Theme: Operation with services on the website of the electronic

government http://egov.kz/cms/ru/government-services/for_citizen: registration
of requests, obtaining counterparts of documents, etc.
Purpose: forming the students' holistic view of nature information and
communication technologies and their potential application in the organs public
authorities in order to improve the efficiency of public administration;
development of management skills by using internet technology.
Plan practical work:

1. The e-government portal of the Republic of Kazakhstan.

The e-government portal of the Republic of Kazakhstan is an information
and reference web portal that provides public services and services in electronic
form and provides a single point of access for obtaining the most necessary
information on public services.
Portal electronic www.egov.kz government developed by the order of the
Agency of the Republic of Kazakhstan on communication and information
national operator in the field of information technologies of JSC "National
Information Technologies", a subsidiary of JSC National ICT Holding "Zerde".
In 2015, the development agreement was concluded directly with the company
LLP "Bee Software" in the conglomerate to LLP "Inessoft". JSC "National
Information Technologies" exercise the functions of project management.

Goals and objectives

The portal www.egov.kz is one of the main projects of the E-
government - the mechanism of functioning of the government and local
authorities based on the wide application of information technologies using the
combined information resources of state bodies and maximally oriented at
providing services to citizens and organizations.

The goals of the e-government portal:

Simplification of procedures for the provision of public services to the
public on the principle of a single window;
Increase the effectiveness of public services.
Creation of a single point of access to all information resources of state
bodies: open dialogue with the authorities, confidentiality, establishment of
direct and reverse interaction of citizens with state bodies.
 Formerly each state agency had been acting separately and had weak
contacts with the rest and at the same time citizens had to rush different
instances to obtain necessary certificates and references, verifications and other
loads of documents. All this made the process of obtainment of only one service
unbearable with endless visits to numerous agencies. Today it is all over owing
to the projects of the “electronic government”.

Electronic government is the integrated mechanism of interaction between

the state and citizens, state agencies with each other, ensuring consistency with
the help of informational technologies. This mechanism reduced queues to state
agencies and simplified acceptance of certificates, references, permits and many
other documents and services.

In other words “electronic government” it is when for obtainment of license

you need only Individual identification number (IIN) (other necessary data is
taken by automatic requests), it is when you can pay for utility services and fines
online, it is when for getting a certificate at «State-owned corporation
«Government for citizens» NJSC you may only need your ID card, it is when
you may independently register your business and get the certificate at the
“electronic government” web-portal within 10-15 minutes, it is whet you may
get info about the turn of your kid the waiting list to the kindergarten at any time
of the day and night, or get statement of residence on cell phone and hundreds
more of such “when”.

2. Electronic digital signature (EDS).

Electronic digital signature (EDS) is the requisite of an electronic
document obtained as a result of cryptographic information transformation using
a private signature key and allowing to verify the absence of distortion of
information in an electronic document from the moment of signature formation
(integrity) , The signature holder's ownership of the signature key certificate
(authorship), and in case of a successful verification confirm the fact of signing
the electronic document (non-repudiation)

Task №1. Get an electronic digital signature (EDS) online

1. To obtain government services and information , open the browser and go to
the site «http://egov.kz/cms/en»

3. To work with the portal to get the " electronic digital signature (EDS ) . "

documentation . Go through the portal and sign up for your personal account (

№7. Choose one of the three suggested options:

1) Select “Card reader” if you have an electronic digital signature on the
identity card;
2) Select “Flash drive” if you have an electronic digital signature on the
USB flash drive.
Select the file of your digital signature from the electronic media (USB flash
drive);
3) Select “Kaztoken” if you have an electronic digital signature on the
special USB-device. To enter please use a special USB-device with your digital
signature.

In our example, we select the file of our digital signature on electronic media
(USB-drive);

№8. Select a file “RSA”.

2 3 4 5 6” (the password for all is the same) and click NEXT.
