RAID Star SAFIRE HD Sensor Upgrade

1.0 Background
The Department of Homeland Security’s (DHS) Secure Border Initiative (SBI) is a

comprehensive multi-year plan to secure America’s borders and reduce illegal immigration. The
initiative addresses both border control and interior enforcement. SBI is part of the overall
initiative designed to provide Customs and Border Protection (CBP) the resources and
capabilities necessary to achieve border control. The Federal Aviation Administration Logistics
Center (FAALC) will serve as an independent government entity providing engineering,
technical and logistics services to support CBP in the areas of Integrated Logistics Support,
management consulting, primary inventory control point, provisioning and repair of CBP
equipment.
2.0 Purpose
Due to upcoming obsolescence considerations and newer technological advancements, the FAA
requires the existing CBP RAID Star SAFIRE HD sensor systems (part number 3290004-301) to
be modified/upgraded, FLIR delivered the existing SAFIRE HD systems to the Army under
contract W9113M-05-D-0002. Multiple FLIR high definition sensors systems were delivered
during 2005 and 2006. This upgrade will be to a Star SAFIRE 380HD “Like” configuration. This
upgraded sensor shall perform substantially the same as FLIR’s new procurement Star SAFIRE
380HD’s. These HD Cameras are intended to be used as part of a surveillance system in remote
locations along the U.S. southern border.
3.0 Scope of Work
Provide upgrades described below to the following eleven serial numbers:

361100, 361101, 361103, 361105, 361106, 361114, 361125, 361126, 361135, 361136 and
361137.
Upgraded Services -
The upgrade of the current 1394b Star HD systems to a 380HD-U configuration will include
changes to the turret, laptop control unit and cables. Specifically:
 Visible, Electro-Optical (EO) Camera

• Remove the obsolete EO camera
• Replace it with the new EO HD camera
• Add associated hardware to complete the replacement
• Incorporate new printed circuit board (PCB) and software updates to improve the
EO field of view (FOV) sticking issue

 Laser Rangefinder
• Remove the obsolete LRF
• Replace with the Sentinel LRF
• Add miscellaneous cable and hardware to complete the replacement
 Laptop Control Unit

• Remove 24 volt power supply
• Replace with +/- 12 volt power supply
• Add miscellaneous cable and hardware to complete the replacement
 Remove the WinSpectrum computer. The WinSpectrum computer will be replaced

with the Integrated Digital Skillet (IDS). This replacement requires the removal of:
• Existing 1394b Star HD skillet
• Existing azimuth drive
• Existing hub assembly
 Addition of:
• New hub assembly specific to 380HD configuration
• New azimuth drive specific to 380HD configuration
• New actuator assembly
• New, 380HD skillet assembly (includes the circuit boards & power conditioning)
 Replace the gyro
 Replace the mechanical cooler
 A new set of cables specific to the 380HD-U configuration and integration on tower
or aerostat.
4.0 Warranty
The Platinum Service Agreement provides all parts and labor associated with any required repair
during the established time period (8,760 hours – a full one year of 24/7 operation). The service
agreement does cover shipment costs to and from the Portland Oregon facility.
5.0 Shipment
The FAALC will be responsible for coordinating shipment of the HD Cameras to the Aerostat
facilities.

6.0 Deliverables
Provide a Star SAFIRE 380HD-U User’s Manual (one per upgrade, for a total of 11)
Parts List of items to be installed as part of upgrade (see paragraph 3.0)
