INTRODUCTION

Numerous events of truly historic magnitude and lasting


significance have transpired in Ethiopia over the last thirteen years
since the inception of the popular revolution of February, 1974.
Though inevitably replete with harsh and bitter struggles and
enormous sacrifices, the Ethiopian revolution has studded itself
with many victories and achievements marked by radical socio-eco
nomic and political transformations. First and foremost, the
revolution has swept off from the scene the most callous and
longest-surviving feudal order which had subjected the masses of
the Ethiopian people to inhuman oppression , exploitation and
suffering and hobbled the country's development for centuries.

The radical and bold revolutionary measures successively


taken ever since under the leadership of the Provisional Military
Administrative Council and subsequently the Workers' Party of
Ethiopia, with cardinal focus on the interests of the masses of the
working people, have led to sweeping political, economic and
social changes of unprecedented magnitude in this ancient land.
The latest, or more aptly the culmination and cumulative
result, of the achievements of the Ethiopian revolution was the
convening of the inaugural session of the National Shengo
(Assembly) on September 9 , 1987 leading upto the establishment
of the People's Democratic Republic of Ethiopia ( PDRE ) . It was a
happy occasion which signified that the Ethiopian people had
definitively emerged out of their abysmal millennial past of
ignominous feudal bondage, oppression, exploitation and misery
and taken the helm of power into their own hands.

This glorious event, which holds a position of paramount


importance in the revolutionary saga of the Ethiopian people, was

attended by foreign delegations from all parts of the world
including 9 heads of state, 11 envoys of heads of state, 21
high -level government delegations, 30 parliamentary delegations,
8 delagations of international democratic organizations, 9 delega
tions of friendship societies and 26 prominent personalities
among others.

All the delegates heartily shared in the festive mood of the


Ethiopian people at the solemn proclamation of the founding of
the PDRE - the symbol of people's power , equality, democracy ,
justice and collective progress .
This brochure contains excerpts from the congratulatory
messages of some of these delegations, from interviews with them
as well as from some of the telegrams of felicitation received from
different parts of the world during the inaugural session of the
National Shengo.

The founding of the People's Democratic Republic of


Ethiopia and the thirteenth anniversary of the Ethiopian Revolu
tion, which happen to coincide, are epoch -making events because
they represent the Ethiopian people's emancipation from centuri
es offeudalrule and exploitation and their determination to shake
off all shackles of imperialism and chart out their own destiny
which takes into full consideration their political, economic and
social aspirations.

The People's Democratic Republic of Ethiopia has at its


helm a great statesman of vision and courage under whom it
cannot fail in attaining its goal. Comrade Mengistu Hailemariam
has rightfully taken his place among the ranks oftruly African and,
indeed, world revolutionary leaders .

We still recall with great appreciation the expression of


solidarity we received from your country when Zambia was a
constant target of attacks from rebel Rhodesia in the late 70's. This
is not to mention Ethiopia's close identificationwith us today as we
face racist South Africa's destabilization campaign .

Today is indeed a great day, a very proud occasion in the


political transformation of Ethiopia. A brilliant and indelible
chapter has opened, one ofwhich the gallantpeople ofthis nation
have every justification to be proud .... We are honoured and
privileged to witness the birth of a new era which has been the
result ofa clear, deliberate and skillfully guided process ofpolitical
transformation , set in motion byyour historic and heroic revolutio
nary activities of the last thirteen years.

The achievement of the People's Democratic Republic


status, through a democratic and peaceful process, is clearly
attributable to the highest and finest qualities of leadership.

Even the most imaginative dreamer could not have known


thirteenyears ago, when the popular revolution erupted, that, that
was the beginning ofan irreversible transformative process leading
to the birth today of the People's Democratic Republic on the
ashes of one of the world's longest-surviving, most brutal and
exploitative feudal states.... Free democratic and revolutionary
Ethiopia will never go back to those dark and sordid days of
repression and exploitation of the masses. The victory of the
Ethiopian revolution , indeed, has a very clear message...that no

amount ofrepression and injustice can stand in the way ofpeople
waging ajust liberation struggle; and that for the people of South
Africa; Namibia and Palestine, victory must one day come, and will
certainly come....

The inauguration ofthe first session ofthe National Shengo ,


the founding of the PDRE and the solemn observance ofthe 13th
anniversary of the Ethiopian Revolution are events of profound
historical significance not only to the heroic and freedom -loving
people of Ethiopia but also to the entire movement ofNon -align
ed countries ... .

I would like to congratulate the Ethiopian people as a whole


for the tremendous advances they have made from the days when
Ethiopia was being ruled by an Emperor with land lords and all this
type ofpeople who are now species of the past. I think you can all
appreciate that you have come a long way from those days... .
Your society has undergone tremendous changes for the better as
far as the people are concerned ... .

The revolution has made the following achievements. First


land reform - a vey big achievement for the ordinary people, and I
thank Ethiopian revolutionaries for enabling the toilers oftheland

own it. The second achievement... has been the introduction of
peoples power ... first of all in the neighbourhood which you call
kebeles.... This is for the people to take power in their own
localities. Now , this has climaxed in the popular power being
introduced in the whole country at a national level in the form of
this parliament or Shengo. Ibelieve this is a national kebele . I must
congratulate Ethiopian revolutionaries for this advance also .

Change must be change, not change of personalities but


change of institutions and structures for the better. So I am
pleased to see this introduction ofpeople's power not only at the
local level but also at the national level.

The third achievement of the Ethiopian Revolution ,which I


can see as an outsider... has been the defending of Ethiopia
because some selfish sectors in the world have been interested in
the dismemberment of Ethiopia. But Ethiopian revolutionaries,
taking lessons from their forefathers, were able to defend the
integrity of Ethiopia.

The fourth thing I would like to thank the revolutionaries in


Ethiopia for is making Ethiopia really indepnedent because
another problem in Africa is the fact that our countries are not
really independent.And when countries are not independant they
cannot solve their problems... .

As a matter of principles, we are determined to cooperate


with Ethiopia, to defend Ethiopia. Anybody who wants to
dismember Ethiopia is the enemy of the history of the African
people. Ethiopia, as an organized state which has lived through
centuries, is an inspiration for the whole of the African continent.
Anybody who wishes Africa well should not seek to dismember
Ethiopia.

The establishment of the People's Democratic Republic of


Ethiopia holds a truly significant position in the struggle of the
masses of the Ethiopian people to emancipate themeselves from
the dark era of feudal rule. The thirteenth anniversary of the
revolution is a confirmation ofthe victoryover the feudal class. It is
a victory over the aspiration ofthose colonialists who sought to put 1

Ethiopia under their control. It is a victory marking the failure of


the sinister mechanisms which colonialists had used in other
countries. Finally, it marks the victory ofthe Ethiopian people over
the persistent manoeuvres employed by the imperialists including
armed aggression, psychological warfare and the dissemination of
unfounded rumours.

The victory of the revolution has been guaranteed because


of the farsight and clear outlook of its leadership and its
application of scientific principles. The Derg and the Workers '
Party have proved that there can be no revolution without a
revolutionary organization and that there can be no revolutionary
organization without a revolutionary ideology.

The method you applied to withstand your enemies is


scientific because it derived its energy from Marxist-Leninist
principles and embraced the interests of the masses. Hence, we

must thank you for the example that Ethiopia has set for the
peoples of Africa. For us, the democratic revolution in Ethiopia,
the National Shengo of the PDRE and the Workers ' Party mean
proletarian internationalism ... which cannotbeseparated from the
friendship and solidarity that must prevail among people .....

The founding of the People's Democratic Republic of


Ethiopia is the fruit of the Ethiopian people's struggle associated
with the people's revolution that forever overthrew the old
exploiting feudal imperial regime, and realized revolutionary
victories and transformations in the various political, economic,
social and cultural spheres and thus negated the stakes of the
imperialist powers which exerted and still exert all of their available
methods, power and resources to destroy the Ethiopian revolu
tion .

Undoubtedly, the coincidence of your celebrations marking


the declaration of the Republic and the thirteenth anniversary of
the triumph of your glorious revolution has great political
significance, as it underlines the vitality of the revolution, its
on -going rejuvenation and its ability to realize further triumphs in
favour ofthe Ethiopian toilers. The founding ofthe Workers' Party
of Ethiopia, the adoption of the Constitution of the People's

Democratic Republic ofEthiopia and the elections to the National
Assembly (Shengo ) are all prominent landmarks in the march of
the revolution

The establishment ofa People's Democratic Republic in this


ancient land of Ethiopia is an event of immense historic
significance in the life of the Ethiopian people. A state that stands
for the interests of the working people and their happy future has
come into existence . This state has tangibly proved itself as a
champion of peace and social justice. The significance of this
event extends far beyond your country and clearly affirms the
ardent aspiration of peoples for speeding up their social progress,
for the prevalence of democracy, and for a path of development
that guarantees the interests not of the elites of the exploitative
ruling classes but the millions of working people.
We look upon the Workers' Party of Ethiopia as a close
partner in our common struggle for the noble cause ofpeace and
social progress. We believe that the founding of the People's
Democratic Republic in your country opens a new chapter in the
advancement of the Ethiopian Revolution.

No country can live in isolation and people must acquire


knowledge of the outside world. As such, the bilateral relations
created between our two countries over the pastyears, based on
the principle ofgood neighbourliness, have helped us resolve all
possible problems that could ensue between us.
Nevertheless, since nothing in this world can be considered
as final, there still remains a lot to be done so long as there prevails
harmony among those of us in the Horn of Africa.

...Mistreatment and victimization arouses people more vigor


ously for a struggle for liberation and for the attainment of a noble
goal. The developments which have been attained in this spirit
between our two Republics are not only encouraging but have also
opened up new vistas for a more enhanced progress of our
peoples.

Though there are differences in degree, the entire African


continent has been consistently victimized by various factors. One
of these is natural calamity, which we are prepared to withstand
through joint endeavours. The other one is the attempt of those
who want to maintain many millions of our brothers under the
yoke of colonial rule. We must combat these in vehement African
solidarity and eliminate racism .

details of our friendly relations which are growing stronger from
day to day.
A new Republic has been born ; we welcome it respectfully .
We also wish it success in all its endeavours.

Our celebration today in this sacred land of the Nile, of an


important event in the history of this ancient country which has
opened up a new chapter in the struggle of the Ethiopian people
for freedom , dignity and socialjustice, and markes an additional
achievement for the Ethiopian people, is an experience which
shall be engraved in our memory for ever. Ethiopia's construc
tive role in the world and in Africa is evidently ascending and we
congratulate you for this.

We look with admiration upon the chronicles of the


Ethiopian Revolution , which has been guided under the leader
ship and through the wisdom of the great fighter, President
Mengistu, along with the victories it has scored by preserving its
unity, the sacrifices paid to defend the national interest against
foreign incursion, to abolish exploitation and feudalism , to build a
strong national economy, to emancipate the people from the dark

abyss ofilliteracy by waging a war against ignorance and to ensure
the rights of the people.

Through the leaderslıip ofPresidentMengistu Hailemariam ,


the Ethiopian people's revolution has traversed a difficult and
complex road to realize its objective. The road was not smooth or
free from hurdles. The struggle was not easy either. Hence, it
required for thirteenyears ofselfless sacrifice in the interests ofthe
masses along with enormous endeavours and a strong sense of
purpose .

We have always followed the astonishing tasks of


development accomplished by the Ethiopian Revolution with
admiration and high regard. We have always respected the
Ethiopian people's revolution and the glorious revolutionary
march engneered by its resolute leader. This revolutionary march
was sustained by strong faith, indestructible will and stoic
resistance against all challenges. Hence, it has victoriously
embarked upon a new chapter of struggle. Through the lawful
transfer of power to the new National Shengo, a Republic has
been declared for the first time in the history of this sacred country
and the National hero, Mengistu Hailemariam , has been elected
as the first President of the Republic. This marks the happy
culmination of one phase of transition and the beginning of
another one simultaneously. We are convinced that this revolutio
nary struggle will continue and derive a great additional impetus
through this prominent process of change.

Ethiopia is the symbol of independence of the African


peoples. In her history we find the key element ofthe consecration
of the aspirations of the peoples of Africa. The historic role of
Ethiopia when it took up arms to defend its territorial integrity and
centuries of unbroken independence against foreign attacks was
known far beyond its frontiers and was symbolic of the affirmation
of the dignity of African man and the struggle against foreign
domination . We have come in this spirit to share in and observe
this unparalleled event in the life of the Ethiopian people .

The struggle of the Ethiopian people has been triumphant


and will continue so, since they have a just cause, since they have a
correctpolitical line and since they have found in the Derg and the
COPWE and now in the Workers' Party of Ethiopia the vanguard
capable of giving them guidance and leadership.

Your (Comrade Mengistu Hailemariam's, Ed .) election to


the high office of President of the People's Democratic Republic
ofEthiopia is a consecration of the full confidence that the people
and the Party's militants repose in you.

The founding of the People's Democratic Republic of


Ethiopia is an event of true historical significance, not only for the
life of this millennial country, not only for the long struggle for the
emancipation of the peoples ofAfrica,but also for the advance of
the entire Third World and the cause of progressive mankind.
We Cuban revolutionaries, united with the Ethiopian Revolu
tion by close ties ofbrotherhood and fraternity, welcome this event
as a common victory and as a motive for sincere happiness.
The founding of this Republic bears the best proof of the
process ofradical transformations along which Ethiopia has gone
as a result of the triumph of the anti-monarchic, anti-feudal and
anti -imperialist revolution of February, 1974.

Ethiopia bears further proof of the decisive role a firm ,


resolute and courageous leadership identified with the most
advanced ideas of our times can play in the triumph and
consolidation of a national and social liberation process... . No
force has been strong enough to subdue the political and moral
force developed by a people who knew at last that they were free
and masters of their destiny.

triumph of the Revolution and the assurance against a return to
the past is the existence ofsolid politicalpower in the hands ofthe
legitimate representatives of the working people and the mobiliza
tion of the masses in everything and for everything.

these celebrations as an envoy of the King (King Fahd of Saudi

felicitations on this auspicious and historic occassion.

Having extricated Ethiopia from very difficult times during


which it was swaying and tumbling and almost on the verge of
drowning like a ship caught in the fury of a turbulent sea, you
(President Mengistu Hailemariam , Ed.) and your colleagues, the
members of the Provisional Military Administrative Council,have
hereby reached your designated goal after thirteen years. We,
Saudi Arabians, your neighbours across the Red Sea, have been
carefully following the national struggle you waged to realize
constitutional rule. And we have come here to take part in the
historic celebrations of the founding of the new Republic and
express toyou ourjoy at the trust which the people have bestowed
upon you. We have been greatly pleased to see that the
Provisional Military Administrative Council has, under your
leadership , handed over power to the Shengo - the legitimate
representative of the people.

The government of Saudi Arabia wishes for the prevalence
of peace and prosperity in all friendly countries and especially in
Ethiopia and other neighbouring countries. Inasmuch as our
government supports regional cooperation, it has a strong desire
for the creation of broad fields of cooperation especially among
the neighbouring countries around the Red Sea. As is quite well
known, our region was the cradle of civilizations. Today, too ,
evidences of those civilizations are found in various places in the
region . On the other hand, we have passed through numerous
processes and events of varying importance and reached this
stage. Recent archeological findings from a place known as Kaad
have revealed that Egyptian pharoahs used to come to our
country, by passing through Ethiopia. What we can derive from this
fact is the autiquity of the relationship between our two countries .

We, too , as products of this historic process, must open


broad spheres of cooperation between our two countries in the
same manner as our ancient ancestors had done.

The presence of our Saudi Arabian delegation at these


celebrations fully confirms the desire of our King, Government
and people for cooperation and good neighbourly relations with

millennial history of the Ethiopian nation. The triumph of the
February, 1974 revolution overthrowing the reactionary monar
chic regime-henchmen of imperialism - and the setting up of the
state ofSocialistEthiopia, are a historic turning point ushering in a
new era, the era of true independence and freedom of the
Ethiopian people. The success of the Ethiopian revolution has
opened up a new situation in the Horn of Africa and deeply
influenced the anti-imperialist movement in the region. Together
with the success of the Angolan, Democratic Yemen , and
Mozambican Revolutions, the growth of the national liberation ,
and independence movement, it has greatly contributed to the
change of the balance of forces in favour of the revolutionary and
progressive forces in Africa and in the World, pushing imperialism
and racism into a passive position. Since then, under the
leadership of the Workers ' Party of Ethiopia, and the Provisional
Military Administrative Council headed by Comrade President
Mengistu Hailemariam , the Ethiopian people with revolutionary
enthusiasm and industrious labour and with the tradition of the

National Shengo are successes of paramount importance mark

and longstanding. Fifty years ago when the country was threaten
ed (by Fascist Italy, Ed ,) the people of Britain demonstrated and
campaigned in support ofEthiopia. This interest and affection has
been maintained over the years. This friendship was practically
demonstrated three years ago when British people and many
other Europeans pressured their governments to provide aid
during the famine.

The founding of the PDRE is greatly welcome. We were


particularly pleased at the high level of participation in the
elections for members of the National Shengo. We welcome the

Habeas Corpus provisions and the respect for Human Rights.

October Socialist Revolution .

To the peoples of South Africa and Namibia, Ethiopia is a


true friend and ally. This is so because in addition to her consistent
position against apartheid on the international forums, Ethiopia
has given concrete assistance to the liberation movements in
South Africa and Namibia. In this connection , we take this
opportunity to thank the Ethiopian Government for the offer to
train 10,000 ANC and SWAPO fighters.

The founding of the People's Democratic Republic of


Ethiopia, which is a watershed in the national history, is culminating
years of struggle by the people of this country for independence
andjustice. The historic significance of the founding of the PDRE
should be seen not only in the light ofthe revolutionary struggle of
the last thirteen years but also against the background of the
struggle of long national history which is checkered by trials and
tribulations beginning from the time of the scramble for Africa.

The happy occasion is also one of great challenge to the


Ethiopian people who are required to make earnest strivings to
make genuine democracy take root in this land where feudal rule
and colonial threats had greatly impeded steady progress in the
past.

I have always followed the progress of the Ethiopian


Revolution from a very close range and I am pleased to note that
the political transformation is now climaxing in the founding ofthe
PDRE. The events taking place in Ethiopia of late are of
far-reaching historical significance with great international
implications.

I would have very much liked to see more ofmy countrymen


have the opportunity to see for themselves the true state ofaffairs
in this country. Any misunderstanding about the progress of the
Ethiopian revolution would be removed only ifone has the chance
to see for onself the reality from a close range.

The Ethiopian people are entering a new era and they


should note that this demands unswerving and sustained efforts to
preserve and further cultivate the healthy tradition being created
in the political sphere of endeavour.

I am very much impressed by the unity of purpose and


determination being demonstrated by the Ethiopian people and
their leadership at the present momentous juncture in the history
ofthe country. I am well acquainted with Ethiopia and its dignified

as the drought situation and this, as I see, is a great asset.

With the founding of the new state structure and administra


tion , the Ethiopian people are entering a qualitatively higher stage
of development for the first time in the long history of the country.
Your achievements are indeed praiseworthy opening, as they do,
new prospects of far-reaching significance. Your goals have the

interests of the people in focus and the strategy devised to realize


these goals is deep and comprehensive both in content and scope.

Given the determination of the present Ethiopian genera


tion to build a new country where justice and common prosperity

I am greatly impressed by the rapid and far-reaching


revolutionary transformation unfolding in this country in front of
my eyes. The event is a historic and glorious moment and the
