Introduction
The Problems
Issues with Patients Diagnosis Process
q Mainly clinical patients need to take a number to consult a particular doctor in their
clinics in government hospitals. So, they need to wait until their number is called by
staff member. After calling relevant patient number then only patient can see the
doctor. In that waiting period of time patients need to bear their diseases somehow.
Some of heart patients were died because of that.

Scope of the Research
q Recognition of issues in the current clinical patients diagnosis processes and medicine
receiving processes for clinical patients in Sri Lanka government hospitals.
q analyse the opinions of healthcare consumers regarding the current processes which
conducting government hospitals
q Then it will recommend E- Channelling and Online Medicine Delivery System for
government hospitals in Sri Lanka
Limitations
Limited time period to gather required data and finalize the research
This research has limited participants to gather required data such as clinical patients,
patients, nurses, doctors, and clinical students of Sri Lanka.
The study of research has limited to enhance the healthcare system of clinical patients.
This research is limited to patients in government hospitals in Sri Lanka.
The methodology for research is limited to a quantitative approach.

Literature
Review
An assessment of patient waiting and consultation time in a primary health care
clinic.
In the article which has published in 2017 on topic An assessment of patient waiting and consultation
time in a primary health care clinic done by BA Ahmad, K Khairatul, and A Farnaza. The positive
outcome from this study was that the clinic achieved the target. A 2011 study of outpatient waiting time
in 21 hospitals in Sri Lanka found that the average waiting time to see the doctor was 60 minutes. There
were several problems identified from this study that needed to be solved.
We identified that the long waiting time is due to long queues caused by the registration counter being
manned by one clerical staff who is also in charge of giving appointments to patients. There are benefits
to slower and longer consultation. Doctors who consult less than 7 minutes were found to be more likely
to miss psychosocial issues in patients.
The research conclusions are the clinic needs to improve its waiting time and to make the recommended
changes to improve its services to patients.
Finally, they decide to conduct further research to assess patient satisfaction on the clinic services
including identification of patient's needs and to improve the quality of waiting by having distractions
and facilities for patient comfort.

Patients Satisfaction of services at out-patient department of Base Hospital
Panadura, Sri Lanka.
The main objective of this research was to assess the level of patients satisfaction on health care
services provided by base hospital in Sri Lanka. Research has done in 2017 by Medicine Faculty
of University of Colombo.
In this research they have considered the some of services which is done by Outpatient
Department in the hospital. Services they have considered like Registration services, Pharmacy
services, Consultation services and Accessibility of services. The important point is accessibility
of services to patients. It indicates the waiting time to registration, to consult a doctor and to take
medicines in pharmacy regarding satisfaction rate of patients. There is higher value of
satisfaction of patients are registration waiting time. It has higher percentage of satisfied. But the
problem is very low value displayed for consult a doctor waiting time and taking medicines from
pharmacy waiting time.
And also, the research conclusions and recommendations were poor for registration services and
waiting time utilized specially for dispensary. Then they have mentioned the further
improvements need to address the issues of waiting time by introducing an appointment system.

Conclusions of Literature Review
First Literature Reviews – It is used to prove that the mentioned burning issues are existed in the
government hospitals in Sri Lanka.

Methodology
Sampling Techniques
This sampling approach was used for random collection from the public in Sri Lanka of healthcare consumers
and clinical patients.
Simple Random Sampling Techniques can be used for this considering domain of the health care in
government hospitals. In this technique individual participants selected by chance of population. This is
selected patients randomly from public in Sri Lanka.

21.37 million population by 2020 - 18% live urban areas
31.80 million mobile connections - 62% mobile connections are broadband. 15.2 million unique subscribers
in sri Lanka. (58.4%) Smartphones account for 45% of mobile connections.

Conclusions
Most of the government hospitals patient’s diagnosis processes and medicine delivery
processes are very poor. rural area poor people always come to these hospitals and
sometimes they were not be able to go home after taking medicines. Because patients
are waiting whole day to gain service of hospitals.
we will be able to come up with technological solutions like E-health services. Then it can
be implemented to the government hospitals in Sri Lanka. And also, it will be huge
impact to the productivity and quality service of government hospitals.
The main challenge was interacted patients with technological things and implement new
procedures to do their work easily without coming to the hospitals. These processes
basically turn into Online system. Then all the needful things of patients can be done
through the smart devices. The government hospitals need to implement e-Channelling
system and Online Delivery System for mitigating burning issues based on previous
literature reviews and finding after analysing collected survey data.
Recommendations
Good implemented system for government hospitals. (“eHospital – Dompe” project-
(2013)
Web based Online Doctor Channelling Service and Medicine to your door step services
are very common and useful for every health consumers.
Online Consulting service can be implemented to the government hospitals and
increase the services quality.
The government has launched Suwaseriya ambulance service for all Sri Lankan. It is
very good concept and services for all.
The results of the pharmacy show that 4 or 5 counters are needed to minimize the
waiting time or need some kind of technological solution like Online medicine
delivery system for hospital.
