NARRATIVE REPORT GROUP 6

REPUBLIC ACT NO. 8800 AND 9281

The students were task to present a power point presentation regarding their given
law related report. Each group has 7 members and is task to study the law. The group 6 were
given the Republic Act 8800 and 9281, the leader decided to divide the members into two
with the two different topic. There would be two separate presentation. The deadline of the
presentation is still far off, so the students brainstorm first and held a meeting. The students
then planned out the presentation they were task to and the leader gave the members their
designated job in order to accomplish the report smoothly. The first group presented their
report and Professor Gimeno gave them time to explain what they wanted to say and
what/how they understand their report. The leader jut down some notes that Professor
Gimeno advised to the next presenter/reporter so that the groups will be able to do their job
properly and smoothly. The leader, ask the members again for a meeting and told each that
the report will be submitted with a narrative report and a reflection about how the students
understands the throughout journey of their presentation and how the report relates to each
of them.

The 2 groups prepared their report presentation 4 days before the deadline, the
divided groups did a self study and does research to complete the necessary information
needed in the report that we will be presenting. The group unite by doing their presentation,
they gave each other explanations and information that can be added in the slides
presentation. The other group wasn’t able to held a face to face meeting on the weekends so
the leader decided to held the meeting through the help of Google Meet and Internet. The
Leader sent the code to the respective members and the members join to the portal, then the
leader started explaining about how this report might be and what would be the flow. The
members understood the guidelines then the ‘sampling report’ started. The students/groups
ends the meeting by saying goodluck to each other. But, suddenly, Professor Gimeno ask the
students to do a video presentation only because of some important matters. The students,
takes a video right away and didn’t waste time, while the other group decided that they will
use online platform to do the presentation because of some private matters too. So the leader
just agree and let the members do their task on time. The other group started their report
presentation with the use of google meet and discussed the law they were task to report. The
students explained thoroughly the given report and gave their best way to deliver the speech
smoothly. The members already know what they were going to say and explain because they
were planning ahead of the deadline, the students were prepared and is ready to discussed
the topic.

After the report ended successfully, the students were also tasked to make a quiz
which contains one to twenty items. The leader insisted to make the quiz so that the other
members can make their other activities and focus on studying because the finals were
coming. The leader then finished the quiz and presented it to the group chat and showed it to
the members if they ever wanted to change something and give their opinions about what to
remove and add to the existing quiz. The members said that its fine and gave the hard copy
to Professor Gimeno. Then after that, the final step is to edit the video presentation and save
it to drive then insert it to the link provided by the class Mayor so that Professor Gimeno
wouldn’t be lost in looking for the Group Presentations.
REFLECTION

While doing the report presentation, I learned as a leader that the members I have is
reliable and very serious in this matter. I have gave my best in this task so as they, and as a
leader I am proud that we all gave our very best to accomplish this activity successfully. I am
happy that the members that were given to me is very reliable. First, I learned that these topic
that were given to us were all related to Agricultural and Environment sector, and as a student
who is studying and learning about Agriculture, I am happy to hear the explanations that each
of the group have presented. Agriculture is a very big impact into my life right now, as I grew
older I realized that the Agriculture need us, this generation, more. I also learned that this
report were focusing on removing tariff or tax of the machineries that the Agriculture workers
and Fisheries workers were importing as well as the enterprises that is related to agriculture
and fishery sector. I learned also that the Agriculture has the most huge amount of money or
funds but what I will never understand is that why is the Agriculture system here in the
Philippines is low and will never get high. I also learned that you can accomplish this activity
or task if all of you are making progress. I wanted to always monitor my groupmates as a
leader, because I wanted this one to be successful and be able to provide them guidance that
they were needing during the process of the report presentation.

I hope that the government keep on supporting the Agricultural sector and the
Agricultural Food Sector. And for me, creating a report presentation is an opportunity to
showcase my skills and knowledge about the topic that were given to us. And I am happy
knowing that my groupmates were able to show their knowledge from our topic. I learned how
to reflect the presentation process, consider the key points we want to convey, and ensure a
clear structure. I also include teaching my members as a leader to emphasize engaging
visuals and practice the delivery to boost confidence. My advise to the reporter and presenter
out there to always strive for a balance between professionalism and authenticity, allowing
your passion for the subject to shine through. Remember too, that effective communication is
not just about the content but also about connecting with your audience.

As a person and especially as a student, we should have sufficient knowledge of


everything, including the most important of the laws. In this report, I better understood the
content of the laws and how important they are. Republic Act 8800, also known as the
Safeguard Measures Act, is a legislation in the Philippines that aims to protect domestic
industries from unfair trade practices and surges in imports. Enacted in 2000, this law provides
a legal framework for the imposition of safeguard measures, such as tariffs or quotas, on
imported goods that are causing or threatening to cause serious injury to domestic industries.
Reflecting on Republic Act 8800, it is important to consider both its benefits and challenges.
On one hand, the act serves as a crucial tool for safeguarding domestic industries and
preserving jobs. It provides a mechanism for the government to intervene and protect local
industries from unfair competition, particularly when they face significant harm due to a
sudden surge in imports. By imposing temporary safeguard measures, the act allows
domestic industries to recover, adjust, and regain their competitiveness. Furthermore, it is
worth mentioning Republic Act 8800 helps to level the playing field for domestic producers. It
discourages unfair trade practices and provides a means to address market distortions
caused by subsidized or dumped imports. This can help foster a more balanced and fair
trading environment, ensuring that local industries have a fair chance to compete. In spite of
that, there are also challenges associated with the implementation of safeguard measures.
Excessive protectionism can hinder competition and innovation, potentially leading to
inefficiencies and reduced consumer choices.

It is crucial to strike a balance and ensure that safeguard measures are implemented
judiciously, with careful consideration of their potential impacts on various stakeholders. On
top of that, it is important to recognize the broader context of international trade and the
principles of fair and open competition. While protecting domestic industries is important, it is
equally important to foster an environment that encourages fair trade practices, promotes
competitiveness, and allows for the efficient allocation of resources. Striking the right balance
between protection and openness is crucial for sustainable economic growth. In addition, the
implementation of safeguard measures should be transparent and based on sound evidence.
A thorough investigation should be conducted to determine the existence of serious injury or
threat thereof to domestic industries. This ensures that safeguard measures are not misused
or abused for protectionist purposes, but rather employed in a fair and justified manner. In
conclusion, Republic Act 8800, the Safeguard Measures Act, serves as a valuable tool for
protecting domestic industries from unfair trade practices and import surges. While it offers
benefits such as safeguarding jobs and leveling the playing field, it is important to strike a
balance between protection and openness, considering the potential challenges associated
with excessive protectionism. Transparency and evidence-based decision-making are key to

Republic Act No.9281, also known as an act to strengthen agriculture and fisheries
modernization in the Philippines by extending the effectiveness of tax incentives, and for this
purpose, Sections 109 and 112 of Republic Act No. 8435. The Act modifies Sections 109 and
112, which deal with subsidies to encourage modernization of agriculture and fisheries as well
as tax benefits to all businesses involved in these industries on the import of all kinds of
supplies, machinery, and equipment.

The Republic Act aims to assist those employed in agriculture, fisheries, and allied
businesses in receiving tax exemptions for goods and equipment they purchase or are
required to use in agriculture and are mostly imported into the Philippines or our country. This
Republic Act is very helpful for agricultural workers and business owners whose companies
or businesses are related to agriculture and fisheries, for example, if an agricultural enterprise
wants to import a tractor or machinery that needs to be used for crops or agricultural fields.
As students, this Republic Act 9281 is a big help to us in our daily lives. And they created
initiatives such as 4Ps and other forms of income production for the impoverished in the
Philippines rural areas in order to enhance the lives of those living in the provinces, mostly
farmers whose wives are 4Ps by providing assistance with their daily needs. Not only
agriculture and fisheries but also our people, to improve the quality of life of the farmers here
in the Philippines and to make their daily income sufficient to meet their daily needs. Because
sometimes agriculture and fisheries spend more than they earn, the tax-free importation of
machinery or other products from other countries is a big help in reducing or making it cheaper
for our people to work in the Philippines.

My experience during our presentation to our report is when I assigned to report my


topic which is RA 8800 also known as the "Safeguard Measure Act". In which it aims to protect
and empower the Filipino farmers. It’s hard to learn about this Act because I don't have any
idea about to this law but then when I study this topic I understand how and what is the reason
of this act. And also how important this act to every agricultural sector and into the farmers as
well. As I study this Act and the section that I assigned to report. It's serves as a protection to
the perishable and seasonal agricultural imports. So this act is a big helps to identify and to
know if the product is safe during the importation. And it's also this act is to ensure that the
food we ate is safe and have a good quality that our local farmers produce that for us. We
know that the safeness of everyone is the most important to our nation, that's why this act
serves as a protection and security for our basic needs in life. Even though that our farmers
doesn't have enough financial by producing more safe food and also by buying those
Machineries that are needed by producing food. Our farmers still do their best to serve us
safety agricultural products. While our government do their jobs to make more efficient and
more effective product for our community. In each section of this act that I reported there's
the most important things that I've learned, is through the product that we import until into the
government who fail to investigate ,or do implement necessary actions to this act should be
guilty .The Rules and Regulations of this act should be followed by the government. And also
to enhance the interest of every fisher folks and the farmers .That this act play as a key role
to ensure the safety and quality of the products. In Conclusion this act and also the other act
is worth to learn since that my course is Bachelor of Science In Agribusiness Management,
we can apply those things that we've learned from this act on the future. We can help other
farmers or people by knowing and learning this act. And i will do my role as a student and as
a Future Agribusiness manager.

its effectiveness. In conclusion, Republic Act 8800 is a significant legislation that empowers
Filipino farmers and protects our agricultural sector. It provides the necessary support and
safeguards to ensure the competitiveness and sustainability of our local farmers. As a student,
I am hopeful that this act will contribute to the growth and development of our agricultural

In our subject AGBUS 300 we conducted a report about the agricultural laws in the
Philippines. Our report is entitle the republic act no. 9281 or an AN ACT TO STRENGTHEN
AGRICULTURE AND FISHERIES MODERNIZATION IN THE PHILIPPINES BY
EXTENDING THE EFFECTIVITY OF TAX INCENTIVES AND ITS MANDATED FUNDING
SUPPORT, AMENDING FOR THIS PURPOSE SECTIONS 109 AND 112 OF REPUBLIC
ACT NO. 8435. This act was focuses on the fisher folks and farmers to have a support from
the different agencies here in our country. As a student of BSAM we need to have knowledge
about the agricultural law here in the Philippines. Studying this will helps us to determine the
different and importance of this kinds of agricultural law.

In my reflection studying the republic act no. 9281 will help the funding support for
agricultural and fisheries sector here in the Philippines. Focuses on the modernization, social
equity, food security and the most importantly is the farmers and fisher folks income
profitability. Such as, this kind of agricultural law is important in the Philippines for several
reasons. It is a significant contributor to the country’s economy, providing livelihoods for a
large portion of the population. Another important factor in ensuring the country’s food security
is the agriculture sector. Also, the Philippines’ major exports include agricultural goods like
rice, coconuts, sugarcane, bananas, and mangoes, which help the country’s economy by
bringing in money. However, the Philippines’ agricultural industry faces problems such land
fragmentation, natural disasters, and restricted access to modern farming equipment, all of
which may have an effect on the industry’s overall economic contribution. Studying the
republic act no. 9281 law provides us having a full understanding of the legal issues and
difficulties that people, communities, and organizations in the agriculture industry face.
Students who study agricultural law acquire the legal knowledge and abilities needed to
effectively navigate these changing environments and improve the wellbeing of farmers and
fisher folks. Second, understanding this type of agricultural law supports collaboration among
disciplines. The difficult nature of agricultural issues requires a mix of knowledge from other

students acquire an understanding of the social justice aspects of agriculture. They gain the
ability to evaluate the inequalities in power that exist in the agriculture industry and spot
chances for legislative and policy changes that will advance inclusion and justice. This
inspires students to take up the cause of positive change and strive toward an agricultural
system that is more equitable and sustainable. In conclusion, agricultural law of Republic Act
9281 is essential to controlling and reshaping the agricultural industry. Study of agricultural
law, especially in a BSAM students provides students with the interdisciplinary perspectives,
legal knowledge, and critical thinking abilities needed to successfully traverse the complexity
of this area. Aspiring professionals can support a more affluent and sustainable agricultural

My experience being a member started when we were assigned to create the second
PowerPoint presentation with my groupmate. Because our leader decided to divide the task
of reporting into two because we have to report on two different topics. So, each topic has its
own presentation, resulting in two separate PowerPoint presentations for our group. Looking
back at the time when we were assigned the task of creating the presentations, we didn't have
a plan because our report deadline was still far off and the idea of presenting didn't bother me
much. However, as days passed and others started presenting, that's when we began to feel
the pressure of creating the PowerPoint. It was during this time that we discussed and
collaborated on how to go about making our PowerPoint. While doing our PowerPoint, I
learned that it's easier when there is unity in the process, and it's crucial to agree on the steps
because without coordination and participation, you won't accomplish anything, and it might
lead to arguments. So, as a member, I focus on fulfilling my role to avoid any criticisms
because if everyone does their part, the group report becomes more manageable and easy.
And by doing so, you can quickly finish your task, allowing you to prepare better for your
upcoming presentation. After completing the PowerPoint presentation, we divided our
respective parts, so when it's our turn to report, we already know which section each of us will
cover. It's more challenging when you're already in front, reporting, and that's the only time
you start asking each other about your respective parts. So through this, the flow of our report
will be more organized.

As each day passed and each report passed, we felt more and more anxious, nearing
our scheduled presentation. This increased my worry, even though it wasn't our turn yet. The
quick succession of reports added pressure, making our upcoming presentation seem close.
But a twist came when our professor's busy schedule prevented us from presenting in front
of the class. Instead, She suggested recording our presentation. So, we breathed a sigh of
relief because we no longer needed to present in front instead, we just needed to record our
report. Fast forward, moving to the recording phase, my nervousness turned into newfound
confidence. Through recording our report allowed us for a more controlled presentation, Also,
we can express what we want to say about our topic more effectively. In the following days,
we became busy recording and creating video presentations while collaborating with my
groupmate. We captured moments for the documentation part of our report. This collaborative
effort not only met reporting requirements but also visually documented our experience while
doing our report. After recording and ensuring that our report was well-prepared, I can say
that our report was successful, even though it was done through video recording. The
important thing is that we learned something, and our group collaboration was effective.

Reflecting on this experience, it taught me the importance of coordination in group


projects and the importance of teamwork especially while doing the report. This report shows
the value of collaboration and support within a team. Working closely with my groupmate, we
overcame the challenges and our efforts turned into a successful group report.
