Note:

(i) The name, age and educational qualification for this post is notified as per G.O (P)
No.113/08/TD(SRO No.587/2008 dated 04.06.2008, G.O (P) No.264/10/TD(SRO
No.1025/10 )dated 10.11.2010, G.O (P) No.178/2015/TD (SRO No.669/2015) dated
03.10.2015 and G.O (Rt)No.766/2018/TD dated 21.10.2018.
(ii) Candidates are prohibited from applying to more than one district in response to this
Notification.
(iii) Separate Ranked List will be prepared for each district in pursuance of this notification. The
Ranked List thus prepared and published by the Commission shall cease to be in force after
one year from the date of finalization of the Ranked List (as per notification A V (2)
2376/14/GW dated 04.04.2016. Extra Ordinary Gazette dated 15.04.2016). Candidates will
be advised from the said Ranked List against the vacancies that may be reported to the
Commission in writing during the period of currency of the list.

(iv) The selection in pursuance of this notification will be made on a revenue district basis,
subject to the special conditions laid down in G.O (Ms) No. 154/71/PD dated 27.05.1971.
A candidate advised for appointment in one Revenue District from the Ranked List prepared
is not eligible for transfer to another district unless she completes 5 years continuous service
from the date of commencement of service in the former district. Even if transfer is allowed
after five years, it will be subject to the rules in G.O(MS) No.4/61/PD dated 02.01.1961.
Candidates already in Government service holding this post in any one district are prohibited
from applying again for this post, but they can apply to higher posts when notified.

(v) NCC Cadets having `A' `B' & `C' Certificates will be given weightage marks at the rate of
2%, 3% and 5% respectively.

(vi) Every person appointed as Women Civil Excise Officer shall be in probation for a period of
two years on duty within a continuous period of three years.

(vii) Women Civil Excise Officer shall not be appointed in the substantive post till the successful
completion of basic training for a period of not less than six months, subject to the minimum
of 180 working days as may be decided by the Commissioner of Excise. The period of
training will be considered for probation and yearly increment of salary. Persons undergoing
basic training shall be paid stipend as may be fixed by the Government from time to time. All
the persons who did not undergo basic training will be placed under orders of training within
a period of two years and those who did not successfully complete the basic training shall not
be considered for future promotion.

5. Method of appointment : Direct Recruitment (District wise)

6. Age : 19-31. Candidates born between 02/01/1992 and


01/01/2004 (both dates included) are eligible to apply for
this post.
Note:
(i) Other Backward Communities and SC/ST candidates are
eligible for age relaxations as per the conditions mentioned
in para 2 (i) of the General Conditions of this notification

Gazette Notification. (Subject to the conditions that the
maximum age limit shall in no case exceed 50 years).
7. Qualifications:

(1) Educational Qualification:


Must have passed Plus Two Examination or its equivalent.

Note:
i) Rule 10(a)(ii) of Part II of KS & SSR is applicable.
ii) Candidates who claim equivalent qualification shall produce the relevant
Government Order to prove the claim at the time of One Time Verification or as
required by the Commission.

(2) Physical Qualification:

The minimum height shall be 152 cms, and in the case of candidates belonging to SC/ST
community, the minimum height shall be 150 cms.

(3) Endurance Test:


All candidates should successfully complete an endurance test of running 2.5 Kilometers race
within 15 minutes.

(4) Physical Efficiency Test:


Must qualify in any five events out of eight events specified below of the National Physical
Efficiency Test (One Star Standard Test)

Note :-
The physical measurement of candidates will be taken at the time of Physical Efficiency Test
or Endurance Test and those who do not possess the prescribed physical measurement will not
be admitted for the Physical Efficiency Test/Endurance Test. If accidents or injuries happen
to a candidate while participating in the Physical Efficiency Test or Endurance Test, she will
not be given further chance to participate in the test.

(5) Physique and Eye sight:

(i) Must be certified by a Medical Officer not below the rank of an Assistant
Surgeon/Junior consultant as to her physical fitness and capacity for active
outdoor work. The Medical Certificate has to be produced as and when called for.

(ii) Must be certified to possess the visual standards specified below without glasses

Note:
(i) Each eye must have full field of vision, Colour blindness, squint or any other
morbid condition of the eyes or lids of either eye will be deemed to be a
disqualification.

(ii) Must be free from apparent physical defects like knock knee, flat foot, varicose
vein, bow legs, deformed hands and limbs, irregular and protruding teeth,
defective speech and hearing.

(iii) Medical Certificate from a Medical Officer not below the rank of an Assistant
Surgeon/Junior Consultant should be produced at the time of Physical Efficiency
Test/Endurance Test and should be uploaded in their Profile at the time of
certificate verification. A format of Medical Certificate is given below.

Note: Details regarding standards of vision should be clearly stated in the Certificate as
given above and vague statement such as Vision Normal/Average/Good will not be accepted.
Specification for each eye should be stated separately. If the specifications are not as
indicated above, the officer issuing the Certificate should certify whether the candidate has
got better standards of vision or worse standards of vision as the case may be, otherwise the
Certificate will not be accepted.
8. Mode of submitting Applications:

(a) Candidates shall register as per ONE TIME REGISTRATION system on the Official Website
of Kerala Public Service Commission 'www.keralapsc.gov.'for applying for the post.
Candidates who have registered shall apply by logging on to their profile using their User-ID
and Password. Candidates shall click on the ‘Apply Now’ button of the respective posts in the
Notification Link for applying for a post. The Photograph uploaded in the profile of the
candidate who have already registered should be taken after 31.12.2013. Candidates who are
creating new profile from 01.01.2023 onwards must upload photograph which is taken
within six months. Name of the candidate and the date of photograph taken should be printed
legibly at the bottom portion. The photograph once uploaded meeting all requirements shall
be valid for 10 years from the date of uploading. There is no change in other instructions
regarding the uploading of photographs. No application fee is required. Candidates are
responsible for the correctness of the personal information and secrecy of password. Before
the final submission of the application on the profile candidates must ensure correctness of
the information in their profile. They must quote the User-ID for further communication with
the Commission. Application submitted is provisional and cannot be deleted or altered after
submission. Candidates are advised to keep a printout or soft copy of the online application
for future reference. Candidates can take the printout of the application by clicking on the link
‘My applications’ in their profile. All correspondences with the Commission, regarding the
application should be accompanied with the print out of the application. Applications
submitted not in accordance with the conditions of the notification will be summarily rejected
if non compliance with the notification is found in due course of processing. Original
documents to prove qualification , experience , community, age etc., have to be produced as
and when called for.

(b) If Written Test/OMR Test/Online Test is conducted as a part of this selection , candidates
possessing requisite qualification as per Para 7 above alone shall submit a Confirmation for
writing the examination through their One Time Registration profiles. Such candidates alone
can generate and download the Admission Tickets in the last 15 days till the date of Test. The
application of candidates who do not submit confirmation within the stipulated period, will be
rejected absolutely. The periods regarding the submission of confirmation and the availability
of admission tickets will be published in the examination calendar itself. Information in this
regard will be given to the candidates in their respective profiles and in the mobile phones
registered in it.

(c) The Examination Schedule and the Syllabus will be notified separately.
(d) Candidates who have AADHAAR card should add AADHAAR card as ID Proof in their
profile.

11. Special Instruction to candidate :-

(A) In the case of difference in caste/community claimed in the application and that entered in
SSLC Book, the candidate shall produce a Gazette notification in this regard, along with
Non Creamy Layer Certificate/Community Certificate at the time of Certificate
Verification.

(B) Candidates are required to acquaint themselves with the instruction given in the
notification as Part-II, General Conditions before submitting application for the post.
Applications which are not submitted in accordance with the terms and conditions laid
down in the General Conditions are liable to be rejected.

(C) Appropriate disciplinary action as per Rule 22 of the Kerala Public Service Commission
Rules of Procedure shall be initiated against those candidates who submit applications
with bogus claims of qualification regarding education, experience etc., and are liable to
be qualified for being considered for a particular post for debarment from applying to the
Commission either permanently or for any period or the invalidation of their answer
scripts or products in a written/practical test or the initiation of criminal or other
proceedings against them or their removal or dismissal from office or the ordering of any
other disciplinary action against them if they have already been apponited, or any one or
more of the above.
