REHABILITATION OF THE WATER SUPPLY SYSTEM AND DISPOSAL

STATIONS IN SARDOGHA

Term of Reference (TOR)


Term of Reference – Engineering & Topographical Survey

To carry out all activities and gather data related to detailed engineering and topographic surveys of
the project site to help the engineering team in the design phase. The consultant is responsible for
submitting following information and data (raw and processed):

i. The survey shall be started from the reference Benchmark of Survey of Pakistan near to project
area. Establish permanent benchmarks and provide list of primary/secondary benchmarks and
other control points with geotagged photographic evidence.

ii. All survey control stations to be coordinated by Static GPS observations with a minimum of one
hour continuous observations per station.

iii. Engineering and Topographic survey shall be made in the international coordinate system, WGS
84 – UTM so that engineers can review data using Google Earth engine in design phase.

iv. Metric System of Units shall be used.

v. The consultant is responsible to carry out drone/UAV survey for the acquisition of high-resolution
ortho-mosaic, Point Clouds, DSM, and DTM which shown in detail at a scale of 1:100. Features
usually shown at a scale of 1:100 and above. i.e. manholes, chambers, poles, trees, and others.

vi. Street level topo survey shall be conducted for the 3 zones for the water supply
distribution network.

vii. Topographic surveys shall reflect the spot heights, existing location, and state of objects
including manholes, chambers, electric poles, trees, culverts, drains, invert levels, green
spaces, water courses, built up, buildings, property line, building types and other landuse
structures and utilities present.

viii. Engineering networks (roads, Nullah, Drains, culverts, other important network) the cross-
section shall be spaced no more than 10 meters apart, and the elevations shall be
measured at each intersection. Also, elevations shall be measured at road center, road
edges, nullah bed and top, breaks in grades, center line of surface, tops and inverts of
structures, top of curbs, top and bottom of slopes, walls and along flow line of ditches

ix. Contour plan of project site at 0.5m interval which shows accurately shows slopes and steepness
on ground.
x. Cross section of road/strip of proposed route at min. 10m interval covering complete
detail of features(within row/building line to building line) along the route with complete section of
depth of drain/nullahs .along with thickness of slab and walls etc.

xi. 1km up and down at canal intake point for 3 x WTPs, detailed topographic survey along with cross
sections at 50m intervals with all geometric details of the canal along with the longitudinal profile.

xii. Establishment of Control Points on existing permanent features that are not likely to
be demolished or damaged in the near future i.e., culvert, bridge, etc. Points shall be marked
with steel nails and red paint with a sketch of each point related to surrounding references
to locate easily during the visit.

xiii. Site boundary layout plan with dimensions and exact area calculations.

xiv. For the Trunk Sewer & Water Supply Rising Main route, a strip survey covering 10m on each side
of the road is to be surveyed with the marking of all existing utilities and crossings utilities along
with cross sections at 10m intervals.

xv. The topographic survey shall be a hybrid survey carried out using DGPS, Aerial &
Total Station.

xvi. DTM and DSM both are mandatory requirements.

xvii. Detailed topographic survey of existing sewage disposal stations, OHRs, and GSTs. including all
open spaces and features within boundary limits.

xviii. Condition assessment survey of existing sewage disposal stations, OHRs, and GSTs. including
residential /administrative within buildings This should cover the detailed structural inspection
covering all aspects including but not limited to strength, seepage, etc. audit along with
recommendations for remedy, reuse, retrofitting, or to be declared as outlived. Condition of
electrical and mechanical equipment and general layout of all existing equipment/appliances be
drawn on a presentable scale.

xix. Test pits (wall to wall) along the route shall be carried out for the purpose of underground
clearance of the Water supply network, Trunk sewers, and WTPs intake channel.

2 Topographic Survey, Structural and Seepage Audit of Water Works (GST + OHR)Site

i. Detailed survey as per TOR of GSTs at Istaqlalabad Colony Water Works (0.3 acres)
ii. Detailed survey as per TOR of GST at Eisa Nagar Water Works (0.5 acres)

iii. Detailed survey as per TOR of GST at Tariqabad Water Works (0.2 acres)
iv. Detailed survey as per TOR of GST at Block C Water Works (1.4 acres)

3 No of Test Pits & Pipeline Route Strip Survey

i. Test pits along rising main routes from Main WTP Muhammadi Colony to WW JinnahColony 6 km = 13
Nos and detailed strip survey including cross sections.
ii. Test pits along Channel from Lower Jhelum Canal North Branch (LJCN B) to Muhammadi WTP 0.72 Km =
7 Nos. and detailed strip survey including cross sections.
iii. Test pits along rising main of TWs for scheme 1 and scheme 3 to Water Works NST
5.6 Km = 13 Nos and detailed strip survey including cross sections.
4 Street Level Topo Survey - Water Distribution area (03 Zones)
Water distribution/service area (approx. 12,020 acres) Refer to Map for Locations.The area includes
the following Zones;
 Zone – 1 = 3,647 Acres

 Zone – 2 = 3,213 Acres

 Zone – 3 = 4,924 Acres

OUTPUT/SUBMISSIONS:

A. Topographic Survey:-
i. The firm is responsible for submitting complete project survey reports in soft and hard formats (5 x
hard color copies), survey map books, and layouts as per the decided scale on A3 size to ensure
readability and technical accuracy. This must be included in the report.

 Detailed work methodology


 List of equipment and software used
 Control Points sheets (SOP and others) with pictures (geotagged), coordinates, and
location references of each site.
 Raw and processed data related to DTM, DSM, Shapefiles, CAD work, and other
software-based data.
 High-resolution Geo-ref Image and TIFF file.
 Detailed drawings in AutoCAD with complete features and POIs in separate layers.
 Cross sections of existing nullahs/drains along the pipeline route along with the depth of
any other utility crossing the pipeline route below the ground.
 Geo-tagged pictures of field activities with staff and survey equipment at various locations.

ii. Soft copy/RAW/Processed files of the following data shall be submitted;

 Raw and processed data related to DTM, DSM, Shapefiles, CAD work, and other
software-based data.
 Observation, correction data, and used data must be provided in (ubx, Rinex Dat.) format
along with all grids, correction, and adjustment parameters used for post-processing.
 High-resolution Geo-ref Image and TIFF file.
 Detailed drawings in AutoCAD with complete features and POIs in separate layers.
 Detailed drawings in AutoCAD with complete ground levels at 3m intervals.
 Cross sections of existing nullahs/drains along the pipeline route along with the depth of
any other utility crossing the pipeline route below the ground.

iii. The firm is responsible for submitting soft copy of the final project deliverables in the given format.
drawings (.dwg), Esri (Shapefile, Geodatabase), Reports (.doc, .xlxs), Static GPS raw data logging
and processing files, Drone survey raw and processed data (pictures, ortho-mosaic, DSM, DTM,
Point Clouds), other data and information related to the project.

B. Engineering Survey - Condition Assessment Survey Report

i. The firm is responsible for submitting complete project survey reports in soft and hard formats (5 x
hard color copies.
ii. This report shall cover detailed work methodology, assessments, findings, and recommendations
for sewage disposal stations and Waterworks (GSTs, OHRs) and other buildings within the
boundary). The report shall include the existing layout showing all, installations, open spaces,
structures, and other features with all dimensions and levels, etc.
iii. Condition of EM equipment and recommendation for future use.
iv. All referred photographs shall be geotagged.

C. Engineering Survey - Underground Utilities Clearance Report

i. The firm is responsible for submitting complete project survey reports in soft and hard formats (5 x
hard color copies.
ii. Report shall also include plan and cross-section of the test pit along with services visualized with
size,nature and horizontal /vertical location.
iii. This report shall cover detailed work methodology, assessments, findings, and recommendations
for the laying of the water supply distribution network, trunk sewers, and WTP intake channel.
iv. Recommended layout plans of Water supply lines shall be provided after the study in CAD format
and in different layers and same shall be part of the Underground Clearance Report.
v. All referred photographs shall be geotagged.
