The government of Saudi Arabia wishes for the prevalence
of peace and prosperity in all friendly countries and especially in
Ethiopia and other neighbouring countries. Inasmuch as our
government supports regional cooperation, it has a strong desire
for the creation of broad fields of cooperation especially among
the neighbouring countries around the Red Sea. As is quite well
known, our region was the cradle of civilizations. Today, too ,
evidences of those civilizations are found in various places in the
region . On the other hand, we have passed through numerous
processes and events of varying importance and reached this
stage. Recent archeological findings from a place known as Kaad
have revealed that Egyptian pharoahs used to come to our
country, by passing through Ethiopia. What we can derive from this
fact is the autiquity of the relationship between our two countries .

Our party and people have followed with great attention and
sympathy the highly important process of transformation which
has taken place in your country after the victory of the revolution.
During the past thirteen years the Ethiopian people has scored
numerous results laying the basis for economic and social
development and establishing its vanguard party under difficult
circumstances. The adoption of the Constitution, the placing of
the country's socio -political system on foundations of popular
representation , and the establishment of a people's democratic
state have been important landmarks in your course of develop
ment.
The past thirteen years are the most eloquent years in the
millennial history of the Ethiopian nation. The triumph of the
February, 1974 revolution overthrowing the reactionary monar
chic regime-henchmen of imperialism - and the setting up of the
state ofSocialistEthiopia, are a historic turning point ushering in a
new era, the era of true independence and freedom of the
Ethiopian people. The success of the Ethiopian revolution has
opened up a new situation in the Horn of Africa and deeply
influenced the anti-imperialist movement in the region. Together
with the success of the Angolan, Democratic Yemen , and
Mozambican Revolutions, the growth of the national liberation ,
and independence movement, it has greatly contributed to the
change of the balance of forces in favour of the revolutionary and
progressive forces in Africa and in the World, pushing imperialism
and racism into a passive position. Since then, under the
leadership of the Workers ' Party of Ethiopia, and the Provisional
Military Administrative Council headed by Comrade President
Mengistu Hailemariam , the Ethiopian people with revolutionary
enthusiasm and industrious labour and with the tradition of the
historic victory of Adowa, have valiantly fought and recorded

major successes iii consolidating national independence, in
economic development, villagization, resettlement, in fighting
illiteracy and in the development of education and culture. The
foundation of the Workers' Party of Ethiopia in 1984, the
adoption of the new constitution, the election of the National
Shengo and the proclamation of the foundation of the People's
Democratic Republic of Ethiopia at this historic session of the
National Shengo are successes of paramount importance mark
ing the major growth of the Ethiopian Revolution. Together with
these victories, Ethiopia's important role and precious and
tireless contributions to the unity of Africa as well as its positive
contributions to the struggle of various nations against imperia
lism , colonialism , zionism and apartheid have enhanced the
prestige and position of Ethiopia in the Organization of African
Unity, in the Nonaligned movement and in the world .

The victory of the Ethiopian Revolution thirteen years ago
opened new prospects for the construction of a new andjustsocial
order based on socialist principles. We follow with great interesi
and with feelings ofdeep internationalist solidarity the endeavours
of the working people of yourcountry to overcome the unhappy
heritage of the past, to strengthen and defend the revolutionary
achievements. We highly respect the results which are being
achieved by the people of Ethiopia under the leadership of the
Workers' Party of Ethiopia in the process of implementation of
demanding tasks of the political, economic, cultural and social
construction . The declaration of the People's Democratic Republic
of Ethiopia is yet another historic milestone in the rich history of
the Ethiopian people .
