+Procurement (PEROLEHAN)

The process of
obtaining good
service, supply & work
in accordance the
procedures prescribed
by the treasury.
+eProcurement (ePEROLEHAN-eP)

• An electronic procurement system (under MoF)


that allows suppliers to offer products/services
to the Govt via the Internet.
• Suppliers need to register via the eProcurement
portal.
+Three (3) PROCUREMENT CATEGORIES
1. Work – involve const, buildings, airports, ports, roadway,
dams, drainage works. It also includes M & E, civil.
2. Supply – to carry out an activity/program – food supplier,
clothing, vehicles, office equipment
3. Service – human services/expertise- economic studies,
management, consult service of archi, eng, qs, courses
& training, cleaning, printing, sewing, etc
+Procurement Method
3 methods:
i. Direct purchase (pembelian terus) 0 - 50K
ii. Quotation (sebut harga) 50K – 500 K
iii.Tender >500K
+What is tender, tender
document & tender process?

i. Tender – main process that a client takes to


obtain a qualified contractor.
The client offers a project to a group of contractors
where the contractors will compete/bid each other.
Decision up to client to select the right contractors.
+What is tender, tender document &
tender process?
ii. Tender doc - An offer document issued by the
client when he/she intends to execute a project.
iii. Tender process – a tactical process for
selecting a contractor who can provide a service,
product or work item.

i. Open Tender
Good
1. High level of competition

• Only a few contractors selected by the client

• Competition to bid the tender is only among
the selected contractor.
• For ex, bids advertised as “Tawaran Khas
Bumiputera sahaja”.

• Reduce the risk of construction

• Reduce the cost of long tender
process (coz only few contractor
join)

Bad
• Newly contractor can’t joint
• Contractor charges a high cost
(conspiracy) & the client has no
choice
• Contractor required to fill the
qualification form & return it to
client.
