MN 211 1 Issue of Dispensation Exemption As Per Article VIII of The STCW Convention
1. PURPOSE
1.1 This Notice provides guidance to Companies operating Palau registered vessels on
Dispensation - Exemption as per section 28 in “Standards of Training, Certification and
Watch keeping The Republic of Palau Regulations 2018”.
2. APPLICATION
3. GENERAL OVERVIEW
I. A person to serve temporarily in the capacity next highest to that for which he or she is
presently certificated for a period not exceeding six (6) months. A Dispensation shall
not be granted in the capacities of Master, Chief Engineer, GMDSS General Operator
or Ship Security Officer (ANNEX I).
II. A Ship to sail with crew different than the one indicated in her valid Minimum Safe
Manning Certificate (ANNEX II).
4. REQUIREMENTS
4.1 Crew dispensations are handled on a case-by-case basis and require the vessel's owner,
operator or Master to request the dispensation in writing, reporting the reasons for the
dispensation, while at the same time must declare that he has taken measures to ensure
safety on board and implementation of any requirements relevant to fitness for duty of all
crew members. In certain cases, a risk assessment may be required.
b. 12-month sea service as watch keeping officer on ships over 1000 GRT.
a. Completion of at least half of the required sea service for the acquisition of the watch
keeping Certificate of Competency, on ships over 500 GRT, or
b. Completion of 5-year sea service with capacity as Deck Able Seafarer, on ships over
500 GRT and successful examination.
4.4 Requirements for second engineer:
a. Completion of at least half of the required sea service for the acquisition of the watch
keeping Certificate of Competency, on ships over 300 BHP, or
b. Completion of 5-year sea service with capacity as Engine Able Seafarer on ships over
300 BHP and successful examination.

Hours, even if the ship needs to interrupt her voyage and sail to a shelter port for this reason.
