1. PROJECT DESCRIPTION

In June 2020, Masdar signed an agreement with the Ministry of Investments and Foreign Trade of the
Republic of Uzbekistan and JSC National Electric Grid of Uzbekistan to design, finance, build and operate a
500-megawatt (MW) utility-scale wind farm project (the project).

The project will be developed by Shamol Zarafshan Energy FE LLC (the Company), a special purpose
company incorporated in Uzbekistan, wholly owned by Masdar.

The project is located to the east of Zarafshan City, in the Tamdy District of the Navoi
Region, Uzbekistan. The project will include 111 wind turbine generators (WTGs) proposed with an
anticipated capacity of 4.5 MW resulting in a site capacity of up to 500 MW.
With a capacity of 500 MW, the project will provide enough electricity to power 500,000 homes. Once
completed, the wind farm will displace 1.1 million tons of carbon dioxide per year.

Construction activities of the project are targeted for December will commence in July 2022 with SEPCO III
appointed by the Company as the Engineering, Procurement and Construction (EPC) Contractor on the
Project.

2. OBJECTIVE

This document is a project specific traffic and transportation management plan to be implemented by the
EPC Contractor. This document is considered part of the ESMS that will be implemented during the
construction phase of the project. The objective and scope of this plan includes the following:

 Identify project related traffic requirements to include but not limited to delivery of materials,
equipment, machinery, transportation of workers and other

 Identification of onsite and offsite traffic management and procedural requirements to ensure a safe
environment for all road users, protection of activities, workers, visitors and the general public from
traffic and transportation hazards

 Identify training requirements related to the plan

 Identify monitoring and reporting requirements related to the plan

 Identify roles and responsibilities related to the plan

This document is considered a live document that will be regularly updated to accommodate changing
circumstances.

3. PROJECT TRAFFIC REQUIREMENTS

This section provides a summary of the Project related traffic activities that will be undertaken during the
construction of the project. This includes the transportation of material, transportation of project workers,
service works, and other visitors, each of which is discussed in further details below.

3.1 Delivery of Materials, Equipment and Machinery

The main traffic requirements for delivery of materials, equipment and machinery will include the wind
turbines, electrical infrastructure, site machinery, and construction material. Such transportation
requirements will rely on national road networks from the port and other locations where materials will be
sourced.

All haulage requirements for delivery of materials, equipment and machinery will be contracted to a third
party by the EPC Contractor. A summary of the transportation requirements of each is provided below.

EPC Contractor will provide the Company with the finalized delivery timetable for approval and notify them
of any material changes to the timetable with proper notice in advance.

3.1.1 Turbines

Wind turbine components have large dimensions and weights, and their transport often poses a challenge
to the existing roads and infrastructure. The heaviest component is the nacelle (approximately 46.1 tons),
while the highest component will be the bottom tower section (and which is approximately 5m). In
addition, the blades will be approximately 76.293m long.

Given the increasing size, weight, and length of components of the wind turbines, proper transportation
and logistical solutions is required for managing the heavy-load long-haul requirements.

The turbines will be delivered from Baiyin city to the project site. A route survey shall be being undertaken
and upon completion will be appended to this plan.

The route survey / transportation plan should: (i) clearly identify sensitive social and environmental
receptors along the main transport route; (ii) undertake consultations with local authorities and
communities (in areas where significant risks occurs); and (iii) identify risks posed to road users and
communities related to construction traffic, abnormal loads and provide for implementation of adequate
mitigation measures (including any road upgrade work required).

3.1.2 Electrical Infrastructure

The figure below presents a histogram for the transportation requirements for the electrical infrastructure
per month. This includes equipment such as inverters, transformers, and cables and other as applicable.

3.1.3 Site Machinery

3.3 Services

This will mainly include transportation of service requirements to the project site to include potable and
non-potable water tanks as well as waste collection trucks (solid waste, wastewater and hazardous waste).
The table below provides a summary of the transportation requirements for services that are anticipated
for the project.

3.4 Other Visitors

Non-employee visitors to the site may include site inspectors, lenders or their representatives, and will not
generate a significant amount of additional traffic to the site.

3.5 Type of Vehicles

Taking the above into account, the type of vehicles that will be required for the execution of the project is
provided below:

Traffic Accident
For any traffic accident which may occur the following will be implemented for offsite and onsite accidents.

Grievance Mechanism
Any submitted grievances related to the traffic management will be handled in accordance with [REF 03 –

and Working Conditions Management Plan] (related to workforce).

5. TRAINING REQUIREMENTS

This section provides an overview of the key training requirements that are considered applicable for this
plan. Please refer to [REF 06 – E&S Training Management Plan] for additional details.

5.1 Workers

 As part of the HSE induction training that will be implemented for all workers (EPC Contractor,
subcontractors, security personnel, etc.), the EPC Contractor E&S Manager will include a module on
traffic and transportation management. Including defensive driving and driving under adverse weather
conditions.

 The above requirements will be communicated to workers again via repeated Toolbox Talks (TBT)
during the construction phase of the project.

5.2 Drivers

All designated drivers engaged on the project by will undergo a specialized training on driving that will
focus on the following key aspects:

 Traffic signs

 Speed limits

 Road safety

 Driver’s instructions

 Defensive driving

 Driving under adverse weather conditions

5.3 Haulage Company Drivers

As discussed earlier, a third-party contractor(s) will be engaged to undertake specific transportation


requirements for the project. The third-party contractor(s) will be required to provide training to drivers on
safe driving practice, including the relevant requirements and rules included within the plan and the

Such a requirement will be included in contractual agreements and the haulage company will be required

5.4 Crane and Telehandler Operators

Inspections shall be undertaken for the operators of the cranes and telehandlers through a third-party
specialized company. Certification for the operator to operate the machinery shall be provided by the
third-party prior to any operations onsite. Such certifications shall be renewed as required by the third-
party inspectors.

6. MONITORING AND REPORTING REQUIREMENTS

 Monitoring and reporting requirements will be undertaken (daily site walkovers, weekly site
inspections, audits, weekly reports and monthly reports) as discussed in detail within the [REF 00 –
Construction ESMS Manual] which will ensure that the above procedure requirements are fully
implemented.

 KPIs are established to measure and monitor the effectiveness of implementation of this plan. The KPIs
that shall be implemented are summarized in the table below and shall be included within the
reporting requirements identified within the [REF 00 – Construction ESMS Manual] as applicable

7. ROLES AND RESPONSIBILITIES

This section identifies the roles and responsibilities for the key personnel involved in the implementation of
this plan.

7.1 EPC Contractor Site Manager

 Overall responsibility over the traffic on the construction site area including office and camp area.

 Ensure resources required are available for the implementation of this plan.

 Oversee the implementation of this plan.

 Ensuring site traffic management is appropriately planned, organized and supervised.

7.2 EPC Contractor E&S Manager

and construction team regarding Traffic Management Plan issues.

Banksmen and flagmen will ensure clear and precise commands are given to all machine operators and
drivers. Banksmen and flagmen will be readily identifiable to all during project execution by wearing a
different colored helmet and high visibility vest to other operatives. In addition, they will:

 Check all assigned tools (flags, signals, reflective vests etc.) to make the job

 To ensure speed limit at site are enforced and report immediately any deviation observed

 Regularize the vehicle and pedestrian movement according is instructed

 Guidance to vehicle driver and pedestrian.

activities.

 Ensure all drivers sign and understand the “Drivers Instructions” and provide signed copies to EPC
Contractor

 Ensure all drivers have valid driving licenses at all times and appropriate vehicle licenses and
certificates. Provide copies to EPC Contractor

 Ensure all drivers undergo appropriate health checks and provide copies of reports to EPC Contractor

 Install vehicle tracking solutions on all trucks as required by the Plan

 Report to EPC Contractor any incidents of non-compliance with driving regulations identified within
their operations, supplying the name of the driver and details of the offence

 Provide EPC Contractor on any change throughout transportation such as delays on delivery routes,

The following rules will apply for all drivers (whether from EPC Contractor, subcontractors, or other third-
party companies providing haulage and transportation services). All drivers will be required to read the
instructions below and sign-on these rules with a record maintained onsite at all times.

 Driving will be prohibited if the driver is tired, sleepy or under medication which may impair
performance
 Consumption of alcohol and drugs is prohibited at all times and drivers may be subject to random
drugs and alcohol testing or if under suspicion of consumption by any driver
 All drivers must refrain from using their mobile/cell phone while driving. Check messages and make
phone calls during your regular driving breaks. If the use of a mobile phone is urgently needed, it is
required that the operator stop the vehicle and then make / answer a call
 Drivers shall never eat when operating a vehicle, it increases the chances of distraction and thus
increases the chance of accidents
 Passengers shall not be transported in the rear of pickups or on truck beds, if they are, the trucks or
pickups shall be provided with proper seats or benches
 Drivers shall not transport more passengers than the number of seat belts provided in the vehicle

8.6 REF 13 – PRC 1: Instructions for Banksmen and Flaggers

a. Banksman or Signaler

A banksman or a signaler is the individual in charge of crane operations within a site. Because cranes may
not always have great visibility of the loading area, the banksman comes in handy in the management of
such activities. The banksman is also known as the reversing assistant in many civil engineering circles.

 The banksman is in charge of helping manage traffic flow, movement and direction of site vehicles.

 He assists and guides the crane drivers in their duties of reversing and unloading. As there is a lot of
movement on the site, the banksman is an essential part of the smooth flow of operations.

 He is often needed in helping to load and unload vehicles or cranes, and the direction of the movement
of other plant machines. At times there may be excess goods which the loaders can't effectively handle
without additional assistance.

 Since the banksman directs the flow of traffic he needs to ascertain that the loading area is clear of any
obstructions. He will need to constantly monitor the bucket and surrounding loading areas for any
underground services.

 The banksman faces the danger of a reversing vehicle not seeing him; therefore, there must be a safe
system of work to ascertain the banksman's safety especially as they monitor the bucket and loading
areas.

Banksmen shall be appointed to ensure clear and precise commands are given to all machine
operators/drivers. Banks men shall be readily identifiable to all concerned in the operations (by wearing a
different colored helmet and high visibility vest to other operatives).

Banksman uses his hands to convey instructions to the plant’s operator as illustrated below:

b. Flagger

Flaggers are workers on construction sites who control traffic. They are along roads and cross ways and
help keep traffic flowing through a construction zone, despite a shutdown of lanes. Flaggers often work in
teams, with each person controlling the flow of traffic in a certain direction.

Flaggers need to stand on their feet for long periods of time and understand how to control traffic to the
best of their ability. Flaggers may put out traffic cones and use signs and hand signals to communicate with
motorists. Flaggers need to be confident enough to stand in front of cars, sometimes in blazing heat,
sometimes in the middle of the night, to make sure that traffic is no more snarled than it has to be.

A red flag shall only be used to control traffic in an intersection where the flagger is positioned within the
intersection or in emergency situations when Stop/Slow paddle is not available. The following signals apply
by flaggers.
