INTRODUCTION

System installation team/maintainer shall adhere to Do’s / Don’ts and follow the

recommended procedure for start-up, changeover, repair or shutdown.

1.1 Overview
MEI 633 is an Electronic Interlocking system with interface to the points,
signals, track circuits, axle counters, level crossing gates, ground frames,
block instruments for block working with adjacent stations and crank handles
for manual operation of points. It has the provision to interface with an
external data logger through serial link to log events.
MEI 633 is a self-contained independent system, which can be used
standalone to control the train movement in the Yard. The system is
implemented as multi-processor distributed system, with the system
functionality being apportioned to various sub-systems. Centralized
Interlocking computation with distributed I/Os is over-the-top feature of
MEI 633. Thus it can be installed as a centralized system or a distributed
system.

1.2.1 System Power ON

● Ensure sufficient time available before restarting the system


ie minimum 20 Minutes required.
● MEI633 shall be accessed, installed, commissioned and
maintained by certified trained personnel only.

● At IPS room power distribution box Isolators Switch OFF and ON or


if fuses are available, they are to be removed and re-inserted as per
explained procedure.
The following sequence should be followed for starting MEI 633:
1. Centralized System

● 110 V DC Mains Switch ON (in the IPS room) for powering the central
cabin modules.
If fuse is provided If Isolator 63 Amps is provided

● If everything is normal within 2 Min all routes will be cleared and none of the
route lock indications will be available on panel.
● If any of the Route lock indication available corresponding Route cancellation

● Then do some operation in Panel /VDU for ensuring operation and verify the
log in MT.
● If any abnormalities noticed i.e. during system restart process, verify the MT
log and follow the troubleshooting guidelines for clearing the fault or contact
SE for help.

1.3 EI System Power Resetting Scheme


Power resetting can be done from the Central Cabin with the following
arrangement during failure at end/central cabins.
Power reset box will be provided at central cabin relay room to reset the
power at all the end/central cabins equipment whenever it is required.
The following are equipped in the Power Reset Box:
1) ON/OFF Key
2) Two Position Reset Knob for each end/central cabin
3) Red Indication for each end/central cabin

1.3.1 Failure Indication:


Red indication is provided by proving all the VCOR back contacts in series,
so it will lit, when any OC in the end/central cabin is faulty. Maintainer shall
apply the corresponding reset when ever the red indication appears. Once
the reset is applied, corresponding red indication will disappear.
If the red indication continues to lit after reset, then maintainer shall repeat
the reset procedure. If the problem persists then the maintainer shall
troubleshoot the failure at the corresponding end/central cabin.

1.3.2 Power Reset Procedure:


1.3.2/a Power Reset Procedure for any End/Central Cabin:
To initiate power reset in any end cabin or central cabin, Station maintainer
shall insert the ON/OFF KEY and shall turn it to ON position and also
corresponding Reset Knob shall be turned to reverse position and shall
remain it for 10 Sec. Afterwards, turn the corresponding Reset Knob to
normal position and also turn the KEY to OFF position and remove.

1.3.2/b Power Reset Procedure for All Cabins:


To initiate power reset in all cabins, Station maintainer shall turn all the end
cabins & central cabin Reset Knobs to reverse position, and then insert the
ON/OFF KEY and turn it to ON position and shall remain it for 10Sec.
Afterwards, turn the KEY to OFF position and remove the KEY, then turn all
the end cabins & central cabin Reset Knobs to normal position.
Once the Power reset operation is completed either for one cabin or for all
cabins then all the corresponding Red indications will disappear indicating
failure is resolved.

1.3.3 Functioning of Power Reset circuit:


Mini Contactor unit will be placed at end cabins & central cabin in 110V power
supply path provided for DC-DC converters. Normally 110V power supply will
be fed through NC contacts of the Mini Contactor unit. The power supply to
Mini Contactor unit is fed through RSTR relay front contacts which is
available at end/central cabin.
Whenever Power reset is applied from central cabin, Power Reset Relay
RSTR will be energized, and this will extend the power supply to Mini
Contactor unit. Mini Contactor unit NC contacts will open and NO contacts will
make so that 110V Power supply to DC-DC converters will be interrupted.
After completing the reset procedure, RSTR relay will drop so that 110V
power supply will extend to DC-DC converters.
Please note that during Power Reset at central cabin, Mini Contactor unit
shall be placed in 110V power supply path provided for DC-DC converters,
which is used only for providing power supply to OCs.

CONTROL CUM INDICATION PANEL

TE System operator must be a trained personnel and shall adhere to the


NO station working rules.

CCIP is a part of Electronic Interlocking System MEI633. This is used to give


commands to the system and to view the current yard status. The commands
are given through push buttons and knob. In an EIS system, both panel
processor along with CCIP and a VDU CT can be connected, or any one can
be connected as operator interface, as per user railway requirement.
To use CCIP as active command panel, execute the following steps:
1. Key in SM Key and SE Key in CCIP.
2. Change CCIP to command mode using Panel / PC key control.
Change the Panel / PC key to PANEL Position.

2.1 Panel Blank


● When CCIP becomes blank and no Route / Signal indication is
displayed, it may be due to either of the following conditions:
● If all the indications on CCIP are OFF, it indicates that the panel
power supply is faulty.
Panel power supply is faulty.
● If the link status faulty indication is displayed for both the channels, it
indicates that both the communication channels are faulty.
Communication from CIU is faulty from both the channels.
In either of the above cases, system maintainer is to be informed such that
an appropriate action could be taken to rectify the fault.

2.2 Link Status Indication


● When Channel A or Channel B link is healthy, corresponding yellow
indication starts flashing continuously.
● When Channel A or Channel B link is faulty, corresponding red
indication starts continuously.

When Channel A link or Channel B Link fails, Buzzer is turned ON to alert


operator. To acknowledge the fault, press the acknowledge button. The
Buzzer stops when the fault is acknowledged by operator.

VIDEO DISPLAY UNIT (VDU)


CONTROL TERMINAL (CT)

VDU CT (PC based Operator’s Command Cum Indication Panel) is a part of


Electronic Interlocking System MEI 633. It is used by system operator to give
commands to the system and to view the current yard status. VDU CT is
equivalent in functionality to the conventional domino type control panel.
Instead of Domino type CCIP, operator can use VDU to give commands to
EIS. Instead of knobs and buttons as in a Domino type CCIP, the commands
are given through mouse by selecting appropriate commands from the drop
down menus.
In an EI system, both panel processor along with CCIP and a VDU CT can
be connected or any one can be connected as operator interface, as per user
railway requirement.
To run VDU CT application, please ensure that the following two points are
met in sequence i.e., first followed by the second.
1. Yard specific database to be present in Database folder (this ‘database’
folder is present in application installed folder).

Yard specific data base along with yard name.vdu shall be available in
C:\Medha VDU folder
For example:
If application is installed in "C:\Medha VDU\", then place Yard specific data
base file along with Yard name .vdu file in the folder.
" i.e RDSO.mdb, RDSO.vdu files".
After placing the files into the C:\Medha VDU folder, Right Click on yard name
.vdu file from the displayed list click on send to Desktop ( Create shortcut )
so that to start the application click on yard name .vdu shortcut station
specific yard will display.

3.1 Steps to start the VDU Application.


1. Click on yard name short cut link available on desktop or click on " VDU"
short cut link on desktop.
Note: If selected VDU on desktop
Click on VDU --- File --- select yard name .vdu file or If selected yard name
VDU from desktop yard shall be displayed.
2. Once after selecting any of the above Initialization window will be shown.
Provide configuration parameters i.e Com port setting and click on OK
button.
3. Yard shall be displayed and it shows progress bar.

4. Finally yard is displayed it consists of tracks and panel buttons and other
miscellaneous elements in the yard. Now required operation in the yard can
be performed.

MEI 633 SYSTEM CONFIGURATION


AND ACCEPTANCE TESTING

4.1 MEI 633 System Configuration


The configuration process involves checking and adjusting system and
printed circuit board settings using hardware jumper adjustments.
The configuration process begins with Maintenance terminal PC connected
to CVC card of MEI 633 and assumes the following conditions:
Ÿ Application Software Maintenance terminal is loaded in accordance
with section of this manual.
Ÿ MEI 633 system is running in Online mode.
Ÿ Maintenance terminal for MEI 633 tools program is running.
Configuration of printed circuit board settings is in accordance with the
system manual.

4.2 MEI 633 Acceptance Testing


After complete configuration process, the entire MEI 633 system installation
should be tested to verify proper operation as per ATP of the specific yard.
No testing at site shall be carried out after the system has commenced
operation with full responsibility for safety. In case testing is required, it shall
be done by trained personnel when the yard is free from movement or
occupancy.

SYSTEM TROUBLESHOOTING AND


RECOVERY

Troubleshooting of MEI 633 system involves careful analysis of observable


fault codes displayed on Maintenance Terminal tool program and front panel
display, and the ability to perform standard electrical and electronic
troubleshooting operations.
System event log information associated with different modules of MEI 633
are captured in Maintenance terminal tool program containing historical
information regarding the performance of MEI 633. These event logs are
useful while troubleshooting. The information placed in the event log contains
Fault Codes, which are categorized into Critical and Non Critical Faults.
The Critical Faults are the faults, which cause restart or shutdown of the
Faulty module and also indicates a serious error, which needs immediate
attention.
Maintainer is alerted about the critical fault by fault buzzer in the front panel
display and also in the maintenance terminal, if it is connected to the system.
Non critical faults are the faults, which do not cause the system to restart or
shutdown, but allows the system to continue operating through the other
redundant channel or in a de-graded mode of operation.

5.1 Troubleshooting Serial Communication Link Problems


5.1.1 Serial Link to MT
When no event logs are displayed on MT, then the serial cable connecting
MT to CVC card of MEI 633 should be checked. The cable should be inserted
properly on either end of the cable. If cable ends are properly inserted, event
logs are displayed in MT. Even after inserting the cable properly if event logs
are not displayed, then the cable should be replaced.

5.1.2 Serial Link to Front Panel Display


When Link Failed message is displayed on front panel, check for serial cable
connecting ISO 232 card. If the cable is found faulty, replace the cable. When
status is not displayed, check for power supply LED on the front panel
display. If power supply LED is not glowing, then check power supply
connection cable and take necessary action.

5.1.3 Serial Link to VDU


When Yard is not displayed on VDU PC, check for serial cable connecting RS
232-OFC converter card. If the cable is found faulty, replace the cable.
After the cause of the malfunction is isolated in either the serial
communication link problem or a single line replaceable hardware item, the

next step is to make corrective repairs and restore the system to normal
operation.

If the malfunction is traced to a hardware component, replace the card and


make the necessary repairs.

If the malfunction appears to be related to the application program, review


the program listing carefully, make necessary corrections, recompile the
program and then reload the correct program. Then retest the affected
system functions to verify proper operation.

The following Tables indicate the Fault Codes for the Individual Modules in
MEI 633 System when the corresponding Fault Codes are observed on
System Front Panel Display or on the Maintainer’s Terminal.

The Fault types are indicated as below in the Fault Code Tables:
N - Non-Critical
C (S)- Critical Faults, which cause the Module to shutdown
C(R) – Critical, which cause the Module to Restart
C (P) – Critical, which requires power recycling after recovery

5.2 Troubleshooting Each Module


This section provides the troubleshooting actions to be taken for the fault
codes observed In each Module.

trends or possible hazardous failures which can be corrected. Such failures
shall be communicated to M/s Medha for corrective and preventive action
before the risk turns to a hazard.

SYSTEM MAINTENANCE

System Maintenance chapter provides instructions for performing a


scheduled maintenance routine that is designed to detect early symptoms of
equipment degradation, which, if left unattended, may eventually result in a
system failure.
Electrostatic Protection
1. Always handle printed circuit boards by the edges. Do not touch
board components.
2. Keep the work area clean and free of junk.
3. Once removed from the bin, immediately place printed circuit boards
into a conductive shielded bag. Wrap the bag in conductive foam to
protect the circuit board during transport and shipment.
4. Ensure spare modules and accessories are secured and placed at
safe location.
5. Ensure the functionality of VDU by doing change over from VDU-1 to
VDU-2 by doing few operations.

Earthing /Surge & Lightning Protection for EI System

Ensure all earth pits are in good condition.

Ensure Earth Resistance is less than 1 Ohm.

Ensure that earthing connections / Copper lead are intact with


(MEEB, SEEB, BRC and Perimeter earth).

1 Ensure the connection of Earth conductor with all equipment cabinets


and cable armours (With Railways)

Ensure PSR (Power Supply Room), SER (Signal Equipment Room)


all earth points are intact with BRC.

Ensure that copper cable connected to MEEB terminals is fastened.

Ensure down conductor of LA is properly connected to LA Earth pits.

Surge Protection SPD

Visually inspect 24VDC Class D -SPD’s health conditions at Power


DB (for OBO make Green LED should glow continuously and
Phoenix Make LED OFF)

Visually inspect 230VAC Class D - SPD’s health conditions at MT


and VDU monitor (for OBO make Green LED should glow
continuously and Phoenix Make LED OFF)

Visually inspect 110VDC class C SPD’s health conditions at Power


DB Central Room, Goomty and SM Room. For OBO green bar shall
be visible and for Phoenix Make transparent; if Red bar is visible
replace them).

Visually inspect 230VAC B+C SPD’s health conditions at mains


supply input to IPS (for OBO make green bar shall be visible and
Phoenix Make transparent; if Red bar is visible replace them).

Equipment Room

Ensure that all openings are closed to avoid water entry into to
equipment room

Ensure there is no seepage from roof or walls inside equipment room.

Ensure equipment room and power supply room are free from dust.

Availability of Spares

Ensure Spare cards as specified, Fuses, SPD, tools and OFC Patch
Cables are available for repair/replacement.
