District Council that is the reorganization of Local Authorities for their encouragement and
feedback during the different stages of the project.

I. INTRODUCTION
Development and Building Approval Process

A development approval process decides whether or not to allow a proposed development


project to proceed with construction. There is plenty of room for interpretation, both legal
and political, about what a development approval process can or should entail.

Besides, a development approval process decides whether or not to allow a proposed


development project to proceed with construction. The permission to proceed with
development is called an entitlement, so a development approval process is also frequently
referred to as an entitlement process. Development approval processes vary greatly within
and between jurisdictions, so the phrase is used generally to describe all the potential
stages of the process required for a proposed development to achieve entitlement.

Within jurisdictions, development approval processes will vary based on a number of


factors, for example: the zoning of the parcel intended for the project; land use regulations
at the local, state, regional, and federal level; and whether the project is by-right or it
requires discretionary approval.

While discretionary approval processes can vary according to local, regional, or state law,
they usually involve a review by a zoning board, elected officials, or other government
commission. These organizations decide whether or not to grant entitlement for projects
that do not conform to existing zoning. By-right development, by comparison, conforms to
zoning and building codes, and thus does not require a discretionary development approval
process for entitlement.

II. SEQUENCE OF PROCESS

A. INTRODUCTION OF SELECTED LOCAL AUTHORITY


Background
The Central Perak District Council was established on 1 December 1979, which is after its
establishment was approved by the Government Meeting Council in a meeting Bill. 936
dated 20 November 1979. The establishment of the Central Perak District Council is in line
with the reorganization of Local Authorities throughout Malaysia.With the establishment of
the Central Perak District Council, the two local authorities that existed before, namely the
Parit Local Government Management Board (LPKT) and the Rural Local Government
Management Board (LLB) will be abolished. Additionally, with the promotion to become the
Central Perak District Council, the said area is much wider which is 9308 hectares. the
adoption area is 5978 hectares while the operational area is 3330 hectares for the following
areas.
The upgrade and expansion of this area is a natural thing, because only in this way can all
forms of urban facilities or municipal characteristics be introduced and enjoyed at the rural
level.The administration of the Perak Tengah District Council has also moved from Pekan
Parit to the Bandar Baru Seri Iskandar Administration Center on 14 September 1993.
Therefore it is hoped that this administration can provide better and quality services.
