The overall objective of Delivering improved, gender-equitable, and resilient food and nutrition security to at
the project least 168,521 vulnerable households of the Char and Haor regions in Bangladesh until
2024.

Introduction:
Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO) III Plus
Activity is a two-year program (2022-2024) funded by the United States Agency for International
Development (USAID). The program aims to deliver improved gender-equitable food and nutrition
security and resilience for 168,521 Poor and Extreme Poor (PEP) households in the char and haor
regions of northern Bangladesh. Building on the successes of the predecessor program, the
SHOUHARDO III Plus Activity works with participants to pursue diversified sources of income, support
inclusive and sustainable agricultural-led growth, enhance access to markets, especially for women and
girls, and improve access to financial services for PEP participants. The program also promotes
increased consumption of nutritious foods and micro-nutrients for children under five years of age,
pregnant and lactating women, and adolescent girls. The program continuously engages and links the
program-facilitated Local Service Providers (LSP) with the public and private sectors to achieve its aim.
SHOUHARDO III Plus Activity integrates gender, governance, Disaster Risk Reduction (DRR),
environment, and private sector as cross-cutting components to maximize the program's impacts.

Background of Consultancy:
Incorporating gender equality and social inclusion analysis into a program increases the likelihood that
it will achieve the maximum potential of its intended impact. A program that seeks to strengthen
community voices and improve accountability – needs to understand who is excluded and why in order
to break down barriers and facilitate opportunities for those who need them most. Otherwise, it risks
ignoring the most vulnerable, reinforcing patterns of exclusion and discrimination, or exacerbating
tensions or conflict – in sum, if we fail to apply a gender and inclusion lens to our work, we risk doing
harm. The program will focus on, firstly, increased equitable access to income for youth, women, and
men, and nutritious food for men, women, and boys and girls. The program will continue to work with
participants in pursuing diversified sources of income, support them with inclusive and sustainable
agriculture-led growth, and enhancing access to markets especially for women and female youth.

Consultancy purpose:
Girls and women are at the core of SHOUHARDO III Plus’s development agenda, who were particularly
more vulnerable during the pandemic, flash flood, and Ukraine war in terms of income, food security,
healthcare, GBV, and other aspects.1 Specially the socio-cultural setting of rural Bangladesh already
poses difficulties for girls and women to navigate their lives, and the added pressure of the pandemic
has been observed nationally to make it worse in the past years. SHOUHARDO III Plus has proactively
monitored the situation of girls and women at home, their workload, GBV, income options, market
access, use of technology, and coping mechanisms from their perspective. There is a dearth of
understanding of the role of boys and men in these areas related to WE, especially the previous findings
related to GBV. Engaging boys and men in the dialogue and activities to reduce GBV is crucial. The
program has continuously encountered challenges in finding the results from the program areas that
represent the national statistics related to GBV 2. To compliment that, SHOUHARDO III Plus Activity
program aims to conduct a Gender analysis of the perspective of the condition and status of men and
women, boys and girls regarding WE and GBV, in terms of the current understanding and scenario
(service provisions)), and what direction should the WE and GBV related activities go-to for its future
sustainability keeping in mind the remaining timeframe of the program.

Overall objective:
 To identify constraints/barriers that affect equitable relationships in both private and public
spaces between men and women and to identify ways to engage men and women that may
affect program outcomes around the service model.

Specific objectives:

 Identifying the differing needs, roles, interests, opportunities, barriers, and experiences of
women and men, boys and girls in household livelihoods.
 Identifying the root cause of why women and men, boys and girls in household livelihoods are
holding power and why counterparts are excluded systematically.
 Provide an implementation plan to provide a platform for analysis of existing gender
constraints, emerging changes, and the pace of those changes and their implications for
development outcomes in SHOUHARDOIII Plus Activity, to suggest a strategic roadmap of key
activities under each purpose and approaches that will provide the basis for successful gender
integration in terms of outlining key inputs and activities as well as expected outputs, outcomes
and impacts of the gender integration and to inform of specific actions that may be beyond
program capacity or may need multiple actors and or higher level actions to address gender
equality.

Study Key Questions


The gender analysis will answer the following key questions:
1. What are the differing needs, roles, interests, opportunities, barriers, and experiences of women
and men, boys and girls in household livelihoods?
2. Do men and women face equal barriers and experiences in agriculture and nutritional well-being
and service provisions in the SHOUHARDO III Plus areas?
3. What are the attitudes and perceptions of community members towards women's participation in
community actions/ rights awareness events/development campaigns?
4. What barrier do women and adolescent girls face in linking with markets and services (public and
private)?
5. Are women and men treated equally in activities related to entrepreneurship and employment?
6. Do women have equal power to make decisions in household and social activity?
7. What violence and vulnerabilities (Child marriage, dowry) do women and adolescent girls face in
engaging in agriculture, nutrition, and governance activity?
8. How do time and gendered division of labour affect the ability of women and girls to act in activities
related to livelihoods and to access local services?
9. What opportunities are available to transform and equitably support women to participate in
income and social activity?
10. What are the perceptions of family and community about men and women’s participation in social
activity?

Methodology:
The study will be a qualitative analysis of primary data collected from the PEP households in
SHOUHARDO III Plus Activity areas. The activity has already designed the inception report outlining the
design matrix. Now, the consultant (s) will develop a detailed field plan in consultation with the
SHOUHARDO III Plus Program, CARE Bangladesh, to collect the field data. The work plan will describe
how the consultancy will be carried out and may propose refinements to the scope of work. The Chief
of Party, SHOUHARDO III Plus Program, will approve this work plan. A mixed-method approach will be
used to get the required information from the different stakeholders from Kurigram, Jamalpur,
Kishoreganj, and Sunamganj. Each district will cover 8 Upazilas and 16 Unions/villages. The primary
respondents will be pregnant and lactating women (PLW), Husbands of the PLW, Community groups,
Village development committees, Local /religious leaders/teachers, Program staff, relevant government
and private stakeholders, and experts from the national level. A total of 32 FGDs, 24 IDIs, 40 KIIs, and 8
case studies to be conducted. All the primary findings are to be triangulated with the secondary
literature review and prepare the report.

Ensure No Harm: The project will ensure no harm during data collection on GBV by; i) Inquiring about
recent VAW incidents and ensuring that female respondents will be facilitated in a way to identify
incidents of VAW that occurred with any one of the community, not unnecessarily with herself, ii)
sharing with husbands and men about the purposes and process of interview and receiving their
feedback and when possible inviting them to join a men only parallel FGD/KII session iii) building on
CARE existence/reputation in the community to show clear positive intent and public clarification of
study objectives.
Participation of men and boys: Ensure maximum participation of men and boys in the study at all
stages. This would be achieved by i) Ensuring their participation in separate or joint FGD/KII/PRA
sessions as appropriate, ii) Public introduction of this study as a part of the bigger program and not a
stand-alone activity by narrating some of the positives achieved in the same area or similar contexts
with strong gender mainstreaming; iii) ensure cultural sitting, timing, inquiry and facilitation methods
are employed for both men and women iv) drawing clear benefits for men and boys especially younger
children when women are empowered to make some key decisions on food, health and expenditure.
Innovative tools and methodology are desired in the proposal from the consultant with relevant ethical
approval (need-based), field operations, and research protocol; the SHOUHARDO III Plus management
requires prior approval before any decision is made. CARE Bangladesh SHOUHARDO III Plus team will
provide all necessary background information (such as program area, previous reports, research
documents, etc.).

In addition, the assessment should be carried out by involving different stakeholders of the program,
such as community leaders, religious leaders, local government (for instance, UP NNPC, Department of
Women’s Affairs, Department of Youth Development, Local Government and Rural Development etc.),
central government (for example, Ministry of Health and Family Welfare, Ministry of Women and Child
Affairs etc.), market leaders, respected individuals in the community, SHOUHARDO III Plus staff and the
participants. The field plan and tools should be adjusted in consultation with CARE Bangladesh and
finalized before implementation. The tools to be used in the study should be designed keeping boys and
men in mind and should consider any contradictions that may arise and be particularly sensitive toward
adolescents. Before commencing the study, BHA/USAID approval will be needed on the methodology
and instruments proposed for the study. Written informed consent forms are essential before
commencing any interviews or discussions.

Note: The consultancy firm will maintain regular communication with the key contact person(s) of CARE
Bangladesh throughout the assignment period.

Timeline: January 1, 2024- February 29, 2024

Four districts of both regions of Char and Haor will be purposively selected. From Char, Kurigram, and
Jamalpur, From Haor, Kishoreganj, and Sunamganj will be covered. Each district will cover 8
Upazilas and 16 Unions/villages.

Key Deliverables & Timeline:


The consultancy is expected to start on January 1, 2024. The winning consultants/firm will get 60
calendar days / two months from the signing of the contract to provide satisfactory final deliverables
without fail, as no time extension will be granted.

Below are some examples of deliverables usually required.

o Literature review based on regional, national, and international data along with SHOUHARDO III
Plus internal documents
o Detailed field Plan
o Revised tools for data collection
o Training manual for the orientation of data collectors/research colleagues
o De-briefing notes in the form of a PowerPoint presentation twice during the data collection phase
o All complete interview audio and reports with observation notes with systematic data labeling. All
raw data & analysis (datasets, interview notes, recordings, etc.)
o All signed informed consent/assent forms
o A draft report with annexes (list of respondents, methodology, tool, consent forms etc.)
o A detailed final report (and after receiving comments on the draft report and addressing them),
including an abstract/executive summary, recommendation, and all relevant annexes to be
accepted by CARE team.

Final Report Requirements


The consultant is accountable for maintaining the requirements for the content, format, or length of the final
report, overall quality, and approved timelines. They will produce a comprehensive report that assesses the
achievements, relevance, coherence, coverage, effectiveness, efficiency, outputs, and early outcomes of the title
of the project/program/initiative so far and provide prioritized recommendations to maximize results. To simplify
this process, CARE has developed an evaluation report template that can be modified to meet the needs of all
projects, programs, and initiatives.

The contract will be a deliverables-based contract, and each payment will be contingent on receiving the agreed
deliverables in their final versions at acceptable quality standards.

The report must include:


 A Title: A title that conveys the name of the project, location, implementation period, as well as the main
impact or key finding of the report.

 An executive summary that focuses both on process as well as impact (except for baseline evaluations
where we would not expect to see impact data) that is no more than 2 pages in length and is formatted
so that it can be printed as a stand-alone 2-pager about the project. If it is an evaluation report, then
include 3-5 key impacts/findings: What changed because of the program? What happened in the world,
and why did it matter? These are the most significant accomplishments, supported by solid evidence.
Each impact should be written as one or two sentences. Talk about impact early on the report so that
the audience does not have to read the entire report before seeing evidence of change.
 A clear methodology section: the methodology should explain the evaluation questions and how the
methodology chosen appropriately answers those questions. It should also contain key ethical
considerations and a description of how the evaluators protected participants and personally identifiable
information.
 3-5 key lessons learned: These should be short, actionable, and the most important aspects of what the
program/analysis found. They need to be relevant and new for people outside of the direct program.
They should also include highlights of what to improve in the future
 3-5 bullets describing how the project got to impact/3-5 recommendations: It is important to have non-
jargon descriptions of what a project did to get to impact. These are highlights of the most effective,
relevant, and scalable approaches and tools. If this is an analysis and not an evaluation, then this section
should be 3-5 key recommendations for what the project/program/initiative should do based on your
findings.
Shareable Evidence: Evidence collected by the consultant from the conclusions and recommendations must be
submitted along with the final report. All datasets, qualitative interviews, and underlying data are owned by CARE
and are included in the final deliverables. Sources of all evidence must be identified, and conclusions must be
based only on the evidence presented in the report, and recommendations must directly correspond to the
conclusions.

Evaluation Criteria:

Project should decide how they will ensure high-quality study, so the weightage distribution of scores between
Technical and Financial could be adjusted as per program sensitivity and complexity.

The consultant will be evaluated based on the following weight: 100 marks.

 Technical Score: 70%


 Financial Score: 30%

Minimum expertise requirement /Team composition:


The consultant(s) should have a minimum of 15 years of experience in conducting gender analysis,
women empowerment-related studies/research, or similar, and creating instructional learning content
for organizational capacity development needed for this study. The following are the main
requirements:

using different research techniques
- Strong knowledge and understanding of the relevant
government departments and agencies, their institutional and
legal framework, NGO, private sector, and their mode of
operation in Bangladesh. Private sector experience would be
desirable.
- Excellent report writing and verbal communication skills

Human resources for consultancy


To conduct this qualitative study, a partnership between SHOUHARDO III Plus and reputed national
universities (both public and private) or research firms in Bangladesh is required. SHOUHARDO III Plus
has in-house expertise through its Women Empowerment & Advocacy Unit, Knowledge Management,
Research & Learning (KMRL) Unit, and Monitoring & Evaluation (M&E) Unit, including CARE
Bangladesh’s central PEARL team, and all relevant technical units to oversee the overall qualitative
exploration. However, for credible, non-biased analysis, external involvement is essential. Additionally,
a partnership will result in further promotion of SHOUHARDO III’s work, as researchers are more likely
to publish some of the selected findings in high impact peer-reviewed journals.
Assessment team: The in-house assessment team will comprise of Women Empowerment & Advocacy
team, knowledge management and learning team, monitoring and evaluation team, and PEARL team
from central CARE Bangladesh office.

Required documents in favor of qualifications and experience of Consultant/ Consultancy
Firm:
The Lead consultant/ consultancy firm should be submitting his/her resume along with the
resume of key team members. An outline of the team composition must be submitted along
with the proposal.

Financial Evaluation Criterion: (Score is 100 and weight is 30%)

Only the participated bidders will be considered for this evaluation and the lowest bidders will be assigned with
full/highest marks that is 100 and the subsequent highest bidders will get proportionate lower score out of 100.
The total score derived from the mentioned proposals (technical and financial) will be the final score and
converted to the score out of 100. CARE Bangladesh also reserves the right to cancel, disqualify any proposal
without explaining any reason whatsoever.

Application process:

If you are interested and feel competent to carry out this very exciting consultancy work, please submit technical
and financial proposal in two separate documents:

Technical Proposal:
1. Resume of team members/Organizational Profile with previous/ongoing client lists
2. A one-page application letter of expression of interest
3. Set of documents mentioned in the Technical Evaluation Criteria
4. Detailed Technical-narrative proposal with clearly outlined methodology, timeline, assessment approach
and techniques, Level of Effort of each member of the consulting firm and tools to be employed.
5. A sample of at least 2 recently written report of similar assignments. (optional)

Financial Proposal:
1. Filled up Financial Proposal that outlines the fees and associated costs including govt. circulated VAT &
TAX and provide budget notes.

Terms of Payment
The Consultant will be paid as per the following schedule:

Payments in local currency will be paid as per standard procedure. There will not be any scope to pay in advance
before starting the work. Consultant shall provide CARE Bangladesh with periodic and final invoice statements
indicating Services performed, expenses incurred, past payments made and any other information CARE
Bangladesh shall reasonably request. Consultant shall provide a final invoice statement whenever requested by
CARE Bangladesh up to sixty (60) days after the date set for the completion of the Services in this SOW.

CARE Standard Payment Terms are 30 days from receipt of goods or service and accurate & complete
invoice acceptable to CARE Bangladesh.
Penalty Terms:

If the consultant/agency fails to provide services of any or all of the contract within the period (s) specified in the
Contract / Purchase Order, the Purchaser shall, without prejudice to its other remedies under the Contract, deduct
from the Contract Price / Purchase Order amount, as penalty, a sum equivalent to the percentage stated bellow:

**Deduction of the penalty amount will not be applicable in case if any extended completion time/ period is
officially agreed and accepted by CARE Bangladesh after the completion date mentioned in PO.

Intellectual Property Rights


CARE Bangladesh’s copyrights are reserved for every data set, report, and strategy documents generated by the
consultant during the consultancy period for the said purpose. The consultant may not share these documents or
use the evidences without informing with CARE Bangladesh in written.

Ethical Considerations

 Participatory: All stakeholders and beneficiaries type should be consulted during the study process
ensuring the true participation.
 Inclusiveness: Ensure that beneficiaries from different ethnic, social and religious backgrounds have the
chance to participate, as well as with disabilities and who may be excluded or discriminated against in
their community.
 Ethical:
The B+M+E or research must be guided by the following ethical considerations:
o Systematic inquiry: Consultant conduct systematic, data-based inquiries
o Integrity/honesty: Consultant display honesty and integrity in their own behaviour and attempt
to ensure the honesty and integrity of the entire study process.
o Safeguarding – demonstrating the highest standards of behaviour towards beneficiaries specially
marginality
o Sensitive – to child rights, gender, inclusion and cultural contexts
o Openness - of information given, to the highest possible degree to all involved parties
o Confidentiality and data protection - measures will be put in place to protect the identity of all
participants and any other information that may put them or others at risk.
o Public access - to the results when there are not special considerations against this
o Broad participation - the relevant parties should be involved where possible
o Reliability and independence - the baseline should be conducted so that findings and conclusions
are correct and trustworthy
It is expected that:
 Data collection methods will be age and gender appropriate.
 Baseline activities will provide a safe, creative space where respondent feel that their
thoughts and ideas are important.
 A risk assessment will be conducted that includes any risks related to children or young
people’s participation. Informed consent will be used where possible.

Managing Unexpected:

The consultant must keep this in their prime consideration how to manage if any unexpected situation like strike
and political uprising, natural disaster that may affect the overall consultancy work. They should keep options for
contingency plan and alternatives without compromising the overall quality, purpose and timeline.

Special Terms and Conditions related to submission of this tender:
1. Financial and technical proposal soft copy should submit in two separate documents.
2. Soft copy submission: no late submission after February 29, 2024 (17:00) is going to be considered for
evaluation. Rather it will be considered as disqualified unless otherwise a common valid reason is
applicable for all other participators and considered by the procurement committee.
3. Timely submission by e-mail has to be maintained very strictly as well. To avoid any unnecessary hassle
due to network quality or jamming it is requested to submit the proposal minimum 02-03 hours before
the time is expired. However, if any sender sent their document at right time but it reached to us after
the mentioned submission time will also be disqualified.
4. In case of soft copy submission please submit proposals to the correct email mentioned in RFP.
5. You are requested to submit your proposal or financial offer in your company letter head pad or if it is in
white page then with company seal and sign.
6. Any kind of solicitation or effort to bribe any current CARE Bangladesh staffs is not going to be
entertained to get any special facility. Rather reporting of similar kind of activities will be dealt severely
and the proposals shall not be considered.
7. CARE Bangladesh (BD) does not require to receive any payment in cash or in kind for including a vendor
to its Approved Vendor List, invite to submit quotation or for final selection as a supplier for goods and
services. Likewise, it also strictly prohibits its employee to demand such payment from a vendor or
involvement in any form of conflict of interest. In case of any attempted request for such kind of payment
from any employee, as a vendor you are kindly requested to send complaint to CARE BD Country Director
(CD) at email account [email protected] , or any of CARE BD’s senior leaders. Please label the
emails as “confidential & privileged”. “Any proposals be submitted to the complaints email, they will be
treated as spam and the sender will be blocked which will mean they will not be considered in the future
for any submission”. Moreover, the Vendor hereby declares and confirms that it and its employees do
not attempt to make such unlawful payment directly or indirectly to CARE employee or allow
involvement of CARE employee in any activity that lead to any form of conflict of interest. Such unlawful
attempt and involvement shall be a ground for disqualification and blacklisting of the vendor and
cancellation of any existing order.”
8. The terms and conditions mentioned here shall remain same in the final agreement document.
9. CARE Bangladesh reserves the right to accept or reject partially or fully any or all quotations without
assigning any reason whatsoever. CARE Bangladesh may not select the lowest bidder, if the quality,
specifications etc. are not up to the mark and not bound to provide any explanation about the selection
process.
