TITLE : Position Course on Incident Command System
DATE : Nov 13-17, 2023

Course Overview, the scope of Module 1 (The roles and responsibilities of the Incident
Commander as the overall in charge of the IMT.)
The morning session covers Module 1: Incident Commander where it comprises Session 1: Staff
Overview and Session 2: Working with the Responsible Official. This is focused on the typical
functions of an Incident Commander, the characteristics of an effective Incident Commander, the
common contents of an Incident Commander Kit, the essentials of working with the Responsible
Official and the different methods for Responsible Official Monitoring and Management.
Afternoon sessions covers Module 1: Session 3 Managing the Incident Management Team and
Session 4: Unified Command and Area Command. The session tackled the team within the
Incident Command System, procedures for orienting new Incident Management Team members,
indicators for Incident Management Team’s success, managing the Command and General Staff,
and the concept of Unified and Area Command.
Day 1 was facilitated via interactive lectures, structured learning exercises, workshops and ended
with a daily course evaluation.
Morning Session covers Session 5: Objectives, Strategies and Tactics; Session 6: Incident
Command as part of the Planning Process. This topic encompasses the objectives, strategies and
tactics in the concept of Incident Command System, the importance of Planning Process to the
Incident Commander and Roles of the Incident Commander in the Planning Process
Afternoon Session covers Session 7: Special Functions; Session 8: Transfer of Command and
Session 9: Demobilization and Close-out sessions.
Day 2 was facilitated via interactive lectures, structured learning exercises, workshops and ended
with a daily course evaluation.
Day 3 (November 15) - Scope of Module 2 (The Operations Section as the Section
responsible for the implementation of tactical operations.)
Morning Session covers Module 2 (Session 1): Staff Overview; Module 2 (Session 2) Operations
Management Cycle. The topic is about the different positions under the Operations Section Chief
and their functions, the Management Cycle in the context of Operations Section.
The Afternoon covers Module 2 (Session 3) for Operations Section Chief as part of the Planning
Process and Module 2 (Session 04 for Adjustments with the Operations Section. It is about the
role of the Operation Section Chief in strategy, tactics, and planning meetings, operational period
briefing, the implementation of Incident Action Plan, the situations requiring multiple Operation
Section Chief and the salient points for managing and adjusting tactical resources.

Day 3 was facilitated via interactive lectures, structured learning exercises, workshops and ended
with a daily course evaluation.
Day 4 (November 16) - Scope of Module 3 (This module highlights the roles of the Logistics
Section in providing logistical support to the IMT)
Morning Session covers Module3 (Session 1): Logistics Section Staff Overview; Module 3
(Session 2) for Service Branch. This tackles the Logistics Sections headed by the Logistics
Section Chief, roles of Unit Leaders under Service and Support Branch, key considerations for
Logistics Section Management.
Afternoon session covers Module 3 (Session 3) for Support Branch and Module 3 (Session 4):
Logistics Section Chief as part of the Planning Process. This is all about the duties and
responsibilities of the Food Unit, Facilities Unit and Communications Unit under the Service
Branch, and duties and responsibilities of the Facilities Unit, Ground Support Unit and Supply
Unit under the Support Branch, the Involvement of Logistics Section in planning-related
activities and responsibilities of Logistics Section in demobilization.
Day 4 was facilitated via interactive lectures, structured learning exercises, workshops and ended
with a daily course evaluation.
Day 5 (November 17) – Module 4 (This module presents the importance of the Finance and
Administration Section in managing financial and administrative concerns) & Module 5
(This module determines the overall responsibilities of ICS practitioners holding key
positions)
Morning session covers Module 4 (This module presents the importance of the Finance and
Administration Section in managing financial and administrative concerns) which includes
the Finance and Administration Section. This tackles on the functions of Finance Section Chief
and its unit leaders, the coordination of the Financial Section Chief with other Incident
Management Team members and the role of the Finance Section Chief in the Planning Process.
Afternoon Session Module 5 (This module determines the overall responsibilities of ICS
practitioners holding key positions) which includes the Common Responsibilities of the
Incident Management Team. Afternoon session started with a presentation or demonstration of an
actual Operational Period Briefing (Final Exercise), then followed by Evaluation. To conclude the
training, Final Course Evaluation, Post-Test and Closing Program were conducted.
III. LEARNINGS
In the Integrated Planning Course on ICS, our knowledge is widened through in the context of
Incident Management System where the members of the Planning Section work together for
effective and efficient Incident Command System planning. The collaboration among the
Planning Section Chief and Unit Leaders is an essential part in planning incident objectives
where in excellent strategy and tactics is should be considered.
IV. RECOMMENDATION
The Incident Command System training is essential to enable partner institutions to develop
better appreciation and understanding of the different positions in the IMT, there is a need to
conduct an ICS training that will highlight the roles and responsibilities of the Incident
Commander, the Operations Section, the Logistics Section and Finance and Administration
Section.
