The Local government unit of Pinamalayan under our leadership remains focus, steady and firm to you sworn commitment to
Pinamaleños. The new mandate from our populace signifies that government interventions and efforts in reaching the most vulnerable
communities are being felt and well appreciated. Hence, we acknowledge the need to level up, upgrade and customize all of your
started endeavors in order to address the unique needs of our people as well as to the adopt the demands of the changing world.

As such, it is with great honor and pride that we present this compilation of Thematic Plans and Programs 2020, a navigational plot
towards the developmental framework and program intervention of the Local Government for the Fiscal year 2020.
Moreover, we practice good governance and participatory style of leadership to assure the general public that all of our identified projects and
programs are based on series of planning, discussions and consultation involving all sectors. Furthermore, with the unwavering support and active participation of all stakeholders, we
can vouch that no sector is being left behind and guarantee the inclusivity of all programs.
Also, our heartfelt commendation and appreciation goes to the selfness man and women of the Municipality who made this plan possible and genuine.

Planning is necessary before we undertake action or technical solution on any situation, yet planning is grueling. It requires great
effort, concentration and gathering information in order to establish a strategic plan that will show us specific direction in achieving our goals
and objectives.

This year, Municipal Tourism Development Plan was formulated which includes different issues and concerns, technical findings and its
implications that this local government unit determined to address to. This is to suffice the needs and meet the demands of a fast growing
community like ours and to promote possible tourist spots that can help towards social development and economic growth.

This set of actions was formulated through inquiries, careful studies, and dialogue with different stakeholders and concerned persons,
workshops, group discussions, researches and other activities. All of these were conducted to ensure that all programs/projects/activities of this municipal government aiming to
implement will be relevant and beneficial to the public and to the whole community.

Let us be united towards success of this plan for “Great things require teamwork”. -

Profile:
Narrative Description:
Pinamalayan by its adopted historical accounts traces its early settlers as travelers from the nearby province of Marinduque. Hence, the typical; Marinduque culture is quite evident in the local cultural practices and celebrations. The ethnic
influence is still very much traceable even in the distinct local dialect and accent specially in certain barangays. The Centurion Festival for example , is an evolved modern version of the latter's Moriones Festival. Following also the typical Filipino
culture, Pinamaleños are religious God-loving people. As such, they consistently observe yearly religious activities and celebrations. They also have natural inclinations to the Arts. In fact, there are many recognized artists from this town
including singers, musicians, actors and others.

Assessment:
Physically, Pinamalayan is gifted with natural scenic attractions that could be beneficial to the locals and tourists, given that the use of the said eco-tourism sites will be planned very well to ensure the preservation its natural state. In fact, due to
continuous emancipation and development of eco-tourism destinations, Pinamalayan is projecting a increasing number of tourist arrivals from 2016 up to date based on the Tourist Arrival Reports submitted by its primary and secondary tourism
establishments. However, to encourage more tourists and investors to visit the place, it is undeniable that major improvements in terms of road infrastructures, basic utilities such as electricity and water supply, transportation and medical
facilities among others should be prioritized.

In the historical and cultural aspect, the most prominent structure are the Pinamalayan Park and its Grand Bahaghari Arc, Recodo and Ranzo Light house, The Rainbow Junction or commonly known as the "Triangle", Welcome Landmark at Sto.
Niño and others. Over the past years, Pinamalayan was able to identify itself as the home of the colorful and historical festivals, other cultural attractions, beauty, progress and artistry.
