3. Paddy Procurement System Overview
Paddy cultivation is a crucial part of Indian agriculture, and the success of farmers largely depends on
the efficient procurement and distribution processes. The "Rythu Bharosa Kendra” (RBK) is dedicated to
supporting farmers in this endeavor. We propose the development of a comprehensive system and
mobile application to streamline the paddy procurement process, ensuring a seamless and efficient
workflow.

3.1. Paddy Procurement System Objectives:

The proposed system will be developed and deployed in collaboration with RBK. It will be hosted on
secure servers, and access will be provided to authorized personnel. Training will be conducted to
ensure that all stakeholders can use the system and mobile app effectively.

The primary objective of this proposed system are as follows:

 Facilitate the procurement of paddy by Indian farmers within the RBK framework.
 Enhance transparency and traceability in the paddy procurement process.
 Reduce manual errors and discrepancies in the paddy procurement process.
 Ensure timely delivery and milling of paddy, maintaining quality standards.
 Improve communication and coordination among all stakeholders involved.

3.2. Modules of the Proposed System:


3.2.1. Gunny Bags Management:

This module focuses on the management of gunny bags, which are essential for packing and
transporting paddy. The Gunny Bags Management module is a critical component of the RBK
system, responsible for tracking and managing the distribution and return of gunny bags used
for paddy packaging and transportation. This module ensures the efficient allocation, tracking,
and maintenance of gunny bags to facilitate the paddy procurement process

Key Features:
 Record the allocation and distribution of gunny bags to farmers by RBK's Technical
Agricultural Assistant.
 Track the condition of gunny bags and schedule their return for reuse.
 Monitor the availability and requirement of gunny bags at storage points.

3.2.2. Labour and Transport Management:

This module addresses the management of labor and transportation for picking up paddy from
the farms. The Labour and Transport Management module is designed to efficiently manage the

allocation and coordination of labor and transportation services required for picking up paddy
from the farms and delivering it to the millers. This module plays a crucial role in ensuring the
smooth flow of paddy procurement operations

Key Features:

 Schedule labor and transport services, either provided by Technical Agricultural Assistant or
arranged by the farmers.
 Monitor the status of scheduled services and provide real-time updates to farmers.
 Ensure the efficient and timely transportation of paddy to the millers.

3.2.3. Official's Involvement:

The Officials' Involvement module defines the roles and responsibilities of key stakeholders in
the RBK system, including Village Agricultural Officers, Technical Agricultural Assistants,
Custodian Officers, Mobile Team, and District Managers. This module facilitates their
collaboration and ensures that each official is equipped with the necessary tools for effective
decision-making. This module focuses on the roles and responsibilities of key officials involved in
the paddy procurement process.

Key Features:

 Define roles and access permissions for Village Agricultural Officers, Technical Agricultural
Assistants, Custodian Officers, and Mobile Teams.
 Enable communication and data sharing among these officials.
 Streamline the reporting and resolution of issues related to gunny bags, paddy quality, and
other parameters.
 Notify relevant officials about discrepancies or issues in real-time.

3.2.4. Mobile App Access:

The Mobile App Access module is designed to provide a user-friendly and efficient mobile
application for stakeholders, including farmer, Village Agricultural Assistants, Technical
Agricultural Assistants, and other authorized users. This module ensures that stakeholders can
access the RBK system and perform essential tasks on the go, thereby improving accessibility
and real-time communication.

 User-Friendly Interface:
The mobile app features an intuitive and user-friendly interface, ensuring that stakeholders,
including those with limited technical knowledge, can easily navigate and use the
application.

Users can access real-time information related to the paddy procurement process, including
the status of gunny bags, labor and transport schedules, and quality inspection updates.

 Role-Based Access:
The app is configured to grant access to specific functionalities based on the user's role. For
instance, farmers may primarily engage in scheduling labor and transportation services,
while officials have access to reporting and issue resolution features.
 Scheduling Services:
Farmers can schedule labor and transport services for paddy pickup, specifying the date,
time, and quantity of paddy to be transported.
 Real-Time Updates and Notifications:
Users receive real-time updates and notifications regarding their scheduled services,
ensuring that they are informed about the progress and any delays.
 Reporting Issues:
Users can report issues, discrepancies, or concerns related to the paddy procurement
process through the mobile app. These reports are instantly shared with relevant officials
for resolution.
 Document Submission:
Stakeholders can submit essential documents related to agreements, paddy quality, or other
relevant paperwork through the app. This ensures that all documentation is readily available
for review and verification.
 Offline Functionality:
In areas with limited network connectivity, the app is designed to offer some offline
functionality, allowing users to input data that syncs with the system once a connection is
reestablished.
 Security Measures:
To protect user data and maintain data integrity, the app is equipped with security
measures such as user authentication, encrypted data transmission, and secure storage.
 Language Localization:
The app supports multiple languages to accommodate users from diverse linguistic
backgrounds, enhancing accessibility.
 Continuous Updates and Support:

The Mobile App Access module is a vital component of the RBK system, ensuring that all
stakeholders have access to the system's features and information wherever they are. Its user-
friendly interface, real-time data access, and communication capabilities contribute to the
overall efficiency and success of the paddy procurement process within the RBK framework.

3.2.5. Reporting Dashboard Module:

The Reporting Dashboard module provides a web portal access for authorized officials, including
the Mandal Revenue Officer (MRO), Nodal Officer, District Manager, Mobile team, Custodian
Officer, and Village Agricultural Assistant. This module is designed to generate and access
various reports related to paddy procurement, quality inspection, labor, transport, and other
critical parameters within the RBK system.

Key Features:

 Reporting Tools:

Generate custom reports and dashboards with data filters and parameters, allowing officials
to focus on specific aspects of the paddy procurement process.

 Real-time Data Updates:

Display real-time information on paddy procurement, quality inspection, transportation, and


labor allocation.

Notify officials of any critical issues or discrepancies.

 Export and Sharing:

Enable the export of reports in various formats (PDF, Excel, CSV) for further analysis and
decision-making.

Share reports with other authorized stakeholders within the RBK system.

3.3. Conclusion

Streamlining the paddy procurement process through the proposed system and mobile app will
contribute to the success of Indian farmers and the RBK initiative. By enhancing transparency, efficiency,
and communication, we aim to support the agricultural sector and improve the livelihoods of farmers
across the country.

4. General Terms and Conditions:

 Validity of this offer is 10 days for the date of this proposal

 Above mentioned charges in Indian Rupees

 100% One Time Costs needs to be paid along with the purchase order.

 AMC charges needs to be paid Quarterly in advance

 Order shall be placed on “GreenLantern IT Solutions (P) Ltd”.

 All Commercials quoted in this proposal are exclusive of any in-Country and withholding taxes.
These will be applicable and payable by end user

 The contract will have a validity of minimum three years. In the event of cancellation of order
customer will have to give three months’ notice.

 GLITS shall not be responsible for any installation, Commissioning or maintenance of any
equipment or hardware unless supplied

 Any Change in tariffs/Regulation from Govt. of India would be applicable with immediate effect.

 Delivery of services would be 2 to 3 weeks after receipt of confirmation and other documents
communicated.

 Year on Year there would be 10% Increment on Recurring cost

 Any Additional Development will be charged at ₹.1400/Hour

 One-time charges and recurring charges shall not be refunded if the contract is cancelled due to
any circumstances.
