accuracy, reliability and completeness of the information in this EOI and wherever felt necessary obtain

2. Background
Digital India Corporation (DIC) has issued this EoI cum Market Assessment with intend interact
with Potential Current and Upcoming Startups or Established Organizations with Existing
Product Offerings to understand the solutions which can fulfil the needs or aid the
requirements of the NEP 2020 aligned enhanced technological capabilities. Post the
completion of the EoI, Interactions with Participants, and the market assessment exercise, the
suggestions and inputs received during this process may be considered for drafting a potential
RFP in future, though not confirmed yet, and the approach of the technical solution(s)
procurement model.

2.1 About DIC


Digital India is a flagship program of the Government of India with a vision to transform India
into a digitally empowered society and knowledge economy. Digital India aims to provide the
much-needed thrust to the nine pillars of growth areas, namely Broadband Highways,
Universal Access to Mobile Connectivity, Public Internet Access Program, e-Governance:
Reforming Government through Technology, e-Kranti - Electronic Delivery of Services,
Information for All, Electronics Manufacturing, IT for Jobs and Early Harvest Programs. Each of
these areas is a complex program and cuts across multiple Ministries and Departments.
Digital India Corporation is a not-for-profit Company set up by Ministry of Electronics and
Information Technology (MeitY), Govt. of India, under Section 8 of Companies Act 2013. Earlier
the company was known as 'Media Lab Asia'.

To undertake these functions, DIC attracts talented resources both from Government and
Market. The judicious mix of talent ensures that Government is equipped with a broad
spectrum of resources for successful design of Digital India related projects. For more

2.2 About PM eVidya


The Union Finance & Corporate Affairs Minister had announced several initiatives, on 17th May
2020, to boost the education sector in the pandemic situation: “A comprehensive initiative
called PM e-VIDYA will be launched which unifies all efforts related to digital/online/on-air
education. This will enable multi-mode access to education, and includes: DIKSHA (one nation-
one digital platform) which will now become the nation’s digital infrastructure for providing
quality e-content in school education for all the states/UTs; TV (one class-one channel) where
one dedicated channel per grade for each of the classes 1 to 12 will provide access to quality
educational material”

2.3 DIKSHA (Digital Infrastructure for Knowledge Sharing)


DIKSHA is the One Nation One Digital Platform for Education and is the largest National
initiative by any country that offers free of cost access and has e-content sufficiency as per
different School boards and Autonomous bodies in India like CBSE, NCERT and States/UTs for
each grade/subject/topic. The content on DIKSHA is hosted in 36 languages (29 Indian
Languages and 7 Foreign Languages), including ISL (Indian Sign Language); and DIKSHA is
equally promoting and encouraging learning through local/regional languages. DIKSHA also got
unique content available for CWSN students. DIKSHA has witnessed unparalleled usage with
an average page hit of 3.49+ crores spanning across 6055+ crores minutes of learning with
308,643 lakh e-contents and 6577 ETBs hosted live as of date. DIKSHA is also being transformed
into a platform for the coherence of access with TV and radio.

2.4 About NEP


In alignment with National Education Policy (NEP) 2020, it is certain that technology itself will
play an important role in the improvement of educational processes and outcomes. As per NEP
2020 (para 23.5), the thrust of technological interventions will be for the purposes of improving
teaching learning and evaluation processes, supporting teacher preparation and professional
development, enhancing educational access, and streamlining educational planning,
management, and administration including processes related to admissions, attendance,
assessments, etc. A rich variety of educational software, for all the above purposes, will be
developed in compliance with the National Digital Education Architecture (NDEAR) and made
available for students and teachers at all levels in accordance with NEP.

2.5 About NDEAR

NDEAR is a technological framework that aims to enable existing systems to upgrade and
become interoperable while making available the building blocks for the creation of new tools
and solutions. NDEAR aims to energize and catalyse the digital education ecosystem to create
and deliver diverse, relevant, contextual, and innovative solutions that benefit students,
teachers, parents, communities, and administrators resulting in the timely implementation of
policy goals.

Through NDEAR, the Government will play the role of an enabler, by providing a framework
where technology solutions can be built by anyone and contributed back to the NDEAR
ecosystem /community for public good. Further, solutions that use NDEAR frameworks,
standards and specifications, would be considered NDEAR compliant or NDEAR aligned. Any
technology solution which is NDEAR compliant or NDEAR aligned will be able to connect with
other solutions that are NDEAR compliant. State/UT Governments would be free to embark on
building solutions to suit their needs. By identifying needs and curating the building blocks

needed for the education ecosystem, NDEAR would be able to help with enabling the States/UTs
with a leg up by providing technology components that can be configured for different
solutions. This is much like selecting good quality bricks, which could be used to make any

3. Objective of the EoI

By leveraging technology and new e-learning tools, educators across the world are increasingly
adopting blended learning in-class and online learning strategies to deliver a holistic learning
experience. With this, learning is evolving and becoming more personalized and easily
accessible for all learners.

The objective of the EoI is to explore the various features/capabilities/solutions, available in


the market or being developed by existing organizations, startups or upcoming startups as per
the requirements of NEP 2020 and Ministry of Education which can enhance the digital learning
experience of students and teachers and to explore procurement models to provision the
capabilities at scale.

It would be key to identify amongst the EOI participants, such solutions or organizations or
partners who are willing to align themselves with the current and future needs of the NDEAR
and DIKSHA. Such Participants should be willing to commit to a growth and enhancement plan
of their offered or proposed solutions alongside the projected roadmap of NDEAR and DIKSHA.
The goal is to identify solutions which are willing to keep innovating as newer needs keep
identified, and also contribute by offering critical insights to the vision of DIKSHA becoming the
world’s leading public education learning platform. Such participants will ensure that their
solutions do not become stagnant, but instead also contribute as a valuable partner to the
comprehensive roadmap and technological innovations and offerings of NDEAR, and DIKSHA.

The overall vision is that the development and implementation of the enhanced capabilities
will not only improve user experience but also align with the NEP 2020’s goal of attaining grade
appropriate competency and holistic development of all learners.

4. Scope of Work – Indicative


4.1 Virtual Classrooms and Online Tutoring
1. To provide personalised learning focusing on “just in time” interventions-
right support is provided at right time so that every student is covered
irrespective of his/her background. The online tutoring solution should
comprise of the following features:
a. Provide real time support and guidance to students when the
encounter difficulties, ensuring timely assistance
b. Capable of tailoring content/interventions as per the learning level
of the student
c. Comprehensive analytical capabilities to track improvement in areas
against which the capability is being leveraged by students and
teachers

Important Note: It is to be noted that this is an EOI cum market assessment exercise only,
and firms / Startups / Agencies / institutions, whether existing or upcoming, will not be
shortlisted based on this exercise for any business outcome.

5. Instruction to Applicants

5.1 Submission of the EoI


The applicants need to submit the responses along with all the supporting documents on CPP
portal (https://eprocure.gov.in/eprocure/app) by the date and time communicated above in
the factsheet.

5.3 Method of Evaluation


1. The invitation for EOI does not commit DIC to award a contract or to engage any organization.
2. Screening of EOIs shall be carried out as per eligibility conditions mentioned in this document
and based on verification of submitted documents.
3. Solution providers who qualify as per the eligibility conditions will be required to make a
presentation detailing their proposal to the evaluation committee of DIC.
4. This is not a shortlisting process and DIC will decide next steps like procurement of solution,
business/engagement models etc. based on the suggestions and recommendations from the
different organizations and approval from competent authorities. There may be an RFP in
future, where the participants from this EOI may participate again to make a formal bid or offer.

5.4 Key points


1. This EoI does not commit DIC India to award a contract or to engage any organization.
Further, no reimbursable cost may be incurred in anticipation of award or for preparing a
response for this EoI. The vendor/applicant/institution is responsible for all costs incurred
in connection with participation in this EoI process.

2. DIC reserves the right to withdraw, amend, modify the EoI document, its scope, terms &
conditions, and or vary any part thereof at any stage. DIC further reserves the right to
terminate this EoI at any stage without assigning any reason. DIC makes no commitments,
express or implied, that this process will result in a business transaction with anyone.

5.5 Support to applicants

Any queries relating to the EoI document, and the terms and conditions contained therein
should be addressed to the Inviting Authority. For any other related queries applicants are
requested to mail the queries to [email protected] in the Pre-EOI Query
Format (Annexure 6.7) by 7th December 2023 DIC will invite applicants for a Pre-EoI Consultation
cum discussion to give a walkthrough of the requirement and the address any queries as
