, (including provision for protection of pipe coatings from damage at
support points), in the method of statement.
Windrows shall be reinstated to a minimum height of 1 metre to mark the pipeline position and protect it.
A release letter will be issued by PDO, certifying that the project was carried in line with all agreed terms
and conditions.
6 Other Information
6.1 ROW Access
ROW access shall be kept clear all the time of the project, and or temporary/permanent adequate access
shall be provided for the pipeline maintenance and inspection teams. The Contractor shall remove any
temporary crossings when no longer required by the project, or as instructed by the Company.
An HSE road risk assessment maybe conducted to find out suitability of the ROW to any project. Projects
which involve heavy machineries movement which might damage ROW; a constant grading is required to
restore the pipeline right of way.
6.8 Indemnity
3rd party shall be responsible and liable for all costs, claims, damages, loss and/or liability whatsoever
which PDO or any third party may at any time incur (including
any legal or professional costs) arising out of or in connection with the project whether or not caused by the
negligence of the 3rd party, or their associates or any of their respective agents or employees and agree to
keep PDO fully and effectually indemnified against any such claims.

7.1 Appendix 1, Glossary of Definitions, Terms and Abbreviations
For the purposes of this specification the following definitions shall be used:

Barriers Are the metal pipes which clearly identify the right of way strip on each side
of the pipeline.
Blacktop Asphalt, paved or concreted roads.
Class 1 pipeline Criticality classification of the pipelines as per SP-1211
Graded Roads Roads which have been prepared by grading, consisting of a solid surface
with definite road edge markings by means of fencing, barriers, windrow
or other markings and which have a safety lane. Graded roads also
include construction roads and pipeline rights-of-way.
Permit to Work PDO approved PTW system with all relevant certificates and documents.

Rural area An area in interior away from cities – predominantly desert - containing
farms, camps ..etc
Sign Boards Are signs representing features and information of pipeline and ROW.
The Right of Way Pipelines Right Of Way is defined a strip of land extending 25 meter on
either side of the pipeline, as defined by the Royal Decree no 8/2011 –
article 28 - as 25 meters on either side of the pipeline.
Topsoil Is that material, whatever the composition, which is present from the
natural ground surface to 10 cm below the ground surface. A windrow shall
not be considered natural ground surface
Urban Area An area containing housing/villas.
Vehicle A light vehicle, heavy goods vehicle, bus or trailer.
Verification Point Defines a completed activity, at which the Contractor shall stop and seek
Company approval before continuing on to a subsequent activity.
Windrow Is the pile of undifferentiated material placed along the longitudinal axis of
the pipeline. It is approximately triangular in section and has a nominal
height of 1.0 metres and a minimum base width of 1.5 metres
