4.0 RESPONSIBILITIES
4.1 Project Manager
Shall implement and oversee the Camp Safety and Hygiene Program
at the Camp/ accommodation.
Provide resources for the implementation of Camp Safety and
Hygiene Program at the Camp/ accommodation (e.g. firefighting
equipment, janitorial equipment, electrical appliances, water, welfare
and sanitation facilities, etc.).
Ensure that the Camp Safety and Hygiene Program at the Camp/
accommodation is being implemented by the Camp Boss and
followed by the residents.
Ensure that all required inspection records and documents are
available and updated at the camp/accommodation.
Regular inspection in the camp/accommodation together with the
Camp Boss and Safety Coordinator/ Officer to identify any fire hazard,
sanitation & hygiene issues, facility deficiencies and shall take
corrective action to close the issues.
4.4 Residents
Shall follow the Camp Safety and Hygiene Program at the Camp/
accommodation.
Ensure that the control measure in the camp/accommodation are
implemented and followed.
Shall report any fire hazard, sanitation & hygiene issues, and facility
deficiencies in the camp / accommodation to the camp boss.
Shall be responsible in the camp/ cleanliness and shall take good
care of the welfare and sanitation facilities provided.
Shall attend and understand trainings in the camp/accommodation.
5.0 REQUIREMENTS
5.1 Camp Management
SRACO Company shall appoint a Camp Supervisor/ Camp Boss to
handle the day-to-day operations of the camp/accommodation.
Camp Boss shall conduct daily & weekly inspection, record all the
findings and shall take corrective measure.
Camp Boss shall submit Monthly Inspection Report and Monthly
Activity Report (MAR) to the concerned Saudi Aramco proponent
every end of the month.
Fire hydrants, fire water storage tanks, fire pumps, fire hose reels,
cabinets, stations & standpipes, where required by IBC, are properly
installed, fully operable, inspected visually & tested every month in
accordance with NFPA 25/ NFPA 17A (as applicable).
Pressure of firefighting system shall be regularly check and
monitored, to provide pressure in case of emergency.
All fire detection (Smoke detector, Heat detector), alarms (Fire
alarms), and firefighting/protection (Fire extinguisher, Fire blanket,
and Fire hose) shall be inspected monthly and shall be recorded.
“As-built” drawings, specifications, and technical manuals of all fire
alarms and fixed/ portable fire protection systems are available on site
and updated.
Appropriate numbers of Fire warden shall be appointed with back-ups
throughout the camp/ accommodation.
Firefighting team shall be appointed and trained, and provided with
appropriate equipment, where directed by Saudi Aramco.
Fire warden name and contact numbers; instruction in case of fires;
emergency contact numbers and evacuation plan shall be posted in
prominent areas around the camp/ accommodation.
Never blocked or locked Exit doors and fire escapes.
Exit doors are constructed and installed to comply with IBC
(International Building Code). Where required by IBC, full width panic
bars, UL listed are fitted.
Emergency light and emergency exit light shall be installed and
operational at every exit doors, hallways, and egress. It shall be
tested and recorded monthly.
Regular housekeeping at the camp/accommodation shall be done to
minimize any fire hazards.
Shall train fire warden to assist during emergency evacuation in the
camp/ accommodation.
Cooking inside the room shall be prohibited.
Storage of cooking oil and cooking inside the room shall be
prohibited.
Floors, walls and ceilings in toilets, kitchen, dining rooms and laundry
rooms shall have be material that are smooth, impervious and easily
cleaned.
Utility lines shall not be exposed on floors of toilet rooms, kitchens,
dining, and bedrooms.
Doors on sleeping rooms, toilets/ bathrooms, kitchens and laundry
rooms that lead to the outside are self-closing and also have self-
closing screen doors that open outwards.
Cleaning schedule shall be develop and implemented in each flat/
apartment.
Cleaning schedule and checklists are completed for all communal
areas and facilities and shall be recorded.
Sleeping quarters with allocated floor space at a rate not less than 4.6
m2 but preferably 6.5 m2 are provided for each resident.
Sleeping quarters shall be tidy and pest free.
Table, chair and a reading lamp shall be provided in each sleeping
quarters.
Sufficient cabinet or wardrobe shall be provided for each residents
inside the sleeping quarters to store personal items.
Bed, mattress, mattress pad and pillow shall be provided in each
occupant and shall be cleaned and in good condition.
Appropriate sanitary facilities/ appliances shall be provided for the
residents.
Suitable cleaning equipment & supplies and their storage space for
kitchen and toilet/ bathroom shall be provided
All habitable rooms and public corridors shall be sufficiently ventilated.
Sufficient toilet, shower and wash basin shall be provided for the
residents. See below table for details:
All shower rooms, toilet rooms and laundry rooms and similar areas
shall be well ventilated and free of excessive condensation.
Toilets, showers and wash basins shall be cleaned at least daily, shall
be kept free of objectionable odors and shall be maintained.
Exhaust canopy shall be installed above cooking area.
Residents of the camp/ accommodation shall prepare all meals in the
kitchen.
Kitchen shall be equipped with the following:

Wash basins and hand drying shall be provided in the kitchen area
A minimum of ½ cubic foot of both chiller and freezer space and a
minimum of 3 cubic feet of dry food storage space shall be provided
for every residents of the camp/accommodation.
A minimum of one electric burner shall be provided in every six
residents.
Camp/ accommodation shall be illuminated evenly and of sufficient
intensity.
Sufficient tables and chairs shall be provided for the residents.
One clothe washer and one dryer shall be provided for every 25
residents in the camp/ accommodation.
Entertainment room with T.V. with sufficient sitting arrangement shall
be provided.
Exercise room with standard equipment and sufficient for 20 residents
shall be provided.
5.5 Water
Safe pressurized supply of fresh water that is filtered and chlorinated
for use in kitchens, toilets, and laundry shall be provided for the
residents.
Separated suitable chlorinated fresh drinking water supply shall be
provided.
Water storage tanks shall have tight fitting covers, vented and
protected from contamination and shall be regularly maintained.
Hot and cold water shall be provided in the toilet/ bathroom and
kitchen for the use of the residents in the camp/accommodation.
Chlorine level of water (Minimum of 0.5 ppm residual chlorine and
maximum of 3.0 ppm) shall be monitored routinely and be recorded.
5.6 Maintenance
Periodic preventive maintenance (PM) inspection and servicing of all
electrical appliances/ equipment by a qualified and experienced
maintenance technician and shall be recorded.
Preventive maintenance (PM) performed on every HVAC unit by a
qualified technician, every six (6) months or as instructed by
manufacturer, whichever is the sooner and shall be recorded.
Electrical panel board shall be check and in good condition, all
electrical circuits are labeled, diagrammed and posted at panels
Camp/ accommodation shall have a written preventive Maintenance
Plan to be followed by the maintenance technician.
All Preventive Maintenance (PM), inspection, repairs and cleaning of
all electrical equipment/ appliances shall be recorded and maintained
at the Camp Boss office.
5.8 Hygiene
Camp/ accommodation shall be maintained in good, clean and
sanitary conditions.
Camp/ accommodation perimeter shall be kept clean from trash and
dumping.
Garbage bins with cover shall be provided in the kitchen, dining and
strategic locations in the camp/accommodation.
All garbage shall be collected and shall be disposed daily to avoid
excessive odors, nuisance conditions and attraction of vermin.
Camp/accommodation shall be free from bugs, rodents, insects,
vermin and other feral animals.
Residents shall have a regular cleaning schedule in every flat and
shall be recorded.
5.9 Emergency
Emergency disaster plan shall be tested and communicated to the
residents and key personnel of the camp/ accommodation.
Emergency evacuation and response plan shall be posted in hallways
and egress routes.
All residents shall be trained and familiar with the evacuation plan.
Emergency evacuation drill shall be conducted every 6 months or
more often at the camp/ accommodation and shall be documented.
First aid facility shall be placed in strategic location around the camp/
accommodation.
10% of the camp/accommodation residents shall have a training in
First Aid and BLS
Escape route plan shall be discussed to the residents and be posted
at the hallway and egress where it is visible in the camp/
accommodation.
Emergency contact numbers shall be posted in every flat, hallways
and bulletin boards.
All residents shall save the emergency contact number as well as the
number of the Camp Boss in their mobile phone.
5.10 Security
Camps/accommodation areas/ rooms shall have lockable doors and
an extra key shall be provided in the Camp Boss Office.
Camp/ accommodation wall, gates or main door shall be in good
condition.
Camp/ accommodations shall have a curfew hours for the residents.
Visitor shall report first at the Camp Boss office and write their
identification in a logbook.

7.0 RECORDS
