1.1 Background
JBS ENGINEERING SDN BHD.was appointed by Jabatan Kerja Raya (JKR), Kuala
Lumpur as Facility Management (FM) Contractor of Building Facility Management &
Maintenance (FMM) for Kompleks Mahkamah Kota Kinabalu for 3 years effective from 15 th
August 2022- 14th September 2025

1.2 Purpose and Objective


To describe how Quality Management System (QMS) will be managed throughout the
lifecycle of the Project of Facility Management & Maintenance FMM) services at Kompleks
Mahkamah Kota Kinabalu, Sabah.

1.3 Scope and Context


This document shall apply for the Facility Management & Maintenance services of the
Kompleks Mahkamah Kota Kinabalu, Sabah.

2.0 QMS PROCESS

2.1 Quality Management Plan


2.1.1 Roles and Responsibilities
JBS has been nominated Quality Officer (QO) who is responsible for ensuring the
requirements of the QMS are implemented and maintained throughout the contract
period with the Government which includes document controls, auditing and
reporting all the Facility Management & Maintenance (FMM) Services.

All processes owner which are Managers, Engineers, Officers or Executives shall
be responsible for the quality of each FMM Services either for document or service
delivery. All Routine Inspection, Preventive Maintenance should be according to the
contract requirement as per stated in the Technical Specification of FMM Services
for Kompleks Mahkamah Kota Kinabalu, Sabah.

2.1.2 Method of Independent Inspection, Witnessing, Monitoring and Reporting


Independent inspection, witnessing, monitoring and reporting of all the Facility
Management & Maintenance (FMM) Services can be summarized as per table
below:-

Quality Officer (QO) as a document controller of all FMM Services is responsible to


ensure all reports shall submitted to Facility Superintending Officer (FSO) as per

2.1.5 Safety Precautions


Each of Head of Department for FMM Services provider responsible to state safety,
health and environment precautions during the execution of the each of the
departmental procedures as part of compliance to the ISO and regulations.

2.2 Compliances
JBS should comply with the latest version of Sistem Pengurusan Bersepadu JKR (SPB) as
specified by FSO, ISO MS 9001:2015 and all the regulations as stated in the Contract
Document.
