1 SCOPE
The scope of this specification is to provide the technical requirements for the design,
manufacturing, inspection, factory tests, packing, shipping, delivery to site, installation and
commissioning of Main LV AC Auxiliary Distribution Boards to be used in the distribution
network of TAQA/ADDC/AADC.

2 APPLICATION FIELD
This specification refers to Main LV AC Auxiliary Distribution Boards to be installed in the
distribution network of TAQA/ADDC/AADC.

3 REFERENCE DOCUMENTS
The list of the reference documents is indicated in the following paragraphs.
In case of discrepancy between these Specifications and any of the applicable Codes and
Standards, the following order of precedence shall apply:
1) TAQA/ADDC/AADC specifications
2) applicable reference standards
3) other documents.
The Supplier shall note that compliance of the Manufacturer with the provision of these
specifications does not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.

6 CONSTRUCTION AND DESIGN REQUIREMENTS

6.1 General
The Main LV AC Auxiliary Distribution Board - hereinafter referred to as MDB - is a secondary
selective switchgear (e.g. fitted with two redundant incomers and a normally open tie breaker)
meant to feed substation auxiliary equipment as well as the lighting and other services via the
relevant AC boards.
The MDB shall provide the following voltages:
• 400V, 50 Hz, 3-phase, 50 Hz, for power supply to auxiliaries
• 230V, 50 Hz, single phase, 50 Hz, for lighting, outlets, etc.
The MDB shall be of metal-enclosed, indoor floor-mounted, front access, free-standing type and
shall meet requirements as specified in the Technical Data Sheet (D-LV-SWG-AUX). The MDB
will be installed in indoor substations without air conditioning (but with natural ventilation).
The MDB shall be of sealed version and vermin, corrosion, dust and damp proof to comply with
degree of protection IP 43 as defined by IEC 60529.
Provision shall be made for top, or bottom entries for cables as appropriate. Same option to be
specified in the Technical Data Sheet (D-LV-SWG-AUX).
The MDB shall be supplied complete with all instruments, meters, indicators, control switches or
pushbuttons, indicating lamps, terminal blocks, wiring, circuit breakers, miniature circuit breakers
and miscellaneous devices, etc.
MDB’s Cubicles shall be fitted with LED lights controlled by door-operated switches. The lights
shall be combined with an accumulator-cum-charger and shall be installed in such a position to
illuminate the whole compartment.

Provision of louvers would not be preferred. However, louvers backed with metal screen are
acceptable on the bus bar chambers.
The temperature rise limits in the entire MDB (Horizontal busbars, Vertical busbars, Circuit
breakers, enclosure, etc) shall be in accordance with the limits specified in IEC 61439-1
considering an outside ambient temperature of 50°C. Forced ventilation/fans will not be
acceptable. If the temperature rise test has been done with additional louvers, the same shall be
included.
The MDB shall be completely factory assembled, wired, adjusted, and tested according to IEC
61439 series.
Concerning MDBS’s marking and identification, reference shall be made to Standard Technical
Specification, S-GEN-ID.
6.2 Electrical characteristics
MDBs shall be designed and constructed to comply with the requirements of the reference IEC
standards (ref. Table 2).
They shall be suitable to form part of a star connected, solidly grounded four-wire system.
The network parameters are described in the reference specification S-GEN-NET, while all
applicable ratings are summarized in the Technical Data Sheet (D-LV-SWG-AUX).
6.3 Mechanical design

6.3.1 General
The MDBs shall be dust & vermin proof construction and metal enclosed to FORM 4b of IEC
61439-2. The cubicles shall be partitioned internally to form individual metal enclosed
compartments.
The MDBs shall be divided into distinct vertical sections, each comprising of:
• A completely enclosed bus bar compartment for running horizontal and vertical bus bars.
• Completely enclosed compartment(s), one for each circuit, for housing the
circuit breaker. Each compartment shall have an individual hinged door with locking facilities (of
an approved type of lock) and door interlock. The individual hinged door shall be operated from
outside. It shall be possible to open the door only after the breaker is switched-off.
• A compartment for power and control cables.
• A compartment for relays and other control devices associated with a circuit breaker.
All internal separations to achieve the above compartments shall comply with IP2X requirement
as per IEC 61439-1 standard. Sheet steel barriers shall be provided between two adjacent vertical
panels running to the full height of the distribution board, except for the horizontal bus bar
compartment.
After isolation of power and control circuits connections it shall be possible to safely carryout
maintenance in a compartment/cubicle with the bus bar and adjacent live circuit. All live parts
shall be covered using IP2X barriers.
Wherever it is not possible to maintain the required clearance, sleeves or barriers shall be used to
provide sufficient insulation. However, for horizontal run of bus bar minimum clearance as
specified in Technical Data Sheets (D-LV-SWG-AUX) should be maintained even if they are
sleeved.

All identical circuit breakers of same size shall be fully interchangeable without having to carryout
modification.
Wherever, two breaker compartments are provided in the same vertical section, insulating barriers
and shrouds shall be provided in the rear cable compartment to avoid accidental touch with the
live parts of one circuit when working on the other circuit.
All modules shall be fixed type except air circuit breaker module.
The frames of the MDBs shall be fabricated using suitable mild steel structural sections or pressed
and shaped cold-rolled galvanised sheet steel. Frames shall be enclosed in cold-rolled steel U-
channels. Doors and covers shall also be of cold rolled sheet steel as well.
Enclosures shall have mechanical impact resistance of IK10 as per IEC 62262 frame thickness
shall be minimum 1.5mm. Test certificates for mechanical impact shall be provided for approval.
Edges and cover/door edges shall be reinforced against distortion by rolling bending or by the
addition of welded reinforcement member.
The MDB shall be resistant to salt mist and tested accordingly based on IEC 61439-1.
The MDB shall also be resistant to clamp heat according to IEC 68-2-30.
The complete structures shall be rigid, self-supporting, and free from flaws, twists and bends. All
cut outs shall be true in shape without sharp edges and shall be provided with neoprene/synthetic
rubber gasket.
MDBs shall be supplied with base frame made of structural steel sections. Supplier shall provide
all necessary mounting hardware required for welding the base frames to the insert plates. MDBs
shall be easily extendable on both sides.
The housing should be constructed so that they will be suitable for future extensions at either ends
and will allow for interchangeability of MDBs. All necessary cable boxes, glands and clamps
appropriate to the cable sizes shall be provided.
For the sake of allowing the implementation of the proper earthing arrangement depending on
whether the site classification (i.e. HOT or COLD), gland plate(s) shall be designed in a way that
they can be electrically isolated – via removable links – from the MDB frame/structure. The
removable links shall:
• Ensure electrical continuity when they are installed
• Be of suitable size against the maximum anticipated ground fault current
• Be installed in easily accessible positions
Be removable with standard tools.
Adapter panels and dummy panels required to meet the various bus bar arrangements and layouts
required shall be included in Suppliers scope of work.
MDBs shall be certified for seismic qualification with at least one of the following levels:
• 0.5g of shock level according to IEEE Std 693.
• Zone 4 according to IEC 68-3-3.
• Scale 7 according to Richter scale.
• Scale 9 according to Mercalli scale.
All MDBs shall be certified for vibration performance according to IEC 60068-2-57.

6.3.2 Busbars and Insulators
MDBs shall be provided with 3- phase and neutral busbars.
All bus bars and jumper connections shall be made of ETP Grade HDHC Copper of 99.9%
conductivity. Busbars shall be Tin-Plated.
The busbars shall be rated in accordance with the required continuous and short time current rating
specified in Technical Data Sheet (D-LV-SWG-AUX) and without exceeding the temperature
limit stipulated in IEC 61439-1 and IEC 61439-2.
The cross section of the busbars shall be according to the latest IEC 60865-1 recommendation,
uniform throughout the length of the MDB and shall be adequately supported and braced to
withstand the stresses due to the specified short circuit currents.
The neutral bus bar shall be of the same size as the phase busbar.
The bus bars to be located and sealed in a separate compartment. The busbar system is to be
arranged in the most favourable form taking into consideration the dynamic forces due to short
circuit and requirement of ventilation. The main horizontal busbars shall be located at the top to
facilitate maintenance.
All bus bars shall be adequately supported by non-combustible, track-resistant & high strength
type polyester fibreglass moulded insulators. Separate supports shall be provided for each phase
and neutral busbar.
All joints of busbars shall be provided with high tensile steel bolts, spring washers and nuts, so as
to ensure good contacts at the joints. Non-silver-plated busbars joints shall be thoroughly cleaned
at the joint locations and suitable contact grease shall be applied just before making a joint. All
hardware shall be of 8.8 grade and shall comply with ROHS requirements.
The Supplier shall furnish calculations along with the bid, establishing the adequacy of busbar
sizes for the specified current ratings.
Auxiliary buses shall be provided for control. The material for all auxiliary buses for control power
supplies shall be of high conductivity high purity tinned copper.
The supply for AC auxiliary buses shall be tapped from the main power buses before the in- comer,
for each switchboard.
6.3.3 Earthing Busbar
The earthing busbar shall be provided at the bottom of each panel and shall extend throughout the
length of the MDB. It shall be welded/bolted to the framework of each panel. Vertical earth bus
shall be provided in each vertical section, which shall in turn be bolted/welded to main horizontal
ground bus.
The cross-section of the earthing bus shall be according to latest IEC 60865-1 recommendation
and shall have sufficient cross-section to carry the momentary short circuit and short time fault
currents to earth without exceeding the allowable temperature rise.
The size and arrangement of earthing busbar shall be capable to withstand the electrodynamic
stresses caused during a phase to ground short circuit. Minimum dimensions shall be 50X10mm.
Suitable arrangements shall be provided at each end of the horizontal earth bus for bolting to

Substation earthing conductors. The horizontal earth bus shall project outside the MDB ends and
shall have predrilled holes for this connection. All joints to earth bus shall be made through at least
two bolts.
All non-current carrying metal work of the MDB shall be effectively bonded to the earth bus.
Electrical conductivity of the entire enclosure framework and the truck shall be maintained even
after painting.
Each module frame shall get engaged to the vertical earth bus. Before the disconnecting contacts
on the module are engaged to the vertical busbar.
All metallic cases of instruments and other panel mounted board shall be connected to
earth bus by independent standard copper wires of size not less than 2.5 mm2. Insulation colour
code of earthing wires shall be green/yellow. Earthing wires shall be connected to terminals with
suitable clamp connectors (soldering is not acceptable). Looping of earth connection, which would
result in loss of earth connection to other devices when a device is removed, is not acceptable.
However, looping of earth connections between board to provide alternative paths or earth bus is
acceptable.
CT secondary neutral point earthing shall be at one place only, on the terminal block. Such earthing
shall be made through links so that earthing of one secondary circuit shall be removed without
disturbing the earthing of other circuits.
All hinged doors shall be earthed through flexible earthing braid.
Caution nameplate ‘caution-live Terminals’ shall be provided at all points where the terminals are
likely to remain live and isolation is possible only at remote end.
6.4 Automatic switching-over

6.4.1 General
The normal incoming feeders and the tie breaker shall be connected to an automatic changeover
device (ATS). Parallel operation of both incomers is not permitted. The automatic changeover
power and control device shall be fed from DC system at the rated voltage specified in the
Technical Data Sheet (D-LV-SWG-AUX).
In the event any of the two incoming sources is lost, the automatic device shall change over from
the double ended to the single ended configuration of the MDB (i.e. the incoming breaker relevant
to faulty incoming section shall be open, while the tie breaker shall be closed).
The changeover shall be indicated on the alarm panel.
The secondary circuit breakers of the two main power supplies feeding the main 400V switchboard
shall have selector switch with two positions:
• Position 1: off duty
• Position 2: automatic.
Any tripping, either from sub-distribution protection or manually operated, shall block the
automatic changeover system. The blocking shall be indicated visually.
Automatic and manual interlocking scheme shall be provided between the two incoming circuit
breakers in order to prevent their parallel operation

6.4.2 Voltage measuring
A 3-phase voltage relay, which measures each phase independently, shall be provided.
The voltage level has to be 80-85% of the rated voltage in order to prevent a false indication caused
by remaining voltage at lost phase. Provisions shall be made such that actuation of the voltage
relay will automatically transfer all the bus loads with faulty power source to the other power
source.
In case of voltage dip below 70% of the rated voltage, the motors in operation on distribution board
connected on a faulty power source shall be switched-off automatically. On resuming the voltage,
within a pre-set time, which can be variable between 0.5 to 3 sec and upon the changeover device
activation or restoration of normal power supply, the motor starters (contactors) shall switch-on
automatically again in pre-selected time steps so that the starting current drawn by the starting
motors does not cause a voltage drop of more than 20% on the motor terminals.
There shall be a time delay (1-10 sec) of voltage indication to prevent the changeover device from
working at auto-reclose.
If measuring relays are placed in a control board, they must be connected via voltage transformers.
Measuring points are:
• Before breaker on secondary side of transformer
• On busbars.
6.5 Transient Voltage Suppression System
The Supplier shall furnish a transient voltage suppression system (TVSS) for the protection against
voltage surges and spikes.
6.5.1 Materials and construction
The circuit configuration of the suppression unit shall be thermal stress reducing & solid state.
The panel suppression unit shall be housed in an enclosure. The suppression circuit shall be totally
encapsulated in a thermally conductive chemical compound to enhance transient energy
dissipation.
Each complete suppression unit shall be Underwriters Laboratories UL (listed) or equivalent, as a
transient voltage surge suppresser per UL 1449, 1987 or equivalent.
Each unit shall bear the suppressed voltage rating for all protected modes, i.e., L-L, L-N, L-G.
The design of each model shall be tested in all modes to demonstrate the capability to withstand
1.000 sequential, category B3/C1, 6 kV/3kA, 8 x 20s impulses as described in ANSI/IEEE
C62.41-1991. The interval between impulses shall not exceed 30 seconds. Other aspects of the
tests shall be in accordance with ANSI/IEEE C62.45-1987. The resultant peak let-through voltage
of the last impulse shall not vary from the first impulse by more than +10% or -20%

6.6 SCMS requirements
MDBs shall be interfaced with the SCMS system. The following SCMS inputs shall be provided:
• Under-Voltage Relay: OPERATED
• Annunciation Device: FAILED
• O/C & EF relay operated
• Inter trip from ADDC side
• Changeover mode (Auto/Manual)
• Protection relay faulty
• Trip circuit supervision fail
• Main DC supply fail
• DC MCB trip for incomers and bus section
• AC MCB trip
• Primary & Secondary VT MCB trip for incomers and bus section
• Outgoing MCB trip
• LVAC Common alarm.
6.7 MDB composition
There shall be separate columns for each of the two incomers and the bus coupler.
The outgoing feeders shall be arranged in a suitable number of cubicles in a way to minimize the
overall footprint of the MDB, while meeting all segregation requirements previously described.
All cubicles shall have partitions in between to allow for an easy replacement or any faulty
functional unit. The flashover in any cubicle due to any reason shall not damage or affect the
adjacent ones.
After isolation of power and control circuits connections it shall be possible to safely carryout
maintenance in a compartment with the bus bar and adjacent circuits in live conditions.
All components shall be neatly arranged and shall be easily accessible for operation and
maintenance. The internal layout of all modules shall be subject to TAQA/ADDC/AADC’s
approval.
Outgoing feeders shall be suitable for the connection of both Copper (up to 240 mm 2) and
Aluminium cables (up to 400mm2). Specification of cables material shall be done in the Technical
Data Sheet (D-LV-SWG-AUX).
The MDB shall be arranged as per the description hereinafter.

The bill of material for each type of module and the number of modules is for bid purpose and any
modifications in respect of the following shall be amended as required during the
design/engineering stage.
• Addition /deletion/change of electrical hardware within module
• Changes in the number and types of modules in a board.
Incoming feeders and bus coupler.
The main components that apply to the normal power incoming feeders are:
• One four-pole pole air circuit breaker, withdrawable, with motor operated mechanism and equipped
with LSIG electronic trip unit (see the details in par. 6.9.1.1)
• Current transformers for Metering (as applicable, based on the requirements of the protection &
metering drawings), Ammeter and Protection
• Three digital Ammeters (one for each phase)
• Digital voltmeter with one seven-position selector switch
• Indicating LED lamps as required.
Outgoing feeders
• Moulded Case Circuit Breakers (MCCBs)
• CTs for metering (as applicable, based on the protection & metering scheme).
Annunciation system
Annunciation system shall have sufficient number of alarm windows. The alarm fascia shall have
translucent plastic window of 3x50mm (minimum) size engraved with appropriate function in
black letters for each alarm point shall be provided on the module.
Annunciator shall be suitable for operation at the DC voltage referenced in the Technical Data
sheet (D-LV-SWG-AUX) and shall have a single alarm buzzer common to all points. Three
pushbuttons for audible alarm acknowledge, trouble lamp reset and lamp test with appropriate
nameplates shall be provided common to all alarm points.
Annunciator shall be suitable for operation with both normally NC and NO alarm contacts.
Annunciation system shall be solid type of reputed make. On receiving an alarm impulse, even if
momentary, the appropriate alarm relay shall get energized and correspondingly a visible and
audible alarm unit. It shall be possible for the operator to reset the audible alarm even if the alarm
(fault) condition persists. However visible alarm shall not reset unless the alarm condition has
disappeared, and the operator then presses the lamp reset push button.
Annunciator shall have sealed in lamp indication and audible alarm shall be ready to operate by
any new alarm condition immediately after the alarm is reset for previous alarm condition.
Annunciator shall operate satisfactorily between 80% and 220% of rated supply voltage.
6.8 Power Source
The AC power is normally supplied from the main source i.e. from the station auxiliary
transformers (either 22/0.4kV or 11/0.4kV). There is no provision for feeding the MDB from and
EDG.

6.9 Switching devices and components installed in assemblies

6.9.1 Air Circuit Breakers (ACBs)


6.9.1.1 ACB main features and trip unit requirements
The circuit breaker shall be four poles, motorized, horizontal draw out type and shall have inherent
fault current breaking and making capacity as specified in the Technical Data Sheet (D-LV-SWG-
AUX).
Power connection terminals must be orientable both in vertical as well as in horizontal position
without any conversion kits.
ACBs shall be rated for a symmetrical rms service short circuit breaking capacity to IEC 60947-2
sequence II (rated service short circuit breaking capacity) at specified voltage and frequency,
meeting IEC 60947-2, sequence I, II, III and IV tests (for circuit breakers of utilization category
B), tested in an enclosure substantially the same as the enclosure in which they shall be installed.
ACB manufacturer shall provide selectivity and coordination tables with other devices such as
MCCBs, MCBs, switches etc. of the same make.
The circuit breaker shall be able to perform a minimum of 8000 electrical cycles.
It must be possible to fit the circuit-breaker with an integrated supply module capable of powering
the trip unit and the accessory modules with any auxiliary voltage (AC or DC) available in the
MDB.
The circuit breaker shall have embedded digital I/O (Inputs/Outputs).
Circuit breakers shall be mounted along with their operating mechanism on telescopic rails. The
cradle should be so designed and constructed as to permit the smooth withdrawal and insertion of
the breaker into it. The movement should be free of jerks and shall preferably be on rollers and not
on the flat surface. Suitable guides shall be provided to minimize misalignment of the breaker.
Main poles of the circuit breakers shall operate simultaneously in a way that the maximum
difference between the instants of contacts touching during closing shall not exceed half cycle of
rated frequency.
The main contacts should be of appropriate silver alloys. Only silver plating of the faces shall not
be acceptable.
Arcing contacts should be of tungsten base alloy and mere silver plating of the faces shall not be
acceptable. Arcing contacts must be separate from main contacts and one-piece butt type contacts
shall not be acceptable.
ACB assembly shall be capable of being easily removed for routine inspection of the chutes and
contacts.
Auxiliary switches, position indicators and necessary controls wiring shall all be mounted on a
substantial steel framework. This framework and all metal parts of the moving portion apart from
current carrying parts shall - when inserting the circuit breaker into the cubicle - be solidly earthed
before the circuit breaker reaches test position, the circuit breaker shall then remain effectively
earthed when it is in the cubicle.

The ACB to have 3 distinct positions.
• Fully inserted
• Test
• Isolated.
The ACB shall be equipped with a microprocessor-based trip unit. Same shall be totally enclosed,
programmable, self-powered, solid state, with interchangeable rating plug pluggable into front of
circuit breaker, tamper-proof and with transparent, sealable cover.
The trip unit shall measure RMS values (fundamental to fifty harmonic) by continuously sampling
each phase throughout every cycle. Trip unit shall be direct acting trip device, current transformer/
Rogowski coils/current sensor operated.
Two setting profiles shall be available and there must be the possibility to switch from the first to
the second based on the status of given digital input(s).
Main protection functions shall be as follows:
• The protection against overload (L/49) shall always be adjustable, with a delay up to 144s with
thermal memory
• The protection against short circuit, selective (S/50TD-51) shall always be adjustable, with a delay up
to 0.8s, and a pick-up threshold ranging from 0.6 to 10 times In
• The protection against short circuit, instantaneous (I/50) shall be settable with several pick-up
thresholds, up to 15 times In
• The protection against ground fault (G/50NTD-50GTD-51G-64) shall be settable with several pick-
up thresholds, ranging from 0.1 to 1 time In
• All the protection functions shall be excludable
• It shall be possible set the neutral protection up to 200% of the current of the phases
• All trip units must provide an instantaneous protection function against short-circuit (ANSI 50) with
Adjustable threshold
• Should be possible to integrate the double threshold function S-S2 (50TD) as well as REF and
Ground (64) by external zero sequence CT or/and by internal sensors, cyclical verification (47) and
3phase power factor (78)
• The trip unit must provide the following information on the last tripping events of the circuit-breaker:
o last 30 trips and last 200 Events
o Type of protection tripped
o Current/voltage/frequency on the three phases according to the protection tripped
o Date, time and progressive number of trips
o self-diagnosis function (this function shall periodically check the continuity of the internal
connections (trip Coil, rating plug, current sensors)
o LED signalling of any failure.
• The trip unit must provide self-protection against abnormal temperature: selection between either
circuit-breaker opening or alarm signalling only must be possible
• Must be available, for programming and visualization, HDMI display (colour) touch screen or LCD
as well as dipswitches for programming and the application cannot require other functions
• It must be possible to set a pre-alarm adjustable threshold for overload protection. Exceeding of the
set threshold shall be signalled by a dedicated LED on the trip unit
• The trip unit must include a function which can monitor the quality of the power absorbed and which
is able to disconnect non-priority loads defined by the user when the power consumed exceeds the set
limits.

The Tripping characteristics of the ACB shall be represented in a graphical form on the display
unit of the ACB or shall be available on a free application in a smart device.
The trip unit shall have the metering functions & accuracies as per IEC61557-12, comprising:
• Voltage (RMS) with 0.5 % accuracy
• Current (RMS) with 0.5 % accuracy
• Frequency. With 0.1 % accuracy
• Energy. (Wh,VAh) with 1% accuracy
• Energy. (VARh) with 2% accuracy
• Power. (W, VA) with 1% accuracy
• Power. (VAR) with 2% accuracy
• Power factor
• Peak factor.
The trip unit shall include the network analyser function which shall perform continuous
monitoring of the quality of energy (IEC 61000-4-30) and show all results through a display or
communication module. In particular:
• Average hourly voltage value
• Short voltage interruptions
• Short voltage spikes
• Slow voltage sags and swell
• Voltage unbalance
• Harmonic content up to 50th order.
All information shall be displayed directly on the screen or on a smartphone, tablet or PC using
the front port of the trip unit with necessary communication module or installation communication
as applicable.
The trip units must guarantee – through an integrated unit - the communication via the most
common Protocols without external gateway and data convertors as below mentioned:
• IEC 61850
• Profibus
• Device Net
• Modbus TCP/IP
• Modbus RTU
• Profinet
• Ethernet/IP.
The simultaneous use of two protocols shall be guaranteed.
Embedded in the Air Circuit Breaker there must be a module for supervision and cloud connection
which shall be provided as cartridge-type module to be mounted in terminal box of air circuit
breaker, without requiring additional space in electrical switchboard. The module shall be
connected to Ethernet switch via Ethernet cable.
It shall be possible to connect to one embedded cloud module/external cloud module through
Modbus TCP communication protocol or Modbus RTU.
It shall be possible to adopt power management of active/passive loads by trip unit with embedded
software. These functions shall be based on algorithm which allows loads to be controlled through
remote command from ACB trip unit according to plant priorities.

The trip unit should have a data logger function shall be incorporated to store information required
to identify the cause of a breaker trip and for preventative maintenance scheduling. Information
stored should include the following and to manufacturer’s recommendation:
• Protection tripped
• Opening data (current, voltage, or frequency)
• Time stamping (date, time, and consecutive opening number)
• Wear of contacts (%)
• Maintenance indicators
• Total operating time of the circuit breaker with circulating currents
• Waveform capture (based on protection releases)
• Date and time of the last maintenance session, scheduling of the next maintenance session.
Circuit breaker accessories shall include the following:
• Padlocking or key-locking provisions for all positions (disconnected, test, connected, closing
blocking, open)
• Overload, short circuit, and ground fault trip LEDS
• Trip indicator and reset button
• Operations counter
• On/ off pilot lights
• Shunt-trip coil and closing solenoid for remote control. (Also suited to communication)
• Bell alarm for remote overcurrent trip indication
• Charging lever for the closing spring
• Pushbutton for elimination of charging level
• On & Off buttons. The ‘On’ and ‘Off’ buttons are to be place behind sliding covers which serve to
prevent unintentional actuation
The busbar to be covered by automatic shutters when the ACB is in withdrawn position.
All mechanical interlocks shall be of preventative type and shall be arranged to prevent
malfunction as close as possible to the point at which mechanical force is applied, in order to
prevent defeat of the interlocks by distortion of linkages. Electrical interlocks shall also function
so as to prevent the closing of the circuit breaker before the interlocking demands are fulfilled.
Mechanical interlocks shall be provided which are designed to prevent:
• A closed-circuit breaker from being withdrawn or inserted into isolating the contacts
• Tripping by attempted isolation
• The closing of a circuit breaker except when correctly located in service or test position.
Circuit breakers of the same current and voltage rating shall be fully interchangeable, both
electrically and mechanically. It must be impossible to insert a circuit breaker with lower
data into a cubicle with higher data.

6.9.1.2 Operating mechanism
The following requirements apply:
• Circuit breakers shall be provided with motor operated spring charged mechanism. The motor shall
have a DC rated voltage as reference in the Technical Data Sheet (D-LV-SWG-AUX) and shall be
suitable to operate with voltage variation from 85% to 220%
• The charging time for closing springs shall not be more than 15 seconds
• After failure of power supply at least one open-close –open operation shall be possible
• Provision shall be made for emergency manual charging of closing spring
• Circuit breakers shall be provided with closing and tripping coils. The closing coil shall operate
correctly for voltage variation between 85% to 220% and trip coil for voltage variation between 70%
to 220%
• Mechanical tripping/closing shall be possible by means of front mounted red/green coloured trip push
button. These push buttons shall be shrouded to prevent accidental operation
• Circuit breakers shall be provided with mechanical indicating devices to show OPEN, CLOSE and
SPRING CHARGED conditions
• Circuit breakers shall be provided with an operation counter.
Circuit breaker shall be provided with under voltage release wherever specified.
6.9.1.3 Additional safety requirements
• A key lock in open position must be available; the lock is active also when the front shield of the
circuit-breaker has been removed
• By removing the front shield of the circuit-breaker, the operating mechanism area must remain
covered and insulated so that maximum safety during maintenance operation is guaranteed
• A double key lock must be available in the racked-in /test racked-out position
• The shutters of the fixed part must be lockable also from the front (without putting hands through the
fixed part area) when the circuit-breaker is withdrawn
• The circuit-breaker must be equipped with a transparent protective cover with 2 nos. key locks to
ensure degree of protection IP54.
6.9.2 Moulded Case Circuit Breakers (MCCBs)
Each of the outgoing feeders shall be equipped with 3-Pole Moulded Case Circuit Breakers
(MCCBs) which short-circuit rating shall be compatible to transformer short-circuit level and
which shall comply with the service conditions (D-LV-SWG-AUX).
MCCBs shall be designed, manufactured and tested according to the international IEC 61947
series standard or with the corresponding harmonized national standards, the CE “Low Voltage
Directives” (LVD) n° 2006/95/CE and “Electromagnetic Compatibility Directive” (EMC) n°
89/336 EEC. The product conformity with the above standards must be approved by a LOVAG
certified agency in accordance with EN 45001.
MCCBs shall be totally enclosed, constructed from high quality, high temperature resistant,
tropicalized, moulded insulating materials, for normal operation at maximum temperature within
enclosures at point of installation, and provided with quick-make, quick-break front operated
single toggle type handle mechanism for manual operation of main contacts in addition to
automatic operation under over-current conditions. Multi-pole breakers shall have common
integral trip bar for simultaneous operation of all poles. Ampere rating shall be clearly visible.

All terminals shall be box lug or clamp type solder-less anti-turn box lug or clamp type with set
screws, suitable for copper or aluminium conductors. By means of the double insulation technique,
moulded case circuit-breakers must guarantee complete separation between the power circuits and
the auxiliary circuits.
MCCB’s protecting outgoing feeder circuits shall be designed and constructed to have Ultimate
Short Circuit Breaking Capacity (Icu) of no less than 50 kA. The Service Short Circuit Breaking
Capacity, Ics shall be equal to 100%Icu
MCCBs shall be designed to provide positive trip-free operation and fitted with non-welding silver
alloy contacts. Adequate protection for the stationary and movable contacts shall be provided with
effective and rapid arc interrupting devices.
Up to 250A rating an inverse time delay thermal overcurrent trip element and a magnetic
instantaneous overcurrent trip element shall be provided on each pole of the breaker for common
tripping of all poles.
When Above 250A MCCBs shall be equipped with electronic trip unit (LSIG type). The MCCB
trip units shall be capable of energy monitoring without additional CTs and Meters.
Interchangeable rating-plugs shall be available starting from 400A. MCCBs equipped with
electronic releases must be available a dedicated function to verify the correct connection between
the trip unit, current sensor and trip coil. Any deviations must be signalled by a red led flashing.
When tripped automatically by over current condition, operating mechanism of circuit breaker
shall assume an intermediate position clearly indicated by the handle between on and off positions.
Selectivity with the HRC fuses installed in downstream panels shall be ensured.
Adequate vertical (at least 50cm above cable cleats) and horizontal spacing shall be provided to
permit connection of the phase conductors on MCCB terminals, whatever their formation. All LV
cables shall be terminated from front in a horizontal plane at one level and cleated inside LV
compartment.
6.9.3 Auxiliary MCBs
Auxiliary Miniature Circuit Breakers (MCBs) shall comply with IEC 61947-2 / IEC 60898.
MCBs shall be current limiting type with minimum short circuit breaking capacity of 10kA and
shall have a current rating as per the requirements referenced in the Data Sheet (D-LV-SWG-
AUX).
MCBs shall allow the connection of incoming supply on either side of the terminals without
reduction in short circuit performance.
MCBs shall be of compact construction type with DIN rail mounted inside the enclosure to
facilitate easy removal and mounting inside the Board.
Operating mechanism shall be effectively sealed, and terminal/exposed parts shall be protected
against unintentional contacts.
MCBs shall be suitable for at least 10000 operations.
MCBs shall allow manual closing/opening and automatic tripping on fault. Mechanism shall be
trip-free with indication for on-off. Multi pole MCBs shall be internally linked on the mechanism
to ensure tripping of all poles simultaneously. Separate trip position indication shall be provided.

Tripping characteristics shall be consisting of delayed thermal and instantaneous magnetic tripping
principle and characteristic of “C”.
Test push button shall be provided to verify correct function of the device when equipped with the
earth leakage detector.
6.9.4 Residual current circuit breakers
Residual current circuit breakers shall have the following features:
• Residual current circuit breaker with overload protection shall be comply to IEC 61009
• Operating voltage shall be 230-240 VAC 50-60 Hz
• Operating temperature -25 to 55°C
• Residual current circuit breaker with overload protection shall be available 10 mA to 100 mA
sensitivity
• Test push button shall be provided to verify correct function of the device
• RCBOs shall be available following type depending upon waveform earth leakage current and shall
be installed considering these requirements:
o AC type for alternating sinusoidal current. Application such as those which may occur due to
overlapping voltage impulses on the mains (e.g.: insertion of fluorescent bulbs, X-ray equipment,
data processing systems and SCR controls).
o A type alternating and /or pulsating current with DC components. Particularly suitable for
protecting systems which the user equipment has electronic devices for rectifying the current or
phase cutting adjustment of a physical quantity (speed temperature, light intensity etc.) supplied
directly by the mains without the insertion of transformers and insulated in class I (class II is, by
definition, free of faults to earth).
6.9.5 Switch disconnectors
Switch disconnectors shall have the following features:
• Switch disconnector shall comply to IEC 61947-3
• Utilization category shall be AC-22A or AC-23A
• Shall be available in 1, 2, 3, 4 poles as per the requirement
• Rated voltage shall be 230 / 400 V 50/60 Hz., Rated current shall be up to 125A
• Rated insulation voltage shall be 4kV
• Operational temperature -25 to +55°C, storage -40 to + 70°C
• Switch disconnector shall be din rail mounted construction with clear contact position indicator for on
and off with cage terminal for cable connection.
6.9.6 Relays
All relays and timers in protective circuits shall be flush mounted on panel front with connections
from the inside. They shall have transparent dust tight covers removable from the front. All
protective relays shall have a draw out construction for easy replacement from the front. They shall
also have built-in test facilities and shall be provided with necessary test blocks and test switches

DC auxiliary relays shall be designed for 110V DC unless otherwise specified in the Technical
Data Sheet (D-LV-SWG-AUX) and shall operate satisfactorily between 70% and 110% of the
rated voltage. Relays shall have adequate thermal capacity for continuous operation in circuits in
which they are used.
All protective relays and timers shall have at least two potentially free output contacts. Relays shall
have contacts as required for protection schemes. Adequate number of terminals shall be available
on the relay cases for applicable relaying schemes.
All protective relays, auxiliary relays and timers shall be provided with hand reset operation
indicators (flag) for analysing the cause of operation.
DC supply for Protection relays shall be controlled with separate MCB and monitoring at SCMS.
6.9.7 Current transformers
6.9.7.1 Current transformers, general features
Current Transformers shall be used for energy measuring and protection purposes.
Current transformers shall be of the cast resin insulated type and may be multi or single core type.
All CTs shall be marked in red, yellow and blue for the respective phases.
Cables connecting CT’s for measurement purposes shall be copper screened.

6.9.8 Indicating Instruments for Main LV AC Auxiliary Distribution Boards
The incoming sections of MDBs shall be fitted with 3-phase digital ammeters with instantaneous
elements plus maximum current demand and a reversible dial. The maximum demand indicator
shall be compensated for the site ambient temperature. One voltmeter of range 0-500V with
necessary connections and selector switch to provide all phase to neutral and phase to phase
voltage readings shall also be provided.
Ammeters provided on motor feeders shall have a compressed scale at the upper current region to
cover the starting current.
6.9.9 Control & Selector Switches
For control & selector switches requirements, reference shall be made to Standard Technical
Specification S-GEN-ENC.
6.9.10 Push Buttons
For push buttons requirements, reference shall be made to Standard Technical Specification S-
GEN-ENC.
All pushbuttons shall have one normally open and one normally closed contact, unless specified
otherwise. All push buttons shall be provided with integral escutcheon plates marked with its
function.

6.9.11 Indicating LED Lamps
For indicating LED lamps requirements, reference shall be made to Standard Technical
Specification S-GEN-ENC.
Indicating LED lamps shall be of the panel mounting and low watt consumption. The lamps shall
have escutcheon plates marked with its function, wherever necessary.
For Indicating LED Lamps Colour Specification, reference shall be made to Standard Technical
Specification S-GEN-ID.
When associated with push buttons, red lamps shall be directly above the green push button, and
green lamps shall be directly above the red push-button.
6.9.12 Control and Secondary Wiring and Terminal Blocks
MDBs/SMDPs/FPBs shall be supplied completely such that it is wired internally up-to the terminal
blocks, ready to receive control cables at site.
For control and secondary wiring and terminal blocks requirements, reference shall be made to
Standard Technical Specification S-GEN-CUB.
6.9.13 Heater
MDBs be equipped with a space heater. The space heater shall be protected by a two-pole MCB
with auxiliary N/C contact wired to a group alarm terminal and shall be equipped with sensors for
temperature and humidity control. The heater shall be located at a suitable position and its capacity
shall be as required to maintain the interval temperatures above the dew point taking into
consideration the specified environmental conditions. A switch for each heater shall be provided
so that the heater circuit can be switched “ON” or “OFF” as required independently. The heating
elements shall be installed vertically, with minimum all round clearances of 50mm and shall meet
requirements as specified in the Technical Data Sheet (D-LV-SWG-AUX).
The heater shall be installed in a way not to damage/overheat any other components inside the
Board.
6.9.14 Outgoing LV feeders for Main LV AC Auxiliary Distribution Boards

6.9.14.1 General

Provision for cable termination of LV Cables up to 240 mm2 Cu or 400 mm2 Al conductor
(selection of cable material to be specified in the Technical Data Sheet) shall be made for each
outgoing feeder. Outgoing MCCBs shall have built-in terminal to allow cable connection without
use of lugs.
Adequate separation (at least 10mm) between MCCB’s shall be maintained for ease of cable
connection.
The neutral conductor of each outgoing cable shall be terminated onto the neutral busbar.
Identification for LV outgoing cables shall be marked permanently above or below the respective
feeder according to Standard Technical Specification S-GEN-ID.

6.9.14.2 LV Cable Supports and Cleats
Steel cable supports and non-ferrous cleats shall be provided and fixed above MDB frame just
below cable break-out position. They shall be adequate to support the cable in normal service and
when subject to short-circuit. Means shall be provided to seal cable entries into LV compartment.
LV base frame cover fabricated in two half plates with sealable cable entry holes shall be provided
for vermin proofing of LV compartment.
Gland plate to be detachable to avoid cutting the cable while replacing the panel (type BW).
6.9.14.3 Labels
Each outgoing feeder shall have a blank engravable plastic circuit label of dimension 30mm x
30mm.
6.9.15 Nameplates
Nameplates shall be fitted to the MDBs in an easily readable position and shall bear the following
information:
• Manufacturer’s name
• Manufacturer’s serial number
• Year of manufacturing
• Rated voltage, kV
• Rated current, A
• Rated short-circuit current, kA/1s.
The module identification plate shall clearly give the feeder number and feeder designation. For
single front switchboards, similar panel and board identification labels shall be provided at the rear
also.
All nameplates shall meet the requirements as specified in the Technical Data Sheet (D-LV-SWG-
AUX).
Suitable plastic sticker labels shall be provided for easy identification of all boards, located inside
the panel/module. These labels shall be positioned in such a way to be easily & clearly visible and
shall identify the device with the same number give in the module wiring drawings.
6.9.16 Corrosion protection
For Corrosion Protection measures, reference shall be made to Standard Technical Specification,
Part: S-GEN-COR.

7 TEST

7.1 General
All MDB components shall be tested. The Supplier may be required to carry out any one or all of
the tests stated in this Specification under witness of TAQA/ADDC/AADC or their
representatives.
Testing Boards’ components assembly shall be performed in line with this General Specification
and in accordance with IEC 61439-2.
Acceptance by TAQA/ADDC/AADC’s representative of any unit shall not relieve the
manufacturer from any of his performance guarantees or from any other obligations.
Test certificates for each unit shall be submitted prior to delivery of the unit.
TAQA/ADDC/AADC reserve the right to perform checks during manufacturing process at any
time or all the times. It shall be at the discretion of TAQA/ADDC/AADC to witness tests on 100%,
or any percentage quantity of each lot for routine tests, apart from the type tests, wherever called
for. Testing of MDB assemblies shall include the factory and site tests.
7.2 Factory test

7.2.1 Design verification


Based on IEC 61439-1 design verification is intended to verify compliance of the design of an
assembly or assembly system with the requirements of the IEC 61439 series.
On the above regards the Original Manufacturer (ref. clause 3.10.1 of IEC 61439-1) shall provide
evidence of the design verification which can be performed by:
• verification testing
• verification comparison with a reference design(s)
• verification assessment, i.e. confirmation of the correct application of calculations and design rules,
including use of appropriate safety margins.
Above item a) corresponds to the type tests as formerly described in the superseded IEC 60439
series standard (ref. clause 3.9.1.1 of IEC 61439-1).
With reference to table D.1 of IEC 61439-1, the Supplier shall provide all documents showing
design verification of those characteristics which only applies either “verification comparison with
a reference design” or “verification assessment”.
Regarding the characteristics which can only be assessed through testing, then evidence shall be
given that the proposed Board’s components to be supplied under this Contract have been subject
to verification testing at an internationally recognised testing station.
Valid test certificates issued by independent (third party) accredited laboratories, e.g. DEKRA
(KEMA Quality), Intertek ASTA or other recognized body, to be provided for approval.
The enclosure shall be tested as per IEC 61439-1 along with a bus duct/bus riser flange and its
connection being an integral part of the type tested assembly. All LV panels shall be type tested
as per IEC 61439-2 standard.

The type test on the main busbar shall include straight run (horizontal), transient run (vertical) as
well as all the 90º angle joints on the main busbars and dropper busbars either at the top or bottom.
The main busbar connections to the disconnector links, vertical busbar connection to fuse links
shall be as per type test arrangement.

The bus riser interconnection with the low voltage switchboard shall be type tested.
MDBs shall be tested to minimize the risk associated with the propagation of an internal arc fault
of 50 kA for 0.3 sec. Internal arc tests as per IEC TR 61641 for internal arc protection with
certification covering criteria 1 to 7 / classes C. As per IEC TR 61641 during the test the points of
initiation shall be chosen to that the effects of the resultant arc provide the highest stresses on the
assembly.
If deemed necessary, TAQA/ADDC/AADC will decide whether additional tests are necessary to
be performed by the Supplier.
The Supplier shall submit certified copies of type test certificates of the Boards’ main components
(circuit breakers, etc.).
Type tests certificates/reports shall be considered acceptable if they are in compliance with the
relevant Standards and the following:
• Verification Tests conducted at an internationally recognised laboratory acceptable to
TAQA/ADDC/AADC. The Test laboratory shall be accredited to ISO 17025 standard. The final Type
test certificates shall be issued by an independent Certification body accredited to ISO 17065 standard
• Verification Tests conducted at the manufacturer’s laboratory and witnessed by representatives from
an internationally recognised laboratory acceptable to TAQA/ADDC/AADC.
If the presented verification test reports are not in accordance with the above requirements,
TAQA/ADDC/AADC may decide to ask for the verification tests to be carried out in the
manufacturer’s premises or other places subject to the approval of TAQA/ADDC/AADC and at
no additional cost. These tests shall be performed in the presence of an internationally recognised
laboratory, which should issue the relevant type test certificates upon successful test.
With reference to the afore mentioned table D.1, under all those circumstances where more than
one design verification option applies for a given characteristic of the assembly, then verification
testing shall apply.
7.2.2 Routine tests
MDBs shall be subjected to routine tests as per the relevant IEC recommendations (ref. chapter 11
of IEC 61439-1).
Routine test certificates shall be submitted for TAQA/ADDC/AADC’s review and approval before
shipment of assembly.

The following tests shall be performed as a minimum requirement:
• Loop tests of all wiring including Meggering
• A complete point to point test of all wiring against the latest wiring diagram shall be made to ensure
that the assembly has been wired in accordance with its wiring diagram and further to ensure that the
wiring diagram for any assembly is an accurate representation of that assembly.
• Each circuit or bus shall be subjected to an individual 1000V megger test with a minimum
permissible reading of 6 megaohms.
• Check of all meters and instruments
• In order to ensure correctness of the connections between the associated incoming blocks and the
instruments and meters, it is required that three-phases voltage and current be applied at the terminal
blocks with the proper phase angle relationship to check the direction of rotation.
• Complete functional test
• Interlocking tests
• Mechanical Inspections
• Insulation test
• Visual inspection of the entire Board, in order to ensure that all components are mechanically
assembled and fixed properly and that there are no imperfections shall be performed.
7.3 Site Tests

8.1 Documentation supplied during the tender


The technical documentations to be produced by the Supplier for the economical offer shall contain
the following items:
• The datasheet duly filled (D-LV-SWG-AUX)
• Preliminary general arrangement of the Board with the main dimension and with detail of the cable
box
• List of the Boards manufactured, with the same ratings of that requested in the offer, in the last 10
years
• Type test/verification testing reports of short circuit withstand capability of the Boards with similar
rating performed in the last 10 years
• Corrosion protection
• List of deviation from tender specification.
8.2 Document to be supplied after the order
The technical documentation to be produced by the Supplier after the order shall contain the

8.3 Documentation for homologation, certification and approval (TCA)
The Supplier, for each Board type code to be subjected to homologation, certification or approval
procedure, shall make available a complete documentation set containing calculations, drawings,
schematic diagrams, pictures of the board, internal and external, descriptions, list of
characteristics, performances, assembling, maintenance and operational norms and whatever
necessary for the complete acknowledgment of the board.
All the final technical documentation shall be delivered in electronic form.
Not reserved documentation is the documentation issued by the Manufacturer that allows to
verify, directly or indirectly, the compliance of the Board with the prescription of this specification.
The Manufacturer authorizes the diffusion and the reproduction of this documentation within the
ADDC/AADC.
It shall contain at least:
• List of all the documents, including the list of the reserved documentation (type B)
• List of the Suppliers of the main components and parts
• Manual of the transport, installation, operation and maintenance
• Drawing of the rating plates
• Overall drawings and relevant details of both the completely assembled board (as in operation) and of
the board transportation
• Drawing of the auxiliary circuits
• Test reports of the board
• Test reports and certifications of the subcomponents and materials used
• External pictures
• Calculation of the capability to withstand the short circuit (in case of the test is not performed)
• The data requested in the form D-LV-SWG-AUX updated and validated after the homologation
• Certification or approval process.
Together with each Board supplied (compliant to the relevant approved type), the Supplier shall
deliver the documentation considered reserved, of which the Supplier does not authorize the
diffusion, used to completely identify the design and the manufacturing of the Board. It shall
include all the elements required in this specification and the documentation of the origins of the
materials not reported in “not-reserved documentation”. Such documentation will be overviewed
by the TAQA/ADDC/AADC representatives or by the certification body during the homologation
or certification and will be archived by the Supplier.
For the identification of the prototype the manufacture shall prepare a report where the design of
the board is described, with particular reference at the construction solution adopted.

9 DELIVERY, HANDLING AND LOGISTIC ISSUE

9.1 Packaging and transportation


If necessary, the Boards shall be arranged for delivery to site in section which can be easily placed
into positions and then bolted together. Lifting lugs shall be provided for each section, as
applicable. However, the Board is to be shipped from factory with assembled busbar system,
apparatus group and metering system.
9.2 Installation and erection
The Supplier shall ensure that his offer shall include all items, whether or not explicitly specified,
but which are considered necessary for a complete, safe and satisfactory installation. The Supplier
shall also ensure that the offered Switchgears shall be of suitable layout and dimensions for the
locations specified. A complete set of plans indicating details and fixing dimensions together with
the necessary number of foundation blots for each board shall be submitted.
The Board, to be offered, shall be complete in all respects for the effective and trouble-free
operation when connected to the system.
9.3 Storage
Manufacturer shall provide storage and preservation procedures to allow TAQA/ADDC/AADC
properly store the Boards prior they are installed in the designated substation.

10 EXCEPTIONS
Possible exceptions to the present prescriptions, concerning the adoption of technical and/or
manufacturing aspects different from the ones prescribed in the present specification, can be
evaluated by TAQA/ADDC/AADC.
In such a case, TAQA/ADDC/AADC will take into account the opportunity to require additional
tests with regard to the technical/manufacturing proposed solutions.
Such exceptions can be approved by TAQA/ADDC/AADC.

The drawing shows a general layout for the sake of representing typical MDB configuration, dimensions and
arrangement. It shall be the Manufacturer’s/Supplier’s responsibility to provide with the actual general arrangement
drawing of the purchased MDB;

Dimensions and arrangement shall be confirmed prior the civil drawings are finalized.
