Online applications are to be accepted from 12-09-2023 to 02-10-2023 Commissionerate of Higher Education, Gandhinager, Gujarat has issued NOCs for the appointment of 531 posts of Assistant Professors with the nomenclature ‘Adhyapak Sahiyak’ in non- government Grant-in-aid Arts, Commerce, Home Science, Rural Studies (B.R.S), Physical Education (8.P.£4.), Education (8.€4.), Law and Journalism colleges through a Centralized Recruitment Process, The management authorities of the concerned colleges have given their consent for the Centralized Recruitment Process. Online applications from eligible candidates are invited for the same{the post of ‘adhyapak Sahayak’) aa % To make the recruitment process transparent, qualitative, fast, and as per roster, the State Government has decided to follow the Centralized Recruitment Process in accordange with the regulations of Notification of U.G.C. New Delhi, publish Guia of oleurberg end ded 18 July 2018 and as per Resolution No: NGC/1019/CHE-768/Kh. dated 23.12.2019 get by the Department of Education, Government of Gujarat. . 1. General Instructions g 1.1 The Centralized Process of Recruitment is according to the policies and instructions of the government issued from time to time. The final rights will remain with the Commissionerate of Higher Education to increase, decrease, or cancellation of a vacant post from the list due to workload or some administrative reason or change in the policy made by the government at any stage ofthe recruitment progess 1.3 Ifa candidate is applying for more than one subject, then the candidate has to apply separately for each subject and has to pay fees accordingly. ¢ 1.4 The Commissioner (Higher Education) is at any stage empowered to cancel or keen.on hold the appointment of any candidate who Is found unsuitable for the post as per the prevalent aoa ory 1.5 Thi récruitment process is completely subject to the prevailing rules, provisions and general noffns of the government for the post mentioned in the recruitment process. 41,6 Th& Commissioner of Higher Education, is absolutely empowered to alter or cancel the requitment process or its conditions. in case of any dispute including disputes arising between canididates and institutions, the decision of the Commissioner of Higher Education will be final and it shall be binding for all parties. 2. Qualifications 2.1 The candidate must be a citizen of India. 2.2 Thé educational qualification of the candidate must be as per the UGC regulation, 2018 dated 18/07/2018 and as per Resolution No: NGC/1019/CHE-768/Kh. dated 23.12.2019 issued by the Defiartment of Education, Government of Gujarat along with time-to-time amendments. 2.3 Only degrees awarded by any University in India, established by the statutory act of the State or Gentral government and recognized by UGC will be valid 2.4 The candidate must possess a Master's degree in the relevant discipline and subject with at least 55% of marks (or an equivalent grade in a point scale, where the grading system is followed) as per the UGC Regulations - 2018 and as per Resolution No: NGC / 1019/ CHE-768/ KhJdated 23.12.2019 issued by the Department of Education, Government of Gujarat. 2.5 Fof|NET / SLET / SET and Ph.D. Point no: 3.3 (I) and (Il) of U.G.C. Regulations - 2018 will be idered and itis as follows: |. The National Eligibility Test (NET) or an accredited test (State Level Eligibility Test SLET/SET) hall remain the minimum eligibility for appointment of Assistant Professor and equivalent positions wherever provided in these Regulations. Further, SLET/SET shall be valid as the “minimum eligibility for direct recruitment to Universities/ Colleges/ Institutions in. the “respective state only Provided that candidates who have been awarded a Ph.0. Degree in accordance with “the University Grants Commission (Minimum Standards and Procedure for Award of “M/Phil./Ph.D. Degree) Regulation, 2009, or the University Grants Commission (Minimum and Procedure for Award of M.Phil/Ph.0. Degree) Regulation,2016, and their Lubsequent amendments from time to time, as the case may be, shall be exempted from he requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and “institution. | provided further that the award of degree to candidates registered for the M.Phi/Ph. . program prior to July 11, 2008, shall be governed by the provisions of the then existing Ordinances / By-laws / Regulations of the Institutions awarding the degree. Only the candidates with a Ph.D. degree as per the above criteria no S mentioned in qualification details are exempted from NET/SLET. 2.7.2.As pet NCTE 2014 regulation for Education Colleges above qualifications and the following qualifications will be applicable ; Curriculum and Pedagogic Courses i () Postgraduate degree in Sciences/ Mathematics/ Social Sciences/ Languages with minimum 55% marks, and (i) M.Ed. degree with minimum 559% marks. f Desirable: Ph.D. degree in Education with subject specialisations. 8 2.8 Qualification for the post of ‘Adhyapak Sahavak’ in Arts, Commerce, Home Science, Journalism and Law colleges will be as follows. As per point no: 4.1 (A or B) of U,G.C. Regulations, 2018 following will be cohsidered: A a i) A Master's degree with 55% marks (or an equivalent grade on a point scafe wherever the grading system is followed) in a concerned/relevant/allied subject from an Indian University, or an equivalent degree from an accredited foreign university. Besides fulfiling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET/SET, or who are or have been awarded a Phi Degree in Poge 3 of 12 accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil /Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be exempted from NET/SLET/SET: | Provided, the candidates registered for the Ph.D. program prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances/Bye-laws/Regulations of the Institution awarding the degree and such Ph.0. candidates shall be exempted from the requirement of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities) Colleges/institutions subject to the fulfilment of the following conditions:- The Ph.D. degree of the candidate has been awarded in a regular mode; ‘The Ph.D. thesis has been evaluated by at least two external examiners; ‘An open Ph.D. viva voce of the candidate has been conducted; ‘The Candidate has published two research papers from his/her Ph.D. work, out of which at least one is in a refereed journal; The candidate has presented at least two papers based on his/her Ph.D work in conferences/ seminars sponsored /funded/supported by the UGC / ICSSR/ CSIR or any similar agency. The fulfillment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned. Note: NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted by the UGC, CSIR, or similar test accredited by the UGE, like SLET/SET. : OR B. ‘The Ph.D degree has been obtained from a foreign university/institution with a ranking ‘among the top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (Qs) (ji) the Times Higher Education (THE) or (ii) the ‘Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University ‘Shanghai 29 Quliication for Adhyapak Sahayak in Physical Education colleges will be as per the NCTE regblation 2014 (Appendix-7) and UGC regulation 2018 (Para 4.1). 2.10Qualification for the post of Adhyapak Sahayak in Gujarati Subject in B.R.S. Colleges will be as perthe UGC regulation 2018 (Para 4.2) Important Note: Only the ifications and Certificates acquired before the last date of accepting applications will be valid. 3. Important note for candidates for reserved category: 3.1Detalls of the category to which the candidate belongs among Scheduled Caste (SC), ‘scheduled Tribe (ST), Socially and Educationally Backward Class (SEBC) and Economically ‘Weaker Section (EWS), must be mentioned in the application form. 3.2The benefit of reservation is restricted to Schedule Caste (SC), Schedule Tribe (ST), Socaly ‘and Economically Backward Class (SEBC), and Economically Weaker Section (EWS) candidates of Gujarat origin only. AS per the UGC regulation 2018 “A relaxation of 5% shal be allowed at the Bachelor's as alla at the Master's level for the candidates belonging to Schedule Caste/ Schedule Tribe/ Differently-abled (Physically and visually differently-abled)/ Other Backward Classes |fo8C\(non-creamy layer) categories forthe purpose of eligibility and for assessing good ‘academic record during direct recruitment to teaching postions. The eligibility marks of '5596 (or an equivalent grade on a point scale where the grading system i followed) and the Page 40f 12 relaxation of 5% to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedure.” 3.4 fa candidate falls to mention the category details in the application form, his/her claim for reservation will not be granted later. Such candidate will be treated as General Category. 3.5 Candidates who want to avail the benefit ofthe reserved category have to attach a copy of the caste certificate issued by the competent authority in the prescribed format. Ifthe caste certificate is not attached with the application, it will not be accepted later and will be treated as General Category. 3.6 Candidates from Socially and Economically Backward Classes willbe eligible for reservation only if they do not belong to the Creamy Layer. 3.7 The candidate of Socially and Economically Backward Classes needs to submit the Non- Creamy Layer certificate issued by the Department of Social Justice and Empawerment as, per the resolution dated 06/02/1996 in the prescribed Gujarati format of Annexure ‘C! (URQLe- 5’) or the new format as prescribed in Annexure-4, 3.7.1 The maximum validity period of the 'Non-creamy Layer’ category certificatessued is for three financial years. Such certificate should be issued on or before the last date of conline application and same should be valid tll te last date of online applitation. The acceptance regarding its duration and validity is subject to the provisions of resolution/circulars of the State Government. & If annexure-A in English has been submitted with the application instead 6f Annexure ‘c' (URMLZ- 5’) or Annexure-4 in Gujarati, the application will be treated! as general category, as Annexure A is issued by the Government of India and not by Government. of Gujarat. 3.8 As per the existing provisions of the Government, if the candidate of the reseryed category is selected on the basis of his/her qualification without availing any relgxation (ie. experience, qualification, or any other field extended beyond the norms consigered for an ‘open category) he/she will be considered for General category seat. i 3.9 Candidates of the Economically Weaker Section (EWS) have to mention if the online application the date and number of the certificate obtained from the Departmént of Social Justice and Empowerment of the state government in the prescribed Performa Annexure ‘HY in English or Annexure ‘G’ in Gujarati as per the resolution no. EWS/122d19/45903/A dated 25/01/2019. Such certificate will be valid only if issued on or before théilast date of cline application, 4, Pay Scale ° é The pay scale and conditions for the appointment will be as per the provisions mentioned in resolution no, NGC-1104-1657-kh dated 25/08/2005, 28/03/2016, 16/06/2008, 15/06/2010, 03/10/2012, 04/04/2017, 27/07/2017 and NGC-1019/CHE-768/kh dated 23/12/2019 of Department of Education, Gujarat. Accordingly, the appointment will be on probation with a fixed salary of Rs.40,176 (Rs. forty thousand one hundred seventy-six) for the first five years or as per thé resolution of the Government issued from time to time. After the completion of five years, ifthe servides rendered by the candidate are satisfactory, after the due verification of workload and proposal of the concerned “page 5 of 12 college, the Adhyapak Sahayak will be absorbed in the prevalent regular pay scale of the Government of Gujarat! 5. Merit Calculations Merit Calculation will be carried out as per the UGC Regulations-2018 (18" July 2018) and Resolution No.: NGC-2019/CHE-768/kh dated 23.12.2019 issued by the department of Education as ‘shown in following Table 3B. Marksheet is eligible to get a Minimum of 05 ‘marks on the basis of M.Phil, Notification and Degree issued by the respective university. 5.3 Teaching/Post Doctoral Experience: 5.3.1 Ifthe period of teaching/post-doctoral experienceis less than one year then the marks shall be calculated proportionately as per Table 38. 5.3.2 The teaching experience of the candidate will be calculated after obtaining the minimum ‘qualification as per UGC and State Government norms. In addition to this, the candidate must have been recruited as per UGC and State Government norms and should possess permanent recognition from the University B (02 marks for each year, for experience as a regular or ‘Adhyapak Sahayak’ at the graduate level in government or non-government grant-in-aid colleges recognized by the university or fulltime experience as Vyakhyata Sahayak on a contractual basis in government colleges. ¥ For an experience as a part-time professor, as per the resolution dated 14.11.2011 issued by the Department of Education, if a part-time professor has been appointad through a valid selection procedure in the government or non-government grant-in-aid'colleges as Per the eligibility criteria specified in this advertisement, and has served for @ minimum of ‘two years, then s/he will get maximum 10 marks as per the experience mentigned below. 5.3.1.4 0.5 marks per year for lectures less than 6, : 5.3.1.5 1.0 marks per year, for lectures of more than 6 The calculation of years of experience of a candidate will be as per. the university recognition of the teacher. 6. Procedure for Document Verification and Oral Interview 6.1 All the candidates have to remain present on time at the place decided for verification of application and oral interview at her/his own expense without fail i 6.2 The details filled in by the candidate in the online form will be considered as final. At the time of document verification, if any information submitted online is found improper, or ifa candidate fails to establish the details s/he submitted online with documentary evidence, her/his candidature will be treated as cancelled. ‘ Ifthe reserved category candidate has availed the benefit of qualifying cut-off marks then he/she cannot get the benefit of general category posts. ‘The cut-off marks for general category candidates will be SO while for reserved categor candidates will_be 45. Kindly note that the candidates below the above-mentioned merit ‘marks will not be called for document verification. ‘At the time of document verification, a candidate has to produce proper evidence of fees deposited as mentioned in the application and must produce any valid photo Identity proof (Voter card/Passport/PAN card/ADHAR card/ Driving License). : Page 7 of 12 ‘Merit marks for graduation and post-graduation will be given on the basis of total marks ‘and marks obtained by the candidate in last marksheets of respective degree. If marks obtained from total marks in the last marksheet are not mentioned and only CGPA is mer .n the conversion certificate from CGPA to a percentage by the competent hority of the affiliated university must be produced at the time of document Verification. {At the time of document verification and oral interview, a candidate has to produce originals. and a self-attested set of all documents and other supporting evidences regarding eligibility, ‘educational qualification, caste, experience, merit ranking, and other points. After document Verification, if any candidate has any objection, then s/he has to represent his ‘objection/question (grievance) with all evidence to the Grievances Redressal Committee in prescribed proforma in person within the prescribed time limit and has to get the settlement of the question/objection, Detailed instructions in this regard will be uploaded on the Website after the document verification. Thereafter, a general merit list will be posted subject-wise and category-wise. For general category candidates, the cut-off merit will be 50, and for reserve category candidates, the cut-off merit will be 45. ‘A candidate has to provide a preference choice for all the posts under a category applicable to her/him for the subject s/he has applied. Thereafter results will be declared and for that, a mock round will be conducted. Thereafter, the final choice is to be given by the candidate when asked for the seme. After the final choice is given, a final merit list college-wise, Subject-wise, and category-wise, will be displayed. According to the final merit list, candidates will be called on as per merit for oral interview as per the resolution no: NGC/1019/CHE-768/KH dated 23.12.2019 issued by the Department of Education, considering the number of vacancies at a particular college as mentioned in the table below. Seats to be filled [ No: ofandidates tobe called for Interview. o1 [06 02 [08 03, [10 ‘or More than4 | 3 candidates for one post each, [At the time of the interview, the Selection Committee will prepare a list of selected \didates and a waiting list in the ratio of 1:1, which means, the same number of candidates ‘will be included in the waiting list as per the number of vacant seats. A candidate has to remain present ata stipulated time for the oral interview before the selection committee for the college preferred, falling which, the candidate's name will be removed from the respective college’s merit list. An recommendation letter will be issued to the selected ‘candidates by the Commissionerate of Higher Education, thereafter; an appointment letter ‘will be issued by the institution for which the candidate has been selected. A selected candidate has to join at the appointed place within the prescribed time limit. After receiving. an appointment order, if any candidate fails to join the institution within the specified time limit, the trustees will send a report in this regard to the Commissionerate of Higher Education. Thereafter, the Commissionerate of higher education will issue a recommendation letter to the candidate on the waiting list, and on the basis of that, an Page 8 of 12 appointment letter will be issued to the waisted candidate by the management of the concerned college. 6.10 Instructions for the Second Roun B If no candidate remains present in the interview process during the first round of any college, for such colleges, second round of interview will be conducted for the candidates next in merit in that category. Candidates who are absent in the first round of the interview of an institute, will not be able to participate in the second round of the same institute. 6.11 A candidate has to maintain general discipline and a code of conduct during all the procedures for recruitment, Commissionerate of Higher Education, Gandhinagar is authorized to cancel the selection or appointment of a candidate in case of violation of discipline. If any candidate is found submitting fraudulent documents or tampering with the documents, legal action will be initiated against him as per the rules. $ ‘The arrangements for interview are made as per the subject, category, college, and no. of vacancies available from time to time, so a candidate has to follow the arrangements made accordingly. If any candidate is disqualified at any time by the Gujarat Public Service Commission or any other public service commission: or any government /semi-government/autonomous Institutions under the government, s/he has to produce Its details at the time: of document verification. If the duration of disqualification is continuing, then the application of such candidates is liable to be rejected. if any candidate is punished in the past with compulsory retirement, dismissal, or suspension from any board/ corporation under the government, she/he has to produce its details at the time of document verification. f If any candidate is working in a Government or Non-Government institute as 2 full-time assistant professor or as an employee, he/she has to produce a “No Objection| Certificate (NOC)” at the time of document verification. 6.16 tis necessary for the applicant to have written, spoken and reading knowledge of the Gujarati Language. 7. Important _Instructions for filling out an online application for the entire recruitment process § 7.1 Eligible candidates have to apply online, during the dates mentioned in the newspaper advertisement on the website of the office www.raschegui.in. é 7.2 Candidates are requested to go through the instructions for the advertisement displayed on the website thoroughly before filling out the application form. Online application formffiled in by a candidate will be considered final, later on, no changes/amendments can be made to it and no request for change in this regard will be entertained. 7.3 Only online applications will be considered. Submision of applications received by any other means like post or courier or in person, ete, will not be considered, 7.4 A candidate needs to register first on the website www.raschegui.in Page 9 of 12 7.5 An application form will open after logging on to the website. Fill out the application form carefully. The process of online application and online fees payment can be done till last date of form submission. A candidate can edit her/his details of the form till the online fee is paid, but after payment of fees, a candidate cannot edit/update details in her/his form. Its advised to the candidates not to wait tll the last moment for online payment of fees. If a candidate herself/himself makes a mistake in the online application form, then such an application will not be considered. 7.6 A candidate has to give his mobile number invariably. Do not change this number till the ‘seléction process is over so that communication can be made whenever necessary. 7.7 The’ application fee is Rs.500/- (Rs. Five hundred rupees only) for the candidate belonging to (Open, EWS, and Socially and Economically Backward class, whereas candidates from disabled, Schédule Caste, and Schedule Tribe categories have to pay Rs. 200/- (Rs. Two hundred rupees only). The fees once paid will not be refunded under any circumstances. 7.8 An application form is required to be filled in and completed by clicking ‘Save’ and ‘Next’ on every page. For payment of fees, visit the payment Menu, pay it online, and get a printout of it. lt must be noted that once, the online fees is paid, the candidate cannot edit the online application form. 7.9 While applying online, where the percentage is required to be mentioned in the educational qualifications, if the mark sheet is as per the grade point system, then a candidate has to provide the ‘percentage after converting the grade point into percentage as per the rules of the conderned university/board., For this, at the time of verification, a candidate has to produce either a copy of the rules of the concerned university/ board showing the conversion of grade poifits into percentages or a certificate (showing the conversion of grade points into percentages) by the competent authority of the concerned university/ board. A certificate from the College Principal will not be considered. 7.108 candidate has to upload her/his passport-size photograph (size less than 15OKB), signature (size less than 150KB), and documents (PDF) mentioned in the online application form Photographs and signatures can be uploaded in JPG, JPEG, or PNG format, whereas documents can be uploaded in PDF format only. At the time of document verification and oral interview, the candidate has to bring the originals of all the documents mentioned in the online application form. The application can not be confirmed without uploading the above-mentioned details and such applications will be rejected. 7.11If, more than one document is required to be uploaded in a concerned upload module, then scan all the documents, merge them in a single PDF file, and then upload it in the concerned module. 7.12After completing the online application, the candidate should take a printout of the application, which is to be produced at the time of document verification and interview. 7.13Any candidate who submits wrong information while filling out the online application form, will be Considered disqualified. If any information submitted by a candidate is found wrong, incomplete or erroneous, then s/he will be considered disqualified at any stage of the recruitment process or in service.
