Lake Victoria South Water Works Development Agency is one of the nine Water Works
Development Agencies established under the Ministry of Water, Sanitation and Irrigation
through the Water Act 2016. The Agency was established on 3rd May, 2019 vide Legal
Notice No. 28 as a State Corporation. It covers eight counties which include: - Bomet,
Homa Bay, Kericho, Kisii, Kisumu, Migori, Nyamira and Siaya.

The Agency was established to undertake the development, maintenance and management
of the national public water works within its area of jurisdiction; Operate the water works
and provide water services as a Water Service Provider until such a time as responsibility
for the operation and management of the water works are handed over to a County
Government, joint Committee, Authority of County Governments or Water Services
Provider within whose area of jurisdiction or supply the water works is located; Provide
reserve capacity for purposes of providing water services where the Regulatory Board
orders the transfer of water services functions from a defaulting Water Services Provider to
another licensee; Provide technical services and capacity building to such County
Governments and Water Services Providers within its area as may be requested; and
Provide to the Cabinet Secretary technical support in the discharge of his or her functions
under the Constitution and the Water Act 2016.

The Agency seeks to recruit qualified, competent, dynamic, proactive, innovative and
highly committed staff to fill a number of vacant positions within its establishment. The

following is the list of the vacant positions, job specifications and qualification
requirements:
DETAILS OF THE VACANT POSITIONS

1. MANAGER, WATER WORKS DEVELOPMENT – JOB GRADE LVSWWDA 3 – REF:


LVSWWDA/ME/2022/01
(1 POST)
a) Job Specification
The duties and responsibilities at this level will involve: -
i. Identification of water and sanitation projects;
ii. Implementation of policies and programs on water and sanitation project designs;
iii. Compile projects technical reports on plan, design, implementation, and
maintenance;
iv. Provide technical leadership and guidance on matters pertaining to plan,
design of water and sanitation projects as necessary;
v. Coordinate and supervise construction of all water projects;
vi. Ensure safe custody of all information on projects;
vii. Verify and authorize technical reports and designs and estimates drawings;
viii. Ensure that all projects are constructed as per the acceptable construction industry
standards;
ix. Ensure Audit of Projects and programs;
x. Oversee project implementation through to commissioning;
xi. Update the Senior Manager Technical Services on work progress, liaison
with stake holders, department requirements and other relevant information
geared towards enhancing smooth operation of the department;
xii. Maintain operational linkages with other department/sections of the Agency;
xiii. Manage human, financial and material resources assigned to the division;
xiv. Budget preparation and budgetary control for the division;
xv. Approve the Divisions’ work plan and budget;
xvi. Participate in departmental and committee meetings as appropriate;

For appointment to this grade a candidate must have/be: -
i. At least 10 years relevant work experience, five (5) of which must be in
a supervisory position;
ii. Master’s degree in Civil/Water/Structural/Electrical Mechanical Engineering or
its equivalent from a recognized institution;
iii. Bachelor’s degree in Civil/Water/Structural/Electrical Mechanical Engineering
or its equivalent from a recognized institution;
iv. Membership of Institution of Engineers of Kenya;
v. Registered with Engineers Board of Kenya;
vi. Professional Development in a relevant field;
vii. Knowledge in Computer Aided Designs;
viii. Management Course lasting not less than four (4) weeks from a
recognized institution.

2. PRINCIPAL ENGINEER – JOB GRADE LVSWWDA 4 – REF: LVSWWDA/PE/2022/02

a.) Job Specification
The duties and responsibilities at this level will involve: -
i. Design water and sanitation projects;
ii. Administration and supervision of projects;
iii. Advice on issuance of certificate of project completion;
iv. Estimate costs for water and sanitation projects;
v. Participate in preparation of tender documents;
vi. Participate in evaluation of tenders;
vii. Participate in the implementation of the performance management system in
the section;
viii. Assist in compiling projects technical reports on design, implementation, and
maintenance;
ix. Implement policies and programs on water and Sanitation project designs;
x. Prepare technical reports, designs and estimates drawings;
xi. Develop resource mobilization and business proposal; and
xii. Carry out structural integrity surveys and analysis of test results.

3. PRINCIPAL SURVEYOR – JOB GRADE LVSWWDA/ 4 – REF: VSWWDA/PS/2022/03

a.) Job Specification
The duties and responsibilities at this level will involve:
i. Carry out large area cadastral, geodetic and mapping control surveys;
ii. Supervise small and medium area cadastral, adjudication, small, medium and high-
density topographical surveys, sub-divisional schemes, photo control, site and
general engineering surveys;
iii. Undertake preliminary quality control of cadastral, adjudication and general
boundary surveys;
iv. Undertake computations and adjustments of triangulation and traversing methods;
v. Conduct traversing and tachometry, aerial photography, including
interpretation and identification of photo control points and pre-marking; nd
vi. Produce survey reports and Digital Terrain Models (DTM).

b.) Person Specification

The duties and responsibilities at this level will involve:

i. Coordination of environmental impact assessments or Environmental audits of


project activities and ensure integration of environmental aspects in all
project activities;
ii. Supervise implementation of environmental impact assessment recommendations;
iii. Supervise the outsourced environmental activities;
iv. Preparing reports on environmental issues;
v. Carrying out environmental mitigating measures;
vi. Ensure compliance with environmental laws, regulations and standards;

a) Job Specification
The officer at this level will be reporting to Manager, Finance and Accounts on financial
matters in LVSWDA. Duties and responsibilities at this level will entail:-

JOB GRADE LVSWWDA 4 – REF: LVSWWDA/PICTO/2022/06 – (1 POST)

a) Job Description
Duties and responsibilities entail;
i. Installing and maintaining computer systems;
ii. Analyzing, designing, coding, testing and implementing computer programs;
iii. Configuring Local Area Network (LAN) and Wide Area Network (WAN);
iv. Providing user support;
v. Configuring Local Area Network and Wide Area Network;
vi. Developing and updating application systems;
vii. Carrying out systems analysis, design and programme specifications in liaison with users;
viii. Drawing up hardware specifications for Information Communication
Technology equipment;

Duties and responsibilities entail;
i. Providing input into the annual procurement and disposal plans;

i. Verifying vouchers and committal documents in accordance with laid down
rules and regulations;
ii. Maintaining primary records such as cashbooks, ledgers, vote books and registers;

a) Job Specifications

Duties and responsibilities will entail;


i. initiating the formulation of the HR strategies, policies, procedures and systems;
ii. disseminating human resource management policies, laws, regulations, procedures
and systems;
iii. conducting recruitment, selection and on boarding programmes in the Agency;

The duties and responsibilities at this level will involve:


i. Coordinate the functions of the Risk and Compliance section to ensure
attainment of Agency goals and objectives;
ii. Coordinate the identification of risks in every department of the Agency;
iii. Establish a detailed Risk Register and continuously update it in consultation with
HODs;

12. LEGAL OFFICER – JOB GRADE LVSWWDA GRADE 6 – REF: LVSWWDA/LO/2022/12


(1 POST)

a.) Job Specification

This will be the entry and training grade for degree holders into this cadre. An officer
at this level will work under direct supervision of a senior officer.
Duties and responsibilities at this level will entail;
i) Assist in rendering professional legal advice to the Legal Manager for any
legal action to be initiated and/or defending the interests of the Agency;
ii) Assist in preparing legal briefs for the initiation of legal action;
iii) Assist in issuance of license or certificates in terms of ship registration/licensing;

iv) Assist in preparing and interpreting legal opinions and offering guidance on
legal requirements;
v) Assist and supervise training of Legal Clerks, interns and other staff when
necessary;

vi) Maintain and ensure proper management of the records of the legal
department are up to date and produce quarterly reports on the same;
vii) Assist in ensuring that key issues and needs of Agency are represented in policy
fora in international regional and national
conferences/meetings/workshops;
viii) Work collaboratively with other organizations and networks where
appropriate, locally, regionally and internationally;

This is the entry grade for degree holders into this cadre. An officer at this level will
work under the guidance of a senior officer.

a.) Job Specification


The Duties and Responsibilities will entail:
i. Carrying out hydro-geological, geo-technical, seismological and geophysical
surveys on water projects;
ii. Mapping, monitoring and evaluating groundwater;
iii. Coordinating and administering hydro geological functions;
iv. Formulating and reviewing policies on hydro geology;
v. Developing, implementing and realizing the division’s strategic plans and
objectives; and
vi. Collecting data on hydro-geological, geo-technical and geophysical surveys
on water projects.
b.) Person specifications
For appointment to this grade, a candidate must have:-
i. Have Bachelors of Science Degree in either , Hydrology, Geology or
Geophysics, Geosciences or its relevant and equivalent qualification
ion from a recognized institution;
ii. Be registered by the Geological Society of Kenya (GSK), Hydrological Society of
Kenya, as graduate geologists/ Hydrologist or Geologist Registration Board
(GRB); and
iii. Have Proficiency in computer applications skills; and

This will be the entry grade for degree holders into this cadre. An officer at this
level will work under the supervision of a senior officer.

The duties and responsibilities at this level will entail assisting in: -

i. Participating in research needs assessment and priorities;

development issues;

a) Job Specifications

This will be an entry level and training grade for degree holders into this cadre.
An officer at this level will work and the supervision of a senior officer.

Duties and responsibilities assisting in:

i. Ensuring security of information, documents, files and office equipment


ii. Supervision of the registry; sorting and classifying documents for filing.
iii. Storage, updating and maintenance of personnel records and file index
iv. Controlling opening of open, confidential and secret files
v. Custody and Maintenance of Agency documents; ensuring security of information
n and Records in a registry/archives.
vi. Ensuring mail are received, sorted, opened, and dispatched and related
registers are maintained
vii. Planning appropriate office accommodation for registries;
viii. Ensuring that file movement records are. Updated and maintained;
overseeing security of files and documents;

This is the entry and training grade for this cadre for graduate employees. An officer
at this level will work under guidance and supervision of a senior officer.
a) Job Specification
The duties and responsibilities of the officer will entail: -
(i) Undertaking audit assignments in line with the approved audit work plan to
confirm the adequacy and effectiveness of governance, risk management
and control;
(ii) Performing substantive and compliance testing of accountable records and
documents and prepare working papers;
(iii) Providing input in preparation of audit reports for audit engagements executed;
and
(iv) Assisting in evaluating progress and effectiveness of action taken to implement
audit recommendations received from internal and external audits.
b) Person Specification
For appointment to this grade, an officer must: -
(i) Have Bachelor’s Degree in Accounting, Finance or Business Administration
(Finance and Accounting option) or relevant field from a recognized
university;
(ii) Be proficient in computer application skill; and
