1.0 PURPOSE
The objective of this procedure is to ensure that all site personnel are provided with and use
appropriate Personal Protective Equipment (PPE).

2.0 RESPONSIBILITIES
Managers and Supervisors must ensure that the staff follow and observe the safety
requirements.

Respective contractors are responsible to ensure that appropriate PPE are selected and
provided to the workers under their charge.

Contractors shall ensure that the site-specific minimum PPE requirement shall be complied by
the workforce and in addition contractor shall issue specific PPE as recommended in the
Chemical Safety Data Sheet where necessary.

HSE Team are to ensure that the workers are appropriately trained to use and maintain their
PPE effectively.

HSE Team and Site Supervisor are responsible to implement and ensure compliance.

Employees are to adhere to the company’s safe work procedures.

3.0 HAZARDS
 Caught in-between equipment
 Cut by shards or flying debris.
 Cut by rotating parts.
 Exposure to Electrical Current

4.0 PROCEDURES

Establishing Individual Needs are based on:

4.1 Head Protection


a. Safety helmet conform to SS98 shall be worn in areas where there is a potential for
injury to the head from impact, flying or falling objects (e.g. Falling of tools or materials
from overhead platform or grating), or electrical shock and burns.
b. Chin strap shall be worn if no locking system in the harness to prevent the helmet from
falling off or where there is a potential of helmet falling off due to work nature.

4.2 Hand Protection


a. Hand protection shall be worn when handling harmful substances, or potential of injury
to hands such as cuts or lacerations, abrasions, chemical burns, thermal burns, etc.
b. As a minimum requirement, glove with cut resistance 5 shall be issued to all personnel
who requires to wear gloves based on the risk/impact assessment.
c. Cut resistance 5 protective tubular sleeve (Kevlar sleeve) shall be used when there is a
potential of injury to arm.

d. Glove shall not be used when working or exposed to rotating/ moving part of machinery/
equipment.

4.3 Eye Protection


a. Eye protection shall conform to Z87, clear safety glasses shall be worn when working
indoor.
b. Suitable eye protection shall be worn when there is the potential for exposure to the
eyes or face from flying particles, molten metal, chemicals, gases or vapours or
potentially injurious light radiation.
c. Side protection is required when there is a hazard potential from flying objects.
Detachable side protectors (e.g., clip-on or slide-on shields) meeting the pertinent
requirements are acceptable.
d. Eye protection shall be durable, comfortable and easy to clean. Persons whose vision
requires the use of corrective lenses and who by nature of
e. their job duties require eye protection shall wear goggles that can be worn over the
prescription lenses.

4.4 Foot Protection
a. Safety shoes shall conform to SS513.
b. Safety footwear with composite / steel toe cap and steel sole plate, lace up above-
ankle boots with sturdy soles, mostly leather, zip-type safety footwear is not allowed.
c. PVC safety shoes shall be worn where personnel need to work in water-logged
environment.

4.5 Hearing Protection


a. Hearing protectors shall conform to SS 549.
b. In general hearing protection is needed when the noise level in a workplace exceeds
85db(A).
c. Hearing protection shall be worn when personnel exposure to noise above
permissible working hours based on the risk/impact assessment.

d. A baseline noise monitoring should be conducted to determine the noise level at
potential noisy area.

4.6 Respiratory Protection


a. SS 548 shall be referred for selection, use and maintenance of respiratory protective
devices.
b. Respiratory protection shall be worn when there is an exposure to irritating substances
or flying debris/ residues that may cause harm/ irritation to respiratory tract.
c. N95 face mask shall always be worn in dusty environment.
d. In environment where there is presence of chemical vapours, SDS shall be referred to
in determining the respiratory protection.
e. Fit test shall be arranged for workers to ensure correct size of respirator is issued to
them, if required pre-medical examination shall be carried out for the personnel who are
required to use half-face or full-face respirator.

4.7 Electrical Protective Devices
a. Rubber insulated gloves shall be used/worn to protect employees from shocks/burns
while working on "live" electrical systems.
b. All-cotton undergarments, shirts with silk screened or acrylic stitched logos that are of
any size larger than a closed fist are not permitted.
c. Safety glasses with metal frames are not allowed to be used when working on live
electrical systems.
d. Hard hats (helmets) must be worn all the times to avoid accidental head contact with
any live electrical wires, conductors, or other conducting surfaces or any other surfaces
that can cause injury.
e. Insulated tools must be used whenever a person is using hand tools on or near live
electrical conductors. They must be used for voltages up to 1000 volts only. Above that
voltage, special tools are required.

4.8 Clothing
a. Shirt with at least 4’ sleeve.
b. Long pant (No sweats, not torn).
c. Class 2 (R2) Reflective vest is compulsory at site, lifting team, banksman and traffic
controller vest shall be appropriately labelled at the back of the vest according to their
appointment for easy identification and it shall be distinguished with specific colour as
per HSE Department requirement.

4.9 Fall Protection System


a. Full body safety harness with double leg self-retractable lanyard conforming to SS528
and SS570.
b. Body harness and the double leg self-retracting lanyard shall be compatible type.

4.10 Issuance of Personal Protective Equipment (PPE)


a. Based on the above criteria, the respective contractors shall select and issue the
appropriate PPE.
b. No one shall enter to workplace (PPE zone) without wearing the basic required PPE,
such as Safety helmet, safety shoes, safety glasses, safety vest.
c. HSE Team/Site Supervisor shall monitor for compliance and ensure the PPE used by
the work team are in good condition.
d. Issuance of PPE Records are to be maintained and documented. (FCPL-HSE- OI-
SWP-App-7A.1 Personal Protective Equipment Record.

4.11 Training
a. HSE Team / Site Supervisors shall ensure that the workers are received appropriate
training on the usage and maintenance of PPE.
b. Regular training / briefing shall be conducted through toolbox meeting, safety talks to
ensure proper usage and compliance.

4.12 Monitoring & Non- Conformances


a. Site Supervisor shall monitor and enforce the use of PPE on site.
b. In the event that anyone is found to be working without the appropriate PPE, the
Site Supervisor shall remind the worker to wear the appropriate PPE.
c. If the worker repeats the same worker shall be removed from his work, and
necessary actions shall be taken based on the root cause for not wearing the
PPE, such as training or issuance of new PPE.
d. In the case of disobedient misconduct/ non-conformance of safety rules, the
HSE Team and Site Supervisor shall inform the Project Manager who may
decide on stiffer action against the worker.
