Scenario
E-Way Bill generation facility is automatically blocked by GSTN when a Tax Payer fails to file
returns (GSTR-3B) for two consecutive periods. Unblocking of E-way Bill functionality has been
made available to unblock the e-way Bill access that was blocked by GSTN common portal in
respect of the tax payers who failed to file the returns, continuously for the two return periods.

Salient Features of The Functionality


The tax payer intending to restore the e-Way bill generation facility has to file the duly filled EWB-
05 form in the GSTN common portal. The Pr. Commissioner /Commissioner after due process are
required to accept or reject the application and issue the order EWB-06 in the ACES-GST system
which in turn will be communicated to the tax payer through the GSTN portal. The entire process
from the tax payer filing the EWB-05 application, the process of issue of Personal Hearing Notice,

tax payer filing the reply in the GSTN common portal and issue of EWB-06 order by the Pr.
Commissioner/Commissioner has been made online and is available in the Unblocking of e-Way
bill Phase II functionality.The Principal Commissioner/Commissioner of the executive
Commissionerate are assigned the role for using Unblocking of e-Way bill Phase II functionality.

5. The officer can click on CRN hyperlink to view the application for unblocking of the facility of e-Way
bill filed by the tax payer.

6. The officer can click on Download Application button to view EWB 05 Application submitted by Taxpayer
or click on Download All link to download supporting document along with Main document.

9. For issuing the order, the officer can click on Issue Order button by selecting Order Type. If the officer
selects the order type as ‘Reject’ and on confirmation, a pop up alert message ‘As per rule 138E, CGST
rules, 2017 personal hearing is mandatory to continue with the rejection order’is displayed if PH is not
completed. In case of “Accept: order, the officer can proceed and issue order as PH is not mandatory.

1. In case the officer clicks on Issue notice button without creating the PH Notice, validation message as
shown below will be displayed.

2. The officer can click on ‘New’ button in Personal Hearing tab to create the Personal Hearing Notice-1.

3. Fill in all the respective and mandatory fields (Notice Type, PH Date, Place of Hearing, Due date for
Reply, PH date and time, documents to be produced, Place of issue that are editable in PH Notice tab and
attach the supporting document if required.

4. The officer can see the preview of the PH notice and download and view the PH notice before PH notice
is issued. Click on view button to see the preview of the PH notice.

Pending under PH Process: before completion of issue notice backend

2. In dashboard, after clicking on “Pending under PH Process” link, it will redirect to the task list page.

3. The officer can click on CRN hyperlink to view form details. The system will show Message ‘PH notice
process is in progress, please try after sometime’ before the backend process completion of the respective
PH notice.

In case the backend process of communicating with GSTN portal is still going on, the following message
will be displayed on clicking the CRN hyperlink in the above list page.

4. EWB -06 tab is disabled when PH notice is issued and Back end process of communicating with GSTN
portal is yet to complete.

5. Personal Hearing tab, PH Notice tab, Taxpayer reply tab & PH Recording tab is disabled until back end
process is complete and successful.

6. Action button will not be displayed.

Note: In case the issue of PH notice fails, the application is moved to “Error: Pending under PH Process”

Error: Pending under PH Process


1. The officer can navigate to Unblocking E-way bill generation facility – Task List page (Dashboard) by
clicking MENUGSTTASKLISTE-WAY BILL to view Error: Pending under PH Process stage

2. The officer can click on “Error: Pending under PH Process” from stage to see the list page.

3. In the task list, ‘error status’ column will display the error message such as (Ex: Expected date of filing
cannot be a past date) for which record has been failed.

4. The eye button in the above list page will show extra information about all the personal hearings
related to this application. Click on CRN hyperlink to view application form and details.

5. EWB -06 tab is disabled and New button is disabled as issued Personal hearing notice has an error is
and is not complete. Select the Personal hearing notice type where the error has come. In the below
case error resulted in “Personal Hearing Notice-1”. Select the respective Radio button.

6. Correct or make the necessary changes in the entered PH Notice details as suggested in the error
message.

7. The officer can click on Preview button to view the PH notice before issue.

9. Click on Issue Notice button and check for confirmation alert and click on Yes to view success
message.

10. Upon success, auto navigates to the list page.

11. Task moved to Stage: “Pending under PH Process” in Dashboard in case the notice issuance is success
or the officer needs to visit again and see if the application moved to “Error: Pending under PH Process”

12. On clicking the CRN, the Alert message “PH notice process is in progress. Please try after some time “
will be displayed if the back end process of communicating with GSTN is still in progress. The PH Notice
tab details will be in disable mode, without Action button.

8. The officer can click the “Submit” button and the Confirmation message will pop up. Click on Yes to
view respective validation message or success message based on filled mandatory fields.

10. In case after entering the PH recording details if the tax officer moves to any other screen ex: by
clicking Previous button, the system will show the following validation message “Entered data will be
lost, please confirm do you intend to proceed ?”

12. After filling all the mandatory fields in “PH Recording” tab officer can click on “Submit” to submit the
PH recording. The following Confirmation message will be displayed and click on Yes to submit the
recording.

13. After clicking on “Yes”, system confirms PH recording submission and asks the officer whether to
proceed with another PH or continue to issue order.

a) In case the officer clicks on Proceed with another PH, the system allows the officer to move to
Personal Hearing tab to create another PH ex: Personal Hearing Notice-2 and the Same PH process
flow will continue ie., issue notice, View reply of taxpayer and PH Recording.

b) In case the officer clicks on “Proceed with EWB-06” the system allows the officer to issue EWB-06
by moving the application to next stage ie., “Pending for order(EWB-06) issuance after PH
process”

7. Once order is issued, record will be moved outfrom task list and move to Archive list (List of issued
EWB06 orders) window.

Back end process after issuance of EWB-06 order:


8. Check the alert message when Back end process is in-progress after EWB-06 order is issued. Once
EWB-06 is issued, record will disappear from the task list and will be moved to the archive list.

10. Select Choose Application Type to view the respective records. By default, the system will select
“Online EWB-05 applications”

11. When the officer clicks on the CRN when the back-end process is not completed, the system will
display the alert as “Order (EWB-06) batch is in progress”.

Error: Pending for order (EWB_06) Issuance:


The officer will see the applications in the “Error: Pending for Order (EWB-06) issuance” stage, when the
issuance of EWB-06 order has failed.

1. The officer can click on “Error: Pending for order (EWB-06) Issuance” from stage to view the list page

2. In the task list, ‘error status’ column will display the error message such as (Ex: Invalid Default Periods)
for which record has been failed. The officer can click on “CRN” hyperlink to view the application form
details with alert message.

2. Select Choose Application Type to view the respective records

3. System displays all the details of the application in the respective columns and the officer can select
“from date “& “to date” and click on view to filter the application list

4. After the officer issues EWB-06 order and select the CRN from the list of EWB-06 orders issued before
the back end process is completed, the alert message “Order(EWB-06) batch is in progress” will be
displayed. The officer needs to wait for some time.
