(b) the details of the funds allocated and utilized under JJM, State-wise;
(c) whether the Government has conducted any research/studies on various sectoral challenges
related to drinking water, including the impact of freshwater shortage after the Mission getting
fully functional and if so, the details thereof; and
(d) the details of the mechanisms adopted by the Government to strengthen capacity building at the
Panchayat level in order to address prospective challenges regarding drinking water?
ANSWER
(b) State/ UT-wise details of Central fund allocated, fund drawn and fund utilization reported by the
States/ UTs under JJM are annexed.
(c) Lack of dependable drinking water sources in water-stressed, drought prone and desert areas,
presence of geo-genic contaminants in ground water, uneven geographical terrain, scattered rural
habitations, etc. are few problems being faced by the States in the implementation of the rural water
supply. For long-term sustainability of water supply system and for supplementing the efforts of the
States for augmentation, conservation and efficient management of water resources, the Central
Government has taken various steps for sustainable ground water management in the country. A few
of these are as under:
i.) Central Ground Water Board (CGWB) has taken up National Aquifer Mapping and
Management (NAQUIM) programme under Ground Water Management and Regulation
scheme with the objectives to delineate the aquifers, characterize them and prepare
management plans.
ii.) The Master Plan for Artificial Recharge to Groundwater - 2020 has been prepared with
respective State counterparts. The master plan includes artificial recharge in both rural and
urban areas including water scarce cities.
iii.) Government of India is implementing Jal Shakti Abhiyan (JSA) in the country. First JSA was
launched in 2019 in water stressed blocks of 256 districts in the country with the primary aim
to effectively harvest the monsoon rainfall through creation of artificial recharge structures,
watershed management, recharge and reuse structures, intensive afforestation and awareness
generation etc. Further, to emphasize the important of sustainability of ground water for
drinking water supply schemes, Jal Shakti Abhiyan: Catch the Rain 2023 is targeting “Source
sustainability for drinking water” for source strengthening/ sources stabilization of rural
drinking water supply schemes.
iv.) Central Government is implementing Atal Bhujal Yojana, in collaboration with States, in
certain water stressed areas of Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra,
Rajasthan and Uttar Pradesh. The primary aim of the scheme is demand side management
through scientific means involving the local communities at village levels leading to
sustainable groundwater management in the targeted areas.

(d) Jal Jeevan Mission is being implemented as a decentralized, demand-driven and community-
managed programme, wherein the Gram Panchayat and/ or its sub-committee/ user group i.e. Village
Water & Sanitation Committee (VWSC)/ Pani Samiti are being empowered to plan, implement,
manage, operate and maintain in-village water supply system to provide regular and assured tap
water supply in rural households.
Under JJM, to enable the local village community to play their role in planning, implementation and
to shoulder the responsibility of operation and maintenance, provision for skilling to create masons,
plumbers, fitters, electricians, motor mechanics, pump operators, etc., is made. Further, provision has
also been made to empanel local NGOs/ CBOs/ SHGs/ VOs, etc. as Implementation Support
Agencies (ISAs) by States/ UTs for handholding local village community and VWSCs/ Pani Samitis.
As reported by States, so far, more than 14 thousand such ISAs have been empaneled across the
country.
