From the Desk of the Director
It gives me immense pleasure to bring out the NCRB Quarterly
Newsletter for the IInd Quarter of the year. I would like to take this
opportunity to highlight Bureau's most significant initiatives from the
months of April to June 2023.
Joining the National celebration of 9th International Yoga Day on
21 June, 2023, the Officials of the Bureau enthusiastically participated in a
st

Yoga Session conducted under the guidance of a Yoga Expert.


4th edition of CCTNS Hackathon and Cyber Challenge was organized by NCRB in
collaboration with the Cyber Peace foundation, on 10-11th June 2023 with an aim to enhance
skills and deepen understanding of the CCTNS network amongst the police personnel at field
level. It is also an endeavor of NCRB to evolve Innovative ideas and solutions for identifying
and addressing day-to-day challenges faced by police. This hackathon was organized in 3 tracks
i.e CCTNS Bug Hunting, Innovative Cybercrime Investigative technique and Comparative
evaluation of applications available with States/UTs. 9 awards were also given in these 3
tracks (3 in each track).
The Bureau has been engaging with the Domain experts to discuss various operational
aspects of ICJS and CrPI Act, as a part of which meetings were conducted with the Nodal
Officers of ICJS and Domain Committee Members of ICJS & CrPI Act,2022 on 31.05.2023
and 07.06.2023 respectively wherein various issues related to implementation of projects were
discussed.
Day of International significance such as World Environment Day, World Blood Donor
Day were organized by the Bureau with great zeal and enthusiasm on 5th June, 2023 and 14th
June, 2023 where the officials of the Bureau planted saplings and a Blood Donation drive
organized by the Bureau on World Blood Donation Day.
Capacity building plays a pivotal role in Bureau’s mission to empower police with
Information Technology and as a part of the process, the Bureau has conducted training on
topics such as ‘CCTNS’, ‘Cyber Crime and Digital Forensics’ and ‘Criminal Procedure
(Identification) Act, 2022’. A total of 204 trainees participated in these training programs.
NCRB has also organized webinars on emerging topics like “CCTV Forensics”, ”Social Media
Analysis” and “Laws of Cyberspace” by expert speakers in their respective fields to modernize
and increase the awareness of police personnel. A total of 1,114 participants from all States/
UTs had participated and interacted with the expert.
We at the NCRB do our best to impart knowledge about the latest technological
interventions to all the Police Units and also to cross learn through organizing various
Seminars, Conferences and Webinars to ensure that all the States/UTs are equipped with
Information Technology for better Policing.

NCRB on 06.06.2023

Esteemed Guest was briefed about various initiatives of the Bureau which included
functioning of the portal to handle complaints related to
child sexual abuse material and rape/gang rape complaints.

Engaging with the Experts

MHA chaired the meeting with Interoperable Criminal Justice System (ICJS)

Outreach Campaign

NCRB’s pioneering IT applications were demonstrated to the Probationers of


Indian Police Service (IPS) at National Police Academy, Hyderabad on
12-13th June 2023.

A session on NCRB’s CyTrain Portal was conducted by Joint Assistant Director


(Training) at Telangana State Police Academy, Hyderabad during his visit on
13th-14th June 2023

CCTNS HACKATHON
CCTNS HACKATHON & CYBER CHALLENGE – 2023

Fourth edition of CCTNS Hackathon & Cyber Challenge –2023, inaugurated by


Hon’ble Minister of State (Home) Sh. Ajay Mishra, was organized by the Bureau
in the month of June, 2023. The event was conducted in collaboration with Cyber
Peace Foundation aiming to enhance skills and deepen understanding of the po-
lice personnel at field level. It is also an endeavor of NCRB to evolve Innovative
ideas and solutions to identify and address day-to-day challenges faced by police.

CCTNS HACKATHON: This challenge was the following three tracks:

Track 1 - CCTNS Bug Hunting

This event was organized on 10th and 11th June, 2023, inviting innovative minds,
secured coders across all segments of civilians and police personnel, to find vul-
nerabilities and logical flaws in the CCTNS application. Participants were evalu-
ated based on their findings, classified as high/medium /low on criticality.

Participants: Police personnel, cyber security enthusiasts/professionals, students


from academic institutions, and professionals from tech companies. The participa-
tion was on an individual basis.

Track 2 – eRaksha Awards for Innovative cybercrime investigative tech-


niques/methods

This event was organized on June 12th, 2023, to extend invitations to various cut-
ting-edge, technology-based investigative techniques employed by police person-
nel to enhance their effectiveness in combating cybercrimes. The objective was to
gain a deeper understanding of the real-world dynamics of cybercrime in the coun-
try and promote research, case studies, and the Standard Operating Procedures
(SOPs) implemented by police departments nationwide.

Participants: Police personnel of States/UTs and CAPFs/CPOs.

Track 3 – Comparative evaluation of technical applications available with


States/UTs Police.

This event was organized on June 26th, 2023, with the purpose of conducting a
comparative evaluation to analyze the efficacy of IT applications developed by dif-
ferent States/Union Territories (UTs). The goal was to identify applications that
could be adopted and scaled at the Pan-India level.

NAFIS Commissioning:
Out of 1,381 workstations to be installed under NAFIS Project, 1,379 work-
stations have already been commissioned. Additionally, 2,900 SSL VPN
IDs have been created and shared with States/UTs including 100 created
and shared during this period to authorize secure access to NAFIS Server.

Onboarding Central Law Enforcement Agencies with NAFIS:


As guided by the Hon’ble Union Home Minister to broaden the scope of
NAFIS by onboarding Central Law Enforcement agencies (LEAs), various
initiatives have been taken in the Bureau to enable them for enrolling and
accessing NAFIS Database for investigations.
Resulting in delivery of 16 NAFIS workstations to NCB and the process of
delivering 34 and 19 workstations to CBI and NIA respectively is at its
advanced stage.

Case No.1
State: Maharashtra
Finger Print Expert: Smt. Sarika. V. Tilekar, Jr. Expert/API (FP)
FIR No.: 937/2021
Section under which the case was registered: U/s 302, 307, 376, 323, 504,
34 IPC with 3(1) (W) 3(2) (V) Scheduled caste and Scheduled Tribe
(Prevention of Atrocities) Act-1989 vide section 235(2) of Cr. PC.
Police Station: Sakinaka PS, Mumbai, Maharashtra
Case Description: Murder case
The Victim was brutally raped and assaulted by the accused. The body parts of
the victims was gravely injured by the accused. During the treatment at the hos-
pital, the victim succumbed to injuries inflicted upon her by the accused.
Police action and Finger print Development/Comparison
The Finger Print expert visited the scene of crime and developed one chance
print on the back side of an iron frame of vehicle. Later, the developed chance
print was compared with the finger print slip of arrested persons and it matched
with left hand thumb impression of one of the accused persons, resulting in the
conviction of the accused under the POCSO Act.

Court Trial and Conviction
The Hon’ble Special Judge under POCSO Act, Sessions Court, Borivali Division,
Dindoshi, Goregaon, Mumbai, convicted the said accused person and sentenced
capital punishment .

State: Madhya Pradesh

Section under which the case was registered: 302, 201 IPC
Police Station: Kurai, Distt: Seoni, M.P.
Case Description: Murder case
An unidentified body was found in the buffer zone of a reserved Forest near
Nagpur, merely 100 meters away from the National Highway at village Raiyya
Rao. On further examination by the I/O and Finger Print expert, the crime was
registered under FIR 235/22 Section 302, 201 of IPC.
Police action and Finger print Development/Comparison
On examination of the crime scene by the Officials of PS Kurai, district Seoni,
the FSL and Fingerprint team of the district was called for immediate inspection
of the crime scene . The FSL and Finger Print Team of the district immediately
reached the spot and inspected it closely. The Finger Print expert prepared the
FP slip of the unknown dead body, which was later submitted for search in
NAFIS system and the identity of the deceased person was established as the
slip matched with a person arrested earlier.
The news was shared with the relatives of the deceased (residing in Ujjain) and
on investigation it was learnt that the deceased was residing in Mansar district
Nagpur, Maharashtra since 2018. During the investigation, it was additionally
learnt that on the day prior to the discovery of the dead body, the deceased
along with other individuals under suspicion committed a theft of electricity power
wire worth five lakh rupees and due to some conflict in the distribution of the sto-
len goods the perpetrators of the theft ended up taking life of the deceased.

Following the commission of the homicide, both suspects bound the deceased's
body with a rope and transported it via a vehicle from Nagpur to a secluded forest
in Seoni, Madhya Pradesh. The intention behind this act was to prevent the iden-
tification of the deceased . Consequently, an interstate crime was successfully re-
solved through the utilization of fingerprint analysis using the National Automated
Fingerprint Identification System (NAFIS).

Case Description: Murder case


A brutal double murder case was reported in the PS wherein the culprits entered
the house and murdered the owner and his wife by hitting their head by a spade.
Police action and Finger print Development/Comparison
The Fingerprint expert visited the scene of crime and 22 impressions of friction
ridges of the foot prints were developed. All the sole prints were compared to the
sole prints of the suspected persons. The culprits were identified through match-
ing of foot prints, leading to arrest of two migrant laborers from North Eastern

The accused persons were convicted by the Hon’ble Sessions Court, Mavelikkara
in this case.

Capacity Building

 8 courses covering vide ambit of topics like ‘CCTNS’, ‘Cyber Crime and Digital
Forensics’ and ‘Criminal Procedure (Identification) Act, 2022’ were conducted
by the Training Branch, in the second quarter of the year which were partici-
pated by a total of 204 trainees .

 A special 5 days Cyber Crime Course was conducted from 29th May to 2nd
June ,2023 for newly recruited Sub-Inspectors of Assam Police.

 A series of Webinars on emerging topics such as “CCTV Forensics”, ”Social


Media Analysis” and “Laws of Cyberspace” by expert speakers in their respec-
tive fields were conducted during the quarter. A total of 1,114 participants from
various States/UTs attended these Webinars
 4 Interns from the National Forensic Sciences University, Gandhinagar,
Gujarat completed their internship at NCRB Hqrs.

पिव थान क कै नवस पर खेलती हई कलाकृित को अपने साथ लेकर चलती है, वह वल कला ढाई हज़ार
वष से भी परु ानी होने का दम भरती है। आिदवािसय ारा सिृ जत यह कला भी मानव-जीवन क िविभ न
गितिविधय को खबू सरू ती से दशाती है। ओिडशा क प ा िच कला भी आठव शता दी से आरंभ होती है
िजसम िच को कपड़े के आधार पर िचि त िकया जाता है। यह कला जग नाथ और वै णव पथं से े रत है। इसम
सफे द, पीले और लाल इ यािद ाकृितक रंग का योग काले रंग क िकना रय के बीच अ यंत आकषक लगता
है। इसी ंखृ ला म आं देश क कलमकारी का भी एक रोचक इितहास है । इसक शैली अ यतं लोकि य है,
िजसम कहािनय को कै नवस पर िचि त िकया जाता है। रामायण और महाभारत जैसे महाका य , संगीत वा यं
के अलावा बौ और िहदं ू तीक को भी यह मख ु ता से दशाती है। ाकृितक और वन पित रंग का योग
पयावरण के साथ सामंज य बनाए रखने का भाव दशाता है। इसी म म म य देश ग ड िच कला पशु और

िम ी और लकड़ी से बनाए गए रंग मल ू प से योग म लाए जाते ह।

अपनाया गया। यह ितयोिगता नगर राजभाषा काया वयन सिमित के त वावधान म आयोिजत करवाई गई। 20
जनू को आयोिजत इस ितयोिगता म कँू ची और रंग का योग तो नह था, लेिकन सजृ ना मकता और
क पनाशि के ताने-बाने के िलए कागज़ और कलम पया सािबत हए। सभी ितभािगय को एक िच दशाया
गया था, िजसके इद-िगद ही उ ह एक कथानक बनु ना था। बहत ही रोचक और मनमोहक कथाएं कहानी और
रे खािच िलखने वाल ने प न पर उके रे । एनसीआरबी के िनदेशक महोदय इसी तरह से बेहतर काम करने के
िलए हम हर बार े रत करते ह। राजभाषा के ित उनक गंभीरता और सजगता सदा राजभाषा के िहत म रही है।
