1 PURPOSE AND BASIC DESCRIPTION


The Temane-Maputo TTP Project project includes the Integration into existing SCADA of
the 5 Substations covered by the Project, namely the 400kV CTT Switchyard, 400/110kV
Vilanculos, 400/275kV Chibuto, and 400/66kV Matalane, and the related extensions to the
Maputo 400kV substation. This constitutes Phase 1 of the RCC Scope.
In Phase 2, which will be implemented after Phase 1, the project will upgrade all the
SCADA/EMS Hardware and Software in the RCC, including the Operator Workstations

This method statement defines methods to be adopted for the implementation of Phase 1 of
the RCC Project Scope. There will be Hardware/Software replacement in this phase, just
the configuration of the RCC SCADA Database and HMI components to include the
mentioned Substations, and the necessary Point-to-Point Tests to verify the correct
integration of the Substations, allowing EDM to monitor and Control (where relevant) the
Substations from the RCC

2 SCOPE, DELIVERY TO SITE, LOCATION OF WORKS


2.1 Scope, Delivery To Site, Location Of Works
The Site of the works described in the Method Statement will be limited to the RCC in
Maputo. During Commissioning Tests, there will be involved checks and verification of
remote operation to sites, but any related site activities are covered by other project
components and are outside of the Scope of this Document.

2.2 Delivery Timeline


The Database and related HMI configurations were done by EFACEC (the suppliers of the
RCC SCADA System) in Portugal, being done on a model/copy of the system taken from the
Maputo RCC. The finished Configurations will be sent/brought by EFACEC to Maputo, and
installed (by their Team) into the running RCC system. EFACEC plans to deliver and install
the Configuration on 20 December, 2023.

2.3 RCC SCADA Database and HMI Installation: Task List


The Installation works at RCC is not dependent on the rest of the tasks within the scope
of the project. The Tests will depend on the completion of the TeleComms and Substation
Installation and Commissioning.

1 Insertion of the Database and HMI Configuration into the Standby SCADA CET/EFACEC
Server at RCC
2 Startup the Standby Server, and force a commutation to make it ONLINE CET/EFACEC

3 Verify successful communication of SCADA with all existing Substation RTUs as CET/EFACEC
before, with correct Grid data updates as seen on Operator Workstations.
Also confirm that the off-site MV Server (CCD) is synchronized and serves the
MV-Room workstations with Login desktops for the Operators
4 Verify that the new TTP Substation RTU’s are visible in SCADA, and their CET/EFACEC
Communication status is correct.
5 If the Site (substation) installations have been completed, and the CET/EFACEC
Telecommunications Link is completed, verify that the communication is healthy
for the TTP Substations, one by one.
6 Verify that substation status data is updated correctly in SCADA, for each online CET/EFACEC
TTP substation. Checks should be made in both HMI and Data lists.
7 Insertion of the Database and HMI Configuration into the Main SCADA Server at CET/EFACEC
RCC, and start it up as OFFLINE. Confirm that it successfully
synchronizes/updates with the ONLINE Server.
8 If Tasks 5 & 6 are satisfied for each substation the SAT Point-to-Point tests to be CET/EFACEC at RCC,

3 OBJECTIVES
The objective of this method Statemnet is to guarantee the corrrect and smooth execution of
the task of insertion of the DB and HMI configurations into the RCC SCADA system, without
causing any unforeseen or prolonged shutdowns to the RCC Operations.

4 DEFINITIONS

7.3 Proposed Equipment for Execution of the Installation Task


The nature of the RCC Configuration and Installation works, requires no special hardware
tools apart from the following:
1) An Engineering Laptop which shall be supplied by thr Sub-Contractor EFACEC,
2) Computer equipment with Word-Processor and Spreadsheet software, or hard-copy printouts of
Check-sheets for recording the test-results.
3) Network Cable connect to the RCC SCADA Network

7.4 Personal Protective Equipment (PPEs) requirements


To distinguish the personnel lots (where applicable), personal protective
equipment/clothing such as overall and reflective vest will be stamped with the
company logo and the corresponding lot number.
In addition, a personal identification cards will be provided to the workers with
contractor and or subcontractor name. The general PPEs requirements used for site
work for the substation and presented below shall be applicable:

7. INSTALLATION, CONFIGURATION AND TESTING PROCESS


All relevant documentation (drawings, material submissions, method statement, Data lists
etc..) and material applicable for the Configuration and Testing work will be checked by the
site supervisor/ engineer prior commencement of work.
The supervisor and foreman will orient and familiarize all technicians involved in the
installations regarding the relevant approved drawings, technical submissions, installation
procedures and details, acceptance criteria and safety requirements.

7.1 Installation, Configuration Phase (Scada Servers Update)


The following are indicative flow diagrams of the steps and tasks for the Servers
Update phase.
7.1.1 RCC SCADA: Data Points for New TTP Substations.

a. Add to the system the remote terminal units for each of the following substations.

b. Add the respective datapoints for each of the following sites:


i. Maputo 400kV substation upgrade
ii. Matalane 400/66 kV substation
iii. Chibuto 400/275 kV substation
iv. Vilanculos 400/110 kV substation
v. CTT Switchyard at Temane.

7.1.2 RCC SCADA: New and Edited Mimics for New TTP Substations.

a. Add to the system the Main and Detail Bay Mimics for the following sites.
i. Maputo 400kV substation upgrade
ii. Matalane 400/66 kV substation
iii. Chibuto 400/275 kV substation
iv. Vilanculos 400/110 kV substation
v. CTT Switchyard at Temane.

b. Update General Grid and Communication Mimics.


The above configuration activities (7.1.1 & 7.1.2) were done and completed at the EFACEC
factory in Portugal, on a model system similar to the on in EDM RCC in Maputo. It is an
extract of this configuration that EFACEC brings and installs in the RCC system.

7.1.3 Connection To SCADA, Integration Configuration Download


The above configurations referenced in 7.1.1 & 7.1.2 (a Software Package or Files)
containing the SCADA Database and HMI for the TTP substations, shall be delivered in
suitable media or on an Engineering Laptop by EFACEC, on the day of the installation.
There will be no physical equipment installations or connections, except for connecting the
Engineering Laptop to the RCC SCADA network in order to perform the works.

a. Work shall principally be carried out on the two SCADA Servers (one at a time),
located in the Server Room at the RCC.

b. The work can be performed from one of the offices allocated by EDM, and the
connection to the Servers will be over the Network.

c. It will only be necessary to go into the Server Room to perform manual switch-
overs between the Servers, when necessary.

d. The foreseen date for the Installation is 17 January, 2024, (subject to EDM
approval)

e. Actual start of Communications and Point to Point Testing (Section 7.2 below,
Testing Phase) will depend on TeleComms Scope (Installation, Cabling and
commissioning) both in RCC and in the substations, and the Transmission
network connecting to the substations, having been duly completed. Individual
Substations can be tested once the Communication is complete for that
substation, independent of the other substations.

7.1.4 Procedure For Updating The SCADA Servers


The expected steps to be taken during the System Configuration / Update phase are as
follows:
1. Confirm that both SCADA servers are connected and synchronized.
2. Change synchronization mode to “Manual” and “Total”
3. Stop standby SCADA server;
a) At this point SCADA engineering activities (database and mimic modifications)
will be ceased while the standby SCADA server is stopped.
4. Update SCADA standby with the database modifications and new mimics
a) The above configurations referenced in 7.1.1 & 7.1.2 (a Software Package or
Files) containing the SCADA Database and HMI for the TTP substations,
delivered on suitable media or on an Engineering Laptop by EFACEC on the
day of the installation, shall be inserted or copied into the Server using
suitable scripts
5. Start SCADA standby servers with “cold start” command
a) The system will generate new alarms for all the data points for which Alarms
are configured.
b) It is important to check that Startup is successful and without any errors; if
any startup errors are detected, the server must be stopped again, the errors
corrected and a fresh start-up attempted
6. Switchover SCADA servers from primary server to standby server;
a) This action will result in the former primary server stopping.
7. Verify that the new Online Server is running well, with Operator Logins, and the
new Mimics can be navigated and show the animated data points. The old
substations should all come back to the states they were in before the start of the
intervention.
a) If there are any gross anomalies detected, whether with the new substations
or the old/existing, it may be necessary to revert back to the Old Online
Server again, in order to not prolong the SCADA downtime. Troubleshooting
can be initiated on the new configurations, and the exercise restarted after
corrections.
b) Prolonged corrective work should be avoided while SCADA Services are
down
8. Manually restart the old Online Server, now to run as Standby.
9. Connect both SCADA servers for Update/synchronization (Manual)
a) This will result in the new configurations being copied to the Standby server
(old online), after which both Servers shall be considered updated with TTP
configurations.
10. Change synchronization mode between the Servers back to “Auto”.
a) After this point, it shall be possible to do SCADA engineering activities again.

7.1.5 Integration Considerations: Impact On Existing Services

a. The installation shall be made first in the Standby (OFFLINE) server, while
SCADA Services in the RCC continue to run on the ONLINE Server.

b. Only after the Standby Server successfully starts up with the new configuration,
will the SCADA system be stopped in the ONLINE server, forcing a commutation
to the newly configured Server.

c. It is during this step (Steps 5-7 in 7.1.4above) that SCADA Services shall ever be
stopped, while the newly configured Server acquires fresh data from all the RTUs

d. It is foreseen to last around 5 to 10 minutes. (Reserve 15 minutes)

e. During this step all alarms will be regenerated because of the cold start.

7.2 Testing Phase:- Mimics, RTU Communication And Point-To-Point Tests


Upon successful installation, the following SAT activities shall be initiated, subject to
Telecomms and Substation works being completed.

The The following are the expected documents to be issued and used in the course of the
installation and commissioning works are:

1. AS23003430 –Method of Statement for SCADA Modification (this document)

2. AS23003431 – Substation Mimics, provisioned for check marks/comments

7.2.2 Testing Phase:- RTU Communication And Protocol Tests


SCADA : Basic Communication or exchange/flow of messages between SCADA and the
different RTUs. This shall constitute the Protocol Test, that IEC 101 Communication
parameters configured between the RCC SCADA and each RTU are correct.

TeleComms: That disturbances in the RTU or Communications link status shall be reflected
as failure in communications with specific RTU, and the corresponding data shall be marked
accordingly.

1. In a control center workstation (facility to be provided by EDM) open the


Communications mimic and verify that it is possible to monitor the status of the
substation RTU.

2. We want to make sure EDM will provide the test workstation.In the Communications
mimic left click in this controlled station (RTU) Scan and select the option “INH” and
then “Execute”.

a) Confirm that the command is executed and the controlled station (RTU) is
Inactive – now there are no communications between the control center and the
substation. Confirm that an alarm appears, indicating that the scanning of this
substation is inhibited;

3. In the workstation confirm that the substation diagram is updated accordingly – all the
telemetered entities appear in white color, meaning that the RTU is off scan.

4. Restore the communications with the control station by executing the command
“ACT” in the RTU Communications diagram.

a) -Confirm that the substation diagram for this RTU is updated accordingly.

5. Shutdown the RTU at the remote site, or disconnect the communications channel.

a) Confirm that the RTU goes offline in RCC.

b) Confirm that an alarm is generated stating the communication loss with the
substation RTU.

c) Confirm the corresponding data-points and mimics go to magenta color in RCC


workstation.

6. Recover communications with the RTU.

a) Confirm the system executes a general control and refreshes all the data-points
for that RTU.

7.2.3 Testing Phase:- RTU -SCADA DB Point-To-Point Tests


SCADA Tests - Integrity of the actual IO Data, :

1. To check that for each specified and configured data point, changes in remote plant
equipment status/values are correctly reflected in RCC SCADA HMI, Data lists,
Events, Alarms etc.,

2. In the case of Controls the RCC Operator can issue commands and the targeted
plant equipment shall be correctly maneuvered by such command.

Planned point-to-point testing and commissioning foreseen for each site is the following:

a. Maputo: dd/mm/2024 to dd/mm/2024;

b. Matalane: dd/mm/2024 to dd/mm/2024;;

c. Chibuto: dd/mm/2024 to dd/mm/2024;

d. Vilanculos: dd/mm/2024 to dd/mm/2024;

e. CTT Switchyard : dd/mm/2024 to dd/mm/2024.

7.2.3.1 Digital Inputs Point-To-Point Tests

1. In the workstation open “Lists” and select the Digitals List for this substation.

a) In this list confirm that all telemetered digitals belonging to this RTU are valid.

2. In the workstation open “Lists” and select the Events List and Timetags List for this
substation.

3. On remote site, change the state of a digital input (directly in the equipment if
possible):

a) and confirm that the state in the workstation is updated accordingly both in the
digitals list and in the mimic diagram in cases where the entity is represented
there.

b) Confirm that the event list is updated accordingly.

c) Confirm that the timetag list is updated accordingly, including correct time-stamp.

d) Confirm that in case there is an alarm configured for the new state, the alarm
state is also shown in the diagram representation of the equipment, and the
diagram representation blinks while the alarm is not accepted.

e) Confirm that alarms appear in the alarm list if the present digital state is
configured to generate an alarm.

4. Confirm that each event that is generated is recorded in the event log;

Repeat the testing from point number 1 for other digital inputs according to this
substation I/O list.

7.2.3.2 Analog Inputs Point-To-Point Tests

1. In the workstation open “Lists” and select the Analogs List for this substation.

a) In this list confirm that all telemetered analogue inputs belonging to this RTU are
valid.

2. In the RTU choose an analogue and force its value to be 0%, then 50% and finally
100% of its full-scale Engineering Value. In the workstation verify that these values
are updated accordingly both in the lists and diagram(s).

3. -When applicable, confirm that the alarms are generated in the workstation and
presented in the alarm list.

4. -Confirm that each event that is generated is recorded in the event log;

Repeat the testing from point number 1 for other analogue inputs according to this
substation I/O list.

7.2.3.3 Command Output Point-To-Point Tests

1. In the workstation open “Lists” and select the Events and Timetag List for this
substation.

2. In the workstation open this substation diagram.

3. In the substation change the Local/Remote of the RTU to the Local state.

a) Confirm that a new event appears in the workstation event list indicating that the
substation is in Local command mode.

4. Try to send a control from the workstation to the RTU and confirm that the control is
disabled,

5. In the substation change the Local/Remote back to the Remote state.

a) Confirm that an event appears in the workstation event list indicating the
substation is in Remote command mode.

6. In the substation diagram in the workstation open a control execution window for a
breaker.

7. In the workstation execute the control and confirm that the control is well executed in
the equipment.

a) Confirm that the event list is updated accordingly;

Repeat the testing from point number 1 for other Controls according to this
substation I/O list;

There is envisaged zero risk of any waste being generated during the Installation procedure
of the SCADA configuration as described above.
The RCC is an occupied, functional building already in use by the client (EDM), with
functional facilities (running water, small canteen, solid waste receptacles, toilets, etc.

9 CONDUCT RISK MANAGEMENT MECHANISM


Sensitization of CET and subcontractor on the key principles and specific requirements to
address Gender Base Violence (GBV) prior commencement of the SCADA Configuration
Installation activities. As such specific measures to reduce and mitigate the risk of
environmental pollution, community health and safety, GBV/SEA in the project. Such
measures will include:

10. GENERAL HEALTH AND SAFETY


Best actions practices shall be used to ensure the safety and integrity:
a) All activities shall be planned, supervised and carried out in safe manner under the
control of a competent person and formally appointed,
b) Equipment operation and transportation shall be carried out in safe manner
controlled by competent person as per Mozambican traffic regulation and company
traffic management plan,
c) All road movement equipment within site perimeter shall be controlled by
competent person/flagman to ensure the speed control and traffic regulation on site,
d) Ensure always road is cleaned and maintained in good condition,
e) Working area shall be maintained good housekeeping and proper access,
f) All equipment shall be suitable for specified works and approved by the client, RFI
will be sent for verification and approval by the OE.
g) Communication during operation (Trained signal man, use of whistle, warning
alarm),
h) Dangerous zone for construction equipment (Blind spots, Overhead hazards,
swing radius, travel path,)
i) Transport of passengers in the vehicle loading bins will not be allowed onsite.
j) Light vehicles shall have designated parking area and reverse parking always
applied.
k) Road signage and directions from flagman in the areas of construction will be
provided.

11. FITNESS FOR WORK


11.1 Medical Surveillance
The aim of the company is to ensure that all employees who are potentially or otherwise
exposed to workplace hazardous or other occupational injury or illness causing agent, are
protected against over exposure and are placed in the work environment based on their
fitness
11.2 Alcohol and drugs control
It is recognized that the use and/or abuse of alcohol and other drugs may adversely affect an
employee’s ability to work safely. In a working environment, an employee who works under
the influence of alcohol or drugs have the potential to significantly increase the risk to his or
her own safety and that of other employees.
 No alcohol or illicit drugs shall be brought onto the work site. Any person found in
possession of or is “under the influence” or found consuming alcohol or illicit drugs on
site will be subject to disciplinary proceedings. The alcohol and drugs tests will be
done by an accredited medical facility.
 Testing for the presence of alcohol or other drugs will be carried out on the following
basis:
11.3 Pre-Employment Testing
All subcontractors/ CET employees for the SCADA Database and HMI Configuration
Installation works may undergo a drug screening test as part of the routine and pre-
employment medical examination. Candidates will be informed that a drug screen
will be carried out during the medical examination.
11.4 Mandatory Screening
All subcontractors/ CET employees for the SCADA Database and HMI Configuration
Installation systems works may undergo an alcohol screening test prior
commencement of the activities on daily basis. No workers will be allowed to work
under the influence of alcohol. The alcohol will be carried using a breathalyzer with a
mouthpiece and regular cleaning with alcohol-based wipe to prevent the spread of
SARSCOV.
11.5 Post Incident Testing
All SCADA Database and HMI Configuration Installation works crew involved in incidents in
the workplace which may be subjected to alcohol and/or drug testing.
The test will be carried out as soon as possible after the incident occurs or after the injury
has been sustained. Significant incidents, which may result in testing, will include but not be
limited to:
o Mobile equipment incidents
o Incidents involving injury
o Incidents involving major property damage
o Near miss incidents where the potential for serious injury or damage is high.
11.6 Testing for Suspected Alcohol or Drug Impairment
Any coworker who has just reason to believe that any other employee or subcontractor’s

employee is under the influence of alcohol or drugs may initiate a test. The request must be
made through team leader who will liaison with HSE Specialist to have the test conducted.
11.7 Incident Reporting
Although no Incidents of personnel injury are foreseen, the Sub-contractor will ensure that
identified incidents are reported, recorded, investigated and that all root causes and
contributing factors are identified within the site.

Incidents of a Technical nature shall be of paramount importance, and shall be documented


and investigated, and all measures to minimize shall be taken in advance. These include
unplanned stoppages or disturbances to the Operational State of the RCC SCADA system
during all the period of the installations and tests.
Corrective and/or preventive actions will be put in place to ensure that all of the identified
causes and contributing factors of the incident have been suitably controlled with the results
communicated to relevant personnel within the Company.
The process for successfully reporting, recording and investigating incidents will be
completed using the following steps:
1. Report, record and communicate the initial incident information; A flash report and
then an incident report to the OE (CET HSE Manager will report to INTEC within 24
hours in a form of flash report and or 48 hours if requires an incident investigation);
The HSE Officer on their area of responsibility will notify immediately the OE at site
level.
2. Identification and preparation of the investigation team along with the tools and
services required to conduct the investigation;
3. Conduct the investigation to identify the root cause(s) and contributing factors;
4. Determine the corrective and/or preventive actions required;
5. Review the quality of the investigation to ensure that nothing has been missed, and;
6. Communicate the incident/investigation findings to the workforce.

11.8 Key Requirements
 Upon the identification of an incident, the scene is to be made safe but not altered in
such a way as to prevent the retrieval of information for the investigation. Initial
temporary action(s) may also be required to prevent reoccurrence whilst the
investigation takes place. Included in this is the requirement for emergency care to
be given to those personnel that are injured.

 In the case of an environmental incident occurring, the incident area will be made
safe by controlling and containing the relevant substance or emission where it is
practicable to do so. Those involved must only control the incident scene to the level
that they are capable of.
In the event of a fatality or other serious incident the following members of CET senior
management team will be contacted as soon as possible and in all cases within 2 hours of
the incident:
o CET Project Manager
o CET HSE Specialist
o CET Site Manager
o Sub-contractor Project Manager
 In the event of a fatality or other serious incident requiring statutory notification and
investigation, the scene of the incident and records of the initial response and
investigation shall be preserved.
 All incidents involving injury, environmental harm and/or property damage and/or a
near miss are to be investigated as soon as possible following notification of the
occurrence.
11.9 Reporting and recording
Once an incident (injury) has occurred and any initial actions to make the area safe have
been implemented, those involved will report the incident to their relevant direct line
reporting, supervisor and/or Foreman, or Manager (if relevant) immediately taking into
account the following minimum requirements;
 Incident details and classification
 Immediate action(s) taken to make the area safe and prevent reoccurrence whilst the
investigation takes place (if applicable)
 Witnesses (if applicable)
 Injury/Illness details (if applicable)
 Near miss details (if applicable)
 Environmental details (if applicable)
Once the details are known the incident will be recorded on an Incident Notification Report
Form by the supervisor in charge or the HSE Officer and sent to the HSE Manager within the
shift of the occurrence.
Note:
 Incident details are to be recorded within the shift in which they occurred and are to
be reported to the following personnel immediately as they are known;
o Site Manager/Subcontractor Supervisor / Foreman;
o Nurse (in the case of an injury incident);
o CET Site Engineer
o Contractor HSE Officer

For non-fatality injury, environment and near miss serious incidents the HSE specialist in
consultation with the Project Manager will evaluate the relevance of further external
(government authority and other relevant stakeholders) notifications and provide where
appropriate.
11.10 Notification to external entities (Government, Insurance, and employer)
In addition, the HSE and Environmental Specialists will identify those incidents for both
occupational health and safety and environment which require notification (criteria,
timeframe, details, etc) to relevant government authorities and will either make this
notification.
The HSE and Environment or if required the Project Manager will provide a liaison function
with relevant government authorities and serve as a single point of initial and ongoing
contact. In all notification cases the Project Manager, will be notified of the event.
1. As soon as the appropriate investigations have been conducted and recorded, employers,
shall inform the (Direcção Provincial de Trabalho) – labour office about the nature of
work accidents and occupational illnesses, preventive measures and the causes and
consequences thereof.
In the case of an incident resulting in personal injury followed by hospitalization, disability
and or fatality, the Insurance company will be notified within 48 hours of the occurrence or
either as soon as possible or full report to be submitted within 7 days.
