Symptom
You use the functions of the classic withholding tax. You now want to use the
extended withholding tax instead of the classic withholding tax. You cannot
simply activate the extended withholding tax, since this would not allow further
processing of open items that are already posted in the system. For this reason
you require a tool, which converts the existing Customizing, master and
transaction data in such a way that you can then use the extended withholding
tax afterwards.
For the following country versions you cannot use the tool (unless you use the
standard withholding tax solution of the classic withholding tax and not a
country-specific withholding tax solution): Colombia (see Note 309194),
Argentina, Brazil, Greece, Mexico, Venezuela, South Korea (see Note 327869),
India, Thailand. Contact the international subsidiary of SAP. For Israel, in
addition to the conversion tool, you must also start a report. Ask the
responsible subsidiary or partner.
Other Terms
You must fulfill the following prerequisites so you can use the tool described
below for the changeover to the extended withholding tax:
• If you use the conventional invoice verification, you must change your
system to the logistics invoice verification prior to the start of the
withholding tax changeover. The conventional invoice verification is not
supported by the extended withholding tax.
• You should archive cleared items as much as possible. You can restrict the
quantity of the items to be converted considerably by archiving cleared
items, which reduces the runtime of the withholding tax changeover
accordingly.
• You should work out a concept for using the functions of the extended
withholding tax prior to the withholding tax changeover.
• You must not activate the extended withholding tax prior to the withholding
tax changeover for company codes that you want to change from the classic to
the extended withholding tax.
Solution
After you import these files, there is a tool in your system for the changeover
from the classic to the extended withholding tax. The English and German
documentation for this tool is in the directory
/general/R3server/abap/note.0186989 in the two files WTMG_DOCU_E_4.DOC or
WTMG_DOCU_D_4.DOC (in the Microsoft Word format). Take care in reading this
documentation prior to starting with the changeover, as you cannot use the tool
for the changeover of withholding tax if you have not read this documentation.
In addition, implement the notes listed in the composite Note 390148 in your
system (the note is valid for Releases 46B and 46C, as the withholding tax
migration is delivered by Support Package in these releases only. However, if
you use the withholding tax migration for Release 40B or 45B and you download
the tool using the SAPServ, these notes are also relevant for you (WTMG is in
the short text). Use the correction instructions that are specified for Release
46B).
If the translation of the withholding tax changeover tool is not in your logon
language, log on in English. The changeover tool is then available in English.
As of Release 470:

carefully prior to starting with the changeover, as you cannot use the tool for
the changeover of withholding tax without reading this documentation.

SAP strongly recommends you perform the withholding tax changeover in a test
system first and only convert production systems on completion of such a test.
