II. PROBLEM STATEMENT :

The Pre-Test in Phil-IRI from Grades IV- VI depicts that there are 85
frustration and non-readers in English and Filipino and 32 pupils who are non-
readers in Grade I-III with a total of 117 Non-Readers for SY 2019-2020.

III. PROBLEM OBJECTIVE STATEMENT:


To decrease the number of Non Readers in from 117 to 93 or by 20% by
the end of SY 2020-2021.
