EXECUTIVE ORDER NO. 013-2018

AN ORDER REQUIRING EVERY HOUSEHOLD, ESTABLISHMENT, AND


INSTITUTION IN THIS BARANGAY TO SEGREGATE WASTES DESIGNING A
SYSTEM OF WASTE COLLECTION, IMPOSING PENALTIES FOR VIOLATION
THEREOF, AND FOR OTHER PURPOSES

WHEREAS, DILG Memorandum Circular No. 2001-19 dated March 2, 2002 direct
the creation of an ecological Solid Waste Management Board;

WHEREAS, the Ecological Solid Waste Management Board is primary responsible in


carrying out the mandate of implementing the Solid Waste management program;

WHEREAS, relative to this mandate, there is a need to require every household,


establishment, and institution in Barangay District No. 2, San Manuel, Isabela to segregate
wastes at source, designing a system of waste collection, imposing penalties for violation
thereof, and for other purposes.

NOW, THEREFORE, I , VIRGILIO G. SALAGUINTO, JR., Punong Barangay


of DISTRICT NO. 2, San Manuel, Isabela, by virtue of the powers vested in me by law, do
hereby order:

SECTION 1. Mandatory Waste Segregation at Source


a. Every household, establishment, and institution in this barangay is strictly required
to segregate its daily wastes. Garbage must be placed in three (3) different
receptacles as:
a.1 Biodegradable (nabubulok o natutunaw) compostable
a.2 Non-biodegradable or recyclable (hindi nabubulok)
a.3 Refuse (patapon)
b. Receptacles or garbage containers either in the form of sacks or plastic bags must
be produced by the household, establishment, or institution.
c. Households, establishments, and institutions are strongly encouraged t o
practice.
composting, re-using, and recycling of wastes, if possible, right within their
respective backyard or premises.
d. Open dumping and open burning in barangay or household level is highly
prohibited.

6.3.1
SECTION 2. No Segregation, No Collection Policy
a. No household, establishment, or institution shall be collected of its waste based
on a regular schedule unless it complies with Section1 of this ordinance.
b. The LGU garbage truck assigned in the barangay shall collect the segregated
waste based on the approved schedule.

SECTION 3. Roles of Barangay Ecological Solid Waste Management Committee


a. Formulate solid waste management plan consistent with the municipal ordinance
and plan.
b. Impalement segregation and collection of biodegradables, compostable, and
reusable
waste.
c. Establish Materials Recovery Facility (MRF);
d. Allocate barangay funds, or look for source of funds;
e. Organize purok coordinators; and
f. Submit quarterly report to the municipality.

SECTION 4. Penalties for Violations


Imposition of payments in the amount of not less than Php300.00 but not more
than Phpl,000.00.

SECTION 5. Effectivity.

This order shall take effect immediately.
