2022 DEVELOPMENTS

Vision 2030 opens up dining out opportunities while inflation spurs fast
current value growth
Vision 2030 is making Saudi Arabia one of the most attractive markets for investors
worldwide. The goals of Vision 2030 are to increase the appeal of Saudi Arabia, not least in
terms of entertainments like consumer foodservice. Prior to the Coronavirus (COVID-19)
pandemic, consumers travelled abroad and spent huge amount of money in other countries,
mainly due to the restrictive environment in Saudi Arabia with regard to entertainment. For
example, shops or restaurants should not play music, and a lack of domestic tourist destinations
and highly limited attractions encouraged consumers to holiday outside the country. Thus,
Vision 2030 aims to open up the market with a focus on entertainments, such as foodservice,
including limited-service restaurants. Hajj and Umrah had always represented different events
and spaces, engendering significant sales performances. The onset of the COVID-19 crisis saw
the suspension of flights and domestic pilgrims. However, as the threat of the pandemic and
related restrictions eased, the complete resumption of Hajj and Umrah in 2022 boosted
consumer foodservice, including limited-service restaurants. In this vein, owners of major brands
like Al-Tazaj (chicken limited-service restaurants) opened new outlets in Makkah and Madinah,
to cater to the millions of pilgrims coming from around the world for events.
Meanwhile, relatively high inflation continued to play a key role in the double-digit current
value growth registered in limited-service restaurants in 2022, driven by chained operators.
Global inflation was a significant driver of price points, not least in light of the War in Ukraine,
which led to increases in raw materials and production costs in foodservice. Accordingly, unit
prices in limited-service restaurants rose significantly in current terms, which boosted the value
sales performances of businesses and categories. Despite the inflationary environment, which
fostered higher cost of living in the market, consumer foodservice benefited from the strong
purchasing power of many consumers. Nonetheless, the economic climate did make many
consumers more budget-conscious and price-sensitive. Thus, consumers were more aware of
their spending and many of them started to focus on offers and promotions, rather than quality,
to maintain and/or lure new customers.

maintain strong current value growth in 2022
Limited-service restaurants maintained strong current value growth in 2022, due to the lifting
of COVID-19 restrictions and consumers returning to work, school, social and entertainment
norms, alongside an inflationary environment. Many other factors have played a role in limited-
service restaurants’ positive performance. For example, consumers have been obliged to
remain in the country since the reopening of schools with extended semesters, so the school
year ended in June, which was not the case before the onset of the pandemic. With consumers
spending more time within the borders of Saudi Arabia, they indulged in long weekends, which
increased the opportunities for eating in foodservice establishments. In light of Vision 2030, the
growing array of entertainment events and domestic tourism opportunities also encouraged
consumers to experience new atmospheres inside Saudi Arabia. Furthermore, the opening of
global travel and entertainments saw more tourists from foreign countries visit and explore the
country. This also enhanced foodservice opportunities, including for limited-service restaurants.
The stronger opportunities for foodservices has stimulated development within the industry as
consumers’ tastes and interests broaden. For example, the country’s foodservice offer saw the
emergence of “ghost” kitchens, which aimed to provide a flexible and profitable concept made
possible through the innovation of third party delivery services. In addition to well-established
home delivery and takeaway services, which enabled some players to offset their losses and
even forge ahead in some instances, the phenomenon of “ghost” kitchens is taking off in Saudi
Arabia.
“Ghost” kitchens are professional food preparation and cooking facilities, set up for the
creation of delivery-only meals. A ghost kitchen is not necessarily a restaurant brand in itself,
but may contain kitchen space and facilities for more than one restaurant brand. It is an
extremely flexible concept and more profitable than traditional limited-service and full-service
restaurants, employing limited staff, close to clients and not necessarily in expensive and prime
locations, thereby keeping down operating costs down. The aspects of the concept can also be
adapted to meet changing needs. Furthermore, it is an extremely convenient concept and
features efficient online communications, which benefit the standard of service and raise
awareness. For example, burgers can be cooked and delivered very fast, which is attributed to
the innovative activities of third party delivery services, which have popularised home delivery
and eased the logistics of such operations.

Ongoing promotion, collaboration and menu development


In 2022, the leading brand in limited-service restaurants, and consumer foodservice overall,
McDonald’s, continued to be supported by promotional activities, such as new value meals and
family bundle offers, and marketing initiatives. These promotional deals were popular due to
their value and affordability. Local brands performed particularly well during the pandemic
because some raw material and transportation costs could be cut. Franchisees, however, were
unable to do so without compromising their signature flavours. Al Baik, a local brand, continued
to perform better than many other brands, with further value share growth in limited-service
restaurants in 2022. The local brand benefited from value meal offerings. KFC found it harder to
resist Al Baik due to the competitive price positioning of the local competitor, compared to KFC’s
more expensive products. In response to this pressure, KFC signed agreements with local
poultry suppliers Al Watania Poultry Farms, Tanmiah Food Group and Al Youm Food. Thus, it
was subsequently able to drastically reduce the price of its family meals. This move was
marketed locally as an act of national pride and also helped to cushion KFC by cutting overhead
costs for raw materials. Other brand owners continued to diversify their menus towards the end
of the review period in an effort to offset financial losses.

PROSPECTS AND OPPORTUNITIES

Chained limited-service restaurants to benefit from ongoing expansion


Over the forecast period, limited-service restaurants is projected see strong growth in terms of
transactions, value (constant 2022 prices) sales and outlets. As the COVID-19 threat continues
to fade, consumers will be eager to return to their favourite foodservice outlets on a more
frequent basis. Moreover, as the country opens up again, international and domestic tourism will
improve, further supporting foodservice value sales and the number of transactions. Similar, the
development of the Vision 2030 strategy should open up more entertainment opportunities,
including foodservice, while fostering a change in behaviour in terms of eating out among local
consumers. It is expected that chained limited-service restaurants will outpace independent
limited-service restaurants in growth terms over the forecast period as they continue to expand
into smaller cities. Local players are well placed to perform well, whether chained or
independent, as limited-service restaurant owners are investing more in human resources and
offering opportunities to managers at international companies to apply their experience to local
brands. Thus, more independent limited-service restaurants are likely to develop into chains,
which should produce knock-on-effects in terms of the scope of limited-service restaurants in
Saudi Arabia.

Standalone outlets, drive-through and “cloud” kitchens add dynamism to


limited-service restaurants
Standalone outlets represented a new trend in Saudi Arabia in 2022, partly due to the effects
of inflation and related expensive rental fees of outlets. Against this high-cost backdrop, more
companies have shifted to small standalone outlets that also have an upper dining area and a
drive-through service. Tim Hortons is considered the first brand to refurbish its outlet in the form
of this new type of standalone. The offer of a drive-through service also grew significantly as a
result of COVID-19. The leading brand, McDonald’s, has benefited from the introduction of its
“Hand Held Service”, whereby McDonald’s staff take orders among customers in the drive-
through area to accelerate the speed of service.
Another emerging concept in Saudi Arabia, the “cloud” kitchen, is gaining popularity among
players and consumers. A “cloud” kitchen first appeared in Saudi Arabia in 2020 during the
COVID-19 crisis, which led to lockdown and hit the foodservice industry very hard. In this light,
the use of a “cloud” kitchen gained currency as a rescue option for some brand owners, who
could not afford high rental fees amid strong losses for their businesses. Thus, some players
started to operate “cloud” kitchens. For example, Kitopi (a managed cloud kitchen platform that
cooperates with restaurants to widen their delivery services) accommodated brands with a
kitchen and managed food aggregators to deliver orders. Other companies closed branded
outlets and started operating only through a “cloud” kitchen, signing contracts with major
delivery platforms like HungerStation and Jahez, facilitated by the use of apps. As the country
continues to see normalisation, these formats are unlikely to lose their sheen, as they offer
convenience and dynamism to the category.

Online orders to continue to grow in scope and popularity


COVID-19 accelerated the development and growth of online ordering in limited-service
restaurants in Saudi Arabia. Further development and growth in this direction was visible in
2022. This is likely to continue in the short to medium term, due to the ongoing adaptation of
consumers to online platforms and the efforts of food aggregators, which continue to market and

promote their platforms and apps. For example, HungerStation and Jahez offer free or low
delivery fees on a wide variety of brands to encourage the consumer to order online, rather than
visit the branded outlet and buy a meal on the premises. Meanwhile, McDonald’s has
invigorated its online ordering system via its GMA concept (Global McApp). This is basically a
large screen where you make orders beside the cashier. Even cashiers in some McDonald’s
branches, especially in shopping malls’ food courts, no longer take orders. Orders have to be
made through GMA and they are categorised as online sales.
